ರಾಜ್ಯದ ನೂತನ ಮುಖ್ಯಮಂತ್ರಿಯಾಗಿ ಪ್ರಮಾಣವಚನ ಸ್ವೀಕರಿಸಿದ ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್ ಅವರು ಪ್ರಮಾಣವಚನಕ್ಕೂ ಮುನ್ನ, ವೇದಿಕೆ ಮೇಲೆ ಸಭೀಕರತ್ತ ಮುಖಮಾಡಿ ತಮ್ಮ ಮೇಲೆ ನಂಬಿಕೆ ಇಟ್ಟು ಈ ಮಹತ್ತರ ಜವಾಬ್ದಾರಿ ಕೊಟ್ಟಿರುವ ಕರ್ನಾಟಕದ ಸಮಸ್ತ ಜನತೆಗೆ ಅಡ್ಡಬಿದ್ದು ನಮಿಸಿ, ಧನ್ಯವಾದ ಅರ್ಪಿಸಿದರು.

*ಲೋಕಭವನದ ವೇದಿಕೆಯಲ್ಲಿ ಕನ್ನಡದ ಕಂಪು*

ಈ ಪ್ರಮಾಣ ವಚನ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಇಂದು ಲೋಕಭವನ ಸಂಪೂರ್ಣವಾಗಿ ಕನ್ನಡದ ಕಂಪಿನಲ್ಲಿ ಮಿಂದೆದ್ದಿತ್ತು. ಪ್ರಮಾಣ ವಚನ ಕಾರ್ಯಕ್ರಮಕ್ಕೆ ಮಾಡಲಾಗಿದ್ದ ವೇದಿಕೆ ಹಾಗೂ ಅಲಂಕಾರಗಳು ಕೆಂಪು ಹಳದಿ ಬಣ್ಣಗಳಿಂದ ಕನ್ನಡದ ಅಸ್ಮಿತೆಯ ಪ್ರತೀಕವಾಗಿತ್ತು. 

ಇನ್ನು ಲೋಕಭವನದಲ್ಲಿ ರಾಷ್ಟ್ರಗೀತೆ ಜೊತೆಗೆ ನಾಡಗೀತೆ ಹಾಡುವ ಮೂಲಕ ಕನ್ನಡತನ ರಾರಾಜಿಸುತಿತ್ತು. ಇನ್ನು ತಮ್ಮ ಜೀವನದ ವಿಶೇಷ ಕ್ಷಣದಲ್ಲಿ ಶಿವಕುಮಾರ್ ಅವರು ರೇಷ್ಮೆ ಪಂಚೆ, ಶರ್ಟ್ ಧರಿಸಿ ತಮ್ಮ ಮೂಲವನ್ನು ಎತ್ತಿ ತೋರಿದರು. ಶಿವಕುಮಾರ್ ಅವರು ಧರಿಸಿದ್ದ ಶಲ್ಯದಲ್ಲಿ ಕಾಂಗ್ರೆಸ್ ತ್ರಿವರ್ಣ ಧ್ವಜ, ಕೈಯಲ್ಲಿ ಭಾರತದ ಸಂವಿಧಾನ ಪುಸ್ತಕ ಹಿಡಿಯುವ ಮೂಲಕ ತಾನೋಬ್ಬ ಭಾರತೀಯ ಅದರಲ್ಲೂ ಕಟ್ಟಾ ಕಾಂಗ್ರೆಸಿಗ ಎಂಬುದನ್ನು ಸಾರಿದರು.

*ಗಣ್ಯರ ಪ್ರತಿಮೆಗೆ ನಮನ:*

ಪ್ರಮಾಣ ವಚನ ಕಾರ್ಯಕ್ರಮ ಬಳಿಕ ಶಿವಕುಮಾರ್ ಅವರು ವಿಧಾನಸೌಧಕ್ಕೆ ಬಂದರು. ವಿಧಾನಸೌಧ ಪ್ರವೇಶಿಸುವ ಮುನ್ನ ತಮ್ಮ ಚಪ್ಪಲಿಯನ್ನು ತೆಗೆದು ಸಂವಿಧಾನ ಶಿಲ್ಪಿ ಬಾಬಾ ಸಾಹೇಬ್ ಅಂಬೇಡ್ಕರ್ ಅವರ ಪ್ರತಿಮೆಗೆ ಪುಷ್ಚ ನಮನ ಸಲ್ಲಿಸಿದರು. ನಂತರ ಜಗಜ್ಯೋತಿ ಬಸವಣ್ಣ, ನಾಡಪ್ರಭು ಕೆಂಪೇಗೌಡ, ದೇಶದ ಪ್ರಥಮ ಪ್ರಧಾನಿ ಪಂಡಿತ್ ಜವಾಹರ್ ಲಾಲ್ ನೆಹರು, ರಾಷ್ಟ್ರಪಿತ ಮಹಾತ್ಮಾ ಗಾಂಧಿ ಅವರ ಪ್ರತಿಮೆಗೂ ಪುಷ್ಪ ನಮನ ಸಲ್ಲಿಸಿದರು.

