*ಕಸದ ಹಗರಣದ ವಿರುದ್ಧ ಬೆಂಗಳೂರಿನ ನಾಗರಿಕರು ಪತ್ರ ಚಳವಳಿ ಮಾಡಿ: ಪ್ರತಿಪಕ್ಷ ನಾಯಕ ಆರ್.ಅಶೋಕ ಮನವಿ*
ಪ್ರಗತಿವಾಹಿನಿ ಸುದ್ದಿ: ಬೆಂಗಳೂರಿನ ಭವಿಷ್ಯದ ದೃಷ್ಟಿಯಿಂದ ಎಲ್ಲ ಸಂಘಟನೆಗಳು, ನಾಗರಿಕರು ಕಸದ ಟೆಂಡರ್ ಹಗರಣದ ವಿರುದ್ಧ ರಾಜ್ಯಪಾಲರಿಗೆ ಹಾಗೂ ರಾಷ್ಟ್ರಪತಿಯವರಿಗೆ ಪತ್ರ ಬರೆಯಬೇಕು ಎಂದು ಪ್ರತಿಪಕ್ಷ ನಾಯಕ ಆರ್.ಅಶೋಕ ಕೋರಿದರು.
ಪತ್ರಿಕಾಗೋಷ್ಠಿಯಲ್ಲಿ ಮಾತನಾಡಿದ ಅವರು, ಬೆಂಗಳೂರಿನಲ್ಲಿ ಘನತ್ಯಾಜ್ಯ ಸಂಸ್ಕರಣೆಗೆ 39,437 ಕೋಟಿ ರೂ. ಟೆಂಡರ್ ನೀಡಿರುವುದು ದೊಡ್ಡ ಹಗರಣ ಎಂದು ಈಗಾಗಲೇ ಹೇಳಿದ್ದೇನೆ. ನಗರದ ಗಾರ್ಬೇಜ್ನಿಂದ ಕಾಂಗ್ರೆಸ್ ಹೈಕಮಾಂಡ್ಗೆ ಲಗೇಜು ಸಿಗುತ್ತಿದ್ದು, ಇದರಿಂದ ಜನರಿಗೆ ಡ್ಯಾಮೇಜ್ ಆಗಿದೆ. ಇದಕ್ಕೆ ಸಂಬಂಧಿಸಿದ ಉನ್ನತ ಮಟ್ಟದ ಪರಿಶೀಲನಾ ಸಮಿತಿಗೆ ನಾನು ಪತ್ರ ಬರೆದು, ಪ್ರಾಮಾಣಿಕತೆಯಿಂದ ವರದಿ ತಯಾರಿಸಿ ಎಂದು ಮನವಿ ಮಾಡಿದ್ದೇನೆ. ಲೋಕಾಯುಕ್ತಕ್ಕೆ ದೂರು ಹಾಗೂ ರಾಜ್ಯಪಾಲರಿಗೆ ಮನವಿ ಸಲ್ಲಿಸಿದ್ದೇನೆ. ಇದು ನಗರದ 30 ವರ್ಷಗಳ ಭವಿಷ್ಯವಾಗಿದೆ. ಮುಂದಿನ ಮೂರು ಪೀಳಿಗೆಗಳು ಅಂದ್ರೆ ಜೆನ್ ಜೀ, ಆಲ್ಫಾ ಹಾಗೂ ಮುಂದಿನ ಪೀಳಿಗೆ ಕೂಡ ಇದನ್ನು ನೋಡಬೇಕಿದೆ. ಸಿಎಂ ಡಿ.ಕೆ.ಶಿವಕುಮಾರ್ ಬ್ರ್ಯಾಂಡ್ ಹೆಸರು ಹೇಳಿಕೊಂಡು ನಗರದಲ್ಲಿ ಕಸ ರಾಶಿ ಹಾಕಲು ಕಾರಣರಾಗಿದ್ದಾರೆ ಎಂದರು.
