*ಕೆಎಸ್ಐಸಿ ನಿಗಮದ ಕಾರ್ಖಾನೆಯ 6 ಎಕರೆ ಜಾಗದಲ್ಲಿ ಕ್ರೀಡಾಂಗಣ ನಿರ್ಮಿಸುವ ಯೋಜನೆ ಹಿಂಪಡೆಯಿರಿ: ಆರ್.ಅಶೋಕ*
ಪ್ರಗತಿವಾಹಿನಿ ಸುದ್ದಿ: ಮೈಸೂರಿನ ಕೆಎಸ್ಐಸಿ ನಿಗಮದ ಕಾರ್ಖಾನೆಯ 6 ಎಕರೆ ಜಾಗದಲ್ಲಿ ಕ್ರೀಡಾಂಗಣ ರೂಪಿಸುವ ಯೋಜನೆಯನ್ನು ಹಿಂಪಡೆಯಬೇಕು. ಕಾರ್ಖಾನೆಯನ್ನು ಮುಚ್ಚಲು ನಾವು ಬಿಡುವುದಿಲ್ಲ ಎಂದು ಪ್ರತಿಪಕ್ಷ ನಾಯಕ ಆರ್.ಅಶೋಕ ಹೇಳಿದರು.
ಕಾರ್ಮಿಕರ ಪ್ರತಿಭಟನೆಯಲ್ಲಿ ಪಾಲ್ಗೊಂಡು ಮಾತನಾಡಿದ ಅವರು, ಮೈಸೂರು ರೇಷ್ಮೆ ಕಾರ್ಖಾನೆಯನ್ನು ಉಳಿಸಿ ಎಂದು ನಾವು ಕರೆ ನೀಡುತ್ತಿದ್ದೇವೆ. ಈ ಸಂಸ್ಥೆಗೆ 112 ವರ್ಷಗಳ ಇತಿಹಾಸವಿದೆ. ಈ ಕಾರ್ಖಾನೆ ತಾಯಿ ಇದ್ದಂತೆ. ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರ ತಾಯಿಯ ಕೆಚ್ಚಲನ್ನು ಕತ್ತರಿಸುವ ಕೆಲಸ ಮಾಡುತ್ತಿದೆ. ಇಲ್ಲಿ ಸ್ಥಳೀಯ ಕಾಂಗ್ರೆಸ್ ನಾಯಕರು ನೂಲು ತೆಗೆಯುವ ಕಾರ್ಖಾನೆ ಆರಂಭಿಸಿದ್ದಾರೆ. ಅದರ ಅನುಕೂಲಕ್ಕಾಗಿ ಸರ್ಕಾರಿ ಕಾರ್ಖಾನೆಯನ್ನು ಮುಚ್ಚುವ ಪ್ರಯತ್ನ ನಡೆದಿದೆ. ಚೀನಾದ ನೂಲು ಖರೀದಿಸಿದರೆ ಅಲ್ಲೂ ಕಮಿಶನ್ ದೊರೆಯುತ್ತದೆ. ಈ ಸಂಸ್ಥೆಯಲ್ಲಿ ಸುಮಾರು 2,000 ಕಾರ್ಮಿಕರು ಕೆಲಸ ಮಾಡುತ್ತಿದ್ದಾರೆ, ಇದು ಕಾರ್ಮಿಕರ ಬದುಕಿನ ಪ್ರಶ್ನೆ ಎಂದರು.
ಚನ್ನಪಟ್ಟಣದ ಕಾರ್ಖಾನೆಗೆ ಭೇಟಿ ನೀಡಿ ಕಾರ್ಮಿಕರ ಜೊತೆ ಚರ್ಚಿಸಿದಾಗ ಕ್ಯಾಂಟೀನ್ ಇಲ್ಲ ಎಂದು ತಿಳಿಸಿದ್ದಾರೆ. ಕೂಡಲೇ ಕ್ಯಾಂಟೀನ್ ಆರಂಭಿಸಲು ಅಧಿಕಾರಿಗಳಿಗೆ ಸೂಚನೆ ನೀಡಿದ್ದೇನೆ. ಇಲ್ಲಿ ಕಾರ್ಮಿಕರಿಗೆ 15,000 ರೂ. ವೇತನ ಹಾಗೂ 3,000 ರೂ. ಸ್ಟೈಫಂಡ್ ದೊರೆಯುತ್ತದೆ. ಈ ಬಾರಿ 96 ಕೋಟಿ ರೂ. ಲಾಭವಾಗಿದ್ದರೂ ಕಾರ್ಮಿಕರ ವೇತನ ಹೆಚ್ಚಳ ಮಾಡಿಲ್ಲ. ಅಧಿಕಾರಿಗಳು ಫಾರಿನ್ ಟ್ರಿಪ್ ಮಾಡಲು ಒಂದೂವರೆ ಕೋಟಿ ರೂ. ಖರ್ಚು ಮಾಡಿದ್ದಾರೆ. ಇದರ ಬದಲು ಸಂಬಳ ಹೆಚ್ಚಳ ಮಾಡಬಹುದಿತ್ತು. ಇಂತಹ ಸ್ಥಿತಿಯಲ್ಲಿ 6 ಎಕರೆ ಜಾಗವನ್ನು ಕ್ರೀಡಾಂಗಣಕ್ಕೆ ನೀಡಲಾಗಿದೆ ಎಂದರು.
