“ರಾಜ್ಯ ಸರಕಾರದ ಸಾಮಾಜಿಕ ಮತ್ತು ಶೈಕ್ಷಣಿಕ ಸಮೀಕ್ಷೆ ಮೇಲೆ ಯಾ
ಪ್ರಗತಿವಾಹಿನಿ ಸುದ್ದಿ: ಆನ್ ಲೈನ್ ಮೂಲಕವೂ ಜನರು ಸಮೀಕ್ಷೆಯಲ್ಲಿ ಭಾಗವಹಿಸಬಹುದುರಿಗೂ ಸಂಶಯ ಬೇಡ. ಇದು ಕೇವಲ ಜಾತಿಗಳ ಗಣತಿಯಲ್ಲ, ಸಾಮಾಜಿಕ ನ್ಯಾಯ ಒದಗಿಸುವ ಸಮೀಕ್ಷೆ. ಜನರಿಗೆ ನೆರವಾಗುವ ಸಮೀಕ್ಷೆ. ಇದರ ಬಗ್ಗೆ ಎಲ್ಲಾ ಸಮುದಾಯದವರು ಎಚ್ಚೆತ್ತುಕೊಂಡು, ಇದರ ಉಪಯೋಗ ಪಡೆಯಬೇಕು” ಎಂದು ಡಿಸಿಎಂ ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್ ಅವರು ಹೇಳಿದರು.
ದೆಹಲಿಯ ಕರ್ನಾಟಕ ಭವನದಲ್ಲಿ ಭಾನುವಾರ ಮಾಧ್ಯಮಗೋಷ್ಠಿ ಉದ್ದೇಶಿಸಿ ಮಾತನಾಡಿದರು.
“ಜಾತಿಗಣತಿ ವಿಚಾರವಾಗಿ ಕ್ರೈಸ್ತ ಜಾತಿಗಳನ್ನು ಹಿಂದುಳಿದ ವರ್ಗಗಳ ಆಯೋಗ ಕೈಬಿಡಲು ನಿರ್ಧರಿಸಿದೆ. ಈ ಮಧ್ಯೆ ವೀರಶೈವ ಲಿಂಗಾಯತರ ಸಂಖ್ಯೆ ಕಡಿಮೆ ತೋರಿಸುವ ಸಾಧ್ಯತೆ ಇದೆ” ಎಂಬ ರಂಭಾಪುರಿ ಸ್ವಾಮೀಜಿಯವರ ಹೇಳಿಕೆ ಬಗ್ಗೆ ಕೇಳಿದಾಗ, “ಕಳೆದ ಸಮೀಕ್ಷೆ ನಡೆಸಿ 10 ವರ್ಷ ಕಳೆದಿರುವ ಕಾರಣ, ಮರುಸಮೀಕ್ಷೆ ಮಾಡಲಾಗುತ್ತಿದೆ. ಈ ಬಾರಿ ಮಾಹಿತಿ ನೀಡಲು ಎಲ್ಲಾ ಸಮಾಜದವರಿಗೂ ಸಂಪೂರ್ಣ ಅವಕಾಶ ನೀಡಿದ್ದೇವೆ. ಎಲ್ಲಾ ಸಮಾಜದವರು ಈ ಸಮೀಕ್ಷೆ ವಿಚಾರದಲ್ಲಿ ಜಾಗೃತರಾಗಿ, ತಪ್ಪದೇ ಭಾಗವಹಿಸಬೇಕು” ಎಂದರು.
“ಕರ್ನಾಟಕದ 7 ಕೋಟಿ ಕನ್ನಡಿಗರು, ಪ್ರಪಂಚದ ಯಾವುದೇ ದೇಶದಲ್ಲಿರುವ ಕನ್ನಡಿಗರು ಆನ್ಲೈನ್ ಮೂಲಕ ತಮ್ಮ ಮಾಹಿತಿ ಸಲ್ಲಿಸಬಹುದು. ಜೊತೆಗೆ ನೀವು ಆಕ್ಷೇಪ ಸಲ್ಲಿಸಲು ಅವಕಾಶ ಕಲ್ಪಿಸಿದ್ದೇವೆ. ನಿಮ್ಮ ಮಾಹಿತಿಯನ್ನು ನಿಮ್ಮ ಮೊಬೈಲ್ ನಲ್ಲೇ ಪಡೆಯುವ ಅವಕಾಶವಿದೆ. ನೀವು ನಿಮ್ಮ ಕುಟುಂಬದವರ ವಿವರ ಬರೆಸಿ ಎಂದು ರಾಜ್ಯದ ಉಪಮುಖ್ಯಮಂತ್ರಿ ಹಾಗೂ ಪಕ್ಷದ ಅಧ್ಯಕ್ಷನಾಗಿ ನಾನು ಎಲ್ಲಾ ಸಮಾಜದವರ ಬಳಿ ಮನವಿ ಮಾಡಿಕೊಳ್ಳುತ್ತೇನೆ” ಎಂದು ಹೇಳಿದರು.
