ಪ್ರಗತಿವಾಹಿನಿ ಸುದ್ದಿ: ಕಾಂಗ್ರೆಸ್‌ ಸರ್ಕಾರ ರಸ್ತೆಗಳ ಅಭಿವೃದ್ಧಿಯನ್ನು ಮರೆತಿದೆ. ಸಿಎಂ ಸಿದ್ದರಾಮಯ್ಯ ಒಂದು ಲೇಯರ್‌ ಡಾಂಬರೀಕರಣಕ್ಕೆ ಸೂಚನೆ ನೀಡಿದ್ದಾರೆ. ಅದಕ್ಕೆ ಬೇಕಾದ 4-5 ಸಾವಿರ ಕೋಟಿ ರೂ. ಎಲ್ಲಿದೆ? ಎಂದು ಪ್ರತಿಪಕ್ಷ ನಾಯಕ ಆರ್.ಅಶೋಕ ಪ್ರಶ್ನೆ ಮಾಡಿದರು.
ಸುದ್ದಿಗೋಷ್ಠಿಯಲ್ಲಿ ಮಾತನಾಡಿದ ಅವರು, ರಸ್ತೆಗುಂಡಿಯಿಂದಾಗಿ ಸುಮಾರು ಹನ್ನೆರಡು ಜನರು ಸತ್ತಿದ್ದು, ಇದು ಮೃತ್ಯುಕೂಪವಾಗಿದೆ. ಡಿಸಿಎಂ ಡಿ.ಕೆ.ಶಿವಕುಮಾರ್‌ ಕೂಲಿಂಗ್‌ ಗ್ಲಾಸ್‌ ಹಾಕಿಕೊಂಡು ನಗರ ಪ್ರದಕ್ಷಿಣೆ ಮಾಡಿದರೆ ರಸ್ತೆಗುಂಡಿ ಕಾಣುವುದಿಲ್ಲ. ತೆರಿಗೆ ಪಾವತಿಸಲ್ಲ, ರಸ್ತೆಗುಂಡಿ ನಾವೇ ಮುಚ್ಚುತ್ತೇವೆ ಎಂದು ಜನರು ಹೇಳುತ್ತಿದ್ದಾರೆ. ಬೆಂಗಳೂರು ಸೇರಿದಂತೆ ಇಡೀ ರಾಜ್ಯದ ರಸ್ತೆಗಳಲ್ಲಿ ಎಷ್ಟು ಗುಂಡಿ ಇದೆ ಎಂದು ಸರ್ಕಾರ ತಿಳಿಸಿದರೆ, ಗಿನ್ನೆಸ್‌ ದಾಖಲೆಗೆ ಕಳುಹಿಸಬಹುದು ಎಂದು ವ್ಯಂಗ್ಯವಾಡಿದರು.
ಮುಖ್ಯಮಂತ್ರಿ ಸಿದ್ದರಾಮಯ್ಯ ಸಭೆ ಮಾಡಿ, ಒಂದು ಲೇಯರ್‌ ಡಾಂಬರೀಕರಣ ಮಾಡಿ ಎಂದು ಸೂಚನೆ ನೀಡಿದ್ದಾರೆ. ಇದಕ್ಕೆ 4-5 ಸಾವಿರ ಕೋಟಿ ರೂ. ಬೇಕಾಗುತ್ತದೆ. ಗ್ರಂಥಪಾಲಕರಿಗೆ, ಅಂಗನವಾಡಿ ಕಾರ್ಯಕರ್ತರಿಗೆ ಸಂಬಳವೇ ಇಲ್ಲ. ಇನ್ನು ಇಷ್ಟೊಂದು ಹಣ ಎಲ್ಲಿದೆ? ಬಿಬಿಎಂಪಿ ಅಸ್ತಿತ್ವದಲ್ಲಿಲ್ಲದೆ ರಸ್ತೆ ಡಾಂಬರೀಕರಣಕ್ಕೆ ಟೆಂಡರ್‌ ಆಗುತ್ತಿಲ್ಲ. ಆದ್ದರಿಂದ ಬೆಂಗಳೂರು ಗ್ರೇಟರ್‌ ಪ್ರಾಧಿಕಾರವನ್ನು ಮುಂದೆ ನಾವು ರದ್ದು ಮಾಡುತ್ತೇವೆ ಎಂದರು.