ಇದು ಬೆಂಗಳೂರಿನ ಜನರ ಮೇಲೆ ಹೊರೆಯಾಗಲಿದೆ. ಆದ್ದರಿಂದ ಜನರು ಈ ಕುರಿತು ಪತ್ರ ಚಳವಳಿ ಮಾಡಬೇಕು. ಎಲ್ಲ ಸಂಘ ಸಂಸ್ಥೆಗಳು, ಅಪಾರ್ಟ್ಮೆಂಟ್ ಸಂಘಟನೆಗಳು, ಹಿರಿಯ ನಾಗರಿಕರು, ವಿದ್ಯಾರ್ಥಿಗಳು ರಾಜ್ಯಪಾಲರಿಗೆ ಹಾಗೂ ರಾಷ್ಟ್ರಪತಿಗೆ ಪತ್ರ ಬರೆಯಬೇಕು. ಈ ಮೂಲಕ ನಗರದ ಭವಿಷ್ಯವನ್ನು ಕಾಪಾಡಬೇಕು ಎಂದು ಕೋರಿದರು.
ನಾನು ಕಸದ ಟೆಂಡರ್ ಯಾವತ್ತೂ ಕರೆದಿಲ್ಲ. ಮುಖ್ಯಮಂತ್ರಿ ಡಿ.ಕೆ.ಶಿವಕುಮಾರ್ ಅವರೇ ಈ ಎಲ್ಲವನ್ನೂ ಮಾಡಿ ಮಾಫಿಯಾದಲ್ಲಿ ಸಿಕ್ಕಿ ಹಾಕಿಕೊಂಡಿದ್ದಾರೆ. ನಾನು ಜನರ ಏಜೆಂಟ್ ಆಗಿ ಕೆಲಸ ಮಾಡುತ್ತಿದ್ದೇನೆ. ನಾನು ಬೇಕಿದ್ದರೆ ನಾಳೆಯೇ ಸಿಬಿಐಗೆ ತನಿಖೆಗೆ ವಹಿಸಲು ಆಗ್ರಹಿಸುತ್ತೇನೆ. ಆದರೆ ಸರ್ಕಾರದ ಕಡೆಯಿಂದ ಅದನ್ನು ಅನುಮೋದಿಸಬೇಕಾಗುತ್ತದೆ. ಡಿ.ಕೆ.ಶಿವಕುಮಾರ್ 60 ವರ್ಷಕ್ಕೆ ಕಸದ ಟೆಂಡರ್ ವಹಿಸಿದ್ದಾರೆ. ಇದು ಜಾತಿಯ ಪ್ರಶ್ನೆ ಅಲ್ಲ. ಡಿ.ಕೆ.ಶಿವಕುಮಾರ್ ಮುಖ್ಯಮಂತ್ರಿ ಹುದ್ದೆಯಿಂದ ಕೆಳಗಿಳಿದರೆ ಅಥವಾ ಮುಂದುವರಿದರೆ ನನಗೆ ಯಾವುದೇ ನಷ್ಟ, ಲಾಭ ಇಲ್ಲ. ಕೇಂದ್ರ ಆರ್ಥಿಕ ಸಚಿವೆ ನಿರ್ಮಲಾ ಸೀತಾರಾಮನ್ ಬೆಂಗಳೂರಿಗೆ ಬಂದು ಕಸ ಗುಡಿಸಿದ್ದಾರೆ ಎಂದರೆ ಅದರ ಸೂಕ್ಷ್ಮತೆಯನ್ನು ಅರ್ಥ ಮಾಡಿಕೊಳ್ಳಬೇಕು ಎಂದರು.