“ಎಲ್ಲರಿಗೂ ನ್ಯಾಯ ಒದಗಿಸಿ ಕೊಡಬೇಕು ಎಂದು ನಮ್ಮ ಸರ್ಕಾರ ಈ ತೀರ್ಮಾನ ಮಾಡಿದೆ. ವೀರಶೈವ ಸಮಾಜಕ್ಕೆ ತೊಂದರೆಯಾಗಲಿದೆ ಎಂದು ರಂಭಾಪುರಿ ಶ್ರೀಗಳು ಆತಂಕಪಡುವ ಅಗತ್ಯವಿಲ್ಲ. ನೀವು ನಿಮ್ಮ ಸಮುದಾಯದ ಜನರಲ್ಲಿ ಈ ಬಗ್ಗೆ ಜಾಗೃತಿ ಮೂಡಿಸಿ. ಅದೇ ರೀತಿ ಎಲ್ಲರೂ ತಮ್ಮ ತಮ್ಮ ಸಮುದಾಯಗಳಲ್ಲಿ ಈ ಬಗ್ಗೆ ಜಾಗೃತಿ ಮೂಡಿಸಬೇಕು” ಎಂದು ಕರೆ ನೀಡಿದರು.
ಹಿಂದೂ ಜಾತಿಗಳ ಜತೆ ಕ್ರೈಸ್ತ ಸಮುದಾಯದ ಹೆಸರು ಸೇರ್ಪಡೆ ಹಿಂಪಡೆದಿರುವ ಬಗ್ಗೆ ಕೇಳಿದಾಗ, “ಈ ಬಗ್ಗೆ ನನಗೆ ಮಾಹಿತಿ ಇಲ್ಲ. ಮುಖ್ಯಮಂತ್ರಿಗಳೇ ಸಭೆಯಲ್ಲಿ ಈ ವಿಚಾರ ಪ್ರಸ್ತಾವನೆ ಮಾಡಿದರು. ಈ ಬಗ್ಗೆ ಹಿಂದುಳಿದ ವರ್ಗಗಳ ಆಯೋಗದ ಜೊತೆ ಚರ್ಚೆ ಮಾಡಿ ಗೊಂದಲ ಸರಿಪಡಿಸುವುದಾಗಿ ಅವರು ತಿಳಿಸಿದ್ದಾರೆ. ಈ ಜಾತಿಗಳನ್ನು ಸೇರಿಸಿರುವ ಬಗ್ಗೆ ನೋಡಿದಾಗ ನನಗೂ ಸ್ವಲ್ಪ ಗಾಬರಿಯಾಗಿತ್ತು. ನಾವು ಆಯೋಗದವರನ್ನು ಕರೆಸಿ ಇರುವ ಗೊಂದಲಗಳ ಬಗ್ಗೆ ಗಮನಕ್ಕೆ ತಂದಿದ್ದೇವೆ” ಎಂದು ತಿಳಿಸಿದರು.
ಜಾತಿ ಸಮೀಕ್ಷೆ ಹೆಸರಿನಲ್ಲಿ ಹಿಂದೂ ಸಮಾಜ ಒಡೆಯುವ ಪ್ರಯತ್ನ ಮಾಡಲಾಗುತ್ತಿದೆ ಎಂಬ ಶಾಸಕ ಅಶ್ವಥ್ ನಾರಾಯಣ ಅವರ ಆರೋಪದ ಬಗ್ಗೆ ಕೇಳಿದಾಗ, “ಅಶ್ವಥ್ ನಾರಾಯಣ ಅವರಿಗೆ ಕೇವಲ ರಾಜಕಾರಣ ಬೇಕು. ನಮಗೆ ರಾಜಕಾರಣ ಬೇಡ. ನಮಗೆ ಜನರ ಬದುಕು ಮುಖ್ಯ. ಅದಕ್ಕಾಗಿ ನಾವು ಕಾರ್ಯನಿರ್ವಹಿಸುತ್ತೇವೆ. ಅಶ್ವತ್ ನಾರಾಯಣ ಅವರಿಗೂ ನಾವು ಅವಕಾಶ ಕೊಟ್ಟಿದ್ದೇವೆ. ಅವರು ಈ ಬಗ್ಗೆ ಚೆನ್ನಾಗಿ ಪ್ರಚಾರ ಮಾಡಲಿ, ಜನರಲ್ಲಿ ಜಾಗೃತಿ ಮೂಡಿಸಲಿ” ಎಂದರು.