ನಂತರ ವಿಧಾನಸೌಧದ ಉತ್ತರ ದ್ವಾರದ ಮೆಟ್ಟಿಲುಗಳಿಗೆ ನಮಿಸಿ ವಿಧಾನಸೌಧ ಪ್ರವೇಶಿಸಿದರು. ವಿಧಾನಸೌಧದ ಮೂರನೇ ಮಹಡಿಯಲ್ಲಿ ಮುಖ್ಯಮಂತ್ರಿ ಕಚೇರಿಗೆ ಪ್ರವೇಶಿಸಿದ ಡಿ.ಕೆ ಶಿವಕುಮಾರ್ ಅವರು ಪುರೋಹಿತರ ವೇದಘೋಷಗಳ ಮಧ್ಯೆ ಮುಖ್ಯಮಂತ್ರಿ ಕುರ್ಚಿಗೆ ನಮಿಸಿ, ತಮ್ಮ ಸ್ಥಾನವನ್ನು ಅಲಂಕರಿಸಿದರು.

ನಂತರ ಅಧಿಕಾರ ವಹಿಸಿಕೊಂಡ ಕಡತಕ್ಕೆ ಸಹಿ ಹಾಕಿದ ಶಿವಕುಮಾರ್ ಅವರು ತಮ್ಮ ಸರ್ಕಾರದ ಮೊದಲ ಸಚಿವ ಸಂಪುಟದಲ್ಲಿ ಭಾಗವಹಿಸಿ ಮುಖ್ಯಮಂತ್ರಿಗಳಾಗಿ ತಮ್ಮ ಕರ್ತವ್ಯವನ್ನು ಆರಂಭಿಸಿದರು.

*Bengaluru, June 3*: Chief Minister D K Shivakumar paid his respects to the people of the state for reposing faith in him by prostrating on the stage before taking oath.

Just when the Governor was getting ready to administer the oath, the CM prostrated to pay respects to the people of the state who have bestowed the opportunity to serve them. He then proceeded to take oath. 

*Kannada fragrance on the stage of Lokabhavana*

Against the backdrop of this swearing-in, Lokabhavana today was completely soaked in the fragrance of Kannada. The stage for the swearing-in ceremony was decked up in red and yellow- the two colours of the Karnataka flag.

The Kannada pride also shone through at the ceremony with the singing of the state anthem alongside the national anthem. The CM wore a silk panche (dhoti) and shirt to reflect the culture of the land. With the Congress tricolour flag on the shawl (shalya) he wore, and by holding a copy of the Constitution of India in his hand, he proclaimed that he is an Indian — and moreover, a staunch Congressman.

After the swearing-in ceremony, Shivakumar visited the Vidhana Soudha. Before entering the Vidhana Soudha, he removed his footwear and offered a floral tribute to the statue of Baba Saheb Ambedkar, the architect of the Constitution. He then also offered floral tributes to the statues of Jagajyoti Basavanna, Nadaprabhu Kempegowda, the country’s first Prime Minister Pandit Jawaharlal Nehru, and the Father of the Nation Mahatma Gandhi.

He then bowed to the steps of the northern gate of the Vidhana Soudha and entered the building. Entering the Chief Minister’s office on the third floor of the Vidhana Soudha, he bowed to the Chief Minister’s chair amid the Vedic chants of priests, and assumed office.

He then signed the file assuming charge and later participated in his government’s first Cabinet meeting.

“ಸಿಎಂ ಕುರ್ಚಿ ಈ ಡಿ ಕೆ ಶಿವಕುಮಾರನದ್ದಲ್ಲ, ಇದು ಜನರ ಕುರ್ಚಿ. ಜನರು ಕೊಟ್ಟಿರುವ ಅಧಿಕಾರವನ್ನು ಜನರ ಸೇವೆಗೆ ಮುಡಿಪಾಗಿಡುತ್ತೇನೆ” ಎಂದು ಸಿಎಂ ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್ ಅವರು ಹೇಳಿದರು.

ವಿಧಾನಸೌಧದಲ್ಲಿ ಬುಧವಾರ ನೂತನ ಮುಖ್ಯಮಂತ್ರಿಯಾಗಿ ಅಧಿಕಾರ ಸ್ವೀಕಾರ ಮಾಡಿ ಮೊದಲ ಸಚಿವ ಸಂಪುಟ ಸಭೆ ನಡೆಸಿದ ಬಳಿಕ ಶಿವಕುಮಾರ್ ಅವರು ಮಾಧ್ಯಮಗೋಷ್ಠಿ ನಡೆಸಿ ಮಾತನಾಡಿದರು. 

“ನನ್ನ ವೈಯಕ್ತಿಕ ವಿಚಾರ ಬದಿಗೊತ್ತಿ, ರಾಜ್ಯದ ಜನರ ಸೇವೆಗೆ ಸಂಕಲ್ಪ ಮಾಡಿ ಈ ಅಧಿಕಾರ ಸ್ವೀಕರಿಸಿದ್ದೇನೆ. ‘ಹಿಂದಿನ ಹೆಜ್ಜೆಗಳನ್ನು ಮರೆತವನು ಮುಂದಿನ ಹೆಜ್ಜೆ ಇಡಲಾರ’ ಎಂಬ ಮಾತನ್ನು ನಂಬಿರುವವನು ನಾನು. ನಾವು ನಮ್ಮ ಬೇರು ಮರೆತರೆ ಫಲ ಸಿಗುವುದಿಲ್ಲ ಎಂದು ಹೇಳುತ್ತಿರುತ್ತೇನೆ. ಇಂದು ಹೊಸ ದಿನ. ಹೊಸ ಕೆಲಸ ಮಾಡಿ, ಹೊಸ ಅವಕಾಶಗಳನ್ನು ಕಾಂಗ್ರೆಸ್ ಪಕ್ಷ ಹಾಗೂ ರಾಜ್ಯದ ಜನತೆ ನೀಡಿದ್ದಾರೆ. ಬಾಕಿ ಇರುವ 2 ವರ್ಷಗಳಲ್ಲಿ ರಾಜ್ಯದ ಜನರ ಸೇವೆ ಮಾಡಲು ಏನೆಲ್ಲಾ ಸೇವೆ ಮಾಡಬಹುದು, ರಾಜ್ಯದ ಕಲ್ಯಾಣಕ್ಕೆ ನಾನು ಹೊಸ ಅವಕಾಶಗಳನ್ನು ಹುಡುಕುತ್ತಿದ್ದೇನೆ” ಎಂದು ತಿಳಿಸಿದರು.

