“ಕೇಂದ್ರ ಸರ್ಕಾರದ ವಿಬಿ ಜಿ ರಾಮ್ ಜಿ ಕಾಯ್ದೆಯಿಂದ ರಾಜ್ಯಗಳಿಗೆ ಹಾಗೂ ಗ್ರಾಮೀಣ ಕಾರ್ಮಿಕರಿಗೆ ಆಗುತ್ತಿರುವ ಅನ್ಯಾಯದ ಬಗ್ಗೆ ಚರ್ಚೆ ಮಾಡಲು 2 ದಿನಗಳ ವಿಶೇಷ ಅಧಿವೇಶನ ನಡೆಸಲು ತೀರ್ಮಾನಿಸಲಾಗಿದೆ” ಎಂದು ಡಿಸಿಎಂ ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್ ಅವರು ತಿಳಿಸಿದರು.
ಖಾಸಗಿ ಹೋಟೆಲ್ ನಲ್ಲಿ ಕಾಂಗ್ರೆಸ್ ಸಚಿವರು, ಶಾಸಕರು, ಮುಖಂಡರ ಸಭೆ ಬಳಿಕ ಮಾಧ್ಯಮಗೋಷ್ಠಿಯನ್ನು ಉದ್ದೇಶಿಸಿ ಶಿವಕುಮಾರ್ ಅವರು ಮಾತನಾಡಿದರು.
“ಕೇಂದ್ರ ಸರ್ಕಾರ ಮನರೇಗಾ ಯೋಜನೆ ರದ್ದು ಮಾಡಿ, ವಿಬಿ ರಾಮ್ ಜಿ ಕಾಯ್ದೆ ಜಾರಿಗೆ ತಂದಿರುವ ಹಿನ್ನಲೆಯಲ್ಲಿ ಇಂದು ಶಾಸಕರು, ಸಂಸದರ ಸಭೆ ನಡೆಸಲಾಗಿದೆ. ವಿಬಿ ಜಿ ರಾಮ್ ಜಿ ಕಾಯ್ದೆ ಹಿಂಪಡೆದು, ಮನರೇಗಾ ವಾಪಸ್ ತರಬೇಕು ಎಂದು ಒತ್ತಾಯಿಸಿ ಹೋರಾಟ ಮಾಡಲು ಸಭೆಯಲ್ಲಿ ನಿರ್ಣಯ ತೆಗೆದುಕೊಂಡಿದ್ದೇವೆ” ಎಂದು ತಿಳಿಸಿದರು.
“ಸದ್ಯದಲ್ಲೇ ಪರಾಜಿತ ಅಭ್ಯರ್ಥಿಗಳು, ಬ್ಲಾಕ್ ಹಾಗೂ ಬೂತ್ ಅಧ್ಯಕ್ಷರ ಸಭೆ ಕರೆಯಲಾಗುವುದು. ಕೇಂದ್ರ ಸರ್ಕಾರದ ಈ ಕಾನೂನು ದೇಶಕ್ಕೆ ಬಹು ದೊಡ್ಡ ಮಾರಕವಾಗಿದ್ದು, ಇದನ್ನು ತೆಗೆದುಹಾಕಿ, ಮನರೇಗಾ ಪುನಃ ಸ್ಥಾಪನೆಗೆ ಬೃಹತ್ ಹೋರಾಟ ನಡೆಸಲಾಗುವುದು. ಗ್ರಾಮ ಪಂಚಾಯತಿ, ತಾಲೂಕು ಹಾಗೂ ಜಿಲ್ಲಾ ಮಟ್ಟದಲ್ಲಿ ಹೋರಾಟ ರೂಪಿಸಲಾಗುವುದು. ಜ. 26 ರಿಂದ ಫೆ. 2ರವರೆಗೆ ತಾಲ್ಲೂಕು ಮಟ್ಟದಲ್ಲಿ 5 ಕಿ.ಮೀ ಪಾದಯಾತ್ರೆ ನಡೆಸಲಾಗುವುದು. ಉದ್ಯೋಗ ಕಾರ್ಡ್ ಹೊಂದಿರುವ ಕಾರ್ಮಿಕರ ಜತೆ ಈ ಪಾದಯಾತ್ರೆ ಮಾಡಲಾಗುವುದು. ಈ ಪಾದಯಾತ್ರೆಯಲ್ಲಿ ರಾಷ್ಟ್ರೀಯ ನಾಯಕರು ಭಾಗವಹಿಸಲಿದ್ದಾರೆ” ಎಂದು ಮಾಹಿತಿ ನೀಡಿದರು.
