ನಗರದಲ್ಲಿ 1,000ಕ್ಕೂ ಅಧಿಕ ಸಾರ್ವಜನಿಕ ಶೌಚಾಲಯಗಳ ತೆರೆಯಲು ಸಲಹೆ
ಪ್ರಗತಿವಾಹಿನಿ ಸುದ್ದಿ: ಬೆಂಗಳೂರು: ಸಿಲಿಕಾನ್ ಸಿಟಿ ಬೆಂಗಳೂರಿನಲ್ಲಿರುವ ಸಾರ್ವಜನಿಕ ಶೌಚಾಲಯಗಳ ಕುರಿತು ಸಮೀಕ್ಷೆ ನಡೆಸಿರುವ ಬೆಂಗಳೂರು ಪೊಲಿಟಿಕಲ್ ಆಕ್ಷನ್ ಕಮಿಟಿ (B.PAC) ಇಂದು ಇದರ ಸಮೀಕ್ಷಾ ವರದಿಯನ್ನು ಬಿಡುಗಡೆ ಮಾಡಿದೆ. ಈ ಸಮೀಕ್ಷೆಯಲ್ಲಿ ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರ (GBA) ವ್ಯಾಪ್ತಿಯ 142 ಸಾರ್ವಜನಿಕ ಶೌಚಾಲಯಗಳ ಕುರಿತು ನಾಗರಿಕರ ಹಾಗೂ ಹಲವು ಸಂಘಸಂಸ್ಥೆಗಳ ನೇತೃತ್ವದಲ್ಲಿ ನಡೆಸಲಾದ ಮೊದಲ ಸಮಗ್ರ ಸಮೀಕ್ಷೆಯಾಗಿದೆ.
ಈ ಸಮೀಕ್ಷೆಯನ್ನು 2026ರ ಏಪ್ರಿಲ್ ಮತ್ತು ಮೇ ತಿಂಗಳಲ್ಲಿ ಬಿ.ಪ್ಯಾಕ್ನ ನಾಗರಿಕ ನಾಯಕರು, ನಾಗರಿಕ ಕ್ಷೇಮಾಭಿವೃದ್ಧಿ ಸಂಘಗಳು ಹಾಗೂ ವಿದ್ಯಾರ್ಥಿ ಸ್ವಯಂಸೇವಕರು ನಡೆಸಿದ್ದು, ಸಾರ್ವಜನಿಕ ಶೌಚಾಲಯಗಳ ಕಾರ್ಯನಿರ್ವಹಣೆ, ಸ್ವಚ್ಛತೆ, ಸುರಕ್ಷತೆ, ಪ್ರವೇಶಸೌಲಭ್ಯ, ಪಾರದರ್ಶಕತೆ ಮತ್ತು ಸೇವಾ ಗುಣಮಟ್ಟ ಕುರಿತು ಸಮಗ್ರ ಮೌಲ್ಯಮಾಪನ ಮಾಡಲಾಗಿದೆ.
ಬೆಂಗಳೂರು ಇಂದು 1.4 ಕೋಟಿಗೂ ಹೆಚ್ಚು ಜನಸಂಖ್ಯೆ ಹೊಂದಿರುವ ಜಾಗತಿಕ ನಗರವಾಗಿ ಬೆಳೆಯುತ್ತಿದ್ದರೂ, ಸಾರ್ವಜನಿಕ ಶೌಚಾಲಯಗಳ ಮೂಲಸೌಕರ್ಯ ಅದಕ್ಕೆ ಅನುಗುಣವಾಗಿ ಅಭಿವೃದ್ಧಿಯಾಗಿಲ್ಲ ಎಂಬುದನ್ನು ವರದಿ ಬಹಿರಂಗಪಡಿಸಿದೆ. ನಗರದಲ್ಲಿ 479 ಶೌಚಾಲಯಗಳಿರುವುದು ಜಿಬಿಎ ಅಧಿಕೃತ ದಾಖಲೆಗಳ ಮೂಲಕ ತಿಳಿದುಬಂದಿದೆ.