*ಎಲ್ಲಾ ಗೊಂದಲಗಳಿಗೆ ಹೈಕಮಾಂಡ್ ನಾಯಕರು ತೆರೆ ಎಳೆದಿದ್ದಾರೆ*

“ಮಾಧ್ಯಮಗಳು ಇಷ್ಟು ದಿನ ಅಧಿಕಾರ ಹಸ್ತಾಂತರ, ನಾಯಕತ್ವ ಬದಲಾವಣೆ ವಿಚಾರವಾಗಿ ಅನೇಕ ಸುದ್ದಿ, ಹೇಳಿಕೆಗಳನ್ನು ಪ್ರಸಾರ ಮಾಡುತ್ತಿದ್ದವು. ಮಲಗಿದ್ದವರನ್ನು ಎಬ್ಬಿಸಿ, ಎದ್ದಿದ್ದವರನ್ನು ಮಲಗಿಸುತ್ತಿದ್ದರು. ನಮ್ಮ ಪಕ್ಷದ ವರಿಷ್ಠರು ಇದಕ್ಕೆಲ್ಲ ಈಗ ತೆರೆ ಎಳೆದಿದ್ದಾರೆ. ಶುಭ ಗಳಿಗೆ, ಶುಭ ಮುಹೂರ್ತ ಬರುತ್ತದೆ. ಸ್ವಲ್ಪ ತಾಳ್ಮೆಯಿಂದ ಕಾಯಿರಿ ಎಂದು ಹೇಳುತ್ತಲೇ ಇದ್ದೆ. ಇಂದು ಸಂಜೆ 4.15ಕ್ಕೆ ಶುಭ ಗಳಿಗೆ, ಶುಭ ಮುಹೂರ್ತಕ್ಕೆ ಮಾಧ್ಯಮಗಳು ಹಾಗೂ ರಾಜ್ಯದ ಜನತೆ ಸಾಕ್ಷಿಯಾಗಿದ್ದಾರೆ” ಎಂದು ತಿಳಿಸಿದರು.

*ಟೀಕೆಗಳು ಸಾಯುತ್ತವೆ ಕೆಲಸಗಳು ಉಳಿಯುತ್ತವೆ*

“ರಾಜ್ಯದ ಜನತೆಗೆ ನನ್ನ ಮೇಲೆ ಅಪಾರ ವಿಶ್ವಾಸ ಇದೆ. ಹಿಂದೆ ಅನೇಕ ಟೀಕೆ, ಹೊಗಳಿಕೆ ವ್ಯಕ್ತವಾಗಿರಬಹುದು. ಟೀಕೆಗಳು ಸಾಯುತ್ತವೆ, ಕೆಲಸಗಳು ಉಳಿಯುತ್ತವೆ ಎಂದು ನಾನು ಹೇಳಿದ್ದೆ. ರಾಜ್ಯದ ಆಡಳಿತದಲ್ಲಿ ಹೊಸ ಬೆಳಕು ಮೂಡಿಸಲು ನನ್ನ 40 ವರ್ಷಗಳ ರಾಜಕೀಯ ಅನುಭವದಲ್ಲಿ ಪ್ರಯತ್ನ ಮಾಡುತ್ತೇನೆ. 1985ರಿಂದ ಇಲ್ಲೆಯವರೆಗೂ ಕಷ್ಟ ನೋಡಿದ್ದೇನೆ, ಸುಖ ನೋಡಿದ್ದೇನೆ. ಚಿಕ್ಕ ವಯಸ್ಸಿನಲ್ಲೇ ಅಧಿಕಾರ ನೋಡಿದ್ದೇನೆ. ಅನೇಕ ರಾಜಕೀಯ ತಂತ್ರಗಳ ಬಲೆಗೆ ಬಿದ್ದಿದ್ದೇನೆ. ತಿಹಾರ್ ಜೈಲಿಗೆ ಹೋಗುವ ಪರಿಸ್ಥಿತಿ ಬಂತು. ನಾನು ಎಂದಿಗೂ ಎದೆಗುಂದಲಿಲ್ಲ. ನಾನು ಭರವಸೆಗಳ ಮೇಲೆ ಬದುಕಿದೆ. ಇದೇ ವಿಶ್ವಾಸ ಮತ್ತೆ ರಾಜ್ಯದ ಜನರ ಸೇವೆ ಮಾಡಿ, ಸಾಕ್ಷಿಗುಡ್ಡೆ ಬಿಟ್ಟು ಹೋಗಲು ಅವಕಾಶ ಸಿಕ್ಕಿದೆ” ಎಂದು ತಿಳಿಸಿದರು.