ಬಿಡದಿ ಯೋಜನೆ ಕೈ ಬಿಡಿ
ಬಿಡದಿ ಟೌನ್ಶಿಪ್ ಯೋಜನೆ ಪರಿಚಯವಾದಾಗಲೇ ನಾನು ರೈತರ ಜೊತೆ ಹೋರಾಟದಲ್ಲಿ ಭಾಗವಹಿಸಿದ್ದೆ. ನಂತರ ಬಂದ ಬಿ.ಎಸ್.ಯಡಿಯೂರಪ್ಪನವರ ಸರ್ಕಾರಿಂದ ಈ ಯೋಜನೆ ಜಾರಿಯಾಗಲಿಲ್ಲ. ನಂತರ ಬಂದ ಯಾವುದೇ ಮುಖ್ಯಮಂತ್ರಿಗಳು ಯೋಜನೆ ಜಾರಿಗೊಳಿಸಲಿಲ್ಲ. ಎಲ್ಲ ಮುಖ್ಯಮಂತ್ರಿಗಳು ಇದನ್ನು ಕೈ ಬಿಟ್ಟಿದ್ದಾರೆ. ಎಚ್.ಡಿ.ಕುಮಾರಸ್ವಾಮಿಯವರ ಯೋಜನೆಯನ್ನು ನಾವು ಮುಂದುವರಿಸುತ್ತಿದ್ದೇವೆ ಎಂದು ಸಿಎಂ ಡಿ.ಕೆ.ಶಿವಕುಮಾರ್ ಹೇಳುತ್ತಾರೆ. ಅಂತಹ ಅಗತ್ಯವೇನೂ ಈಗ ಇಲ್ಲ. ಈ ಯೋಜನೆ ಕೈ ಬಿಟ್ಟುಬಿಟ್ಟರೆ ಸಾಕು ಎಂದರು.
ನಮ್ಮ ತೆರಿಗೆ ನಮ್ಮ ಹಕ್ಕು ಎಂದಂತೆ ಈಗ ರೈತರು ನಮ್ಮ ಭೂಮಿ ನಮ್ಮ ಹಕ್ಕು ಎನ್ನುತ್ತಿದ್ದಾರೆ. ಕಾಂಗ್ರೆಸ್ ನಾಯಕ ರಾಹುಲ್ ಗಾಂಧಿ ಗ್ರೇಟ್ ನಿಕೋಬಾರ್ಗೆ ಹೋಗಿ ಸಸ್ಯಕಾಶಿಯನ್ನು ಹಾಳು ಮಾಡಿ ಯೋಜನೆ ಮಾಡುತ್ತಿದ್ದೀರಿ ಎಂದು ಟೀಕೆ ಮಾಡಿದ್ದಾರೆ. ಬಿಡದಿಯಲ್ಲಿ ರೈತರು ಕೃಷಿ ಮಾಡುತ್ತಿದ್ದು, ಇಲ್ಲಿ ವನ್ಯ ಸಂಪತ್ತು ಹಾಳಾದರೆ ರಾಹುಲ್ ಗಾಂಧಿ ಮಾತಾಡುವುದಿಲ್ಲ. ಏಕೆಂದರೆ ಪ್ರಧಾನಿ ನರೇಂದ್ರ ಮೋದಿಯವರನ್ನು ವಿರೋಧಿಸುವುದು ಮಾತ್ರ ಇವರ ಉದ್ದೇಶ. ಅದನ್ನು ಪರಿಸರ ನಾಶ ಎನ್ನುವ ಇವರು, ಇಲ್ಲಿನ ಯೋಜನೆಯನ್ನು ಬೆಂಬಲಿಸುತ್ತಿದ್ದಾರೆ. ದೇಶದ ಭದ್ರತೆಯ ದೃಷ್ಟಿಯಿಂದ ಗ್ರೇಟ್ ನಿಕೋಬಾರ್ ಯೋಜನೆ ಜಾರಿಯಾಗಿದೆ. ಆದರೆ ಬಿಡದಿಯಲ್ಲಿ ಮಾಡುವ ಯೋಜನೆಗೆ ಯಾವುದೇ ಉದ್ದೇಶವೇ ಇಲ್ಲ ಎಂದರು.
