*ಜನಾಕ್ರೋಶ ಹೋರಾಟ ಮಾಡುವ ಬಿಜೆಪಿಯ ಕಿಟಕಿ ಸ್ವಚ್ಛವಾಗಿದೆಯೇ?* *ದಾಖಲೆಯಂತೆ ಬೆಲೆ ಏರಿಕೆ ಮಾಡುತ್ತಿರುವುದೇ ಬಿಜೆಪಿ ನೇತೃತ್ವದ ಕೇಂದ್ರ ಸರ್ಕಾರ*

ಒಬ್ಬ ಗೃಹಿಣಿ ಹೊಸ ಮನೆಗೆ ಬಂದಾಗ ಕಿಟಕಿಯ ಮೂಲಕ ಎದುರು ಮನೆಯ ಗೋಡೆಯನ್ನು ನೋಡುತ್ತಿದ್ದಳು. ಆಕೆ ಯಾವಾಗಲೂ ಆ ಮನೆಯ ಗೋಡೆ ಎಷ್ಟು ಕೊಳಕಾಗಿದೆ ಎಂದು ಗಂಡನ ಬಳಿ ದೂರುತ್ತಿದ್ದಳು. ಒಂದು ದಿನ ಗೋಡೆ ಸ್ವಚ್ಛವಾಗಿದೆ ಎಂದು ಆಕೆಗೆ ಅನ್ನಿಸಿತು. ಅದನ್ನು ಗಂಡನಿಗೂ ಹೇಳಿದಳು. ಆದರೆ ಆ ಗೋಡೆ ಮೊದಲಿನಿಂದಲೂ ಸ್ವಚ್ಛವಾಗಿಯೇ ಇತ್ತು, ನಮ್ಮ ಮನೆಯ ಕಿಟಕಿಯ ಗಾಜಿನಲ್ಲೇ ಕೊಳಕು ತುಂಬಿತ್ತು. ಅದನ್ನು ಸ್ವಚ್ಛ ಮಾಡಿದ್ದರಿಂದ ಈಗ ಗೋಡೆ ಸ್ವಚ್ಛವಾಗಿ ಕಾಣುತ್ತಿದೆ ಎಂದು ಗಂಡ ಹೇಳುತ್ತಾನೆ.
ಇದೊಂದು ನೀತಿ ಕಥೆ ಅಷ್ಟೆ. ಈ ಕಥೆ ರಾಜ್ಯ ಬಿಜೆಪಿಗೆ ಸರಿಯಾಗಿ ಹೊಂದುತ್ತದೆ. ತಮ್ಮ ಮನೆಯ ಕಿಟಕಿಯನ್ನೇ ಸ್ವಚ್ಛವಾಗಿಟ್ಟುಕೊಳ್ಳದ ಇವರು ಕಾಂಗ್ರೆಸ್ನ ಗೋಡೆ ಕೊಳಕಾಗಿದೆ ಎಂದು ಬಾಯಿ ಬಡಿದುಕೊಳ್ಳುತ್ತಿದ್ದಾರೆ. ಕೊಳಕಾಗಿರುವುದು ಅವರ ಕಿಟಕಿಯೇ ಹೊರತು ನಮ್ಮ ಗೋಡೆಯಲ್ಲ ಎಂಬುದು ಇನ್ನೂ ಅವರಿಗೆ ತಿಳಿದಿಲ್ಲ. ಈಗ ಜನಾಕ್ರೋಶ ಎಂಬ ಹೋರಾಟದ ಮೂಲಕ ರಾಜ್ಯ ರಾಜಕೀಯದಲ್ಲಿ ಸಕ್ರಿಯವಾಗಿರಲು ಬಿಜೆಪಿ ನಾಯಕರು ಮುಂದಾಗಿದ್ದಾರೆ. ಬಿಜೆಪಿ ರಾಜ್ಯಾಧ್ಯಕ್ಷರಾದ ಬಿ.ವೈ.ವಿಜಯೇಂದ್ರ, ಪ್ರತಿಪಕ್ಷ ನಾಯಕರಾದ ಆರ್.ಅಶೋಕ ಹಾಗೂ ಎಲ್ಲಾ ಬಿಜೆಪಿ ನಾಯಕರು ತಮ್ಮ ಕಿಟಕಿಯ ಕೊಳೆಯನ್ನು ತೆಗೆಯಲು ಯತ್ನಿಸಿದ್ದರೆ ಇಂತಹ ಹೋರಾಟದ ಅಗತ್ಯವೇ ಇರಲಿಲ್ಲ.