ಮಹಾರಾಜ ನಾಲ್ವಡಿ ಕೃಷ್ಣರಾಜ ಒಡೆಯರ್ ಇಂಗ್ಲೆಂಡ್ಗೆ ಹೋಗಿ ಅಲ್ಲಿ ರೇಷ್ಮೆ ಸೀರೆಗಳನ್ನು ನೋಡಿ, ಸ್ವಿಜರ್ಲ್ಯಾಂಡ್ನಿಂದ ಯಂತ್ರಗಳನ್ನು ತರಿಸಿ ಇಲ್ಲಿ ಉದ್ಯಮ ಆರಂಭಿಸಿದ್ದರು. ಕ್ರೀಡಾಂಗಣ ನಿರ್ಮಿಸಿದರೆ 430 ಮರಗಳನ್ನು ಕಡಿದುಹಾಕಬೇಕಾಗುತ್ತದೆ. ಕ್ರೀಡಾಂಗಣ ನಿರ್ಮಾಣವಾದರೂ, ಪಕ್ಕದಲ್ಲೇ ಬಾಯ್ಲರ್ ಇರುತ್ತದೆ. ಹೀಗಾಗಿ ಕ್ರೀಡಾಂಗಣದಲ್ಲಿ ಚಟುವಟಿಕೆ ನಡೆಸಲು ಅನುಮತಿ ಸಿಗುವುದಿಲ್ಲ. ಈ ಭಾಗದಲ್ಲಿ ಶುದ್ಧ ನೀರು ಸಿಗುವುದರಿಂದ ಸೀರೆಯ ಗುಣಮಟ್ಟ ಹೆಚ್ಚಿದೆ. ಇಂತಹ ಸ್ಥಳದಲ್ಲೇ ಕ್ರೀಡಾಂಗಣ ಮಾಡಲು ನಿರ್ಧರಿಸಿದ್ದಾರೆ ಎಂದರು.
ಹುಬ್ಬಳ್ಳಿಯಲ್ಲಿ ನಡೆದ ವಿದ್ಯಾರ್ಥಿಗಳ ಪ್ರತಿಭಟನೆಯಲ್ಲೂ ನಾನು ಭಾಗವಹಿಸಿದ್ದೆ. ಈ ಒತ್ತಡದಿಂದಾಗಿ ಸರ್ಕಾರ 56 ಸಾವಿರ ಹುದ್ದೆಗಳ ನೇಮಕಾತಿ ಮಾಡಲು ತೀರ್ಮಾನಿಸಿದೆ. ಸರ್ಕಾರದಲ್ಲಿ ಹಣವಿಲ್ಲದೆ ಈ ಭಾಗದಲ್ಲಿ ಉಪ್ಪಾರ ಭವನ, ಕನಕದಾಸ ಭವನ ನಿರ್ಮಾಣ ಮಾಡಿಲ್ಲ. ಇಂತಹ ಪರಿಸ್ಥಿತಿಯಲ್ಲೂ ಹೊಸದಾಗಿ ಕ್ರೀಡಾಂಗಣ ನಿರ್ಮಿಸಲು ಮುಂದಾಗಿದ್ದಾರೆ. ಪಕ್ಕದಲ್ಲೇ 18 ಎಕರೆ ಸರ್ಕಾರಿ ಜಮೀನು ಲಭ್ಯವಿದ್ದು, ಅಲ್ಲೇ ಕ್ರೀಡಾಂಗಣ ಮಾಡಬಹುದು. ಮೈಸೂರಿನಲ್ಲಿ ಲೇಔಟ್ಗಳನ್ನು ಮಾಡಲು ಭೂಮಿ ದೊರೆಯುತ್ತಿದೆ. ಕಾಂಗ್ರೆಸ್ ಕಚೇರಿ ನಿರ್ಮಿಸಲು ಜಾಗ ಸಿಗುತ್ತಿದೆ. ಆದರೆ ಕ್ರೀಡಾಂಗಣ ಮಾಡಲು ಸರ್ಕಾರಕ್ಕೆ ಜಾಗ ಇಲ್ಲವೇ ಎಂದು ಪ್ರಶ್ನೆ ಮಾಡಿದರು.