ಬಿಡದಿಯಲ್ಲಿ ಸಾವಿರಾರು ರೈತರು ಬೀದಿಗೆ ಬಂದು ಹೋರಾಡುತ್ತಿದ್ದಾರೆ. ಕೆಂಪೇಗೌಡ ಬಡಾವಣೆ ನಿರ್ಮಾಣವಾಗಿ ಹದಿನೈದು ವರ್ಷವಾದರೂ ಕುಡಿಯುವ ನೀರು, ವಿದ್ಯುತ್ ನೀಡಿಲ್ಲ. ಶಿವರಾಮ ಕಾರಂತ ಬಡಾವಣೆಯಲ್ಲೂ ಇದೇ ಪರಿಸ್ಥಿತಿ ಇದೆ. ಸರ್ಕಾರಿ ಯೋಜನೆಗಳಡಿ ನಗರದೊಳಗೆ 7-8 ಸಾವಿರ ನಿವೇಶನಗಳು ಖಾಲಿ ಇವೆ. ಸೂರ್ಯನಗರ ಹಾಗೂ ಸುತ್ತಮುತ್ತ 8 ಲಕ್ಷ ಫ್ಲ್ಯಾಟ್ಗಳು ಖಾಲಿ ಇವೆ. ಎಲ್ಲ ಸೇರಿ ಸುಮಾರು 20 ಲಕ್ಷ ನಿವೇಶನ – ಫ್ಲ್ಯಾಟ್ಗಳು ಖಾಲಿ ಇವೆ. ಇಂತಹ ಸಮಯದಲ್ಲಿ ಬಿಡದಿ ಟೌನ್ಶಿಪ್ ಅಗತ್ಯವಿಲ್ಲ ಎಂದರು.
ಹಿಂದೆ ಮೇಕೆದಾಟು ಯೋಜನೆಗಾಗಿ ಹೋರಾಟ ಮಾಡಿ ಅಧಿಕಾರ ಸಿಕ್ಕರೂ ಏನೂ ಮಾಡಿಲ್ಲ. ಕೇವಲ ಹೆಸರಿಗಾಗಿ ಹೋರಾಟ ಮಾಡಿ ನಂತರ ಅದನ್ನು ಮರೆಯುತ್ತಾರೆ. ಈ ಯೋಜನೆ ಕೂಡ ಹಾಗೆಯೇ ಆಗುತ್ತದೆ. ಮುಂದೆ ಬರುವ ಮುಖ್ಯಮಂತ್ರಿಗಳು ಅಭಿವೃದ್ಧಿ ಮಾಡುತ್ತಾರೆ. ಎಲ್ಲವನ್ನೂ ಇವರೇ ಮಾಡಬೇಕಿಲ್ಲ. ಬಿಜೆಪಿ ಸರ್ಕಾರದಿಂದ ಭೂ ಸ್ವಾಧೀನ ಕಾನೂನಿನಲ್ಲಿ ತಿದ್ದುಪಡಿ ತಂದಿದ್ದರೂ ಲೇಔಟ್ ನಿರ್ಮಿಸಲು ಅವಕಾಶ ನೀಡಿಲ್ಲ. ಯುವ ಜನರು ಕೃಷಿ ಕೆಲಸ ಮಾಡಲು ಅದರಲ್ಲಿ ಅವಕಾಶ ಮಾಡಿಕೊಡಲಾಗಿದೆ. ಐಟಿ ಕ್ಷೇತ್ರದಲ್ಲಿ ಕೆಲಸ ಮಾಡುವ ಅನೇಕರು ಕೃಷಿ ಕ್ಷೇತ್ರಕ್ಕೆ ಬರುತ್ತಿದ್ದಾರೆ. ಕಾನೂನು ತಿದ್ದುಪಡಿಯಿಂದ ಅಂಥವರಿಗೆ ಅನುಕೂಲವಾಗಿದೆ ಎಂದರು.