ಜನಾಕ್ರೋಶದ ಹೋರಾಟದಲ್ಲಿ ಪ್ರಮುಖವಾಗಿ ಬೆಲೆ ಏರಿಕೆಯ ವಿಷಯವನ್ನು ಪ್ರಸ್ತಾಪಿಸಲಾಗಿದೆ. ವಿಪರ್ಯಾಸವೆಂದರೆ ಈ ಹೋರಾಟ ಆರಂಭವಾದ ಕೂಡಲೇ ಪ್ರಧಾನಿ ನರೇಂದ್ರ ಮೋದಿ ನೇತೃತ್ವದ ಸರ್ಕಾರ, ಅಡುಗೆ ಅನಿಲದ ಸಿಲಿಂಡರ್ಗೆ 50 ರೂ. ಏರಿಕೆ ಮಾಡಿದೆ. ಇದನ್ನು ಕೂಡ ಬಿಜೆಪಿಯವರು ಹೋರಾಟದಲ್ಲಿ ಸೇರಿಸಿಕೊಳ್ಳಬಹುದಿತ್ತು!
ಮುಖ್ಯಮಂತ್ರಿ ಸಿದ್ದರಾಮಯ್ಯ ರವರ ಹಾಗೂ ಉಪ ಮುಖ್ಯಮಂತ್ರಿಗಳಾದ ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್ ರವರ ನೇತೃತ್ವದ ನಮ್ಮ ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರ ಪಂಚ ಗ್ಯಾರಂಟಿಗಳ ಮೂಲಕ ಪ್ರತಿ ಕುಟುಂಬಕ್ಕೆ ವಾರ್ಷಿಕ ಸುಮಾರು 55 ಸಾವಿರ ರೂ. ನೀಡುತ್ತಿದೆ. ಇವು ಕುಟುಂಬಗಳ ಆರ್ಥಿಕ ಶಕ್ತಿಯನ್ನು, ಖರೀದಿ ಸಾಮರ್ಥ್ಯವನ್ನು ಹೆಚ್ಚಿಸಿದೆ. ಇಂತಹ ಒಂದೇ ಒಂದು ಯೋಜನೆಯನ್ನು ಹಿಂದಿನ ಬಿಜೆಪಿ ಸರ್ಕಾರವಾಗಲೀ, ಕೇಂದ್ರ ಸರ್ಕಾರವಾಗಲೀ ನೀಡಿಯೇ ಇಲ್ಲ. ಈ ಯೋಜನೆಗಳ ಜೊತೆಗೆ, ಕೆಲವು ಕ್ಷೇತ್ರಗಳಲ್ಲಿ ಮಾತ್ರ ಜನರಿಗೆ ಸ್ವಲ್ಪವೂ ಹೊರೆಯಾಗದಂತೆ ಬೆಲೆ ಪರಿಷ್ಕರಣೆ ಮಾಡಲಾಗಿದೆ. ಉದಾಹರಣೆಗೆ ಹಾಲಿನ ದರವನ್ನೇ ನೋಡಿ. ಉಳಿದ ರಾಜ್ಯಗಳಿಗೆ ಹೋಲಿಸಿದರೆ ನಂದಿನಿ ಹಾಲಿನ ದರ ಈಗಲೂ ಅತಿ ಕಡಿಮೆಯೇ ಇದೆ. ಹೀಗೆ ಅಲ್ಪ ದರ ಏರಿಸಿದ್ದರೂ, ಅದರ ಲಾಭವನ್ನು ರೈತರಿಗೆ ನೀಡಲಾಗುತ್ತಿದೆ .
ಇದೇ ವಿಷಯವನ್ನು ಇಟ್ಟುಕೊಂಡು ಜನರ ಮೇಲೆ ತೆರಿಗೆ ಹೊರೆ ಎಂದು ಅಪಪ್ರಚಾರ ಮಾಡುವ ಬಿಜೆಪಿ ನಾಯಕರು, ನಿಜವಾದ ಬೆಲೆ ಏರಿಕೆ ಏನು ಎಂಬುದನ್ನು ಅವರದ್ದೇ ಕೇಂದ್ರ ಸರ್ಕಾರದಲ್ಲಿ ನೋಡಬಹುದು.
