*ಬೆಳಗಾವಿ ಕೈಗಾರಿಕಾ ಅಭಿವೃದ್ಧಿಗೆ ಬಜೆಟ್ನಲ್ಲಿ ವಿಶೇಷ ಪ್ಯಾಕೇಜ್ ಬೇಡಿಕೆ*
ಮುಖ್ಯಮಂತ್ರಿಗೆ ವಾಣಿಜ್ಯ ಮತ್ತು ಕೈಗಾರಿಕಾ ಮಂಡಳಿಯಿಂದ ಮನವಿ
ಪ್ರಗತಿವಾಹಿನಿ ಸುದ್ದಿ: ಬೆಳಗಾವಿ: ಬೆಳಗಾವಿ ಪ್ರದೇಶದ ಕೈಗಾರಿಕೆ, ಎಂಎಸ್ಎಂಇಗಳು ಹಾಗೂ ಮೂಲಸೌಕರ್ಯ ಅಭಿವೃದ್ಧಿಗೆ ಮುಂಬರುವ ರಾಜ್ಯ ಬಜೆಟ್ನಲ್ಲಿ ವಿಶೇಷ ನೆರವು ನೀಡುವಂತೆ ಬೆಳಗಾವಿ ವಾಣಿಜ್ಯೋದ್ಯಮ ಸಂಘದ (Belgaum Chamber of Commerce and Industries) ವತಿಯಿಂದ ಮುಖ್ಯಮಂತ್ರಿ ಸಿದ್ಧರಾಮದ್ಯ ಅವರಿಗೆ ಮನವಿ ಸಲ್ಲಿಸಲಾಗಿದೆ.
ಬಜೆಟ್ ಪೂರ್ವ ಮುಖ್ಯಮಂತ್ರಿಗಳು ಬೆಂಗಳೂರಿನಲ್ಲಿ ಕರೆದಿದ್ದ ಸಭೆಯ ವೇಳೆ ಬೇಡಿಕೆಗಳ ಪಟ್ಟಿ ಸಲ್ಲಿಸಲಾಗಿದೆ.
ಬೆಳಗಾವಿ ಉತ್ತರ ಕರ್ನಾಟಕದ ಪ್ರಮುಖ ಕೈಗಾರಿಕಾ ಕೇಂದ್ರವಾಗಿದ್ದು, ಎಂಜಿನಿಯರಿಂಗ್, ಫೌಂಡ್ರಿ, ಹೈಡ್ರಾಲಿಕ್ಸ್, ಪ್ರಿಸಿಷನ್ ಘಟಕಗಳು ಹಾಗೂ ಏರೋಸ್ಪೇಸ್ ಕ್ಷೇತ್ರಗಳಲ್ಲಿ ಮಹತ್ವದ ಸ್ಥಾನ ಹೊಂದಿದೆ ಎಂದು ಉಲ್ಲೇಖಿಸಲಾಗಿದೆ.
ಸೂಕ್ತ ಬಜೆಟ್ ಬೆಂಬಲ ನೀಡಿದರೆ ರಫ್ತು ಹೆಚ್ಚಳ, ಉದ್ಯೋಗ ಸೃಷ್ಟಿ ಹಾಗೂ ಹೂಡಿಕೆ ವೃದ್ಧಿಗೆ ನೆರವಾಗಲಿದೆ ಎಂದು ತಿಳಿಸಲಾಗಿದೆ.
ಮುಖ್ಯ ಬೇಡಿಕೆಗಳು:
ಬಾಕಿ ಉಳಿದಿರುವ ₹130 ಕೋಟಿ ಕೈಗಾರಿಕಾ ಸಹಾಯಧನವನ್ನು ತಕ್ಷಣ ಬಿಡುಗಡೆ ಮಾಡಬೇಕು.
ಬೆಳಗಾವಿ ಕೈಗಾರಿಕಾ ಕಾರಿಡಾರ್ ಅಭಿವೃದ್ಧಿಗೆ ₹500 ಕೋಟಿ ಅನುದಾನ ಮೀಸಲಿಡಬೇಕು.