ಅಭಿವೃದ್ಧಿ ಎಂದರೆ ಲೇಔಟ್ ನಿರ್ಮಿಸುವುದು ಎಂದು ಪ್ರಧಾನಿ ನರೇಂದ್ರ ಮೋದಿ ಎಂದೂ ಹೇಳಿಲ್ಲ. ಕಾಂಗ್ರೆಸ್ ನಾಯಕರು ಇದನ್ನು ಸಾಬೀತಪಡಿಸಲಿ. ಶಾಲೆ, ಆಸ್ಪತ್ರೆ ನಿರ್ಮಿಸುವುದು ಅಭಿವೃದ್ಧಿ ಎಂಬರ್ಥದಲ್ಲಿ ಪ್ರಧಾನಿ ಹೇಳಿರುತ್ತಾರೆ. ಗುಜರಾತ್ನಲ್ಲಿ ಭೂಕಂಪ ಸಂತ್ರಸ್ತರಿಗೆ ಮನೆ ಕಟ್ಟಿಸಿಕೊಡಲಾಗಿದೆ. ಅದನ್ನು ಲೇಔಟ್ಗೆ ಹೋಲಿಸಬಾರದು ಎಂದರು.
ಗೃಹಲಕ್ಷ್ಮಿಗೆ ಕತ್ತರಿ
ಸತ್ತವರನ್ನು ಪತ್ತೆ ಮಾಡಲು ಗ್ಯಾರಂಟಿ ಸಮಿತಿಯನ್ನು ಬಳಸಿಕೊಳ್ಳಬೇಕಿತ್ತು. ಆದರೆ ಈ ಸಮಿತಿ ವ್ಯರ್ಥವಾಗಿದೆ. ಆದ್ದರಿಂದ ಈ ಸಮಿತಿಯನ್ನು ರದ್ದು ಮಾಡಿ ಖರ್ಚು ಮಾಡಿದ ಹಣವನ್ನು ಮರಳಿ ಪಡೆಯಬೇಕು. ಸತ್ತವರ ಹೆಸರು ಸ್ವಯಂಚಾಲಿತವಾಗಿ ರದ್ದಾಗಬೇಕು. ಅದನ್ನು ಬಿಟ್ಟು ಪ್ರತ್ಯೇಕವಾಗಿ ಗೃಹಲಕ್ಷ್ಮಿ ಯೋಜನೆಯನ್ನು ಪರಿಷ್ಕರಿಸಲು ಸರ್ಕಾರ ಮುಂದಾಗಿದೆ. ಆದರೆ ವಾಸ್ತವದಲ್ಲಿ ಈ ನೆಪದಲ್ಲಿ ಫಲಾನುಭವಿಗಳ ಸಂಖ್ಯೆ ಕಡಿತ ಮಾಡಲಾಗುತ್ತಿದೆ. ಯೋಜನೆಯನ್ನು ಘೋಷಣೆ ಮಾಡುವಾಗಲೇ, ಷರತ್ತುಗಳ ಬಗ್ಗೆ ತಿಳಿಸಬೇಕಿತ್ತು. ಸರ್ಕಾರ ದಿವಾಳಿಯಾಗಿರುವುದರಿಂದ ಇಂತಹ ಕ್ರಮಕ್ಕೆ ಮುಂದಾಗಿದ್ದಾರೆ ಎಂದರು.
Garbage Scam: Bengaluru Citizens Should Launch Letter Campaign Against It – Opposition Leader R. Ashok Urges
Bengaluru, June 15: Opposition Leader R. Ashok called upon all organisations and citizens to write letters to the Governor and the President of India against the garbage tender scam, keeping in mind the future of Bengaluru.
