*ಅಂಬೇಡ್ಕರ್‌ ಬರೆದ ಸಂವಿಧಾನದಲ್ಲಿ ಜಾತ್ಯತೀತ ಹಾಗೂ ಸಮಾಜವಾದ ಪದಗಳು ಎಲ್ಲಿವೆ?: ಪ್ರತಿಪಕ್ಷ ನಾಯಕ ಆರ್.ಅಶೋಕ ಪ್ರಶ್ನೆ*
ಪ್ರಗತಿವಾಹಿನಿ ಸುದ್ದಿ: ಸಂವಿಧಾನಕ್ಕೆ 68 ಬಾರಿ ತಿದ್ದುಪಡಿ ತಂದ ಕಾಂಗ್ರೆಸ್‌, ಜಾತ್ಯತೀತ ಪದದ ಬಗ್ಗೆ ಮಾತನಾಡುತ್ತಿದೆ. ಆದರೆ ಬಾಬಾ ಸಾಹೇಬರು ಬರೆದ ಸಂವಿಧಾನದಲ್ಲಿ ಜಾತ್ಯತೀತ ಪದವೇ ಇಲ್ಲ ಎಂದು ಪ್ರತಿಪಕ್ಷ ನಾಯಕ ಆರ್.ಅಶೋಕ ಹೇಳಿದರು.
ಸುದ್ದಿಗೋಷ್ಠಿಯಲ್ಲಿ ಮಾತನಾಡಿದ ಅವರು, ಆರ್‌ಎಸ್‌ಎಸ್‌ ಸರಕಾರ್ಯವಾಹರಾದ ದತ್ತಾತ್ರೇಯ ಹೊಸಬಾಳೆಯವರು ಹೇಳಿದ್ದು ಕಾಂಗ್ರೆಸ್‌ನವರು ಸೇರಿಸಿದ ಪದಗಳ ಬಗ್ಗೆ. ನಾನು ಒಕ್ಕಲಿಗ ಎಂದು ಗುರುತಿಸಿಕೊಳ್ಳುತ್ತೇನೆ. ಎಲ್ಲರೂ ಅವರ ಜಾತಿಯನ್ನು ಗುರುತಿಸಿಕೊಳ್ಳುತ್ತಾರೆ. ಅಂದಮೇಲೆ ಜಾತ್ಯತೀತ ಎಂಬುದಕ್ಕೆ ಅರ್ಥವಿಲ್ಲ. ಡಾ.ಬಿ.ಆರ್.ಅಂಬೇಡ್ಕರ್‌ ಬರೆದ ಸಂವಿಧಾನದಲ್ಲಿ ಜಾತ್ಯತೀತ ಹಾಗೂ ಸಮಾಜವಾದ ಎಂಬ ಪದ ಎಲ್ಲಿದೆ ಎಂದು ಕಾಂಗ್ರೆಸ್‌ ನಾಯಕರು ತೋರಿಸಲಿ. ರಾಹುಲ್‌ ಗಾಂಧಿ ಒಂದು ಕಡೆ ಜಾತಿ ಸಮೀಕ್ಷೆ ಬೇಕೆಂದು ಹೇಳುತ್ತಾರೆ. ನಂತರ ಜಾತ್ಯತೀತ ಎನ್ನುತ್ತಾರೆ. ಜವಹರಲಾಲ್‌ ನೆಹರು ಅವರು ಒಂದನೇ ತಿದ್ದುಪಡಿ ತಂದರು. ಒಟ್ಟು 17 ತಿದ್ದುಪಡಿಗಳನ್ನು ಅವರು ಮಾಡಿದ್ದಾರೆ. ನಂತರ ಬಂದ ಇಂದಿರಾಗಾಂಧಿ 26 ತಿದ್ದುಪಡಿ ಮಾಡಿದ್ದಾರೆ. ಬಾಬಾ ಸಾಹೇಬರ ಮೂಲ ಆಶಯಗಳನ್ನೇ ತಿದ್ದುಪಡಿ ಮಾಡಿದ್ದಾರೆ. ಒಟ್ಟಾರೆಯಾಗಿ ಕಾಂಗ್ರೆಸ್‌ 68 ತಿದ್ದುಪಡಿಗಳನ್ನು ಮಾಡಿದೆ ಎಂದರು.