“ಈ ಸಮೀಕ್ಷೆ ಮಾಡುವವರು ಶಿಕ್ಷಕರು. ಯಾವುದೇ ಶಿಕ್ಷಕರು ಮೋಸ ಮಾಡುವುದಿಲ್ಲ. ಸರ್ಕಾರ ದಾಖಲು ಮಾಡಿಕೊಂಡ ಮಾಹಿತಿ ಎಲ್ಲರ ಮೊಬೈಲ್ ಗೆ ರವಾನೆಯಾಗಲಿದೆ. ಮಾಹಿತಿ ಹೆಚ್ಚುಕಮ್ಮಿಯಾಗಿದ್ದಾರೆ, ಸರಿಪಡಿಸಿಕೊಳ್ಳಬಹುದು. ಬೇಕಾದರೆ ಜಯಪ್ರಕಾಶ್ ಹೆಗಡೆ, ಕಾಂತರಾಜ ಆಯೋಗದ ದಾಖಲೆಗಳ ಮಾಹಿತಿಯನ್ನು ನೀಡುತ್ತೇವೆ. ಅದನ್ನೂ ಪರಿಶೀಲಿಸಬಹುದು” ಎಂದು ತಿರುಗೇಟು ನೀಡಿದರು.
ಸೋನಿಯಾ ಗಾಂಧಿ ಅವರನ್ನು ಖುಷಿ ಪಡಿಸಲು ಹಿಂದೂ ಜಾತಿಗಳ ಜತೆ ಕ್ರೈಸ್ತ ಧರ್ಮ ಸೃಷ್ಟಿಸಲಾಗಿತ್ತು ಎಂಬ ಆರೋಪದ ಬಗ್ಗೆ ಕೇಳಿದಾಗ, “ಆರ್. ಅಶೋಕ್ ಅವರು ತಮ್ಮ ನಾಯಕರnnu ಮೆಚ್ಚಿಸಲು ಈ ರೀತಿ ಮಾತನಾಡುತ್ತಿದ್ದಾರೆ. ಎಂದರು.
ಒಕ್ಕಲಿಗ ಸ್ವಾಮೀಜಿಗಳ ಹಾಗೂ ಮುಖಂಡರ ಸಭೆಯಲ್ಲಿ ನಿಮ್ಮ ಅಭಿಪ್ರಾಯ ಭಿನ್ನವಾಗಿದೆ ಎಂದು ಕುಮಾರಸ್ವಾಮಿ ಅವರೂ ಹೇಳಿದ್ದಾರೆ ಎಂದು ಕೇಳಿದಾಗ, “ಯಾರು ಎಲ್ಲಿ ಏನು ಮಾತನಾಡಿದರೋ ಗೊತ್ತಿಲ್ಲ. ಯಾರೂ ಸಹ ನನ್ನ ಬಳಿ ಮಾತನಾಡಿಲ್ಲ. ಕೇವಲ ಒಕ್ಕಲಿಗ ಸಮುದಾಯದ ಬಗ್ಗೆ ಮಾತ್ರ ಆಲೋಚನೆ ಮಾಡಬೇಡಿ. ಎಲ್ಲಾ ಸಮುದಾಯಗಳನ್ನು ಒಟ್ಟಿಗೆ ತೆಗೆದುಕೊಂಡು ಹೋಗಿ. ಹಿಂದುಳಿದ ವರ್ಗಗಳ ರಕ್ಷಣೆಗೆ ನಾವುಗಳು ನಿಲ್ಲಬೇಕು ಎಂದು ನಮ್ಮ ಸಮುದಾಯದ ಸಭೆಯಲ್ಲಿ ಹೇಳಿದ್ದೇನೆ” ಎಂದರು.