“ಮೂರು ದಿನ ಜಿಲ್ಲಾ ಕೇಂದ್ರಗಳಲ್ಲಿ ಸಚಿವರು ಸುದ್ದಿಗೋಷ್ಠಿ ನಡೆಸಲಿದ್ದಾರೆ. ತಾಲೂಕು ಮತ್ತು ಜಿಲ್ಲಾ ಮಟ್ಟದಲ್ಲಿ ಹೋರಾಟ ಮಾಡಲಾಗುವುದು. ಪ್ರತಿ ಪಂಚಾಯತಿಗಳಲ್ಲಿ ಜಾಗೃತಿ ಮೂಡಿಸಲಾಗುವುದು. ಮನರೇಗಾ ಬದಲಾವಣೆ ಮೂಲಕ 6000 ಕೋಟಿ ರೂ. ಮೊತ್ತದ ಕಾಮಗಾರಿಯನ್ನು ನಮ್ಮ ರಾಜ್ಯದಿಂದ ಕಸಿದುಕೊಳ್ಳಲಾಗಿದೆ” ಎಂದರು.
“ಇಷ್ಟು ದಿನ ಪಂಚಾಯ್ತಿಗಳು ಯಾವ ಕಾಮಗಾರಿ ಮಾಡಬೇಕು ಎಂಬ ತೀರ್ಮಾನ ಮಾಡುತ್ತಿದ್ದವು. ಈಗ ದೆಹಲಿಯಿಂದ ನಿರ್ದೇಶನ ಮಾಡಿದ ಕಾಮಗಾರಿಗಳನ್ನು ಮಾತ್ರ ತೆಗೆದುಕೊಳ್ಳಬೇಕು. ಕೇಂದ್ರ ಸರ್ಕಾರ ಈ ಬದಲಾವಣೆ ಬಗ್ಗೆ ರಾಜ್ಯಗಳ ಜತೆ ಸಮಾಲೋಚನೆ ನಡೆಸಬೇಕಿತ್ತು. ಈ ಬದಲಾವಣೆಯಿಂದ ಗ್ರಾಮೀಣ ಭಾಗದ ಜನರ ಉದ್ಯೋಗ ಹಕ್ಕು ಕಸಿಯಲಾಗಿದೆ. ಸಂವಿಧಾನದ 73, 74ನೇ ತಿದ್ದುಪಡಿ ಪ್ರಕಾರದ ಹಕ್ಕನ್ನು ಕಸಿಯಲಾಗಿದೆ ” ಎಂದು ಆಗ್ರಹಿಸಿದರು.
“ಮನರೇಗಾ ಯೋಜನೆಯಲ್ಲಿ ಕೆಲಸ ಮಾಡಿದ ಕಾರ್ಮಿಕರಿಗೆ ಒಂದು ವಾರದಲ್ಲಿ ಕೂಲಿ ಕೊಡುವ ಶಕ್ತಿ ಇತ್ತು. ಇದನ್ನೆಲ್ಲಾ ಮುಗಿಸಿ ಹೊಸ ರೂಪದಲ್ಲಿ ಅನ್ಯಾಯ ಮಾಡಿದ್ದಾರೆ. ಮನರೇಗಾದಲ್ಲಿ 90% ಅನುದಾನ ಕೇಂದ್ರ ಸರ್ಕಾರ ನೀಡುತ್ತಿತ್ತು. ಈಗ 60% ಕೇಂದ್ರ ಸರ್ಕಾರ, 40% ರಾಜ್ಯ ಸರ್ಕಾರ ಕೊಡಬೇಕು ಎಂದು ಬದಲಾವಣೆ ತಂದಿದ್ದಾರೆ. ಇದು ಒಕ್ಕೂಟ ವ್ಯವಸ್ಥೆ ವಿಚಾರವಾಗಿದ್ದು, ಈ ವಿಚಾರಗಳನ್ನ ರಾಜ್ಯಗಳ ಜೊತೆ ಚರ್ಚೆ ಮಾಡಬೇಕಿತ್ತು. ಇದನ್ನೆಲ್ಲಾ ಬಿಟ್ಟು ರಾತ್ರೊ, ರಾತ್ರಿ ಏಕಾಏಕಿಯಾಗಿ ಬದಲಾವಣೆ ಮಾಡಿದ್ದಾರೆ” ಎಂದು ಹೇಳಿದರು.