*ಸಿದ್ದರಾಮಯ್ಯ ಅವರು ಕೊಟ್ಟ ಮಾತಿನಂತೆ ನಡೆದಿದ್ದಾರೆ*

ಕಾಂಗ್ರೆಸ್ ಕಾರ್ಯಕರ್ತರು, ಜನರು ಬಹಳ ನಂಬಿಕೆಯಿಂದ ಕೊಟ್ಟಿರುವ ಅವಕಾಶ. ಮಲ್ಲಿಕಾರ್ಜುನ ಖರ್ಗೆ ಅವರ ನಾಯಕತ್ವದಲ್ಲಿ ಸೋನಿಯಾ ಗಾಂಧಿ ಹಾಗೂ ರಾಹುಲ್ ಗಾಂಧಿ ಅವರು ಈ ತೀರ್ಮಾನ ಮಾಡಿದ್ದಾರೆ. ಇದು ಸ್ವಲ್ಪ ತಡವಾಗಿದೆ. ಆದರೂ ನಮ್ಮ ನಾಯಕರಾದ ಸಿದ್ದರಾಮಯ್ಯ ಅವರು ಕೊಟ್ಟ ಮಾತಿನಂತೆ ನಡೆದಿದ್ದಾರೆ. ಪಕ್ಷದ ಹೈಕಮಾಂಡ್ ತೀರ್ಮಾನಕ್ಕೆ ಬದ್ಧರಿರುವುದಾಗಿ ಅವರು ಹೇಳುತ್ತಲೇ ಇದ್ದರು. ನಮ್ಮ ವರಿಷ್ಠರು ನಮ್ಮಿಬ್ಬರನ್ನು ಕರೆಸಿ ಈ ತೀರ್ಮಾನ ಮಾಡಿದಾಗ, ಸಿದ್ದರಾಮಯ್ಯ ಅವರು ಬಹಳ ಸಂತೋಷದಿಂದ ನನಗೆ ಜಾಗ ಮಾಡಿಕೊಟ್ಟಿದ್ದಾರೆ. ನಮ್ಮ ಪಕ್ಷದ ಎಲ್ಲಾ ನಾಯಕರು ಒಗ್ಗಟ್ಟಿನಿಂದ ಬೆಂಬಲ ನೀಡಿ ಜವಾಬ್ದಾರಿ ನೀಡಿದ್ದಾರೆ.

*ಮಾನವ ಧರ್ಮದ ಮೇಲೆ ನಂಬಿಕೆ ಇಟ್ಟುಕೊಂಡಿದ್ದೇನೆ*

“ಗ್ರಾಮೀಣ ಭಾಗದ ರೈತರ ಪರಿಸ್ಥಿತಿ ಹಾಗೂ ನಗರ ಪ್ರದೇಶ ಜನರ ಸಮಸ್ಯೆ ನಾನು ಅರಿತಿದ್ದೇನೆ. 42% ಜನ ನಗರದಲ್ಲಿದ್ದಾರೆ. ಜನ ಉದ್ಯೋಗಕ್ಕಾಗಿ ನಗರಗಳತ್ತ ವಲಸೆ ಬರುತ್ತಿದ್ದಾರೆ. ಬೀದಿ ವ್ಯಾಪಾರ ಮಾಡಿಕೊಂಡಾದರೂ ಒಳ್ಳೆಯ ಬದುಕು, ಮಕ್ಕಳಿಗೆ ವಿದ್ಯಾಭ್ಯಾಸ ಕೊಡಿಸಲು ವ್ಯವಸಾಯ ತೊರೆದು ನಗರಗಳತ್ತ ಬರುತ್ತಿದ್ದಾರೆ. ಈ ಸರ್ಕಾರದ ಪ್ರತಿ ತೀರ್ಮಾನ ಕೇವಲ ಶಿವಕುಮಾರ್ ತೀರ್ಮಾನ ಮಾತ್ರವಲ್ಲ. ಸಾಮೂಹಿಕ ತೀರ್ಮಾನವಾಗಿರುತ್ತದೆ. ನನಗೆ ಜಾತಿ ಮೇಲೆ, ಧರ್ಮದ ಮೇಲೆ ನಂಬಿಕೆ ಇಲ್ಲ. ನನಗೆ ನಮ್ಮದೇ ಆದ ನಂಬಿಕೆ ಇರಬಹುದು. ಆದರೆ ಮಾನವ ಧರ್ಮದ ಮೇಲೆ ನಂಬಿಕೆ ಇಟ್ಟುಕೊಂಡಿರುವವನು” ಎಂದು ತಿಳಿಸಿದರು.