ಬೆಲೆ ಏರಿಕೆಯ ಬರೆ
ಕಳೆದ ಹನ್ನೊಂದು ವರ್ಷಗಳಿಂದ ಕೇಂದ್ರ ಸರ್ಕಾರ ಮಾಡುತ್ತಿರುವ ಬೆಲೆ ಏರಿಕೆ ಹಾಗೂ ತೆರಿಗೆ ಹಂಚಿಕೆಯಲ್ಲಿನ ಮೋಸದ ಬಗ್ಗೆಯೂ ಜನಾಕ್ರೋಶದ ಹೋರಾಟ ಮಾಡಬಹುದು. ಅಡುಗೆ ಅನಿಲದ ಬೆಲೆ ಏರಿಕೆಯನ್ನೂ ಈಗ ರಾಜ್ಯ ಬಿಜೆಪಿ ನಾಯಕರು ಸಮರ್ಥಿಸಿಕೊಳ್ಳುತ್ತಿದ್ದಾರೆ. ಪ್ರಧಾನಿ ನರೇಂದ್ರ ಮೋದಿಯವರು ಅಮೆರಿಕಕ್ಕೆ ಹೋಗಿ ಅಲ್ಲಿನ ಅಧ್ಯಕ್ಷರಾದ ಡೊನಾಲ್ಡ್ ಟ್ರಂಪ್ ಅವರ ಸ್ನೇಹ ಬೆಳೆಸಿದರೂ, ಅವರೇನೂ ತೆರಿಗೆ ಬರೆಯನ್ನು ಹಾಕುವುದರಿಂದ ಹಿಂದಡಿ ಇಟ್ಟಿಲ್ಲ.
ಈ ತೆರಿಗೆ ಸಮರದಿಂದಾಗಿ ಕಚ್ಚಾ ತೈಲದ ದರ ಒಂದು ಬ್ಯಾರೆಲ್ಗೆ (159 ಲೀಟರ್) ಸುಮಾರು 10 ಡಾಲರ್ (ಅಂದಾಜು 850 ರೂ.) ಇಳಿಕೆಯಾಗಿದೆ. ಬ್ರೆಂಟ್ ಕಚ್ಚಾ ತೈಲ ದರ ಬ್ಯಾರೆಲ್ಗೆ 72.94 ಡಾಲರ್ ಇದ್ದು, ಈಗ 62.91 ಡಾಲರ್ಗೆ ಇಳಿದಿದೆ. ವೆಸ್ಟ್ ಟೆಕ್ಸಾಸ್ ಇಂಟರ್ಮೀಡಿಯೇಟ್ ಕಚ್ಚಾ ತೈಲ ದರ ಬ್ಯಾರೆಲ್ಗೆ 59.34 ಡಾಲರ್ಗೆ ಬಂದಿದೆ. ಇಷ್ಟು ದರ ಇಳಿಕೆಯಾಗಿದ್ದರೂ ಅಡುಗೆ ಅನಿಲ ದರವನ್ನು 50 ರೂ. ನಷ್ಟು ಏರಿಸಿ ಹೊರೆ ಹಾಕಿರುವುದು ಬಿಜೆಪಿಯ ಜನ ವಿರೋಧಿತನವನ್ನು ಎತ್ತಿ ತೋರಿಸುತ್ತದೆ. ಇದು ಕೇವಲ ಬೆಲೆ ಏರಿಕೆ ಬರೆಯಲ್ಲ, ಇದು ಬಾಸುಂಡೆ ಬರೆ.
ಜೊತೆಗೆ ಪೆಟ್ರೋಲ್-ಡೀಸೆಲ್ ಮೂಲಕ 36.58 ಲಕ್ಷ ಕೋಟಿ ರೂ. ಮೊತ್ತವನ್ನು ಕೇಂದ್ರ ಸರ್ಕಾರ ಸಂಗ್ರಹಿಸುತ್ತಿದೆ. ಇದು ಗ್ಯಾರಂಟಿಗಳಂತಹ ಯೋಜನೆಗಳ ಮೂಲಕ ಜನರನ್ನೇನೂ ಮರಳಿ ತಲುಪುತ್ತಿಲ್ಲ. ಹಾಗಾದರೆ ಈ ಹಣ ಎಲ್ಲಿ ಹೋಗುತ್ತಿದೆ ಎಂಬುದೇ ಯಕ್ಷ ಪ್ರಶ್ನೆ. ಕಳೆದ ಒಂದು ವರ್ಷದಲ್ಲಿ ಸಸ್ಯಾಹಾರಿ ಊಟದ ಬೆಲೆ 57% ನಷ್ಟು ಏರಿಕೆಯಾಗಿದೆ. ಅಡುಗೆ ಎಣ್ಣೆ, ಬೇಳೆ, ತರಕಾರಿ ಮೊದಲಾದ ಪದಾರ್ಥಗಳ ಬೆಲೆ ಗಗನಕ್ಕೇರಿದೆ. ಆರೋಗ್ಯ ಕ್ಷೇತ್ರದಲ್ಲಿ 14% ನಷ್ಟು