ಲಾಭದ ಹಣವನ್ನು ನಿಗಮವನ್ನು ಅಭಿವೃದ್ಧಿ ಮಾಡಲು, ಕಾರ್ಮಿಕರ ಸೌಲಭ್ಯ ಹೆಚ್ಚಿಸಲು ಬಳಸಬೇಕು. ಅದನ್ನು ಬಿಟ್ಟು ವಿದ್ಯುತ್ ನಿಗಮದಲ್ಲಿ ಠೇವಣಿ ಮಾಡಿದ್ದಾರೆ. ಕಾರ್ಖಾನೆಯ ಒಂದು ಇಂಚು ಭೂಮಿ ಕೂಡ ಪರಭಾರೆಯಾಗಲು ಬಿಡುವುದಿಲ್ಲ. ಬಾಬಾ ಸಾಹೇಬ್ ಅಂಬೇಡ್ಕರ್ ತುಳಿತಕ್ಕೊಳಗಾದವರ ಪರವಾಗಿ ಧ್ವನಿ ಎತ್ತಿದ್ದರು. ಅವರು ಎಳೆದ ಸಾಮಾಜಿಕ ನ್ಯಾಯದ ರಥವನ್ನು ನಾವು ಮುಂದೆ ನಡೆಸುತ್ತೇವೆ. ಆದರೆ ಕಾಂಗ್ರೆಸ್ ಇದನ್ನು ಹಿಂದಕ್ಕೆ ಎಳೆಯುತ್ತಿದೆ. ಕಾರ್ಮಿಕರು ಯಾವುದೇ ರೀತಿಯಲ್ಲಿ ಪ್ರತಿಭಟನೆ ಮಾಡಿದರೂ ಅದಕ್ಕೆ ಸಂಪೂರ್ಣ ಬೆಂಬಲ ನೀಡುತ್ತೇವೆ. ಸರ್ಕಾರ ಕಾಂಪೌಂಡ್ ನಿರ್ಮಿಸಿದರೆ, ಮುತ್ತಿಗೆ ಹಾಕುತ್ತೇವೆ. ಮಾರ್ಚ್ 6 ರೊಳಗೆ ಈ ಸಮಸ್ಯೆಯನ್ನು ಬಗೆಹರಿಸದೇ ಇದ್ದಲ್ಲಿ ಅಧಿವೇಶನದಲ್ಲಿ ಈ ಬಗ್ಗೆ ಮಾತಾಡುತ್ತೇನೆ ಎಂದರು.
Withdraw the Plan to Build a Stadium on 6 Acres of KSIC Factory Land in Mysuru: Opposition Leader R. Ashoka
Opposition Leader R. Ashoka said that the proposal to construct a stadium on 6 acres of land belonging to the KSIC corporation factory in Mysuru must be withdrawn. “We will not allow the factory to be shut down,” he asserted.
Speaking while participating in a workers’ protest, he said they are calling for the protection of the Mysore Silk Factory. “This institution has a history of 112 years. This factory is like a mother. The Congress government is trying to cut off the mother’s breast. Local Congress leaders have started a thread-spinning factory here. To benefit that, there is an attempt to shut down the government factory. If Chinese yarn is purchased, commissions are also received there. Around 2,000 workers are employed in this institution. This is a matter of livelihood for the workers,” he said.
He further stated that during his visit to the Channapatna factory, workers informed him that there was no canteen facility. “I immediately instructed officials to start a canteen. Here, workers receive a salary of ₹15,000 and a stipend of ₹3,000. Although the corporation has made a profit of ₹96 crore this time, workers’ wages have not been increased. Officials have spent ₹1.5 crore on foreign trips. Instead, that money could have been used to raise salaries. In such a situation, 6 acres of land have been allocated for a stadium,” he said.
He recalled that Nalvadi Krishnaraja Wadiyar had traveled to England, saw silk sarees there, and brought machinery from Switzerland to start the industry here. “If the stadium is constructed, 430 trees will have to be cut down. Even if it is built, a boiler is located nearby, and permission will not be granted to conduct activities in the stadium. The quality of sarees is superior here because of the availability of pure water. Despite this, a decision has been made to build a stadium at this very location,” he said.
He also mentioned that he had participated in a student protest in Hubballi, and due to that pressure, the government decided to fill 56,000 posts. “Citing lack of funds, the government has not constructed Uppara Bhavan or Kanakadasa Bhavan in this region. Yet, they are moving ahead with plans to build a new stadium. There are 18 acres of government land available nearby, where the stadium could be built. Land is available in Mysuru for developing layouts. Land is also available to construct a Congress office. But is there no land available for the government to build a stadium?” he questioned.
He said the profits should be used to develop the corporation and improve facilities for workers, instead of being deposited in the electricity corporation. “We will not allow even an inch of the factory’s land to be taken away. B. R. Ambedkar raised his voice for the oppressed. We will carry forward the chariot of social justice that he set in motion. But the Congress is pulling it backward. We will fully support any form of protest undertaken by the workers. If the government builds a compound wall, we will lay siege. If the issue is not resolved by March 6, I will raise it in the Assembly,” he said.
