ಒಂದೇ ಒಂದು ಬಕೆಟ್ ನೀರನ್ನೂ ನೀರಾವರಿಗೆ ಬಳಸಲ್ಲ
ಪ್ರಗತಿವಾಹಿನಿ ಸುದ್ದಿ: “ಮೇಕೆದಾಟು ಯೋಜನೆ ದಕ್ಷಿಣ ಭಾರತದ ಹೃದಯದಂತ ಯೋಜನೆ. ಈ ಯೋಜನೆಯಲ್ಲಿ ಕರ್ನಾಟಕ ಹಾಗೂ ತಮಿಳುನಾಡಿನ ಹಿತ ಅಡಗಿದೆ” ಎಂದು ಸಿಎಂ ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್ ಅವರು ತಿಳಿಸಿದರು.
ವಿಧಾನಸೌಧದಲ್ಲಿ ವಿಧಾನ ಪರಿಷತ್ ಚುನಾವಣೆ ಮತದಾನದ ಬಳಿಕ ಶಿವಕುಮಾರ್ ಅವರು ಮಾಧ್ಯಮಗಳ ಪ್ರಶ್ನೆಗಳಿಗೆ ಪ್ರತಿಕ್ರಿಯೆ ನೀಡಿದರು.
ತಮಿಳುನಾಡು ಸರ್ಕಾರ ನಿಮ್ಮ ಹೃದಯಕ್ಕೆ ಹತ್ತಿರವಾದ ಮೇಕೆದಾಟು ಯೋಜನೆ ತಡೆಯಲು ಕಾನೂನು ಅವಕಾಶ ಹುಡುಕುತ್ತಿದೆ ಎಂದು ಕೇಳಿದಾಗ, “ಮೇಕೆದಾಟು ಕೇವಲ ನನ್ನ ಹೃದಯಕ್ಕೆ ಮಾತ್ರ ಹತ್ತಿರವಾಗಿಲ್ಲ. ಮೇಕೆದಾಟು ಯೋಜನೆ ಕರ್ನಾಟಕ ರಾಜ್ಯಕ್ಕಿಂತ ತಮಿಳುನಾಡಿಗೆ ಹೆಚ್ಚು ಅನುಕೂಲ ನೀಡಲಿದೆ. ತಮಿಳುನಾಡು ಪಾಲಿನ 177 ಟಿಎಂಸಿ ನೀರನ್ನು ಬಿಡಲು ನಾವು ಸಿದ್ಧವಾಗಿದ್ದೇವೆ. ಈ ಬಗ್ಗೆ ಸುಪ್ರೀಂ ಕೋರ್ಟ್ ಆದೇಶವೂ ಇದೆ. ಈ ಯೋಜನೆ ತೀರ್ಮಾನವನ್ನು ಕೇಂದ್ರ ಜಲ ಆಯೋಗ ಮಾಡಬೇಕು ಎಂದು ಕೋರ್ಟ್ ತಿಳಿಸಿದೆ” ಎಂದು ತಿಳಿಸಿದರು.
ಒಂದೇ ಒಂದು ಬಕೆಟ್ ನೀರನ್ನೂ ನೀರಾವರಿಗೆ ಬಳಸುವುದಿಲ್ಲ
“ನಾವು ತಮಿಳುನಾಡಿನ ರೈತರ ಹಿತವನ್ನೂ ಕಾಪಾಡಬೇಕು. ಇದು ಸಮತೋಲಿತ ಜಲಾನಯನ. ಇಲ್ಲಿ ಒಂದೇ ಒಂದು ಬಕೆಟ್ ನೀರನ್ನೂ ನೀರಾವರಿಗೆ ಬಳಸುವುದಿಲ್ಲ. ಬೆಂಗಳೂರು ನಗರದ ಕುಡಿಯುವ ನೀರು ಪೂರೈಕೆಗೆ ಮಾತ್ರ ಬಳಸಲಾಗುವುದು. ಬೆಂಗಳೂರಿನಲ್ಲಿ ಜನಸಂಖ್ಯೆ ಹೆಚ್ಚಾಗುತ್ತಿದ್ದು, ನಾವು ಕೃಷ್ಣಾದಿಂದ ನೀರನ್ನು ತರಲು ಸಾಧ್ಯವಿಲ್ಲ. ಹೀಗಾಗಿ ಕಾವೇರಿ ನಮ್ಮ ಮುಂದಿರುವ ಏಕೈಕ ಆಯ್ಕೆ” ಎಂದು ತಿಳಿಸಿದರು.