ಹಣದುಬ್ಬರ ಕಂಡುಬಂದಿದೆ. ಈ ನಡುವೆ ಸುಧಾರಣೆಯ ಹೆಸರಲ್ಲಿ ತಂದ ಜಿಎಸ್ಟಿಯಿಂದಾಗಿ ಎಲ್ಲಾ ಕಡೆ ತೆರಿಗೆ ಕಂಡುಬಂದಿದೆ. ಸಿನಿಮಾ ನೋಡುವಾಗ ತಿನ್ನುವ ಪಾಪ್ಕಾರ್ನ್ಗೂ ಜಿಎಸ್ಟಿ ತಪ್ಪಿಲ್ಲ. ಜೀವ ವಿಮೆ, ಅರೋಗ್ಯ ವಿಮೆಗಳ ಮೇಲೂ 18% ಜಿಎಸ್ಟಿ ಹೇರಲಾಗಿದೆ, ಮೊದಲ ಬಾರಿಗೆ ಕೃಷಿ ಉತ್ಪನ್ನಗಳಿಗೂ ಜಿಎಸ್ಟಿಯ ಬರೆ ಬಿದ್ದಿದೆ. ಎಟಿಎಂ ಶುಲ್ಕವನ್ನೂ ಏರಿಸಲಾಗಿದೆ.
2018 ರಿಂದ 2024 ರವರೆಗೆ ಕನಿಷ್ಠ ಠೇವಣಿ ನಿರ್ವಹಿಸದ ಜನರಿಂದ ದಂಡದ ರೂಪದಲ್ಲಿ 43,500 ಕೋಟಿ ರೂ. ವಸೂಲಿ ಮಾಡಲಾಗಿದೆ. ಇತ್ತೀಚೆಗೆ ಹೆದ್ದಾರಿ ಟೋಲ್ಗಳ ದರ ಏರಿಕೆಯಾಗಿದೆ.
ತೆರಿಗೆ ಹಂಚಿಕೆಗೆ ಹೋರಾಟ ಏಕಿಲ್ಲ?
ಕರ್ನಾಟಕದಿಂದ ಕೇಂದ್ರಕ್ಕೆ ವರ್ಷಕ್ಕೆ 4.50 ಲಕ್ಷ ಕೋಟಿ ರೂ. ನಷ್ಟು ತೆರಿಗೆ ಹೋಗುತ್ತಿದೆ. ಕೇಂದ್ರ ಸರ್ಕಾರ ತೆರಿಗೆ ಹಂಚಿಕೆಯಾಗಿ 45,000 ಕೋಟಿ ರೂ. ಮತ್ತು ಅನುದಾನದ ರೂಪದಲ್ಲಿ 15,000 ಕೋಟಿ ರೂ. ಮಾತ್ರ ನೀಡುತ್ತಿದೆ. ಅಂದರೆ 1 ರೂಪಾಯಿಗೆ ಪ್ರತಿಯಾಗಿ 13 ಪೈಸೆ ಮಾತ್ರ ಸಿಗುತ್ತಿದೆ. ರಾಜಧಾನಿ ಬೆಂಗಳೂರಿಗೆ ಹೆಚ್ಚು ಅನುದಾನ ನೀಡಿ ಎಂದು ನಮ್ಮ ಮುಖ್ಯಮಂತ್ರಿಗಳು ಬಜೆಟ್ ವೇಳೆ ಮನವಿ ಮಾಡಿದ್ದರೂ ಅದಕ್ಕೆ ಕೇಂದ್ರದ ಆರ್ಥಿಕ ಸಚಿವರು ಸ್ಪಂದಿಸಲಿಲ್ಲ.
ತೆರಿಗೆ ಮರು ಹಂಚಿಕೆಯ ವಿಚಾರದಲ್ಲಿ ಕರ್ನಾಟಕಕ್ಕೆ ಆಗುತ್ತಿರುವ ಅನ್ಯಾಯದ ಬಗ್ಗೆ ಬಿಜೆಪಿ ಸಂಸದರು ಒಂದೇ ಒಂದು ಪ್ರಶ್ನೆ ಎತ್ತಿಲ್ಲ. ಜನಾಕ್ರೋಶ ಹೋರಾಟ ಜನರ ಪರವಾಗಿ ಇರಬೇಕೆ ಹೊರತು ರಾಜಕೀಯ ಲಾಭಗಳ ಪರವಾಗಿರಬಾರದು. ಎಷ್ಟೇ ಹೋರಾಟ ಮಾಡಿದರೂ ಅದನ್ನು ಜನರು ನಂಬದೆ ಕಾಂಗ್ರೆಸ್ನ ಜೊತೆಗೆ ಯಾವಾಗಲೂ ಇರುತ್ತಾರೆ ಎಂಬ ಜಾಗೃತಿ ಬಿಜೆಪಿಗೆ ಬರಲಿ. ಜನರ ಆಕ್ರೋಶದ ಕಿಚ್ಚು ಎನ್ಡಿಎ ಕಡೆಗೆ ಇದೆ ಎಂಬ ಅರಿವು ಇನ್ನಾದರೂ ಬರಲಿ.