ಪ್ರಮುಖ ಸಂಶೋಧನಾ ಅಂಶಗಳು
142 ಸಾರ್ವಜನಿಕ ಶೌಚಾಲಯಗಳ ಪರಿಶೀಲನೆಯಲ್ಲಿ ಕಂಡುಬಂದ ಪ್ರಮುಖ ಅಂಶಗಳು:
● 142 ಸಾರ್ವಜನಿಕ ಶೌಚಾಲಯಗಳ ಪರಿಶೀಲನೆ ನಡೆಸಲಾಗಿದೆ.
● 37 ಶೌಚಾಲಯಗಳು (26%) ಸಂಪೂರ್ಣವಾಗಿ ಮುಚ್ಚಲ್ಪಟ್ಟಿವೆ.
● ಕೇವಲ 6 ಶೌಚಾಲಯಗಳು (4.2%) ಮಾತ್ರ “ಅತ್ಯಂತ ಸ್ವಚ್ಛ” ಎಂದು ಗುರುತಿಸಲ್ಪಟ್ಟಿವೆ.
● 58%(82) ಶೌಚಾಲಯಗಳು ನಿರಂತರ ದುರ್ವಾಸನೆಯಿಂದ ಕೂಡಿದ್ದು, ಜನರ ಬಳಕೆಗೆ ಯೋಗ್ಯವಿಲ್ಲ.
● ಕೇವಲ 56% (80) ಶೌಚಾಲಯಗಳಲ್ಲಿ ಮಾತ್ರ ಸಮರ್ಪಕ ಬೆಳಕಿನ ವ್ಯವಸ್ಥೆ ಇದೆ.
● ಕೇವಲ 9 ಶೌಚಾಲಯಗಳಲ್ಲಿ ಮಾತ್ರ ವೀಲ್ ಚೇರ್ ರ್ಯಾಂಪ್ ಇದೆ, ಸುಮಾರು 94% ಶೌಚಾಲಯಗಳು ಅಂಗವಿಕಲರ ಬಳಕೆಗೆ ಅನುಕೂಲಕರವಾಗಿಲ್ಲ.
● ಸುಮಾರು 40%ರಲ್ಲಿ ಮಾತ್ರ ನಿರಂತರನೀರಿನ ಸೌಲಭ್ಯ ಇದೆ.
● ಯಾವುದೇ ಶೌಚಾಲಯದಲ್ಲೂ ಸಾಬೂನು ಅಥವಾ ಕಸದ ಬುಟ್ಟಿಗಳಿಲ್ಲ.
● ಕೇವಲ 15% ಶೌಚಾಲಯಗಳಲ್ಲಿ ಮಾತ್ರ ಮಹಿಳಾ ಸಿಬ್ಬಂದಿ ಇದ್ದಾರೆ.
● ಗುತ್ತಿಗೆದಾರರ ವಿವರಗಳು ಹಾಗೂ ಬಳಕೆ ಶುಲ್ಕದ ಮಾಹಿತಿ ಹೆಚ್ಚಿನ ಶೌಚಾಲಯಗಳಲ್ಲಿ ಪ್ರದರ್ಶಿಸಲಾಗಿಲ್ಲ.
● ಕೇವಲ 23 ಸಾರ್ವಜನಿಕ ಶೌಚಾಲಯಗಳಲ್ಲಿ ಕನ್ನಡ ಬಲ್ಲವರು ಇದ್ದಾರೆ. ಉಳಿದಕಡೆ ಕನ್ನಡೇತರರು ಇದ್ದಾರೆ
● ಮಂಗಳಮುಖಿಯರಿಗೆ ವಿಶೇಷವಾಗಿ ಯಾವುದೇ ಶೌಚಾಲಯಗಳಿಲ್ಲ.
● 2 ಶೌಚಾಲಯಗಳಲ್ಲಿ ಸ್ನಾನದ ಕೊಠಡಿಗಳನ್ನು ಅದರ ನಿರ್ವಾಹಕರು ಅಡುಗೆ ಮಾಡಲು ಬಳಸುತ್ತಿದ್ದಾರೆ.
● ಬಹುತೇಕ ಶೌಚಾಲಯಗಳಳು ಧೂಮಪಾನ ಮಾಡುವ ಸ್ಥಳಗಳಾಗಿ ಪರಿವರ್ತನೆಯಾಗಿವೆ.