ಮೇಕೆದಾಟು ಯೋಜನೆ ರದ್ದುಗೊಳಿಸಲು ಪ್ರಧಾನಿ ಮೋದಿ ಅವರಿಗೆ ಮನವಿ ಮಾಡಿರುವ ಬಗ್ಗೆ ಕೇಳಿದಾಗ, “ತಮಿಳುನಾಡಿನವರು ಕಳೆದ 40 ವರ್ಷಗಳಿಂದ ರಾಜಕೀಯ ಅಜೆಂಡಾ ಇಟ್ಟುಕೊಂಡಿದ್ದಾರೆ. ಅವರ ರಾಜಕೀಯದಲ್ಲಿ ನಾನು ಹಸ್ತಕ್ಷೇಪ ಮಾಡುವುದಿಲ್ಲ. ಈ ವಿಚಾರದ ಬಗ್ಗೆ ನ್ಯಾಯಾಲಯ ನಿರ್ದೇಶನ ನೀಡಿದೆ. ಕಳೆದ ವರ್ಷ 400ಕ್ಕೂ ಹೆಚ್ಚು ಟಿಎಂಸಿ ಹೆಚ್ಚುವರಿ ನೀರು ಸಮುದ್ರ ಸೇರಿದೆ. ಅವರು ಕೆಳ ಹಂತದಲ್ಲಿ ಸಾಕಷ್ಟು ಅಣೆಕಟ್ಟು ನಿರ್ಮಾಣ ಮಾಡುತ್ತಿದ್ದು, ನಾವು ಯಾವುದಕ್ಕೂ ಆಕ್ಷೇಪ ವ್ಯಕ್ತಪಡಿಸಿಲ್ಲ. ಅವರ ನೆಲದಲ್ಲಿ ಅವರು ನಿರ್ಮಿಸಿಕೊಳ್ಳುತ್ತಿದ್ದಾರೆ. ಇದೇ ವಿಚಾರ ಸುಪ್ರೀಂ ಕೋರ್ಟ್ ನಲ್ಲೂ ಚರ್ಚೆಯಾಗಿದೆ. ಈ ಯೋಜನೆಗೆ ನಾವು ಯಾವುದೇ ಆರ್ಥಿಕ ನೆರವಾಗಲಿ ಇತರೆ ವಿಚಾರವನ್ನು ಕೇಳುತ್ತಿಲ್ಲ. ಈ ಯೋಜನೆಯಿಂದ 400 ಮೆ.ವ್ಯಾಟ್ ವಿದ್ಯುತ್ ಉತ್ಪಾದನೆ ಮಾಡುವುದು ಇಂಧನ ಕ್ಷೇತ್ರದಲ್ಲಿ ನಮಗೆ ಅನುಕೂಲ ಮಾಡಿಕೊಡಲಿದೆ” ಎಂದರು.
ತಮಿಳುನಾಡು ಜೊತೆ ಯಾವಾಗ ಬೇಕಾದರೂ ಚರ್ಚೆಗೆ ಸಿದ್ಧ
ಈ ವಿಚಾರವಾಗಿ ತಮಿಳುನಾಡು ಜೊತೆ ಚರ್ಚೆ ಮಾಡುತ್ತೀರಾ ಎಂದು ಕೇಳಿದಾಗ, “ಯಾವಾಗ ಬೇಕಾದರೂ ಅವರ ಜೊತೆ ಮಾತನಾಡಲು ಸಿದ್ಧನಿದ್ದೇನೆ, ತಮಿಳುನಾಡು, ಕರ್ನಾಟಕದವರು ಭಾರತೀಯರು. ನಾವು ಕಾವೇರಿ ನೀರು ಕುಡಿಯಬೇಕು. ತಮಿಳುನಾಡಿನಿಂದ ಇಲ್ಲಿಗೆ ಬಂದು ವೃತ್ತಿ ಮಾಡುತ್ತಿರುವ ಅನೇಕ ಜನರಿದ್ದಾರೆ. ಇಲ್ಲಿಂದ ಹೋಗಿ ಅಲ್ಲಿ ಕೆಲಸ ಮಾಡುತ್ತಿರುವವರೂ ಇದ್ದಾರೆ. ನಾವು ಅವರನ್ನು ಪ್ರತ್ಯೇಕಿಸುವುದಿಲ್ಲ. ಸಮತೋಲಿತ ಜಲಾನಯನ ನಿರ್ಮಾಣದಿಂದ ಕಷ್ಟ ಕಾಲದಲ್ಲಿ ತಮಿಳುನಾಡಿನ ಪಾಲಿನ ನೀರನ್ನು ಹರಿಸಲು ನೆರವಾಗುತ್ತದೆ. ಅತಿ ಕಡಿಮೆ ವೆಚ್ಚದಲ್ಲಿ ಯೋಜನೆ ಆಗುವ ವಿಶ್ವಾಸವಿದೆ” ಎಂದು ತಿಳಿಸಿದರು.