“ನಾನು 7ನೇ ತರಗತಿಯಲ್ಲಿ ಶಾಲಾ ಚುನಾವಣೆಯಲ್ಲಿ ಸ್ಪರ್ಧೆ ಮಾಡಿದ್ದೆ. ನಾನು ಪ್ರಜಾಸತಾತ್ಮಕ ವ್ಯವಸ್ಥೆ ಮೇಲೆ ನಂಬಿಕೆ ಇಟ್ಟಿದ್ದೇನೆ. ಈ ನಾಡು ಸರ್ವಜನಾಂಗದ ಶಾಂತಿಯ ತೋಟ ಎಂಬುದನ್ನು ನಮ್ಮ ಸಚಿವ ಸಂಪುಟ ಪ್ರತಿಬಿಂಬಿಸುತ್ತಿದೆ. ಮಾಧ್ಯಮಗಳು ಟೀಕೆ ಮಾಡಲಿ, ನಮ್ಮ ಸರ್ಕಾರದ ತಪ್ಪನ್ನು ತಿದ್ದಿ. ಆದರೆ ಇಲ್ಲಸಲ್ಲದ ರಾಜಕೀಯ ಸುದ್ದಿಗಳನ್ನು ಮಾಡಬೇಡಿ. ನೀವು ನನ್ನನ್ನು ಟೀಕೆ ಮಾಡಿದಾಗ ನಾನು ಪ್ರಶ್ನೆ ಮಾಡಿಲ್ಲ. ನಿಮ್ಮ ಕ್ಯಾಮೆರಾ ಕಣ್ಣಲ್ಲಿ ತೋರಿಸುವುದನ್ನು ಜನ ನೋಡುತ್ತಾರೆ. ನಿಮ್ಮ ಆತ್ಮಸಾಕ್ಷಿಗೆ ತಕ್ಕಂತೆ ನೀವು ವರದಿ ಮಾಡಿ” ಎಂದು ಮನವಿ ಮಾಡಿದರು.

ವಿಧಾನಸೌಧದಲ್ಲಿ ಬುಧವಾರ ನೂತನ ಮುಖ್ಯಮಂತ್ರಿಯಾಗಿ ಅಧಿಕಾರ ಸ್ವೀಕಾರ ಮಾಡಿ ಮೊದಲ ಸಚಿವ ಸಂಪುಟ ಸಭೆ ನಡೆಸಿದ ಬಳಿಕ ಶಿವಕುಮಾರ್ ಅವರು ಮಾಧ್ಯಮಗೋಷ್ಠಿ ನಡೆಸಿ ಮಾತನಾಡಿದರು. 

“ರಾಜ್ಯದ ರೈತರು ನಮ್ಮ ಬೆನ್ನೆಲುಬು, ಕೂಲಿ ಕಾರ್ಮಿಕರು ಹಾಗೂ ಎಲ್ಲಾ ವರ್ಗದ ಜನರಿಗಾಗಿ ಅನೇಕ ಕಾರ್ಯಕ್ರಮಗಳನ್ನು ರೂಪಿಸಲು ಕಳೆದ ಆರು ತಿಂಗಳಿಂದ ಸಿದ್ಧತೆ ನಡೆಯುತ್ತಿತ್ತು. ಇಂದಿನ ಸಚಿವ ಸಂಪುಟ ಸಭೆಯಲ್ಲಿ 2 ಗಂಟೆಗಳ ಕಾಲ ಚರ್ಚೆ ಮಾಡಿ 6 ವರ್ಗದ ಜನರಿಗೆ ಇರುವ ಸಮಸ್ಯೆಗಳನ್ನು ಬಗೆಹರಿಸಿ ಹೊಸ ಯುವ ಯುಗ ಆರಂಭಕ್ಕೆ ತೀರ್ಮಾನಿಸಲಾಗಿದೆ” ಎಂದರು.

“ಮೊದಲ ಸಚಿವ ಸಂಪುಟದಲ್ಲಿ ಜನತೆಗೆ ಹೊಸ ಕೊಡುಗೆ ನೀಡಲು ತೀರ್ಮಾನ ಮಾಡಿದ್ದೆವು. ಇದು ಯುವ ಯುಗ. ಹೀಗಾಗಿ ಹೊಸ ಆಲೋಚನೆ ಮಾಡಿದೆವು. ರೈತರ ವಿಚಾರದಲ್ಲಿ ಎಲ್ಲ ತಜ್ಞರ ಜೊತೆ ಚರ್ಚೆ ಮಾಡಿ ನೀತಿ ರೂಪಿಸಬೇಕಿದೆ. ಕೇವಲ ಮಾತು ಕೊಡುವುದಲ್ಲ, ಅದನ್ನು ಜಾರಿಗೆ ತರಬೇಕು. ನಾನೇ ಬೆಂಗಳೂರಿನಲ್ಲಿ ಕಸ ಎತ್ತುವ ವಿಚಾರವಾಗಿ 3 ವರ್ಷಗಳಲ್ಲಿ ನಮ್ಮ ಮುಂದೆ ಎಷ್ಟು ಸವಾಲುಗಳು ಎದುರಾಗಿವೆ ಎಂದು ಅನುಭವಿಸಿದ್ದೇನೆ. ಅದೇ ರೀತಿ ದೊಡ್ಡ ಸವಾಲು ಎದುರಿಸಬೇಕಾಗಿದೆ. ರೈತರ ಸಮಸ್ಯೆ ಬಗೆಹರಿಸುವುದು ನಮ್ಮ ಆದ್ಯತೆಯಾಗಿದೆ. ಉದ್ಯೋಗ, ಶಿಕ್ಷಣಕ್ಕಾಗಿ ಹಳ್ಳಿಯಿಂದ ನಗರಕ್ಕೆ ವಲಸೆ ಹೋಗುವುದನ್ನು ತಪ್ಪಿಸಬೇಕಿದೆ. ಕೃಷಿ, ತೋಟಗಾರಿಕೆ, ಹೈನುಗಾರಿಕೆ ಬಗ್ಗೆ ಸಂಕುಚಿತ ಮನೋಭಾವ ನಿರ್ಮೂಲನೆ ಮಾಡಬೇಕಿದೆ” ಎಂದು ತಿಳಿಸಿದರು. 

*ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಉಚಿತ ಬಸ್ ಪಾಸ್:*

“ನಮ್ಮ ಸಚಿವ ಸಂಪುಟ ಸಭೆಯಲ್ಲಿ ಕೈಗೊಂಡ ತೀರ್ಮಾನಗಳಲ್ಲಿ ಮೊದಲನೆಯದು ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಉಚಿತ ಬಸ್ ಪಾಸ್ ವಿತರಣೆ. ನಾನು ಬೇರೆ ಭಾಗಗಳಿಗೆ ಹೋದಾಗೆಲ್ಲಾ ಕೇವಲ ಹೆಣ್ಣುಮಕ್ಕಳಿಗೆ ಮಾತ್ರ ಬಸ್ ನಲ್ಲಿ ಉಚಿತ ಪ್ರಯಾಣಕ್ಕೆ ಅವಕಾಶ ಕಲ್ಪಿಸಿದ್ದೀರಿ ನಮಗೆ ಇಲ್ಲ ಎಂದು ಬಾಲಕರು ಕೇಳುತ್ತಿದ್ದರು. ಹೀಗಾಗಿ ವಿದ್ಯಾರ್ಥಇಗಳಿಗೆ ಉಚಿತ ಬಸ್ ಪಾಸ್ ವಿತರಣೆ ಮಾಡಲು ತೀರ್ಮಾನಿಸಿದ್ದೇವೆ. ಈ ಸೌಲಭ್ಯ ಪಡೆಯಲು ಅರ್ಜಿ ಹಾಕಬೇಕಿದೆ” ಎಂದು ತಿಳಿಸಿದರು. 

*ಸರ್ಕಾರಿ ಹುದ್ದೆ ಭರ್ತಿ ಜೊತೆಗೆ ಖಾಸಗಿ ಉದ್ಯೋಗ ವಿನಿಮಯ ವ್ಯವಸ್ಥೆ*

“ಎರಡನೆಯದಾಗಿ ಉದ್ಯೋಗದ ಸಮಸ್ಯೆಗೆ ನಿವಾರಣೆ ನೀಡಲು, ನಮ್ಮ ಸರ್ಕಾರ 56 ಸಾವಿರ ಹುದ್ದೆಗಳ ನೇಮಕಕ್ಕೆ ಮುಂದಾಗಿದೆ. ಈ ನೇಮಕಾತಿ ವೇಳಾಪಟ್ಟಿ ಬಿಡುಗಡೆಯನ್ನು ಶೀಘ್ರದಲ್ಲೇ ಬಿಡುಗಡೆ ಮಾಡಲಾಗುವುದು. ಈ ಮಧ್ಯೆ ಈ ರಾಜ್ಯ ಮಾನವ ಸಂಪನ್ಮೂಲದಲ್ಲಿ ಶಕ್ತಿಶಾಲಿ ರಾಜ್ಯ. ಇಡೀ ದೇಶದಲ್ಲೇ ನಮ್ಮಲ್ಲಿರುವ ಮಾನವ ಸಂಪನ್ಮೂಲ ಬೇರೆ ಎಲ್ಲೂ ಇಲ್ಲ. ಇಲ್ಲಿ ಸರ್ಕಾರವೇ ಖಾಸಗಿ ಉದ್ಯೋಗಾಕಾಂಕ್ಷಿಗಳಿಗೆ ಅನುಕೂಲವಾಗಲು ಉದ್ಯೋಗ ವಿನಿಮಯ ಸೌಲಭ್ಯ ಕಲ್ಪಿಸಲಾಗುವುದು. ಖಾಸಗಿ ಸಂಸ್ಥೆಗೆ ಯಾವ ರೀತಿ ಉದ್ಯೋಗಿಗಳು ಬೇಕು ಅದಕ್ಕೆ ತಕ್ಕಂತೆ ಯುವಕರನ್ನು ತರಬೇತಿ ನೀಡಿ ನೇಮಕಾತಿ ಮಾಡಿಕೊಳ್ಳಲು ಅವಕಾಶ ನೀಡಲಾಗುವುದು. ಇಲ್ಲಿ ಕನ್ನಡಿಗರಿಗೆ ಹೆಚ್ಚಿನ ಪಾಲು ನೀಡಲಾಗುವುದು. ಈ ಕುರಿತ ಶೇಕಡಾವಾರು ಪ್ರಮಾಣವನ್ನು ಎಲ್ಲರ ಜೊತೆ ಚರ್ಚೆ ಮಾಡಿ ತೀರ್ಮಾನ ಮಾಡಲಾಗುವುದು. ಇದಕ್ಕೆ ಒಂದು ತಿಂಗಳ ಕಾಲಾವಧಿಯಲ್ಲಿ ರೂಪುರೇಷೆ ಸಿದ್ಧಪಡಿಸಲು ಸಂಪುಟ ಸಹೋದ್ಯೋಗಿಗಳಿಗೆ ಸೂಚಿಸಲಾಗುವುದು” ಎಂದು ವಿವರಿಸಿದರು.