ವಿದ್ಯುತ್ ಬಿಲ್ ಅಥವಾ ರಾಜ್ಯ ಜಿಎಸ್ಟಿ ವಿರುದ್ಧ ಸಹಾಯಧನ ಹೊಂದಾಣಿಕೆ ವ್ಯವಸ್ಥೆ ಕಲ್ಪಿಸಬೇಕು.
ಕೊಲ್ಹಾಪುರ–ಬೆಳಗಾವಿ–ಹುಬ್ಬಳ್ಳಿ ರೈಲು ಸಂಪರ್ಕ ಬಲಪಡಿಸಬೇಕು ಹಾಗೂ ವಿಮಾನ ಸಂಪರ್ಕ ವಿಸ್ತರಿಸಬೇಕು.
ಕೈಗಾರಿಕಾ ವಲಯಗಳ ರಸ್ತೆ, ನೀರು ಹಾಗೂ ವಿದ್ಯುತ್ ವ್ಯವಸ್ಥೆ ಸುಧಾರಣೆ ಮಾಡಬೇಕು.
ಪ್ರಿಸಿಷನ್ ಎಂಜಿನಿಯರಿಂಗ್ ಮತ್ತು ಏರೋಸ್ಪೇಸ್ ಘಟಕಗಳಿಗೆ ಹೊಸ ಕೈಗಾರಿಕಾ ಕ್ಲಸ್ಟರ್ ಸ್ಥಾಪನೆ ಮಾಡಬೇಕು.
ಪರೀಕ್ಷೆ, ಸಂಶೋಧನೆ ಮತ್ತು ಕೌಶಲ್ಯಾಭಿವೃದ್ಧಿಗೆ ಸಾಮಾನ್ಯ ಸೌಲಭ್ಯ ಕೇಂದ್ರ ನಿರ್ಮಾಣ ಮಾಡಬೇಕು.
ಕೈಗಾರಿಕಾ ಪ್ರದೇಶಗಳ ನವೀಕರಣಕ್ಕೆ ವಿಶೇಷ ನಿಧಿ ಸ್ಥಾಪಿಸಬೇಕು.
ಬೆಂಗಳೂರು ಇಂಟರ್ ನ್ಯಾಶನಲ್ ಎಕ್ಸಿಬೀಷನ್ ಸೆಂಟರ್ (International Exhibition Centre) ಮಾದರಿಯ ವಿಶ್ವಮಟ್ಟದ ಪ್ರದರ್ಶನ ಮತ್ತು ಸಮಾವೇಶ ಕೇಂದ್ರವನ್ನು ಬೆಳಗಾವಿಯಲ್ಲಿ ಸ್ಥಾಪನೆ ಮಾಡಬೇಕು.
ಲಾಜಿಸ್ಟಿಕ್ಸ್ ಪಾರ್ಕ್ಗಳು, ಗೋದಾಮುಗಳು ಹಾಗೂ ಬೈಪಾಸ್ ಯೋಜನೆಗಳಿಗೆ ಹೆಚ್ಚುವರಿ ಅನುದಾನ ನೀಡಬೇಕು.
ಕೈಗಾರಿಕಾ ಸಂಘಟನೆಗಳ ಜೊತೆಗೆ ಉನ್ನತ ಕೌಶಲ್ಯಾಭಿವೃದ್ಧಿ ಕೇಂದ್ರಗಳ ಸ್ಥಾಪನೆ ಮಾಡಬೇಕು.
ಜಿಲ್ಲಾಮಟ್ಟದ ಸಿಂಗಲ್ ವಿಂಡೋ ಅನುಮೋದನಾ ವ್ಯವಸ್ಥೆ ಬಲಪಡಿಸುವುದು.