ನಮ್ಮ ಎಲ್ಲಾ ಸಂಸದರು ಒಗ್ಗಟ್ಟಾಗಿ ಹೋರಾಡುವ ವಿಶ್ವಾಸವಿದೆ
ತಮಿಳುನಾಡು ಅನಗತ್ಯ ಕ್ಯಾತೆ ತೆಗೆಯುತ್ತಿಲ್ಲವೇ ಎಂದು ಕೇಳಿದಾಗ, “ಅವರು ರಾಜಕೀಯ ಉಳಿವಿಗಾಗಿ ಧ್ವನಿ ಎತ್ತುತ್ತಿದ್ದಾರೆ. ಸುಪ್ರೀಂ ಕೋರ್ಟ್ ತ್ರಿಸದಸ್ಯ ಪೀಠ ತೀರ್ಪು ಬಂದ ಬಳಿಕ ಮತ್ತೇನಿದೆ? ಕರ್ನಾಟಕ 177 ಟಿಎಂಸಿ ನೀರು ಬಿಡಬೇಕು ಎಂದು ನೀಡಿದ ನಿರ್ದೇಶನವನ್ನು ನಾವು ಒಪ್ಪಿಕೊಳ್ಳಲಿಲ್ಲವೇ?” ಎಂದು ತಿಳಿಸಿದರು.
ರಾಜ್ಯದ ಬಿಜೆಪಿ ಸಂಸದರು ಇದರ ಬಗ್ಗೆ ಹೋರಾಟ ಮಾಡಬೇಕಲ್ಲವೇ ಎಂದಾಗ, “ಅವರು ಹೋರಾಟ ಮಾಡುತ್ತಾರೆ. ನಮ್ಮ ರಾಜ್ಯದಿಂದ ಆಯ್ಕೆಯಾಗಿರುವ ಕಾಂಗ್ರೆಸ್, ಬಿಜೆಪಿ, ದಳ ಎಲ್ಲಾ ಸಂಸದರು ಒಗ್ಗಟ್ಟಾಗಿ ನಮ್ಮ ರಾಜ್ಯದ ಹಿತ ಕಾಪಾಡುತ್ತಾರೆ ಎಂಬ ವಿಶ್ವಾಸ ನಮಗಿದೆ” ಎಂದು ತಿಳಿಸಿದರು.
ತಮಿಳುನಾಡಿನಲ್ಲಿ ನಿಮ್ಮ ಮೈತ್ರಿ ಇದೆ ಎಂದು ಕೇಳಿದಾಗ, “ನಾವು ಅವರಿಗೆ ಏನು ಮನವಿ ಮಾಡಬೇಕೋ ಮನವಿ ಮಾಡುತ್ತೇವೆ. ಇಲ್ಲಿ ರಾಜಕಾರಣ ಏನಿಲ್ಲ. ಎರಡು ರಾಜ್ಯಗಳ ಜನರ ಹಿತ ಕಾಪಾಡಿಕೊಂಡು ಹೋಗೋಣ” ಎಂದರು.