ಪೆಟ್ರೋಲ್, ಡಿಸೇಲ್ ಸೇರಿದಂತೆ ಪೆಟ್ರೋಲಿಯಂ ಉತ್ಪನ್ನಗಳ ಮೇಲೆ ಅವೈಜ್ಞಾನಿಕ ಅಬಕಾರಿ ಸುಂಕ ಹೆಚ್ಚಿಸುವ ಮೂಲಕ, ಸಾಮಾನ್ಯ ಜನರಿಂದ ಹಣವಸೂಲಿ ಮಾಡುತ್ತಿರುವ ಬಿಜೆಪಿ ಸರ್ಕಾರವು ಜನ ಸಾಮಾನ್ಯರ ಮೇಲೆ ಭಾರೀ ಹೊರೆ ಹಾಕಿದೆ.
ಕಳೆದ 10 ವರ್ಷಗಳಲ್ಲಿ ಪೆಟ್ರೋಲಿಯಂ ಉತ್ಪನ್ನಗಳ ಮೇಲೆ ಹೆಚ್ಚುವರಿ ತೆರಿಗೆ ವಿಧಿಸುವ ಮೂಲಕ ನಿಮ್ಮ ಸರ್ಕಾರವು ರೂ.34 ಲಕ್ಷ ಕೋಟಿ ರೂಪಾಯಿಗೆ ಅಧಿಕ ಆದಾಯವನ್ನು ಗಳಿಸಿದೆ. ಕೇವಲ 2023-24ನೇ ಆರ್ಥಿಕ ವರ್ಷದಲ್ಲಿಯೇ ರಿಲಯನ್ಸ್ ಇಂಡಸ್ಟ್ರೀಸ್ ಲಿಮಿಟೆಡ್, ಇಂಡಿಯನ್ ಆಯಿಲ್ ಕಾರ್ಪೊರೇಷನ್, ಭಾರತ್ ಪೆಟ್ರೋಲಿಯಂ ಕಾರ್ಪೊರೇಷನ್, ಹಿಂದೂಸ್ತಾನ್ ಪೆಟ್ರೋಲಿಯಂ, ಆಯಿಲ್ ಇಂಡಿಯಾ, ಗೆಲ್ ಇಂಡಿಯಾ ಮತ್ತು ONGC ಸೇರಿದಂತೆ ಎಂಟು ದೊಡ್ಡ ತೈಲ ಕಂಪನಿಗಳು ಒಟ್ಟಿನಲ್ಲಿ ರೂ.2.29 ಲಕ್ಷ ಕೋಟಿ ರೂಪಾಯಿ ಲಾಭ ಗಳಿಸಿವೆ. ಈ ಲಾಭವು ಜನ ಸಾಮಾನ್ಯರ ಜೇಬಿನಿಂದ ಪಡೆಯಲಾಗಿದೆ.
ಕಾಂಗ್ರೆಸ್ ಪಕ್ಷವು ಮೇ 2014ರಲ್ಲಿ ಕೇಂದ್ರದ ಅಧಿಕಾರದಿಂದ ಹೊರ ನಡೆದಾಗ, ಪೆಟ್ರೋಲ್ ಮೇಲೆ ಅಬಕಾರಿ ಸುಂಕ ರೂ.9.20 ಪ್ರತಿ ಲೀಟರ್ ಮತ್ತು ಡೀಸೆಲ್ ಮೇಲೆ ರೂ.3.46 ಪ್ರತಿ ಲೀಟರ್ ಇತ್ತು. ಇಂದಿನ ಸ್ಥಿತಿಯಲ್ಲಿ, ಪೆಟ್ರೋಲ್ ಮೇಲಿನ ಅಬಕಾರಿ ತೆರಿಗೆ ರೂ.19.90 ಪ್ರತಿ ಲೀಟರ್ ಆಗಿದ್ದು, ಡೀಸೆಲ್ ಮೇಲಿನ ಅಬಕಾರಿ ತೆರಿಗೆ ರೂ.15.80 ಪ್ರತಿ ಲೀಟರ್ ಆಗಿದೆ. ಇದು ಪೆಟ್ರೋಲ್ ಮೇಲೆ 216% ಹಾಗೂ ಡೀಸೆಲ್ ಮೇಲೆ 457%ರಷ್ಟು ಅಬಕಾರಿ ತೆರಿಗೆ ಹೊರೆ ಜನಸಾಮಾನ್ಯರ ಮೇಲೆ ಬಿದ್ದಿದೆ.