ಈ ವರದಿ, ಬೆಂಗಳೂರಿನ ಸಾರ್ವಜನಿಕ ಶೌಚಾಲಯಗಳ ಸಮಸ್ಯೆ ಕೇವಲ ಹೊಸ ಶೌಚಾಲಯಗಳನ್ನು ನಿರ್ಮಿಸುವುದಲ್ಲ, ಈಗಿರುವ ಶೌಚಾಲಯಗಳನ್ನು ಸ್ವಚ್ಛ, ಸುರಕ್ಷಿತ, ಸುಗಮ ಹಾಗೂ ಕಾರ್ಯನಿರ್ವಹಿಸುವಂತೆ ನಿರ್ವಹಿಸುವುದೇ ಮುಖ್ಯ ಸವಾಲಾಗಿದೆ ಎಂದು ವರದಿಯಲ್ಲಿ ತಿಳಿಸುತ್ತದೆ.
ಸರ್ಕಾರಕ್ಕೆ ಪ್ರಮುಖ ಶಿಫಾರಸುಗಳು:
ವರದಿಯ ಆಧಾರದ ಮೇಲೆ ಬಿ.ಪ್ಯಾಕ್ ಸರ್ಕಾರಕ್ಕೆ ಈ ಕೆಳಗಿನ ಶಿಫಾರಸುಗಳನ್ನು ಮಾಡಿದೆ:
● ಕಾರ್ಯನಿರ್ವಹಿಸದ 37 ಶೌಚಾಲಯಗಳನ್ನು 30 ದಿನಗಳೊಳಗೆ ದುರಸ್ತಿ ಮಾಡುವ ವಿಶೇಷ ಅಭಿಯಾನ ಆರಂಭಿಸಬೇಕು.
● ಎಲ್ಲಾ ಸಾರ್ವಜನಿಕ ಶೌಚಾಲಯಗಳ ಯೋಜನೆ, ನಿರ್ವಹಣೆ ಮತ್ತು ಮೇಲ್ವಿಚಾರಣೆಗೆ ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರದ ಅಡಿಯಲ್ಲಿ ಏಕೀಕೃತ ಸಾರ್ವಜನಿಕ ಶೌಚಾಲಯ ನಿರ್ವಹಣಾ ಘಟಕ ಸ್ಥಾಪಿಸಬೇಕು.
● ನಿವಾಸಿಗಳ ಸಂಘಗಳು (RWAs), ಎನ್ಜಿಒಗಳು ಮತ್ತು ನಾಗರಿಕ ಸಂಘಟನೆಗಳನ್ನು ಸಾರ್ವಜನಿಕ ಶೌಚಾಲಯಗಳ ಮೇಲ್ವಿಚಾರಣೆಯಲ್ಲಿ ಭಾಗಿಯಾಗಿಸಬೇಕು.
● “Build-Only” ಗುತ್ತಿಗೆ ಮಾದರಿಯನ್ನು ರದ್ದುಪಡಿಸಿ, ಐದು ವರ್ಷದ “Operate & Maintain (O&M)” ಮಾದರಿಯನ್ನು ಜಾರಿಗೊಳಿಸಬೇಕು. ನಿರ್ವಹಣೆಯಲ್ಲಿ ವಿಫಲರಾದ ಗುತ್ತಿಗೆದಾರರ ಗುತ್ತಿಗೆಯನ್ನು ರದ್ದುಪಡಿಸಬೇಕು.
● ಪ್ರತಿಯೊಂದು ಸಾರ್ವಜನಿಕ ಶೌಚಾಲಯದಲ್ಲಿ ನೀರು, ವಿದ್ಯುತ್, ಬೆಳಕು, ಸಾಬೂನು, ಕಸದ ಬುಟ್ಟಿ ಹಾಗೂ ನಿಯಮಿತ ಸ್ವಚ್ಛತೆ ಕಡ್ಡಾಯಗೊಳಿಸಬೇಕು.
● ಅಂಗವಿಕಲರಿಗೆ ಅನುಕೂಲವಾಗುವಂತೆ ಈಗಿರುವ ಶೌಚಾಲಯಗಳನ್ನು ಪರಿಷ್ಕರಿಸಿ, ಹೊಸ ಶೌಚಾಲಯಗಳಲ್ಲಿ ಸಾರ್ವತ್ರಿಕ ಪ್ರವೇಶ (Universal Accessibility) ಕಡ್ಡಾಯಗೊಳಿಸಬೇಕು.