ಪರಿಷತ್ ಚುನಾವಣೆ ಅಡ್ಡಮತದಾನದ ಅಗತ್ಯವಿಲ್ಲ
ಪರಿಷತ್ ಚುನಾವಣೆಯಲ್ಲಿ ಬಹಳಷ್ಟು ತಂತ್ರಗಾರಿಕೆ ಮಾಡಲಾಗಿದೆ ಎಂದು ಕೇಳಿದಾಗ, “ನಾವು ಯಾವುದೇ ತಂತ್ರಗಾರಿಕೆ ಮಾಡಿಲ್ಲ. ಅದರ ಅವಶ್ಯಕತೆ ಇಲ್ಲ. ಎಲ್ಲರೂ ಪ್ರಜ್ಞಾವಂತರು, ಬುದ್ಧಿವಂತರಿದ್ದು, ಜನರ ಪ್ರತಿನಿಧಿಗಳಾಗಿದ್ದಾರೆ. ಅವರು ತಮ್ಮ ಸ್ವಇಚ್ಛೇ ಮೇಲೆ ಯಾರಿಗೆ ಮತ ಹಾಕಬೇಕೋ ಹಾಕಿದ್ದಾರೆ. ನಾನು ನಮ್ಮ ಶಾಸಕರ ಜೊತೆ ಎರಡು ದಿನ ಕಾಲ ಕಳೆದಿದ್ದೇನೆ ಹೊರತು, ಬೇರೆ ಯಾವ ತಂತ್ರಗಾರಿಕೆ ಮಾಡಿಲ್ಲ” ಎಂದು ತಿಳಿಸಿದರು.
ಪರಿಷತ್ ಚುನಾವಣೆಯಲ್ಲಿ ಬಿಜೆಪಿ ಹಾಗೂ ಜೆಡಿಎಸ್ ನಿಂದ ಕಾಂಗ್ರೆಸ್ ಅಭ್ಯರ್ಥಿಗೆ ಅಡ್ಡಮತದಾನ ನಡೆದಿದೆ ಎಂಬ ವಿಚಾರವಾಗಿ ಕೇಳಿದಾಗ, “ನಾವು ಯಾವುದೇ ಅಡ್ಡಮತದಾನದಲ್ಲಿ ಭಾಗಿಯಾಗಿಲ್ಲ, ಅದರ ಬಗ್ಗೆ ಮಾಹಿತಿಯೂ ಇಲ್ಲ. ಇದು ರಹಸ್ಯ ಮತವಾಗಿದ್ದು, ಫಲಿತಾಂಶ ಬರುವವರೆಗೂ ಕಾಯೋಣ. ಅಡ್ಡಮತದಾನ ಯಾವ ಕಾರಣಕ್ಕೆ ಆಗುತ್ತದೆ? ನಮ್ಮ ಶಾಸಕರ ಮತವನ್ನು ನಮ್ಮ ಅಭ್ಯರ್ಥಿಗೆ ಹಾಕುವಂತೆ ಕೇಳಿಕೊಂಡಿದ್ದೇವೆ. ಅಭ್ಯರ್ಥಿಗಳು ಏನೇನು ಮಾಡಿಕೊಂಡಿದ್ದಾರೋ ಗೊತ್ತಿಲ್ಲ” ಎಂದರು.
ರೆಸಾರ್ಟ್ ಸೇರಿದ್ದರ ಬಗ್ಗೆ ಕೇಳಿದಾಗ, “ಪರಿಷತ್ ಚುನಾವಣೆಯಲ್ಲಿ ಹೇಗೆ ಮತದಾನ ಮಾಡಬೇಕು ಎಂದು ಮಾರ್ಗದರ್ಶನ ಹಾಗೂ ತರಬೇತಿ ನೀಡಿದ್ದೇವೆ. ಇಲ್ಲಿ ಆದ್ಯತೆ ಮತ ಚಲಾವಣೆಯಲ್ಲಿ ಗುರುತು ಮಾಡುವಾಗ ಅನೇಕ ವ್ಯತ್ಯಾಸಗಳಾಗುತ್ತವೆ. ನಮ್ಮಲ್ಲಿ 60-70 ಶಾಸಕರು ಹೊಸಬರಾಗಿದ್ದು, ಅವರಿಗೆ ಆದ್ಯತೆ ಮತದ ಬಗ್ಗೆ ಅರಿವು ಮೂಡಿಸಿದ್ದೇವೆ. ಶಿಕ್ಷಕರು ಹಾಗೂ ಪದವೀಧರ ಕ್ಷೇತ್ರದ ಚುನಾವಣೆಯಲ್ಲಿ ಸುಮಾರು 7-8 ಸಾವಿರ ಮತಗಳು ತಿರಸ್ಕೃತಗೊಳ್ಳುತ್ತವೆ” ಎಂದು ತಿಳಿಸಿದರು.