ಜನತೆಗೆ ಮೋಸಮಾಡಿರುವ ಸ್ಪಷ್ಟ ನಿದರ್ಶನವೆಂದರೆ, 2013-14ರ ಕಾಲಘಟ್ಟದೊಂದಿಗೆ ಹೋಲಿಸಿದರೆ ಕಚ್ಚಾ ತೈಲ ಬೆಲೆ 30% ರಿಂದ 40%ರಷ್ಟು ಕುಸಿತವನ್ನೇ ಕಂಡಿದೆ. ಆದರೆ ಈ ತಗ್ಗಿದ ಬೆಲೆಯ ಪ್ರಯೋಜನವನ್ನು ಸರ್ಕಾರವು ಗ್ರಾಹಕರಿಗೆ ನೀಡದೆ ತನ್ನದೇ ಲಾಭಕ್ಕಾಗಿ ಉಪಯೋಗಿಸಿಕೊಂಡಿದೆ. ಏಪ್ರಿಲ್-ಮೇ 2014ರಲ್ಲಿ ಕಾಂಗ್ರೆಸ್ ಪಕ್ಷ ಅಧಿಕಾರದಿಂದ ಹೊರ ಬಂದಾಗ ಕಚ್ಚಾ ತೈಲ ಬೆಲೆ ಪ್ರತಿ ಬ್ಯಾರೆಲ್ಗೆ 108 ಯು ಎಸ್ ಡಾಲರ್ ಇತ್ತು. ಇಂದಿನ ಬೆಲೆ 62 ಯು ಎಸ್ ಡಾಲರ್ ಪ್ರತಿ ಬ್ಯಾರೆಲ್ ಆಗಿದೆ. ಕಳೆದ ದಶಕವಿಡೀ ಕಚ್ಚಾ ತೈಲ ಸರಾಸರಿ ಬೆಲೆ 70 ಯು ಎಸ್ ಡಾಲರ್ ನಿಂದ 80 ಯು ಎಸ್ ಡಾಲರ್ ನಡುವೆ ಇತ್ತು. ಸರ್ಕಾರ ಈ ಲಾಭವನ್ನು ಗ್ರಾಹಕರಿಗೆ ನೀಡಿದ್ದರೆ ಪೆಟ್ರೋಲ್ ಮತ್ತು ಡೀಸೆಲ್ ಬೆಲೆಗಳು ಪ್ರತಿ ಲೀಟರ್ ರೂ.10 ರಿಂದ ರೂ.15 ರಷ್ಟು ಕಡಿಮೆಯಾಗುತ್ತಿತ್ತು. ಇದು ಗ್ರಾಹಕರಿಗೆ ನೆರವಾಗುತ್ತಿತ್ತು ಮತ್ತು ಆರ್ಥಿಕ ಹೊರೆ ಇಳಿಸಬಹುದಿತ್ತು.
ಕೇಂದ್ರದ ಬಿಜೆಪಿ ಸರ್ಕಾರವು ಏಪ್ರಿಲ್ 7, 2025ರಿಂದ ಪೆಟ್ರೋಲ್ ಮತ್ತು ಡೀಸೆಲ್ ಮೇಲಿನ ಅಬಕಾರಿ ತೆರಿಗೆಯನ್ನು ಪ್ರತಿ ಲೀಟರ್ ರೂ.2ರಷ್ಟು ಹೆಚ್ಚಿಸಿದೆ. ಈ ತೆರಿಗೆ ಏರಿಕೆಯಾಗದೆ ಇದ್ದರೆ, ಪೆಟ್ರೋಲ್ ಮತ್ತು ಡೀಸೆಲ್ ಬೆಲೆಗಳು ಕನಿಷ್ಠ ರೂ.2 ರಷ್ಟು ಕಡಿಮೆಯಾಗುತ್ತಿತ್ತು. ಈ ಸಣ್ಣ ಪ್ರಯೋಜನವನ್ನೂ ತೆಗೆದುಹಾಕುವ ಮೂಲಕ, ಕೇಂದ್ರ ಬಿಜೆಪಿ ನೇತೃತ್ವದ ಏನ್ ಡಿ ಎ ಸರ್ಕಾರವು ಜನರ ಮೇಲೆ ರೂ.40,000 ಕೋಟಿ ರೂಪಾಯಿಗೂ ಅಧಿಕ ಹೆಚ್ಚುವರಿ ಭಾರವನ್ನು ಹಾಕಿದೆ. ಇದರ ಪೈಕಿ ಕೇವಲ ಕರ್ನಾಟಕದ ಜನರ ಮೇಲೆಯೇ ರೂ.4,500 ಕೋಟಿ ರೂಪಾಯಿಗೂ ಹೆಚ್ಚು ಹೊರೆ ಹಾಕಲಾಗಿದೆ.