● ಮಹಿಳೆಯರು ಹಾಗೂ ತೃತೀಯಲಿಂಗ ಸಮುದಾಯದ ಅಗತ್ಯಗಳನ್ನು ಗಮನದಲ್ಲಿಟ್ಟುಕೊಂಡು She-Toilets ಮತ್ತು Gender Inclusive Toilets ನಿರ್ಮಿಸಬೇಕು.
● ಪ್ರತಿಯೊಂದು ಶೌಚಾಲಯದಲ್ಲೂ ಗುತ್ತಿಗೆದಾರ ಹಾಗೂ ನಿರ್ವಾಹಕರ ಹೆಸರು ಮತ್ತು ಸಂಪರ್ಕ ಸಂಖ್ಯೆಯನ್ನು ಸ್ಪಷ್ಟವಾಗಿ ಪ್ರದರ್ಶಿಸಬೇಕು. ಹಾಗೂ ಸಾರ್ವಜನಿಕರು ದೂರು ದಾಖಲಿಸಲು ಅಧಿಕಾರಿಗಳ ಪೋನ್ ನಂಬರ್ ನಮೂದಿಸಿರಬೇಕು.
ಬೆಂಗಳೂರುಗೆ 1,000ಕ್ಕೂ ಹೆಚ್ಚು ಸಾರ್ವಜನಿಕ ಶೌಚಾಲಯಗಳ ಅಗತ್ಯವಿದೆ – ಬಿ.ಪ್ಯಾಕ್
ನಗರದ ವೇಗವಾಗಿ ಹೆಚ್ಚುತ್ತಿರುವ ಜನಸಂಖ್ಯೆ, ನಗರ ವಿಸ್ತರಣೆ ಹಾಗೂ ಸಾರ್ವಜನಿಕ ಅಗತ್ಯಗಳನ್ನು ಪರಿಗಣಿಸಿ, ಬೆಂಗಳೂರು ನಗರದಲ್ಲಿ ಜಿಬಿಎ ವತಿಯಿಂದ ಹಾಗೂ ಸಾರ್ವಜನಿಕ-ಖಾಸಗಿ ಸಹಭಾಗಿತ್ವ (PPP) ಮಾದರಿಯಲ್ಲಿ 1,000ಕ್ಕೂ ಹೆಚ್ಚು ಆಧುನಿಕ, ಸುಲಭ ಬಳಕೆಯೋಗ್ಯ, ಎಲ್ಲಾ ವರ್ಗಗಳನ್ನೂ ಒಳಗೊಳ್ಳುವ ಮತ್ತು ಉತ್ತಮ ನಿರ್ವಹಣೆಯ ಸಾರ್ವಜನಿಕ ಶೌಚಾಲಯಗಳನ್ನು ನಿರ್ಮಿಸುವಂತೆ ಬಿ.ಪ್ಯಾಕ್ನ ಮುಖ್ಯಸ್ಥರಾದ ರಾಘವೇಂದ್ರ ಪೂಜಾರಿ ಹೆಚ್ ಎಸ್ ಕರ್ನಾಟಕ ಸರ್ಕಾರ ಹಾಗೂ ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರವನ್ನು ಒತ್ತಾಯಿಸಿದರು
ಹೊಸ ಸಾರ್ವಜನಿಕ ಶೌಚಾಲಯಗಳಿಗೆ ಬಸ್ ನಿಲ್ದಾಣಗಳು, ಮೆಟ್ರೋ ನಿಲ್ದಾಣಗಳು, ಮಾರುಕಟ್ಟೆಗಳು, ಉದ್ಯಾನಗಳು, ಪ್ರವಾಸಿ ತಾಣಗಳು, ನಿರ್ಮಾಣ ಪ್ರದೇಶಗಳು ಹಾಗೂ ಹೆಚ್ಚಿನ ಜನಸಂದಣಿ ಇರುವ ಪ್ರದೇಶಗಳಿಗೆ ಮೊದಲ ಆದ್ಯತೆ ನೀಡಬೇಕು ಎಂದು ಮನವಿ ಮಾಡಿದರು.