ಸುರಂಗ ರಸ್ತೆ ಅಸಾಧ್ಯ
ನಗರದ ಶ್ವಾಸಕೋಶದಂತಿರುವ ಲಾಲ್‌ಬಾಗ್‌ನಲ್ಲಿ ಐದಾರು ಎಕರೆ ಪಡೆದು ಸುರಂಗ ರಸ್ತೆ ನಿರ್ಮಿಸಲಾಗುತ್ತದೆ. ನಗರಕ್ಕೆ ಹಸಿರು ನೀಡುವ ಇಂತಹ ಉದ್ಯಾನದಲ್ಲಿ ಸುರಂಗ ಕೊರೆಯಬಾರದು. ಈ ಯೋಜನೆಯಿಂದ ಅಂತರ್ಜಲಕ್ಕೆ ಧಕ್ಕೆಯಾಗುತ್ತದೆ. ಕೆಂಪೇಗೌಡ ಗೋಪುರ ಲಾಲ್‌ಬಾಗ್‌ನಲ್ಲಿದ್ದು, ಅದನ್ನೂ ಸರ್ಕಾರ ಒಡೆದುಹಾಕಬಹುದು. ವಿಜ್ಞಾನಿಗಳು, ಪರಿಸರವಾದಿಗಳು ಏನು ಹೇಳಿದ್ದಾರೆ ಎಂದು ಸರ್ಕಾರ ನೋಡಬೇಕಿದೆ. ಎತ್ತಿನಹೊಳೆ ಯೋಜನೆಯೇ ಇನ್ನೂ ಅನುಷ್ಠಾನವಾಗಿಲ್ಲ. ಸುರಂಗ ರಸ್ತೆ ಯೋಜನೆ ಕೂಡ ಅದೇ ರೀತಿಯಾಗಲಿದೆ. ಎಷ್ಟೇ ಅನುದಾನ ಹೆಚ್ಚಿದರೂ ಈ ಯೋಜನೆ ಜಾರಿಯಾಗಲು ಸಾಧ್ಯವಿಲ್ಲ. ಮೆಟ್ರೋ ಯೋಜನೆಯನ್ನು ಇದೇ ಹಣದಲ್ಲಿ ವಿಸ್ತರಣೆ ಮಾಡಬಹುದು. ಈ ಯೋಜನೆ ಮಾಡಿ ಡಿ.ಕೆ.ಶಿವಕುಮಾರ್‌ ಬೆಂಗಳೂರಿನ ವಿಲನ್‌ ಆಗುವುದು ಬೇಡ. ಇದರ ವಿರುದ್ಧ ಬಿಜೆಪಿ ಶಾಸಕರೊಂದಿಗೆ ಹೋರಾಟ ಮಾಡಲಾಗುವುದು ಎಂದರು.
ಮಳೆಯಿಂದಾಗಿ ಬೆಳೆ ಹಾನಿ ಪರಿಹಾರವನ್ನು ಇನ್ನೂ ಕೊಟ್ಟಿಲ್ಲ. ಜೊತೆಗೆ ಸೋಯಾ, ಸೂರ್ಯಕಾಂತಿ, ಉದ್ದು, ಹೆಸರು ಮೊದಲಾದ ಬೆಳೆಗಳನ್ನು ಸರ್ಕಾರ ಖರೀದಿಸಬೇಕಿತ್ತು. ಈ ಕುರಿತು ಕೂಡಲೇ ಸರ್ಕಾರ ಕ್ರಮ ವಹಿಸಬೇಕು. ಬೆಲೆ ಕುಸಿದಿರುವ ಈರುಳ್ಳಿಯನ್ನು ಕೂಡಲೇ ಖರೀದಿ ಮಾಡಬೇಕು ಎಂದು ಆಗ್ರಹಿಸಿದರು.