ಬಿಜೆಪಿ ಉಚ್ಛಾಟಿತ ಶಾಸಕರು ನಿಮ್ಮ ಜೊತೆ ಕಾಣಿಸಿಕೊಂಡಿದ್ದಾರೆ ಎಂದು ಕೇಳಿದಾಗ, “ರಾಜ್ಯದ 224 ಶಾಸಕರೂ ನನ್ನ ಜೊತೆ ಆತ್ಮೀಯರಾಗಿದ್ದಾರೆ. ನಾನು 224 ಶಾಸಕರಿಗೂ ಮುಖ್ಯಮಂತ್ರಿ. ನಾನು ಒಂದು ಪಕ್ಷಕ್ಕೆ ಮುಖ್ಯಮಂತ್ರಿ ಅಲ್ಲ. ಎಲ್ಲರೂ ನಮ್ಮ ಸಹೋದರರೇ” ಎಂದು ತಿಳಿಸಿದರು.
ಕಾಂಗ್ರೆಸ್ ಅಭ್ಯರ್ಥಿ ಪರವಾಗಿ ಇದ್ದೇವೆ ಎಂದು ತಿಳಿಸಿದ್ದಾರೆ ಎಂದು ಕೇಳಿದಾಗ, “ಇದು ಗೌಪ್ಯ ಮತದಾನವಾಗಿರುವುದರಿಂದ ಅವರು ಯಾರಿಗೆ ಮತ ಹಾಕಿದ್ದಾರೆ ಎಂದು ನಮಗೆ ಗೊತ್ತಿಲ್ಲ. ನಾನು ದುರ್ಬಿನು ಹಾಕಿ ನೋಡಲು ಸಾಧ್ಯವಿಲ್ಲ” ಎಂದು ತಿಳಿಸಿದರು.
ಅಸೂಯೆಗೆ ಮದ್ದಿಲ್ಲ
ಕುಮಾರಸ್ವಾಮಿ ಅವರ ಟೀಕೆ ಬಗ್ಗೆ ಕೇಳಿದಾಗ, “ಅಸಂಬದ್ಧ ಹೇಳಿಕೆಗಳಿಗೆಲ್ಲ ನಾನು ಪ್ರತಿಕ್ರಿಯೆ ನೀಡುವುದಿಲ್ಲ. ಈ ರೀತಿ ಮಾತನಾಡುವುದು ಅವರ ಮಟ್ಟಕ್ಕೆ ಸರಿಯಲ್ಲ ಅಥವಾ ಈ ಮಟ್ಟಕ್ಕೆ ಇಳಿದು ಅವರು ಮಾತನಾಡಬಾರದು. ಈ ಮಾತುಗಳು ಅವರ ಘನತೆಗೆ ಸೂಕ್ತವಾದುದಲ್ಲ. ಅವರು ತಮ್ಮ ಹಿರಿತನ ಕಾಪಾಡಿಕೊಂಡು ಹೋದರೆ ಒಳ್ಳೆಯದು. ಅಸೂಯೆಗೆ ಮದ್ದಿಲ್ಲ ಎಂದಷ್ಟೇ ನಾನು ಹೇಳಬಹುದು” ಎಂದು ತಿಳಿಸಿದರು.
ದೆಹಲಿಗೆ ಹೋಗುತ್ತಿದ್ದೀರಾ ಎಂದು ಕೇಳಿದಾಗ, “ತಿರುಪತಿ ತಿಮ್ಮಪ್ಪನ ದರ್ಶನಕ್ಕೆ ಹೋಗುತ್ತಿದ್ದೇನೆ” ಎಂದು ತಿಳಿಸಿದರು.
Mekedatu Project is the Heart of South India: CM D K Shivakumar
Bengaluru, June 18: Describing Mekedatu project as the heart of South India, Chief Minister D K Shivakumar today said the project protects the interests of both Tamil Nadu and Karnataka.