Speaking at a press conference, he said: “I have already stated that awarding a 39,437 crore tender for solid waste management in Bengaluru is a massive scam. Congress high command is getting ‘luggage’ (kickbacks) from the city’s garbage, and the people are suffering the damage. I have written to the high-level inquiry committee set up in this regard, urging them to submit an honest report. I have also filed a complaint with the Lokayukta and submitted a memorandum to the Governor. This concerns the next 30 years of the city’s future. The next three generations — Gen Z, Alpha, and the one after — will also have to deal with this. CM D.K. Shivakumar, by promoting his brand name, has become responsible for piling up garbage in the city.”
He added that this would become a burden on the people of Bengaluru. Therefore, people should launch a letter campaign on this issue. All organisations, apartment associations, senior citizens, and students should write letters to the Governor and the President to protect the city’s future.
“I have never called for this garbage tender. It is Chief Minister D.K. Shivakumar who has done everything and got trapped in the mafia. I am working as the agent of the people. If needed, I am ready to demand a CBI inquiry tomorrow itself, but the government has to approve it. D.K. Shivakumar has awarded the garbage tender for 60 years. This is not a caste issue. Whether D.K. Shivakumar steps down from the Chief Minister’s post or continues, it makes no difference (loss or gain) to me. When Union Finance Minister Nirmala Sitharaman came to Bengaluru and swept the garbage, one should understand the seriousness of the matter,” he said.
Scrap the Bidadi Project
“I had joined the farmers’ agitation against the Bidadi Township project right when it was introduced. The subsequent B.S. Yediyurappa government did not implement the project. No Chief Minister who came after that implemented it either. All Chief Ministers have dropped this project. Now CM D.K. Shivakumar says they are continuing H.D. Kumaraswamy’s project. There is no need for it at all. It is enough if they simply scrap this project,” he said.
“Just as we say ‘Our taxes, our right’, farmers are now saying ‘Our land, our right’. Congress leader Rahul Gandhi went to Great Nicobar and is criticising the project for destroying the forest there. In Bidadi, farmers are doing agriculture. If the natural wealth here is destroyed, Rahul Gandhi will not speak because their only goal is to oppose Prime Minister Narendra Modi. The same people who call that ‘environmental destruction’ are supporting the project here. The Great Nicobar project is being implemented from the point of view of national security. But the project in Bidadi has no such purpose,” he said.
“Thousands of farmers in Bidadi have come to the streets and are protesting. Even 15 years after the construction of Kempegowda Layout, drinking water and electricity have not been provided. The same situation exists in Shivarama Karantha Layout. There are 7-8 thousand vacant sites within the city under various government schemes. There are 8 lakh vacant flats in Suryanagar and surrounding areas. In total, around 20 lakh sites and flats are lying vacant. At such a time, there is no need for the Bidadi Township,” he said.
“Earlier, they fought for the Mekedatu project, but even after coming to power, they did nothing. They only fight for namesake and then forget about it. This project will also meet the same fate. Future Chief Ministers will develop it. They don’t have to do everything themselves. Even though the BJP government brought amendments to the land acquisition law, they did not allow layouts to be formed. Opportunities have been created for young people to take up agriculture. Many who worked in the IT sector are now turning to agriculture. The legal amendments have helped such people,” he said.
“Prime Minister Narendra Modi has never said that development means building layouts. Let Congress leaders prove it. The Prime Minister has said that building schools and hospitals is development. In Gujarat, houses were built for earthquake victims. That should not be compared to layouts,” he said.
Cuts to Gruhalakshmi
“The guarantee committee should have been used to identify deceased beneficiaries. But this committee has become useless. Therefore, the committee should be dissolved and the money spent recovered. The names of deceased persons should be automatically removed. Instead of doing that, the government is now trying to revise the Gruhalakshmi scheme separately. In reality, under this pretext, they are reducing the number of beneficiaries. When the scheme was announced, they should have clearly mentioned the conditions. Since the government is bankrupt, they have resorted to this step,” he said.