ಕರ್ನಾಟಕದಲ್ಲಿ ವಾರ್ಷಿಕವಾಗಿ ಪೆಟ್ರೋಲ್ ಮಾರಾಟವು 692.43 ಕೋಟಿ ಲೀಟರ್ ಆಗಿದ್ದು, ಡೀಸೆಲ್ ಮಾರಾಟವು 1613.66 ಕೋಟಿ ಲೀಟರ್ ಆಗಿದೆ. ಪೆಟ್ರೋಲ್ ಮತ್ತು ಡೀಸೆಲ್ ಬೆಲೆಯನ್ನು ರೂ.2 ಕಡಿಮೆ ಮಾಡಿದ್ದರೆ ಗ್ರಾಹಕರಿಗೆ ರೂ.4,504 ಕೋಟಿ ರೂಪಾಯಿ ಪ್ರಯೋಜನವಾಗುತ್ತಿತ್ತು. ಆದರೆ ಈ ಪ್ರಯೋಜನವನ್ನೂ ಕೇಂದ್ರ ಸರ್ಕಾರ ತೆಗೆದುಕೊಂಡು, ಜನರ ಮೇಲೆ ರೂ.4,504 ಕೋಟಿ ಹೆಚ್ಚುವರಿ ಭಾರವನ್ನು ಹಾಕಿದೆ.
ಇತ್ತಿಚೆಗೆ ಗ್ಯಾಸ್ ಸಿಲಿಂಡರ್ ಬೆಲೆ ಏರಿಕೆಯ ಮೂಲಕ ಕನ್ನಡಿಗರ ಮೇಲಿನ ಹೆಚ್ಚುವರಿ ಭಾರ ರೂ.515.49 ಕೋಟಿ ಆಗಿದೆ. ಇದರಿಂದ ರೂ.4,504 ಕೋಟಿ + ರೂ.515.49 ಕೋಟಿ, ಒಟ್ಟಾರೆಯಾಗಿ ರೂ.5,019.49 ಕೋಟಿ ಆರ್ಥಿಕ ಹೊರೆಯನ್ನು ಕನ್ನಡಿಗರ ಮೇಲೆ ಹೇರಿದ್ದು, ಇದು ಕನ್ನಡಿಗರ ಮೇಲಿನ ಆರ್ಥಿಕ ದಾಳಿಯಾಗಿದೆ.
*BJP Clean your Windows Before Commenting on Our Wall*

There’s an old tale here about how a newly married woman takes to staring at the neighbours wall through a window in her marital home. She would then comment to her husband about how dirty their neighbours wall was. It was a repeated exercise until one day she remarked to her husband that the wall was finally clean. Her husband commented and said; that wall was always clean, you just finally cleaned the window you were looking out of.
This simple yet poignant tale is befitting of the BJP in the State. Instead of cleaning their own windows, they’ve taken to saying our walls are dirty. I believe they are in denial about the State of their windows, so have taken to commenting on our walls as a way to stay relevant through their Jan Akrosh Rally. But if the BJP leadership took a moment to assess their own reality, the whole BJP Machinery including BY Vijendra, R Ashok and the entire leadership wouldn’t even need to take out this farce of a rally in the State at all.
The State BJP made Price Rise the issue for their entire Jan Akrosh Campaign but as irony would have it, within days of its start, the BJP Government at the Centre raised LPG prices by 50/- a cylinder. Alas, the BJP can’t fight against this injustice to the common man
Our Congress Government in Karnataka through its 5 Guarantees is giving approximately 55,000 rupees per family every year. This has increased their economic situation and purchasing power. None of the previous BJP Governments, either here or in the centre, have ever dreamt of empowering people in such a manner. Along with these schemes, we’ve also ensured that even in cases of price rises which were essential, the burden is minimal. For example: even with the increase in milk prices to support our farmers, our prices as still one of the lowest in the country. Even such small increases are outweighed by the benefits of the guarantees being transferred to the people of the state.