*10 ಸಾವಿರ ಯುವಕರ ಸಂಘ ಸ್ಥಾಪನೆ*

“ಮೂರನೆಯದು ನನ್ನ ಕನಸಿನ ಚಿಂತನೆಯಾಗಿದೆ. 10 ಸಾವಿರ ಭಾರತ ಜೋಡೋ ಯುವಕರ ಸಂಘ ರಚಿಸಲು ತೀರ್ಮಾನ ಮಾಡಲಾಗಿದೆ. ಪ್ರತಿ ಪಂಚಾಯ್ತಿಯಲ್ಲಿ ಯುವಕರ ಸಂಘ ರಚಿಸಬೇಕು. ಈ ಸಂಘದಲ್ಲಿ ಕನಿಷ್ಠ 150-200 ಯುವಕರಿರುತ್ತಾರೆ. ನಗರ ಪ್ರದೇಶಗಳಲ್ಲಿ ವಾರ್ಡ್ ಮಟ್ಟದಲ್ಲಿ ಸಂಘ ರೂಪಿಸಲಾಗುವುದು. ಕ್ರೀಡೆ, ಸಾಂಸ್ಕೃತಿಕ ಕಾರ್ಯಕ್ರಮ, ನಾಯಕತ್ವ ಬೆಳೆಸಿಕೊಳ್ಳಲು, ಸಾಮಾಜಿಕ ಸಾಮರಸ್ಯಕ್ಕೆ, ಯುವಕರ ಪ್ರತಿಭೆ ಅವರಣಕ್ಕೆ ವೇದಿಕೆ ಕಲ್ಪಿಸಲಾಗುವುದು. ಈ ಸಂಘಕ್ಕೆ ಸರ್ಕಾರ 10 ಲಕ್ಷ ಅನುದಾನ ನೀಡಲಿದೆ. ಇದನ್ನು ಯಾವ ರೀತಿ ಬಳಸಿಕೊಳ್ಳಬೇಕು ಎಂದು ಮುಂದಿನ ದಿನಗಳಲ್ಲಿ ರೂಪುರೇಷೆ ತೀರ್ಮಾನಿಸಲಾಗುವುದು” ಎಂದು ಹೇಳಿದರು.

*ಒಸಿ ಸಿಸಿ ಸಮಸ್ಯೆಗೆ ಪರಿಹಾರ:*

“ನಾಲ್ಕನೆಯದಾಗಿ ಇನ್ನು ನಮ್ಮನ್ನು ಕಾಡುತ್ತಿರುವ ದೊಡ್ಡ ಸಮಸ್ಯೆ ಮನೆ ಕಟ್ಟುವವರಿಗೆ ಒಸಿ ಹಾಗೂ ಸಿಸಿ ನೀಡುವ ವಿಚಾರ. ಈ ಸಮಸ್ಯೆ ಬಗೆಹರಿಸಲು ಚರ್ಚೆ ಮಾಡಿ 2500 ಅಡಿವರೆಗೂ 20% ಹೆಚ್ಚುಕಮ್ಮಿ ಇದ್ದರೂ ಒನ್ ಟೈಮ್ ಕಳೆದ ತಿಂಗಳು 31ರವರೆಗೂ ಅರ್ಜಿ ಹಾಕಿ ಮನೆ ಕಟ್ಟಿರುವವರಿಗೆ ಅವಕಾಶ ನೀಡಲು ತೀರ್ಮಾನಿಸಿದ್ದೇವೆ. ಮನೆಕಟ್ಟುವವರಿಗೆ ನೀರು ನೀಡುವುದು ನಮ್ಮ ಕರ್ತವ್ಯ” ಎಂದು ತಿಳಿಸಿದರು.

*ರಾಜ್ಯದೆಲ್ಲೆಡೆ ಬಿ ಖಾತಾಯಿಂದ ಎ ಖಾತಾ ಪರಿವರ್ತನೆ:*

“ಐದನೆಯದಾಗಿ ಬಿ ಖಾತಾಯಿಂದ ಎ ಖಾತಾ ಪರಿವರ್ತನೆಗೆಯನ್ನು ಬೆಂಗಳೂರು ಮಾತ್ರವಲ್ಲದೇ, ಇಡೀ ರಾಜ್ಯಕ್ಕೆ ವಿಸ್ತರಿಸಲು ತೀರ್ಮಾನಿಸಲಾಗಿದೆ. ನಮ್ಮ ಸರ್ಕಾರದ ಆರನೇ ಗ್ಯಾರಂಟಿ ಭೂ ಗ್ಯಾರಂಟಿ ಆಗಿದೆ. ಜನರ ಆಸ್ತಿಗೆ ಸರಿಯಾದ ದಾಖಲೆ ಮಾಡಿಕೊಡಲು ಮುಂದಾಗಿದ್ದೇವೆ” ಎಂದು ತಿಳಿಸಿದರು.

*ಬೆಂಗಳೂರು ನಗರದ ರಸ್ತೆಗಳ ಡಾಂಬರೀಕರಣ; 2 ಸಾವಿರ ಕೋಟಿ ಅನುದಾನ*

“ಆರನೇ ತೀರ್ಮಾನ ಬೆಂಗಳೂರಿಗೆ ಸಂಬಂಧಿಸಿದ್ದು, ಬೆಂಗಳೂರಿನ ನಗರಗಳ ರಸ್ತೆಗಳಲ್ಲಿ ಹಾಲಿ ಯೋಜನೆಗಳನ್ನು ಹೊರತುಪಡಿಸಿ ಎಲ್ಲಾ ರಸ್ತೆಗಳ ಡಾಂಬರೀಕರಣಕ್ಕೆ 2 ಸಾವಿರ ಕೋಟಿ ಅನುದಾನ ನೀಡಲು ತೀರ್ಮಾನಿಸಲಾಗಿದೆ. 3-4 ತಿಂಗಳಲ್ಲಿ ಡಾಂಬರೀಕರಣ ಮಾಡಲು ತೀರ್ಮಾನಿಸಿದ್ದೇವೆ. ಉಳಿದ ವಿಚಾರಗಳನ್ನು ಬೇರೆ ದಿನಗಳಲ್ಲಿ ಚರ್ಚೆ ಮಾಡುತ್ತೇವೆ” ಎಂದು ಹೇಳಿದರು.