2025-26 ನೇ ಆರ್ಥಿಕ ಸಾಲಿನಲ್ಲಿ 6 ತಿಂಗಳು ಕಳೆದು ಹೋದರೂ ಶೇ.30% ಮಾತ್ರ ಅನುದಾನ ಬಳಕೆಯಾಗಿದೆ. ಆರ್‌ಎಸ್‌ಎಸ್‌ ಬಗ್ಗೆ ಟೀಕೆ ಮಾಡುವ ಸಚಿವ ಪ್ರಿಯಾಂಕ್‌ ಖರ್ಗೆ ಅವರ ಇಲಾಖೆಗಳ ಪ್ರದರ್ಶನ ಅತ್ಯಂತ ಕಳಪೆಯಾಗಿದ್ದು, ಆರ್‌ಡಿಪಿಆರ್ ಇಲಾಖೆಯಲ್ಲಿ ಕೇವಲ ಶೇ.11.02% ಐಟಿ-ಬಿಟಿ ಇಲಾಖೆಯಲ್ಲಿ ಕೇವಲ ಶೇ.10.86% ಅನುದಾನ ಬಳಕೆಯಾಗಿದೆ. ಕಂದಾಯ ಇಲಾಖೆಯಲ್ಲಿ ಶೇ.46, ಪಶುಸಂಗೋಪನೆಯಲ್ಲಿ ಶೇ.44, ಗ್ರಾಮೀಣಾಭಿವೃದ್ಧಿಯಲ್ಲಿ ಶೇ.11 ಹೀಗೆ ಎಲ್ಲ ಇಲಾಖೆಗಳಲ್ಲಿ ಅನುದಾನ ಬಳಕೆಯೇ ಆಗಿಲ್ಲ ಎಂದು ಟೀಕಿಸಿದರು.
ಈಗಾಗಲೇ ನಿವೇಶನ ಪಡೆದವರಿಗೆ ಎ ಖಾತಾಗೆ ವರ್ಗಾವಣೆ ಮಾಡಿಸಲು ಹಣ ಪಾವತಿಸಬೇಕು. ಇದನ್ನು ಕ್ರಾಂತಿ ಎನ್ನುತ್ತಿದ್ದಾರೆ. ಆದ್ದರಿಂದ ಜನರು ಎಚ್ಚರಿಕೆಯಿಂದ ಇರಬೇಕು. ಇದು ಹಣ ವಸೂಲಿ ಮಾಡುವ ಸ್ಕೀಮ್‌ ಎಂದರು.
ನವೆಂಬರ್‌ನಲ್ಲಿ ಕ್ರಾಂತಿಯಾಗಲಿದೆ ಎಂದು ನಾನು ಹೇಳಿದ್ದಾಗ ಟೀಕೆ ಮಾಡಿದ್ದರು. ಈಗ ಕಾಂಗ್ರೆಸ್‌ ನಾಯಕರೇ ಹೇಳುತ್ತಿದ್ದಾರೆ. ಸಿಎಂ ಬದಲಾವಣೆ ಖಚಿತ ಎಂದರು.

Tunnel Road Is Impossible
Five to six acres will be acquired in Lalbagh, which is like the lungs of the city, to build a tunnel road. A tunnel should not be dug in such a park that provides greenery to the city. This project will affect groundwater. Kempegowda Tower is in Lalbagh, and the government might even break it down. The government needs to see what scientists and environmentalists have said. The Ettinahole project hasn’t been implemented yet. The tunnel road project will also end up the same way. No matter how much funding is increased, this project cannot be implemented. The metro project can be expanded with the same money. D.K. Shivakumar should not become the villain of Bengaluru by doing this project. BJP MLAs will fight against this, he said.
Compensation for crop damage due to rain hasn’t been given yet. Additionally, the government should have purchased crops like soybean, sunflower, urad, and horse gram. The government should take immediate action on this. They should also immediately purchase onions, whose prices have fallen, he demanded.
Even though six months have passed in the 2025-26 financial year, only 30% of the funds have been utilized. Minister Priyank Kharge, who criticizes RSS, has the worst performance in his departments. In the RDPR department, only 11.02%, and in the IT-BT department, only 10.86% of funds have been used. In the revenue department 46%, animal husbandry 44%, rural development 11%—like this, funds haven’t been utilized in all departments, he criticized.