The BJP which used these minimal price increases in Karnataka as the basis of their protest, should have the courage to ask their central BJP leadership about their price rises.
Burden of Price Rise
The price of essentials, fuel and inputs rose in the past 11 years at astronomical rates, which the BJPs Jan Akrosha rally will never talk about. Irony is, the BJP which claimed to be fighting for Kannadigas against price rise , is now justifying the Fuel Price Hike! They lauded the PM for his trip to America, but didn’t have a single word to say when even the trip didn’t stop President Trump from imposing tariffs on us. But the BJP has nothing to say about this.
The extortion from ordinary people by arbitrarily increasing the excise duty on Petrol & Diesel by BJP Government has severely hurt the common people. In fact, your Government has earned over 34 lakh crore in last 10 years by taxing the Petroleum sector. In the year 2023-24 alone, the balance sheets of the 7 big oil companies (Reliance Industries Ltd, Indian Oil Corporation, Bharat Petroleum Corporation, Hindustan Petroleum, Oil India, GAIL India, ONGC) reflect that they earned a profit of ₹2.29 lakh crores. This is at the expense of the common man.
May we remind the Union BJP Government about fleecing of common man by raising of Excise Duty. When Congress Party demitted power at the centre in May 2014, the excise duty on Petrol was ₹9.20 per litre and on Diesel was ₹3.46 per litre. As on today, excise duty on Petrol is ₹19.90 per litre and on Diesel is ₹15.80 per litre. This is a shocking 457% hike in excise duty on Diesel and 216% hike on excise duty in Petrol.
(V) The biggest proof of cheating of people by the BJP Government lies in the fact that crude oil prices have fallen between 30% to 40% compared to the year 2013-14, but Government of India is profiteering from the same.
In April-May 2014, when Congress Government demitted power at the centre, the crude oil price was US$108 per barrel. The crude oil prices today are US$62 per barrel. All through last one decade, the crude oil prices have averaged between US$70 to US$80 per barrel. The benefit of the reduced crude oil prices is not being passed on to the consumer by the Union BJP Government. If it was done, the price of Petrol and Diesel would by ₹10 to ₹15 per litre cheaper. This would reduce the inflation and benefit the common people.
The question is why is Union BJP Government profiteering at the cost of the common man.
That to add insult to the injury, the Union BJP Government has increased the excise duty on Petrol and Diesel by ₹2 per litre with effect from 7th April 2025, If this excise duty had not increased, it would have let to reduction of prices of Petrol and Diesel by minimum of ₹2 per litre. By taking away this meagre benefit, the BJP-NDA Government has put an additional burden of over ₹40,000 crore on people, out of which over ₹4,500 crore is on people of Karnataka alone.
In Karnataka, the annual sale of Petrol is 692.43 crore litres and of Diesel is 1613.66 crore litres. Even if, the price would have been reduced by ₹2 per litre, the benefit to consumers would be ₹4,504 crores. By taking it away, Union BJP Government has imposed this additional burden of ₹4,504 crores on people of Karnataka. If we add the additional burden on Kannadigas by way of Gas Cylinder hike, the total extra burden comes to ₹4,504 crore+₹515.49 Crore = 5,019.49 crores.
The Central Government has gained 36.85 Lakh Crores from taxation on fuel, but unlike our guarantees where we transfer the benefit to the people, the BJP has held on to this. But what is the BJP even doing with this money? In the past year, the cost of a veg meal has increased by 57%. The price of dal, cooking oil, vegetables and other essential commodities have skyrocketed. Healthcare is 14% more expensive. The much touted uniform regime of GST has increased the tax on every item under the sun. Even insurance has 18% GST on it while even farm implements now have the tax burden on it.
This BJP Government is so draconian that they extorted 43,500 crores from poor citizens for non maintenance of balance in their accounts from 2018 to 2024.
Where’s the Battle for Fair Devolution?
The State gives the Centre close to 4.50 lakh crores as its share of taxes, but the centre through devolution gives us a mere 15,000 crores in return which means for every rupee Karnataka sends, we get a pittance in the form of 13 paisa. All our demands for greater devolution have fallen on deaf ears.
Sadly, none of the BJPs MPs from Karnataka have said a word against this injustice to their state. Where is the Jan Akrosha then? The Jan Akrosha battle needs to be for the betterment of the people and not just political benefit. But the fact is, no matter how many rallies the BJP and JDS take out, the people are with the Congress and the sooner they realise that, the better for them.
