*ಬಿ.ನಾಗೇಂದ್ರ ಸಚಿವರಾಗಿರುವವರೆಗೂ ಅಧಿವೇಶನ ನಡೆಸಲು ಬಿಡಲ್ಲ: ಪ್ರತಿಪಕ್ಷ ನಾಯಕ ಆರ್.ಅಶೋಕ*
ಪ್ರಗತಿವಾಹಿನಿ ಸುದ್ದಿ: ಬಿ.ನಾಗೇಂದ್ರ ಸಚಿವರಾಗಿರುವವರೆಗೂ ಅಧಿವೇಶನ ನಡೆಯಲು ಅವಕಾಶ ನೀಡುವುದಿಲ್ಲ. ಅವರ ರಾಜೀನಾಮೆಯನ್ನು ಮುಖ್ಯಮಂತ್ರಿ ಡಿ.ಕೆ.ಶಿವಕುಮಾರ್ ಕೂಡಲೇ ಪಡೆಯಲೇಬೇಕು ಎಂದು ಪ್ರತಿಪಕ್ಷ ನಾಯಕ ಆರ್.ಅಶೋಕ ಆಗ್ರಹಿಸಿದರು.
ಪತ್ರಿಕಾಗೋಷ್ಠಿಯಲ್ಲಿ ಮಾತನಾಡಿದ ಅವರು, ಸದನದಲ್ಲಿ ಎಲ್ಲದಕ್ಕೂ ಮುಖ್ಯಮಂತ್ರಿಯೇ ಉತ್ತರ ಕೊಡುವುದಾದರೆ ಸಚಿವರು ಕತ್ತೆ ಕಾಯಲು ಇದ್ದಾರೆಯೇ? ಜನರ ತೆರಿಗೆ ಹಣದಲ್ಲಿ ಸಚಿವರಿಗೆ ಕಾರು, ಮನೆ ಎಲ್ಲವನ್ನೂ ನೀಡುತ್ತಾರೆ. ಇದು ಚಕ್ರಾಧಿಪತ್ಯ ಅಲ್ಲ. ಬಾಬಾ ಸಾಹೇಬ್ ಅಂಬೇಡ್ಕರ್ ಅವರು ರಚಿಸಿದ ಸಂವಿಧಾನಕ್ಕೆ ಗೌರವ ನೀಡುವುದಾದರೆ ಸಚಿವರಿಗೆ, ಮುಖ್ಯಮಂತ್ರಿಗೆ ಯಾವ ಅಧಿಕಾರ ಇದೆ ಎಂದು ತಿಳಿದುಕೊಳ್ಳಬೇಕು. ಮುಖ್ಯಮಂತ್ರಿಯೇ ಉತ್ತರ ಕೊಡುವುದಾದರೆ ಎಲ್ಲ ಸಚಿವರನ್ನು ಅಧಿವೇಶನದಿಂದ ಹೊರಕ್ಕೆ ಹಾಕಬೇಕು. ಇದು ಸಿಎಂ ಡಿ.ಕೆ.ಶಿವಕುಮಾರ್ ಅವರ ಗೂಂಡಾಗಿರಿ ಸರ್ಕಾರ. ಅಧಿವೇಶನ ನಡೆಸುವ ಹೊಣೆ ಇದ್ದಲ್ಲಿ ಮೊದಲು ನಾಗೇಂದ್ರ ಅವರ ರಾಜೀನಾಮೆ ಪಡೆಯಬೇಕು. ಈ ಅಧಿವೇಶನದಲ್ಲಿ ಬಿಡದಿ ಟೌನ್ಶಿಪ್, ಕೆಪಿಎಸ್ಸಿ ಮೊದಲಾದ ವಿಷಯಗಳ ಬಗ್ಗೆ ಚರ್ಚೆ ಮಾಡಬೇಕಿದೆ. ಆದರೆ ಚರ್ಚೆಯಾಗಬೇಕೆಂದರೆ ಮೊದಲು ರಾಜೀನಾಮೆ ಪಡೆಯಬೇಕು ಎಂದರು.