ಬಳ್ಳಾರಿ ಗಲಭೆ ಬಗ್ಗೆ ಕೇಳಿದಾಗ, “ಬಳ್ಳಾರಿ ಘಟನೆ ಬಗ್ಗೆ ಸಮಿತಿ ವರದಿ ಕೊಟ್ಟಿದೆ. ವರದಿ ನೋಡಿದ ಬಳಿಕ ಮಾಹಿತಿ ಕೊಡುತ್ತೇನೆ” ಎಂದು ತಿಳಿಸಿದರು.

ಮಹಾತ್ಮಗಾಂಧಿ ರಾಷ್ಟ್ರೀಯ ಗ್ರಾಮೀಣ ಉದ್ಯೋಗ ಖಾತರಿ ಯೋಜನೆ ಮತ್ತೆ ಜಾರಿಗೆ ತರುವಂತೆ ಒತ್ತಾಯಿಸಿ ನಿರ್ಣಯ ಅಂಗೀಕರಿಸಲು ಶೀಘ್ರವೇ ವಿಧಾನ ಮಂಡಲದ ವಿಶೇಷ ಅಧಿವೇಶನ ಕರೆಯಲಾಗುವುದು.
ಇದು ಬಿಜೆಪಿಯವರ ಹುನ್ನಾರ. ಮನಮೋಹನ ಸಿಂಗ್ ಅವರು ಪ್ರಧಾನಿ ಆಗಿದ್ದಾಗ ಮಹಾತ್ಮ ಗಾಂಧಿ ರಾಷ್ಟ್ರೀಯ ಗ್ರಾಮೀಣ ಉದ್ಯೋಗ ಖಾತರಿ ಯೋಜನೆ ಜಾರಿಗೆ ಬಂತು.
ಇದು ಗ್ರಾಮೀಣ ಪ್ರದೇಶದಲ್ಲಿ ಉದ್ಯೋಗ ಸೃಷ್ಟಿಸುವ ಯೋಜನೆ. ದಲಿತರು, ಮಹಿಳೆಯರು, ರೈತರಿಗೆ ಉದ್ಯೋಗ ಒದಗಿಸುವುದು ಯೋಜನೆ ಉದ್ದೇಶ. ವರ್ಷದಲ್ಲಿ ನೂರು ದಿನ ಉದ್ಯೋಗ ಅವಕಾಶ ಈ ಯೋಜನೆಯಲ್ಲಿ ಸಿಗುತ್ತಿತ್ತು.
ಈ ಉದ್ಯೋಗವನ್ನೇ ಕಸಿಯುವ ಕೆಲಸಕ್ಕೆ ಕೇಂದ್ರ ಸರ್ಕಾರ ಕೈ ಹಾಕಿದೆ. ಉದ್ಯೋಗದ ಹಕ್ಕು ಇಲ್ಲವಾಗಿಸಿದೆ.
ಮಹಾತ್ಮ ಗಾಂಧಿಯವರ ಹೆಸರು ತೆಗೆದು ಗೊಂದಲ ಸೃಷ್ಟಿ ಮಾಡುವ ಹುನ್ನಾರ ಇದಾಗಿದೆ. ಈ ಮೂಲಜ ಮತ್ತೆ ಗಾಂಧಿಯವರನ್ನು ಕೊಲೆ ಮಾಡಲಾಗಿದೆ. ಇದು ಸಂಘ ಪರಿವಾರದವರು ಹೇಳಿ ಕೊಟ್ಟಿರುವ ಪಾಠ.