ತುರ್ತು ಪರಿಸ್ಥಿತಿ ತರಬೇಕೆಂದು ಯಾವ ಸಂವಿಧಾನದಲ್ಲಿ ಎಲ್ಲಿ ಬರೆದಿದ್ದಾರೆ ಎಂದು ಕಾಂಗ್ರೆಸ್‌ ಹೇಳಬೇಕು. ಕಾಂಗ್ರೆಸ್‌ನವರು ಕುತಂತ್ರ ಮಾಡಿ ಈ ಎರಡೂ ಪದಗಳನ್ನು ಸೇರಿಸಿದ್ದಾರೆ. ಈ ಬಗ್ಗೆ ಚರ್ಚೆಯಾಗಬೇಕಿದೆ ಎಂದರು.
ಕ್ರಾಂತಿಯಾಗುವುದು ಖಚಿತ
ಕಾಂಗ್ರೆಸ್‌ ಸಚಿವರು ಕ್ಷಿಪ್ರ ಕ್ರಾಂತಿಯ ಬಗ್ಗೆ ಹೇಳಿದ್ದಾರೆ. ಸಿಎಂ ಬದಲಾವಣೆ ಆಗಲಿದೆ. ಡಿ.ಕೆ.ಶಿವಕುಮಾರ್ ಅವರ ಜಾತಕ ಸರಿಯಿಲ್ಲ. ಅಧಿಕಾರವನ್ನು ಅವರು ಒದ್ದು ಕಿತ್ತುಕೊಳ್ಳಬೇಕಿದೆ. ಅವರಿಗೆ ನೈಸರ್ಗಿಕವಾದ ಯೋಗವಿಲ್ಲ ಎಂದರು.
ಬಿಬಿಎಂಪಿ ಆರ್ಥಿಕವಾಗಿ ದಿವಾಳಿಯಾಗಿದೆ. ನಮ್ಮ ಕ್ಲಿನಿಕ್‌ ಸಿಬ್ಬಂದಿಗೆ ಸಂಬಳ ನೀಡಿಲ್ಲ. ಶಾಸಕ ಬಿ.ಆರ್.ಪಾಟೀಲ್‌ ಹಾಗೂ ಇನ್ನಷ್ಟು ಶಾಸಕರು ಕಾಮಗಾರಿ ನಡೆಯುತ್ತಿಲ್ಲ ಎಂದು ದೂರಿದ್ದಾರೆ. ನನಗಿರುವ ಮಾಹಿತಿ ಪ್ರಕಾರ ಜನರ ಮೇಲೆ ಇನ್ನಷ್ಟು ತೆರಿಗೆ ಹೇರಲಿದ್ದಾರೆ. ಜನರು ಮನೆ ಕಟ್ಟಲು ಮುಂದಾದರೆ ಸರ್ಕಾರಕ್ಕೆ ಕಪ್ಪ ಕಾಣಿಕೆ ಕೊಡಬೇಕಾಗುತ್ತದೆ. ಸರ್ಕಾರಕ್ಕೆ ವಿಶೇಷ ದಕ್ಷಿಣೆ ನೀಡಬೇಕಿದೆ ಎಂದರು.
ಗೃಹ ಇಲಾಖೆ ಕಾಂಗ್ರೆಸ್‌ನ ಡಿಪಾರ್ಟ್‌ಮೆಂಟ್‌ ಆಗಿದೆ. ಇಂದಿರಾಗಾಂಧಿ ತುರ್ತು ಪರಿಸ್ಥಿತಿ ಹೇರಿ ಪತ್ರಕರ್ತರನ್ನು ಜೈಲಿಗೆ ಹಾಕಿದ್ದರು. ಅದೇ ರೀತಿ ಗೃಹ ಇಲಾಖೆಯ ಹೊಸ ಕಾನೂನು ತಂದು, ಸಾಮಾಜಿಕ ಜಾಲತಾಣಗಳಲ್ಲಿ ಸರ್ಕಾರದ ವಿರುದ್ಧ ಬರೆಯುವವರ ವಿರುದ್ಧ ಕ್ರಮ ವಹಿಸಲಿದೆ. ಇದರಿಂದ ಪತ್ರಕರ್ತರನ್ನು ಜೈಲಿಗೆ ಹಾಕಲಾಗುತ್ತದೆ. ಗ್ಯಾರಂಟಿಗಳನ್ನು ನಿಲ್ಲಿಸಲು ಹೈಕಮಾಂಡ್‌ ಬಿಡುತ್ತಿಲ್ಲ. ಅದಕ್ಕಾಗಿ ಹಣ ಉಳಿಸಲು ಪಿಂಚಣಿ ಸೇರಿದಂತೆ ಎಲ್ಲ ಯೋಜನೆಗಳಲ್ಲಿ ಹಣ ಕಡಿತ ಮಾಡಲಾಗುತ್ತದೆ. ಅನೇಕ ಫಲಾನುಭವಿಗಳನ್ನು ಅನರ್ಹ ಮಾಡಲಾಗುತ್ತದೆ ಎಂದರು.