ಬಿಜೆಪಿ ವತಿಯಿಂದ ಎಲ್ಲ ಜಿಲ್ಲಾಕೇಂದ್ರಗಳಿಂದ ಹೋರಾಟ ಆರಂಭಿಸಲಾಗುತ್ತಿದೆ. ಪ್ರತಿ ಜಿಲ್ಲಾಧಿಕಾರಿ ಕಚೇರಿ ಮುಂದೆ ಕಾರ್ಯಕರ್ತರು ಹೋರಾಟ ನಡೆಸುತ್ತಾರೆ. ವಿಧಾನಸಭೆ ಅಧಿವೇಶನದ ಒಳಗೆ ಹಾಗೂ ಹೊರಗೆ ಹೋರಾಟ ಮಾಡಲಾಗುವುದು. ಕಳೆದ ಬಾರಿ ಸಚಿವ ಬಿ.ನಾಗೇಂದ್ರ ಅವರನ್ನು ಕಿತ್ತುಹಾಕಿದ್ದು ಏಕೆ ಹಾಗೂ ಈಗ ಮರಳಿ ಸಚಿವರಾಗಿದ್ದು ಏಕೆ ಎಂದು ಸ್ಪಷ್ಟನೆ ನೀಡಬೇಕು. ನಾಗೇಂದ್ರ ಅವರು ಪ್ರತಿ ದಿನ ಕೋರ್ಟ್ನಲ್ಲೇ ಇರಬೇಕಾಗುತ್ತದೆ. ಅವರಿನ್ನೂ ಆರೋಪಿಯಾಗೇ ಇದ್ದಾರೆ. ಸಿಬಿಐನಲ್ಲಿ ಮೂರು ಪ್ರಕರಣಗಳು ಇನ್ನೂ ನಡೆಯುತ್ತಿದೆ. ಲೋಕಾಯುಕ್ತದಲ್ಲಿ ಐದು ಪ್ರಕರಣ ದಾಖಲಾಗಿದೆ. ಎಸ್ಐಟಿಯಲ್ಲಿ ಒಂದು ಪ್ರಕರಣ ಇದೆ. ಕಾರವಾರದಲ್ಲಿ ಸಿಐಡಿ ಪ್ರಕರಣವಿದೆ. ಚೆನ್ನೈನಲ್ಲೂ ಪ್ರಕರಣ ನಡೆಯುತ್ತಿದೆ. ಒಟ್ಟು 31 ಪ್ರಕರಣಗಳು ವಿಚಾರಣೆಯಲ್ಲಿದೆ. ಹೀಗಿರುವಾಗ ಅವರು ವಿಧಾನಸೌಧಕ್ಕೆ ಯಾವಾಗ ಬರುತ್ತಾರೆ? ಇಲಾಖೆಯ ಕೆಲಸ ಯಾವಾಗ ಮಾಡುತ್ತಾರೆ? ಎಂದು ಪ್ರಶ್ನಿಸಿದರು.
ವಾಲ್ಮೀಕಿ ನಿಗಮದ ಪ್ರಕರಣದಲ್ಲಿ 187 ಕೋಟಿ ರೂ. ಹಗರಣದಲ್ಲಿ 89 ಕೋಟಿ ರೂ. ಅಕ್ರಮ ನಡೆದಿರುವುದನ್ನು ಮಾಜಿ ಸಿಎಂ ಸಿದ್ದರಾಮಯ್ಯ ಒಪ್ಪಿಕೊಂಡಿದ್ದರು. ಇದನ್ನು ಚುನಾವಣೆಗೆ ಬಳಸಿಕೊಂಡಿರುವುದು ಜಗಜ್ಜಾಹೀರಾಗಿತ್ತು. ದಲಿತರ ಈ ಹಣವನ್ನು ತಿಂದವರನ್ನು ಸಂಪುಟದಲ್ಲಿ ಇಟ್ಟುಕೊಂಡರೆ ಇಡೀ ಸಂಪುಟ ಕಳಂಕಿತ ಎಂದಾಗುತ್ತದೆ. ಬಹುಶಃ ನಾಗೇಂದ್ರ ಅವರು ಮುಖ್ಯಮಂತ್ರಿ, ಹೈಕಮಾಂಡ್ ನ್ನು ಬ್ಲ್ಯಾಕ್ ಮೇಲ್ ಮಾಡಿರಬಹುದು ಎಂದರು.
ವಿಧಾನಪರಿಷತ್ ಸಭಾಪತಿಯ ವಿರುದ್ಧ ಅವಿಶ್ವಾಸ ಮಂಡಿಸುವ ಬದಲು ಅವರ ಕಚೇರಿಗೆ ನುಗ್ಗಿ ಬೆದರಿಕೆ ಹಾಕಿ ರಾಜೀನಾಮೆ ಪಡೆಯಲಾಗಿದೆ. ಸಿಎಂ ಡಿ.ಕೆ.ಶಿವಕುಮಾರ್ ಸಭಾಪತಿ ಹುದ್ದೆಯನ್ನು ಒದ್ದು ಕಿತ್ತುಕೊಂಡಿದ್ದಾರೆ. ಸಿಎಂ ಅಧಿಕಾರವನ್ನು ಕೂಡ ಒದ್ದು ಕಿತ್ತುಕೊಂಡಿದ್ದಾರೆ ಎಂದರು.