ಪ್ರದೇಶದ ಭೌಗೋಳಿಕ ಸ್ಥಾನ, ಕೈಗಾರಿಕಾ ಪರಿಸರ ಹಾಗೂ ಉದ್ಯಮಶೀಲತೆ ಆಧಾರದ ಮೇಲೆ ಬೆಳಗಾವಿ ರಾಜ್ಯದ ಆರ್ಥಿಕ ಬೆಳವಣಿಗೆಗೆ ಪ್ರಮುಖ ಎಂಜಿನ್ ಆಗುವ ಸಾಮರ್ಥ್ಯ ಹೊಂದಿದೆ. ಆದ್ದರಿಂದ ಬಜೆಟ್ನಲ್ಲಿ ಆರ್ಥಿಕ ಹಾಗೂ ಮೂಲಸೌಕರ್ಯ ಬೆಂಬಲ ಒದಗಿಸುವಂತೆ ಮಂಡಳಿ ಮನವಿ ಮಾಡಿದೆ.

Subject: Pre-Budget Representation – Request for Support to Industry, MSMEs, and Infrastructure Development in Belagavi
Respected Sir,
Greetings from the Belgaum Chamber of Commerce and Industries, Belagavi.
On behalf of our members representing trade, industry, MSMEs, and the service sector across the Belagavi region, we respectfully submit the following recommendations for your kind consideration in the forthcoming State Budget.
Belagavi is one of the most significant industrial hubs of North Karnataka, with strong presence in engineering, foundry, hydraulics, precision components, and emerging aerospace sectors. Focused budgetary support will enable the region to scale further, enhance exports, and generate substantial employment.
- Release of Pending Subsidies
Immediate release of the pending industrial subsidy amounting to ₹130 Crores.
Institutional mechanism to ensure time-bound disbursement of future subsidies. - Industrial Corridor Development
Sanction of a ₹500 Crore package in the forthcoming Budget for development of an Industrial Corridor in the Belagavi region.
Inclusion of Belagavi in Central Industrial Corridor planning, particularly the Defence & Aerospace Corridor (Belagavi–Dharwad–Vijayapura). - Adjustment Against Electricity or GST
Provision to adjust sanctioned subsidies against Electricity Bills or State GST liabilities, wherever feasible, to ease liquidity constraints of industries. - Industrial Corridor & Connectivity Enhancements
Strengthening rail connectivity on the Kolhapur–Belagavi–Hubballi route.
Expansion of air connectivity from Belagavi Airport to major commercial hubs.
Development of ring roads and widening of National Highways.
Impact: Reduced logistics cost, enhanced competitiveness, and improved investment and export potential.
- Strengthening MSME Support
Enhancement of capital subsidy schemes for MSMEs, particularly in engineering, foundry, hydraulics, and allied sectors.
Simplification and faster disbursement of industrial incentives.
Dedicated allocation for technology upgradation, automation, and export promotion. - Industrial Infrastructure Development
Expansion and modernization of industrial estates in and around Belagavi with improved roads, drainage, and reliable power supply.
Establishment of a new industrial cluster/park for precision engineering and aerospace units.
Creation of a Common Facility Centre for testing, R&D, and skill development. - Critical Infrastructure Fund
Creation of a dedicated fund for upgradation and modernization of existing industrial areas and estates. - State-of-the-Art Exhibition Centre
Establishment of a world-class Exhibition and Convention Centre at Belagavi on the lines of the Bangalore International Exhibition Centre, to promote trade fairs, industrial expos, and global buyer–seller meets. - Connectivity and Logistics
Increased allocation for ring roads and bypass projects to decongest city traffic.
Strengthening rail infrastructure and additional support for air service expansion.
Development of logistics parks and warehousing facilities to support exporters and manufacturers. - Skill Development and Employment
Setting up advanced skill development centres in partnership with industry associations.
Special incentives for industries generating local employment and apprenticeship opportunities. - Trade & Business Facilitation
Strengthening district-level single-window clearance mechanisms for time-bound approvals.
Incentives for adoption of green energy solutions such as rooftop solar and energy-efficient machinery.
Support for startup incubation and innovation centres in North Karnataka.
Belagavi has the strategic location, industrial ecosystem, and entrepreneurial base to emerge as a major growth engine for Karnataka. With targeted fiscal and infrastructure support in the forthcoming Budget, the region can significantly enhance its contribution to the State’s GDP and employment generation.