ಕೇಂದ್ರ ಸಚಿವ ಪ್ರಹ್ಲಾದ್‌ ಜೋಶಿ ಅವರ ನೇತೃತ್ವದ ಬಿಜೆಪಿ ಸಮಿತಿಯ ಸಭೆಗೆ ಹೋಗಲು ಸಾಧ್ಯವಾಗಿಲ್ಲ. ನಾನು ಆಗ ದೆಹಲಿಯಲ್ಲಿ ಉಳಿದಿದ್ದೆ. ಪ್ರತಿ ಜಿಲ್ಲೆಗೆ ಹೋಗಿ ಜಿಲ್ಲಾಮಟ್ಟದಲ್ಲಿ ಸಮಸ್ಯೆ ಪರಿಹರಿಸಲು ಈ ಸಮಿತಿ ರಚಿಸಲಾಗಿದೆ. ಸರ್ಕಾರದ ವಿರುದ್ಧ ಬಿಜೆಪಿ ಯಶಸ್ವಿಯಾಗಿ ಹೋರಾಟಗಳನ್ನು ಮಾಡಿದೆ. ಆದರೆ ಜಿಲ್ಲಾಮಟ್ಟದಲ್ಲಿ ಇರುವ ಸಮಸ್ಯೆಗಳನ್ನು ಬಗೆಹರಿಸಿದರೆ ಹೋರಾಟಗಳನ್ನು ಇನ್ನಷ್ಟು ವೇಗವಾಗಿ ಮಾಡಬಹುದು ಎಂಬ ಅಭಿಪ್ರಾಯ ಬಂದಿದೆ. ಬಿಜೆಪಿಯಲ್ಲಿ ಎಲ್ಲರೂ ಒಂದಾಗಿ ಹೋಗಲೇಬೇಕಿದೆ. ಆಗಲೇ ಪಕ್ಷಕ್ಕೆ ಕಳೆ ಬರಲಿದೆ. ಇದಕ್ಕೆ ಸ್ವಲ್ಪ ಸಮಯ ಬೇಕಾಗುತ್ತದೆ ಎಂದರು.

The Congress, which amended the Constitution 68 times, is talking about the word ‘secular.’ But Opposition Leader R. Ashok said there is no word ‘secular’ in the Constitution written by Baba Saheb Ambedkar.
Speaking at a press conference, he said RSS functionary Dattatreya Hosabale spoke about the words added by Congress. “I identify myself as a Vokkaliga. Everyone identifies with their caste. If so, the term ‘secular’ has no meaning. Let Congress leaders show where the words ‘secular’ and ‘socialist’ are in the Constitution written by Dr. B.R. Ambedkar. Rahul Gandhi demands a caste census on one hand and talks about secularism on the other. Jawaharlal Nehru brought the first amendment. He made a total of 17 amendments. Later, Indira Gandhi made 26 amendments. They amended the original intentions of Baba Saheb. Overall, Congress made 68 amendments,” he said.
He challenged Congress to show where the Constitution mentions imposing an Emergency. “Congress cunningly added these two words. This needs to be discussed,” he said.
Revolution is certain
Congress ministers have spoken about a swift revolution. A change of CM is imminent. “D.K. Shivakumar’s horoscope is not favorable. He has to seize power by force. He doesn’t have natural luck,” Ashok said.
BBMP is financially bankrupt. Clinic staff have not been paid salaries. MLA B.R. Patil and other MLAs have complained about stalled projects. “According to my information, they will impose more taxes on people. If people want to build houses, they have to pay a bribe to the government. They need to give special offerings to the government,” he said.
The Home Department has become Congress’s department. Indira Gandhi imposed the Emergency and jailed journalists. Similarly, the Home Department’s new law will take action against those who write against the government on social media. This will lead to journalists being jailed. The high command is not allowing guarantees to be stopped. To save money, funds are being cut from all schemes, including pensions. Many beneficiaries are being disqualified, he said.
He could not attend the BJP committee meeting led by Union Minister Pralhad Joshi. “I was in Delhi at the time. This committee was formed to resolve issues at the district level by visiting every district. BJP has successfully fought against the government. But resolving district-level issues will enable faster protests. This is the opinion. Everyone in BJP must unite. Only then will the party shine. This will take some time,” he said.