ಹೊಸ ಲೂಟಿ
ಸ್ವಚ್ಛ ಬೆಂಗಳೂರು ಹೆಸರಲ್ಲಿ ಕಾಂಗ್ರೆಸ್ ಹೊಸ ಲೂಟಿ ಶುರು ಮಾಡಿದೆ. ಪ್ರಧಾನಿ ನರೇಂದ್ರ ಮೋದಿ ಹಿಂದೆಯೇ ಸ್ವಚ್ಛ ಭಾರತ್ ಕಾರ್ಯಕ್ರಮ ಆರಂಭಿಸಿದ್ದರು. ರೀಲ್ಸ್ ಮಾಡಿಕೊಂಡಿರುವ ಸಚಿವ ಕೃಷ್ಣ ಭೈರೇಗೌಡ ಸ್ವಚ್ಛ ಮಾಡಲು ತೆರಿಗೆ ಹಾಕುತ್ತಿದ್ದಾರೆ. ಈಗಾಗಲೇ ಇರುವ ತೆರಿಗೆಯಲ್ಲೇ ಕಸದ ನಿರ್ವಹಣೆಯೂ ಸೇರಿರುತ್ತದೆ. ಖಾಲಿ ನಿವೇಶನದಲ್ಲಿ ಕಸ ಇದ್ದರೆ ವಿವಿಧ ರೀತಿಯ ತೆರಿಗೆ ದರಗಳನ್ನು ನಿಗದಿಪಡಿಸಲಾಗಿದೆ. ಬೆಂಗಳೂರಲ್ಲಿ ಅಭಿವೃದ್ಧಿ ಮಾಡದೆ ಜನರಿಂದ ತೆರಿಗೆ ಮಾತ್ರ ವಸೂಲಿ ಮಾಡಲಾಗುತ್ತಿದೆ ಎಂದರು.
ರಸ್ತೆ ಬದಿ ನಿಂತಿರುವ ಕಾರುಗಳನ್ನು ಖಾಲಿ ಮಾಡಿಸುತ್ತೇನೆ ಎಂದಿದ್ದರು. ಈ ರೀತಿ ಒಂದು ಲಕ್ಷಕ್ಕೂ ಅಧಿಕ ಕಾರ್ಗಳಿವೆ. ಅದನ್ನು ಏನು ಮಾಡಿದ್ದಾರೆ ಎಂದು ತಿಳಿದಿಲ್ಲ. ಪಾದಚಾರಿ ಮಾರ್ಗ ತೆರವು ಬೆಳಗ್ಗೆ ಮಾಡಿದರೆ, ಸಂಜೆ ಮತ್ತೆ ಅಲ್ಲಿ ಬೀದಿ ಬದಿ ವ್ಯಾಪಾರಿಗಳು ಬಂದಿರುತ್ತಾರೆ. ಈಗ ಕಸದಿಂದ ಸ್ವಾತಂತ್ರ್ಯ ಎಂದು ಹೇಳಿ ತೆರಿಗೆ ಹಾಕುತ್ತಿದ್ದಾರೆ. ಕಸವಿಲ್ಲದ ಒಂದು ರಸ್ತೆಯೂ ನಗರದಲ್ಲಿಲ್ಲ. ಐದು ತಿಂಗಳಿಂದ 20 ಲಕ್ಷ ಫಲಾನುಭವಿಗಳಿಗೆ ಪಿಂಚಣಿಗಳನ್ನು ನೀಡಿಲ್ಲ. ಈ ರೀತಿ ಹಣವೇ ಇಲ್ಲದ ಸ್ಥಿತಿ ಇರುವಾಗ ಜನರಿಂದಲೇ ಹಣ ಲೂಟಿ ಮಾಡುತ್ತಿದ್ದಾರೆ ಎಂದರು.