ಕೇವಲ 15 ದಿನಗಳಲ್ಲಿ ಸಮೀಕ್ಷೆ ಮುಗಿಸಲು ಸಾಧ್ಯವೇ? ಸಮೀಕ್ಷೆಯ ದಿನಾಂಕಗಳಿಗೆ ಶಿಕ್ಷಕರ ವಿರೋಧದ ಬಗ್ಗೆ ಕೇಳಿದಾಗ, “ಶಾಲೆಗಳಿಗೆ ದಸರಾ ರಜೆಯಿದೆ. ಇದರ ಬಗ್ಗೆ ಆಯೋಗ ತೀರ್ಮಾನ ಮಾಡುತ್ತದೆ. ಶಿಕ್ಷಕರು ನಿಮ್ಮ (ಮಾಧ್ಯಮ) ಬಳಿ ಬಂದು ಆಕ್ಷೇಪ ವ್ಯಕ್ತಪಡಿಸಿದ್ದಾರೆಯೇ? ಇದುವರೆಗೂ ನಮ್ಮ ಮುಂದೆ ಯಾರೂ ಬಂದಿಲ್ಲ. ಯಾರಾದರೂ ಬರೆದು ಕೊಟ್ಟಿದ್ದಾರೆಯೇ? ಇದು ನಿಮ್ಮ ಅಭಿಪ್ರಾಯ” ಎಂದರು.
ರಾಜ್ಯದ ಹಿತಕ್ಕಾಗಿ ದೆಹಲಿ ಭೇಟಿ
ದೆಹಲಿ ಭೇಟಿಯ ವಿಚಾರ ಕೇಳಿದಾಗ, “ನ್ಯಾಯಾಲಯದಲ್ಲಿ ಮೇಕೆದಾಟು ಯೋಜನೆ ವಿಚಾರಣೆಗೆ ದಿನಾಂಕ ನಿಗದಿಯಾಗಿದ್ದು, ಅಡ್ವೋಕೇಟ್ ಜನರಲ್ ಹಾಗೂ ವಕೀಲರ ಜೊತೆ ಚರ್ಚೆ ಮಾಡಲು ದೆಹಲಿಗೆ ಆಗಮಿಸಿದ್ದೇವೆ. ಸೆ. 23 ಕ್ಕೂ ವಿಚಾರಣೆ ಮುಂದಕ್ಕೆ ಹೋಗಬಹುದು ಎನ್ನುವ ಮಾಹಿತಿ ನನಗಿದೆ. ಆದರೆ ಈ ಸಂದರ್ಭದಲ್ಲಿ ರಾಜ್ಯದ ಪ್ರಾತಿನಿಧ್ಯ ಮುಖ್ಯ ” ಎಂದರು.
ದಸರಾ ಉದ್ಘಾಟನೆಯಲ್ಲಿ ಭಾಗವಹಿಸುವ ಬಗ್ಗೆ ಕೇಳಿದಾಗ, “ಹೌದು ಆದರೆ ಇದು ರಾಜ್ಯದ ವಿಚಾರ ಆಗಿರುವ ಕಾರಣ ಆದ್ಯತೆ ಮೇರೆಗೆ ನಾನು ದೆಹಲಿಗೆ ಬಂದಿರುವೆ” ಎಂದು ತಿಳಿಸಿದರು.
ರಾಜ್ಯಕ್ಕೆ ಉಂಟಾಗುವ ನಷ್ಟ ನೀಡಲಿ
ನೂತನ ಜಿಎಸ್ ಟಿ ಜಾರಿಯ ಬಗ್ಗೆ ಕೇಳಿದಾಗ, “ನಮ್ಮ ರಾಜ್ಯಕ್ಕೆ ಆಗುವ ನಷ್ಟವನ್ನು ಕೇಂದ್ರ ಸರ್ಕಾರ ತುಂಬಿಕೊಡಬೇಕು. ರಾಜ್ಯಕ್ಕೆ ಸೂಕ್ತ ಅನುದಾನ ಬರುತ್ತದೆ ಎಂದು ಸುಮಾರು 1.5 ಲಕ್ಷ ಕೋಟಿ ಮೊತ್ತದ ಕಾಮಾಗಾರಿಗಳನ್ನು ಕೈಗೆತ್ತಿಕೊಳ್ಳಲಾಗಿದೆ. ಯಾವುದಕ್ಕೂ ಅನ್ಯಾಯವಾಗದಂತೆ ಕೇಂದ್ರ ಸರ್ಕಾರ ನಿಲ್ಲಬೇಕು” ಎಂದು ಹೇಳಿದರು.