B.PAC Releases Bengaluru Public Toilet Audit Report 2026 Ground Audit of 142 Public Toilets Reveals Critical Gaps; Calls for 1,000+ Public Toilets Across Bengaluru
Bengaluru, 22 July 2026:
The Bangalore Political Action Committee (B.PAC) today released the Bengaluru Public Toilet Audit Report 2026, a first-of-its-kind citizen-led assessment of 142 public toiletsacross the Greater Bengaluru Authority (GBA) limits. The audit, conducted during April and May 2026 by B.PAC’s B.CLIP Civic Leaders and student volunteers, provides a comprehensive assessment of the city’s public sanitation infrastructure, focusing on functionality, hygiene, accessibility, safety, and user experience.
The report highlights that while Bengaluru has grown into a global city with a population exceeding 1.4 crore, public sanitation infrastructure has failed to keep pace. With only 800–900 public toilets across the city (479 officially listed under GBA), Bengaluru has approximately one public toilet for every 25,000–30,000 citizens, far below the city’s growing needs.
Key Findings from the Audit
The audit reveals serious concerns about the condition and accessibility of public toilets across Bengaluru:
● 142 public toilets audited across Central, North, South and West Bengaluru.
● 37 toilets (26%) are completely non-functional.
● Only 6 toilets (4.2%) were rated “Very Clean.”
● 58% of toilets have persistent foul odour.
● Only 56% of toilets are adequately lit, raising significant safety concerns, especially for women.
● Only 9 toilets have ramps, making nearly 94% inaccessible to persons with disabilities.
● Water is available in only around 40% of functional toilets.
● None of the toilets had soap dispensers or dustbins.
● Only 15% of caretakers are women.
● Contractor information and user charges are largely absent, limiting public accountability.
The report concludes that Bengaluru’s sanitation challenge is no longer merely about constructing toilets—it is about ensuring that existing facilities remain functional, safe, inclusive and well maintained.
Major Recommendations
Based on the findings, B.PAC recommends immediate and systemic reforms to improve public sanitation across Bengaluru:
● Launch a 30-day emergency repair campaign to restore all non-functional public toilets.
● Create a single Public Toilet Management Cell under the Greater Bengaluru Authority for unified planning, monitoring and maintenance.
● Shift from “Build-Only” contracts to five-year Operate & Maintain (O&M) contracts, with strict performance monitoring and contract termination for poor maintenance.
● Ensure uninterrupted water supply, lighting, soap dispensers, dustbins and regular maintenance in every public toilet.
● Retrofit existing toilets to become fully accessible for persons with disabilities and adopt universal accessibility standards for all new facilities.
● Prioritise women-friendly and gender-inclusive public toilets, including She-Toilets and transgender-inclusive facilities.
● Strengthen community participation by involving RWAs, NGOs and citizen groups in monitoring public toilets.
● Display contractor and caretaker details prominently to improve transparency and accountability.
Bengaluru Needs More Than 1,000 Additional Public Toilets – B.PAC
Considering the city’s rapidly growing population, urban expansion, and increasing public needs, B.PAC B.CLIP Head Raghavendra Poojari H.S. urged the Government of Karnataka and the Greater Bengaluru Authority (GBA) to construct more than 1,000 modern, user-friendly, inclusive, and well-maintained public toilets across Bengaluru through GBA and the Public-Private Partnership (PPP) model.
He also appealed for priority to be given to locations such as bus stations, metro stations, markets, parks, tourist destinations, construction sites, and other high-footfall areas while planning new public toilets.
“Public toilets are not a luxury, they are indispensable civic infrastructure that protects public health, ensures women’s safety, upholds human dignity, and defines the quality of urban life. If Bengaluru truly aspires to be a global city, it cannot afford to overlook these fundamental civic necessities.” — Revathi Ashok, CEO, B.PAC.
Manjunath, B.CLIP Coordinator, who led the Bengaluru Public Toilet Survey, expressed confidence that the Bengaluru Public Toilet Survey Report – 2026 will serve as a roadmap for the Government, civil society organisations, and citizens to work together in building a cleaner, safer, and more inclusive Bengaluru with equitable access to sanitation for all.