ನಗರದ ರಸ್ತೆಗಳಲ್ಲಿ ಇನ್ನೂ ಗುಂಡಿಗಳಿವೆ. 7 ಕಿ.ಮೀ. ಉದ್ದದ ರಸ್ತೆಯಲ್ಲಿ 300 ಗುಂಡಿಗಳಿವೆ. ಇದನ್ನು ದುರಸ್ತಿ ಮಾಡಿ ಜನರಿಗೆ ಅನುಕೂಲ ಮಾಡಿಕೊಡಲಿ. ಮನೆ ತೆರಿಗೆ ಸಂಗ್ರಹಿಸಿದ ನಂತರ ಬೇರೆ ಯಾವುದೇ ತೆರಿಗೆ ಹಾಕಬಾರದು. ಇತ್ತೀಚೆಗೆ ಫ್ಲ್ಯಾಟ್ಗಳಿಗೆ 40 ರೂ. ಇದ್ದ ಕಸದ ಶುಲ್ಕವನ್ನು 400 ರೂ. ಗೆ ಏರಿಸಿದ್ದಾರೆ. ಈಗ ಹೊಸ ಟೆಂಡರ್ ಕೂಡ ಮಾಡಿದ್ದಾರೆ. ಇದು ಸರ್ಕಾರವೇ ಮಾಡುತ್ತಿರುವ ದರೋಡೆಯಾಗಿದೆ. ಜಿಬಿಎ ಚುನಾವಣೆ ಬಂದರೆ ಕಾಂಗ್ರೆಸ್ನಿಂದ ಸ್ವಾತಂತ್ರ್ಯ ಎಂಬ ತೀರ್ಪನ್ನು ಜನರು ನೀಡುತ್ತಾರೆ ಎಂದರು.
Will not allow the session to be held as long as B. Nagendra remains a minister: Opposition Leader R. Ashoka

Opposition Leader R. Ashoka has demanded that the Assembly session will not be allowed to proceed as long as B. Nagendra remains a minister. He insisted that Chief Minister D.K. Shivakumar must immediately obtain Nagendra’s resignation.
Speaking at a press conference, he said: “If the Chief Minister is going to answer everything in the House, then why are the ministers even there—just to graze donkeys? Ministers are given cars, houses and everything else from the people’s tax money. This is not monarchy. If respect is to be shown to the Constitution drafted by Babasaheb Ambedkar, then one must know what powers ministers and the Chief Minister actually have. If the Chief Minister alone is going to give all answers, then all ministers should be thrown out of the session. This is CM D.K. Shivakumar’s goonda government. If they have the responsibility of conducting the session, they must first take Nagendra’s resignation. Issues such as Bidadi Township and KPSC need to be discussed in this session, but for any discussion to take place, the resignation must come first.”
He said the BJP has started agitations from all district headquarters. Activists will protest in front of every Deputy Commissioner’s office. Protests will be held both inside and outside the Legislative Assembly. He demanded a clear explanation of why Minister B. Nagendra was removed last time and why he has been reinstated now. “Nagendra has to be in court every day. He is still an accused. There are three cases pending with the CBI, five cases registered with the Lokayukta, one case with the SIT, a CID case in Karwar, and a case going on in Chennai. A total of 31 cases are under investigation. In this situation, when will he come to Vidhana Soudha? When will he do the department’s work?” he asked.
In the Valmiki Corporation case involving a ₹187 crore scam, former CM Siddaramaiah had admitted that ₹89 crore was misappropriated. It was publicly known that this money was used for elections. “If those who looted the money meant for Dalits are retained in the Cabinet, the entire Cabinet becomes tainted. Perhaps Nagendra has blackmailed the Chief Minister and the high command,” he said.
Instead of moving a no-confidence motion against the Chairman of the Legislative Council, they barged into his office, threatened him and forced his resignation. “CM D.K. Shivakumar has forcibly snatched the post of Chairman. He has also forcibly snatched power,” he alleged.
New loot
In the name of Clean Bengaluru, the Congress has started a new loot. Prime Minister Narendra Modi had already launched the Swachh Bharat programme earlier. Minister Krishna Byre Gowda, who has been making reels, is now imposing taxes for cleanliness. Waste management is already included in the existing taxes. Different tax rates have been fixed for vacant sites if there is garbage. “In Bengaluru, no development is being done; only taxes are being collected from people,” he said.

Pedestrian paths are cleared in the morning, but by evening street vendors are back again. Now they are imposing taxes in the name of ‘freedom from garbage’. There is not a single garbage-free road in the city. Pensions have not been paid to 20 lakh beneficiaries for the past five months. “When there is no money, they are looting money from the people themselves,” he said.
There are still potholes on the city’s roads. On a 7-km stretch there are 300 potholes. Let them repair these and provide convenience to the people. After collecting property tax, no other tax should be imposed. Recently, the garbage fee for flats, which was ₹40, has been increased to ₹400. A new tender has also been floated. “This is daylight robbery being committed by the government itself. When the BBMP elections come, the people will give the verdict of ‘freedom from Congress’,” he said.