28 ಕೋಟಿ ದಲಿತರಿಗೆ ಇದರಿಂದ ಅನ್ಯಾಯವಾಗಿದೆ. ನಮ್ಮ ಹೋರಾಟ ತೀವ್ರವಾಗಿ ಇರಬೇಕು. ಬಡವರ ಉದ್ಯೋಗದ ಹಕ್ಕು ಕಸಿದುಕೊಂಡವರಿಗೆ ಪಾಠ ಕಲಿಸಬೇಕು. ಬಡವರು ಆರ್ಥಿಕವಾಗಿ ಸಬಲರಾಗುವುದನ್ನು ಸಂಘ ಪರಿವಾರ ಸಹಿಸುವುದಿಲ್ಲ.
ಮನ್ರೆಗಾ ಕಾಯಿದೆ ಮತ್ತೆ ಜಾರಿ ಅಗುವ ರೀತಿ ಜನಾಂದೋಲನ ನಡೆಯಬೇಕು. ಪ್ರತಿ ಗ್ರಾಮ ಪಂಚಾಯಿತಿ ಸದಸ್ಯ ನರೇಗಾದಲ್ಲಿ ಕೆಲಸ ಮಾಡುತ್ತಿರುವವರನ್ನ ತಲುಪಬೇಕು.
ಈ ವಿಷಯದ ಬಗ್ಗೆ ಜನರನ್ನೂ ಜಾಗೃತಗೊಳಿಸುವ ಕೆಲಸವನ್ನು ಶಾಸಕರು ಮಾಡಬೇಕು. ನಮ್ಮ ಹೋರಾಟ ಜನಾಂದೋಲನವಾಗಿ ರೂಪುಗೊಳ್ಳುವಂತಹ ವಾತಾವರಣ ನಿರ್ಮಾಣ ಆಗಬೇಕಿದೆ.
ಕಾಂಗ್ರೆಸ್ ಜಾರಿಗೆ ತಂದ ಕಾರ್ಯಕ್ರಮವನ್ನು ರದ್ಧು ಮಾಡಿ ಉದ್ಯೋಗದ ಹಕ್ಕು ಕಸಿದುಕೊಂಡಿರುವುದು ಸಂವಿಧಾನ ಬಾಹಿರ ಕೆಲಸ.

Bengaluru, Jan 8: Deputy Chief Minister DK Shivakumar today said that a decision has been taken to hold 2-day special session to discuss the impact of VB G RAM G legislation of the Centre on rural labour force.
Addressing a press conference after participating in a meeting of Congress legislators, ministers and leaders to discuss the VB G RAM G legislation, he said, “We held a meeting of legislators and ministers to discuss the Centre’s decision to scrap MGNREGA scheme and bring VB G RAM G legislation. The meeting resolved to hold protests demanding MGNREGA back.”
“We will soon call for a meeting of Block and Booth presidents and defeated candidates. The new legislation is harmful to the country and we will demand its scrapping. The protests will he held at gram panchayat, taluk and district level. We will hold a 5 km padayatra in each taluk from January 26 to February 2. National leaders will also participate in these padayatra,” he said.
“Ministers will hold press conferences at the district headquarters for three days. Awareness campaigns will be held in each panchayat. By removing MGNREGA, the Centre has taken away employment opportunity worth Rs 6,000 crore,” he added.
“Till now, the panchayats used to decide which work to be taken up under MGNREGA. As per the new legislation, the decision will now be taken by the Centre. The Centre should have had discussions with the states before bringing this legislation. This new legislation takes away the rights given under 73rd and 74th amendments to the Constitution. It is difficult to implement Centre’s new legislation. No state would be in a position to bear 40% of the cost,” he explained.

Pralhad Joshi isn’t aware of National Herald’s history
Speaking to reporters earlier about Union Minister Pralhad Joshi’s statement that the state government should not have given advertisement to National Herald, he said, “Pralhad Joshi doesn’t know the history of National Herald. It is a newspaper that started during the independence movement. Neither Joshi nor his party believes in democracy. They never fought for the independence and hence they are not aware of it.”