ಬೆಂಗಳೂರಿನ ರಸ್ತೆ ಗುಂಡಿಗಳ ಬಗ್ಗೆ ಕೇಳಿದಾಗ, “ಕಳೆದ 25 ವರ್ಷಗಳಿಂದ ಈ ಸಮಸ್ಯೆ ಇದ್ದೇ ಇದೆ. ಈಗ ನಾವು ಇದರ ಬಗ್ಗೆ ವಿಶೇಷ ಕಾಳಜಿ ವಹಿಸಿದ್ದೇವೆ. ಮುಖ್ಯಮಂತ್ರಿಯವರು 750 ಕೋಟಿ ರೂ. ವಿಶೇಷ ಅನುದಾನ ನೀಡಿದ್ದೇವೆ ಎಂದಿದ್ದಾರೆ. ಅಂತಿಮ ಗಡುವು ನೀಡಿ ಸಮರೋಪಾದಿಯಲ್ಲಿ ಕೆಲಸ ಮಾಡಲಾಗುತ್ತಿದೆ. ದೆಹಲಿಯಲ್ಲಿ ಕೇವಲ 100 ಮೀ. ಐವತ್ತು ಗುಂಡಿಗಳಿವೆ. ದೆಹಲಿ ಸೇರಿದಂತೆ ಎಲ್ಲಾ ಕಡೆಯೂ ರಸ್ತೆಗುಂಡಿಗಳಿವೆ. ಆದರೆ ಬೆಂಗಳೂರಿನ ಬಗ್ಗೆ ಮಾತ್ರ ಸುದ್ದಿ ಮಾಡಲಾಗುತ್ತಿದೆ” ಎಂದರು.
ಆಳಂದ ಕ್ಷೇತ್ರದಲ್ಲಿನ ಮತಗಳ್ಳತನದ ಬಗ್ಗೆ ರಾಹುಲ್ ಗಾಂಧಿಯವರ ಉಲ್ಲೇಖದ ಬಗ್ಗೆ ಕೇಳಿದಾಗ, “ಮತಗಳ್ಳತನ ನಡೆದಿರುವುದು ನಿಜ. ಇದರ ಬಗ್ಗೆ ಇನ್ನಷ್ಟು ವಿಚಾರಗಳನ್ನು ಮುಂದಿನ ದಿನಗಳಲ್ಲಿ ಹಂಚಿಕೊಳ್ಳಲಾಗುವುದು” ಎಂದರು.

Deputy Chief Minister DK Shivakumar today said that the new Social and Educational survey of the state government was not a caste survey but a survey to provide social justice to all.
Addressing a press conference at Karnataka Bhawan, he said, “Let there not be any doubt that this is a Social and Educational Survey. It is a survey to provide social justice to all. All communities must make the best use of this.”
“The Backward Classes Commission has decided to drop the new castes under Christianity. We are doing a new survey as the last survey was 10 years old. We have given the opportunity to all the communities to enumerate themselves in the survey. There is no need for Rambapuri seer to be concerned about the survey, I urge him to create awareness about the survey in his community,” he said. He was replying to a question on Rambapuri seer’s comment that the survey may show lower numbers for Veerashaiva Lingayats.
“All the seven crore Kannadigas can participate in the survey online from anywhere in the world. We have also made a provision to register their objections. This information is available on the mobile phone itself.”
Asked about the decision to withdraw the addition of Hindu castes with Christianity religion, he said, “I don’t have much information about it. The CM himself discussed it and assured that he would talk to the Backward Classes Commission and resolve the issue. Even I was worried looking at this but we have brought this to the attention of the Commission.”
Asked about the allegation of BJP MLA Ashwathnarayan that the survey was an attempt to break the Hindu society, he said, “He only needs politics, but we don’t need politics. People’s livelihood is important for us and we are working towards that.”
“The survey will be conducted by the teachers and there won’t be any deliberate attempt to deceive anyone. All the information collected would be sent to the registered mobile number and the public can rectify if there is any mistake,” he said.
Asked about the allegation that the addition of Hindu castes with Christianity was done to appease Sonia Gandhi, he said, “R Ashok is talking about this to appease his masters in Delhi.”
Asked about Kumaraswamy’s statement that his opinion was different in the meeting convened by the Vokkaliga seers and leaders, he said, “No one has spoken to me. Don’t just think about Vokkaliga community, take all communities with you. I have told the meeting of Vokkaliga leaders that we need to stand for the backward classes.”
Replying to a question on whether the survey can be completed in 15 days, he said, “The schools have Dasara holidays and the Commission decides on this. No teachers have come to us and expressed dissatisfaction over the dates. This may be your opinion.”
Delhi visit
Asked about Delhi visit, he said, “The date of hearing on Mekedatu is fixed and hence I am in Delhi to discuss the same with our legal counsels and Advocate General. It is important to represent our state well.”
GST
Asked about implementation of the new GST slabs, he said, “The Centre has to reimburse losses to the state. We have taken up projects worth Rs 1.5 lakh crore under the assumption of a certain tax devolution. The Centre has to ensure justice to the state.”