Speaking to reporters after voting in the Legislative Council elections at Vidhana Soudha, he said, “Mekedatu is not close to my heart alone. The project will benefit Tamil Nadu more than the state of Karnataka. We are ready to release Tamil Nadu’s share of 177 TMC of water. There is also a Supreme Court order on this. The Court has stated that the decision on this project should be made by the Central Water Commission.” He was replying to a question on Tamil Nadu government seeking legal avenues to block the Mekedatu project.
Not a single bucket of water will be used for irrigation
“We must also protect the interests of Tamil Nadu’s farmers. This is a balancing reservoir. Not a single bucket of water here will be used for irrigation. It will be used only to supply drinking water to the city of Bengaluru. Bengaluru’s population is growing, and we cannot bring water from the Krishna. Therefore, the Cauvery is the only option before us,” he said.
When asked about the appeal made by Tamil Nadu to Prime Minister Modi to cancel the Mekedatu project, he said: “The people of Tamil Nadu haveused this as a political agenda for the past 40 years. I will not interfere in their politics. The court has given direction on this matter. Last year, more than 400 TMC of surplus water flowed into the sea. They are building plenty of dams downstream, and we have not raised any objection. They are building on their own land. This very matter has been discussed in the Supreme Court as well. We are not asking for any financial aid or anything else for this project. Generating 400 MW of electricity from this project will benefit us in the energy sector,” he explained.
Ready to hold talks with Tamil Nadu anytime
When asked whether he would discuss this matter with Tamil Nadu, he said: “I am ready to talk with them anytime. The people of Tamil Nadu and Karnataka are all Indians. We need to drink Cauvery water. There are many people who have come here from Tamil Nadu and are working. There are also those who have gone from here to work there. We do not separate them. Building a balancing reservoir will help release Tamil Nadu’s share of water during difficult times. I am confident this project can be completed at very low cost,” he said.
Confident all our MPs will fight unitedly
When asked whether Tamil Nadu was creating unnecessary trouble, he said, “They are raising their voices for political survival. After the Supreme Court’s three-judge bench gave its verdict, what else is there? Did we not accept the direction that Karnataka should release 177 TMC of water?”
When asked whether the state’s BJP MPs should fight for this project, he said: “They will fight. We are confident that all the MPs elected from our state — Congress, BJP, and JD(S) — will unitedly protect the interests of our state.”
When asked about alliance in Tamil Nadu, he said, “We will make whatever appeal needs to be made to them. There is no politics here. Let us go forward protecting the interests of the people of both states.”
No need for cross-voting in the Council election
When asked whether a lot of strategizing went into the Council election, he said: “We have not done any strategizing. There is no need for it. Everyone is conscientious and intelligent. They have voted according to their own free will. I have spent two days with our MLAs, that is all — I have done no other strategizing,” he said.
When asked about cross-voting from the BJP and JD(S) toward the Congress candidate in the Council election, he said: “We have not been involved in any cross-voting, nor do we have any information about it. This is a secret ballot, so let us wait until the results come. For what reason would cross-voting happen? We asked our MLAs to cast their votes for our candidate. I don’t know what the candidates may have arranged,” he said.
When asked about gathering at a resort, he said: “We provided guidance and training on how to vote in the Council election. Here, many discrepancies occur when marking preferences in preferential voting. About 60–70 of our MLAs are newcomers, and we made them aware of preferential voting. In the Teachers’ and Graduates’ constituency elections, roughly 7,000–8,000 votes get rejected,” he said.
When asked about expelled BJP MLAs appearing alongside him, he said: “All 224 MLAs of the state are dear to me. I am the Chief Minister for all 224 MLAs. I am not the Chief Minister of one party. Everyone is our brother,” he said.
When pointed out about them having openly expressed their support in favour of the Congress candidate, he said: “Since this is a secret ballot, we do not know whom they voted for. I cannot look through a magnifying glass to find out.”
There is no cure for jealousy
When asked about Kumaraswamy’s criticism, he said: “I do not respond to all such absurd statements. Speaking this way is beneath his stature — he should not stoop to this level. These words do not befit his dignity. It would be good if he maintained his decorum befitting his seniority. All I can say is that there is no cure for jealousy,” he said.
When asked whether he was going to Delhi, he said: “I am going for the darshan of Tirupati Thimmappa,” he said.