*ಪ್ರಶ್ನೋತ್ತರ:*

ಉಚಿತ ಬಸ್ ಪಾಸ್ ಗೆ ಎಷ್ಟು ವೆಚ್ಚವಾಗಲಿದೆ ಎಂದಾಗ, “ವಿದ್ಯಾರ್ಥಿಗಳು ನಮ್ಮ ಮಕ್ಕಳು. ಅವರಿಗೆ ಉಚಿತ ಪ್ರಯಾಣಕ್ಕೆ ಎಷ್ಟು ಸಾವಿರ ಕೋಟಿ ಆದರೂ ನೀಡುತ್ತೇವೆ” ಎಂದರು.

ಇನ್ನು ಯುವ ಸಂಘಗಳ ಅನುದಾನಕ್ಕೆ 1 ಸಾವಿರ ಕೋಟಿ ಆಗುತ್ತದೆ ಇದನ್ನು ಹೇಗೆ ನೀಡುತ್ತೀರಿ ಎಂದು ಕೇಳಿದಾಗ, “ಇದು ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್ ಅವರ ಸರ್ಕಾರ” ಎಂದು ತಿಳಿಸಿದರು.

*Bengaluru, June 3*: Immediately after taking oath as the Chief Minister, D K Shivakumar today announced a six-point plan to user in a new ‘Youth Era’.

The six-point plan includes free bus pass for students; a private employment exchange system; establishment of 10,000 youth associations across the state; a solution to the OC–CC problem; conversion of B Khata to A Khata across the state; a Rs 2,000-crore grant for asphalting the roads of Bengaluru city. The Chief Minister held his first Cabinet immediately after taking oath and announced the measures in a press conference.

“The state’s farmers are our backbone. Preparations have been underway for the past six months to design many programmes for labourers and people of all classes. In today’s Cabinet meeting, we discussed for two hours and decided to resolve the problems faced by people of six categories and to usher in a new youth era,” he said.

“In the first Cabinet meeting, we decided to give the people a new gift – a youth era. On the matter of farmers, we need to consult all the experts and formulate a policy. It is not just about making promises but they must be implemented. I myself have experienced, over three years, the many challenges we faced regarding garbage collection in Bengaluru. We must face equally big challenges in the same way. Resolving farmers’ problems is our priority. We must prevent migration from villages to cities for jobs and education. We must eradicate the narrow mindset towards agriculture, horticulture, and dairy farming,” he stated.

*Free Bus Pass for Students*

“The first of the decisions taken in our Cabinet meeting is issue of free bus passes to students. Whenever I visited other regions, boys would ask me, ‘You have provided free travel by bus only for girls, but not for us.’ So, we have decided to distribute free bus passes to students. To avail of this facility, one must apply,” he said.

*Private Employment Exchange System Alongside Filling of Government Posts*

“Secondly, to address the unemployment problem, our government is moving to recruit for 56,000 government posts. The schedule for this recruitment will be released soon. The human resources we have here are not found anywhere else in the entire country. Here, the government itself will provide an employment exchange facility to benefit those seeking private-sector jobs. Here, a greater share will be given to Kannadigas. The percentage in this regard will be decided after discussion with everyone. Cabinet colleagues will be instructed to prepare the framework for this within a period of one month,” he explained.

“The third is the idea of my dreams. It has been decided to form 10,000 ‘Bharat Jodo’ youth associations. A youth association should be formed in every panchayat. Each association will have at least 150–200 youth. In urban areas, associations will be formed at the ward level. A platform will be provided for sports, cultural programmes, developing leadership, social harmony, and showcasing the talents of youth. The government will give a Rs 10 lakh grant to each association. The framework for how this should be used will be decided in the coming days,” he said.

*Solution to the OC–CC Problem*

“Fourthly, another big problem troubling us is the matter of issuing OC (Occupancy Certificate) and CC (Completion Certificate) to those building houses. After discussing how to resolve this problem, we have decided to give a one-time opportunity — even with a deviation of up to 20% for areas up to 2,500 feet — to those who applied by the 31st of last month and built houses. Providing water to those building houses is our duty,” he said.

*Conversion of B Khata to A Khata Across the State*

“Fifthly, it has been decided to extend the conversion of B Khata to A Khata to the entire state. The sixth guarantee of our government is the land guarantee. We are moving to provide proper records for people’s property,” he stated.

*Asphalting of Bengaluru City Roads: ₹2,000 Crore Grant*

“The sixth decision relates to Bengaluru. It has been decided to grant ₹2,000 crore for the asphalting of all roads in Bengaluru city, excluding those already under existing projects. We have decided to complete the asphalting within 3–4 months. We will discuss the remaining matters on other days,” he said.
