ಪ್ರಗತಿವಾಹಿನಿ ಸುದ್ದಿ: ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರ ಉದ್ಯಾನಗಳಲ್ಲಿ ಶೇ.5 ರಷ್ಟು ಭೂಮಿಯನ್ನು ಮೂಲಸೌಕರ್ಯಕ್ಕೆ ಬಳಸುವ ಮಸೂದೆ ಹಿಂಪಡೆದಿರುವುದು ಬಿಜೆಪಿಯ ಹೋರಾಟಕ್ಕೆ ಸಿಕ್ಕ ಮತ್ತೊಂದು ಜಯ. ಮುಂದೆಯೂ ಉದ್ಯಾನಗಳನ್ನು ಬಳಸುವುದಕ್ಕೆ ಬಿಜೆಪಿ ಅವಕಾಶ ನೀಡುವುದಿಲ್ಲ ಎಂದು ಪ್ರತಿಪಕ್ಷ ನಾಯಕ ಆರ್.ಅಶೋಕ್ ಹೇಳಿದರು.
ಪತ್ರಿಕಾಗೋಷ್ಠಿಯಲ್ಲಿ ಮಾತನಾಡಿದ ಅವರು, ಪಾರ್ಕ್ ಉಳಿಸಿ, ಬೆಂಗಳೂರು ರಕ್ಷಿಸಿ ಎಂಬ ಅಭಿಯಾನ ಮಾಡುವುದಾಗಿ ಬಿಜೆಪಿ ವತಿಯಿಂದ ಘೋಷಣೆ ಮಾಡಲಾಗಿತ್ತು. ಈಗ ರಾಜ್ಯ ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರ ಉದ್ಯಾನಗಳಲ್ಲಿ ಶೇ.5 ರಷ್ಟು ಭೂಮಿಯನ್ನು ಮೂಲಸೌಕರ್ಯಕ್ಕೆ ಬಳಸುವ ಮಸೂದೆ ಹಿಂಪಡೆದಿದೆ. ಈ ಮೂಲಕ, ಒಂದೇ ತಿಂಗಳಲ್ಲಿ ಬಿಜೆಪಿಗೆ ಎರಡು ಜಯ ಸಿಕ್ಕಿದೆ. ಇದು ಶಾರ್ಟ್ ಟರ್ಮ್ ಮುಖ್ಯಮಂತ್ರಿ ಮತ್ತು ಯೂ ಟರ್ನ್ ಸರ್ಕಾರ. ಈ ಮೊದಲು ವಾಲ್ಮೀಕಿ ಅಭಿವೃದ್ಧಿ ನಿಗಮದಲ್ಲಿ ಹಗರಣ ಮಾಡಿದ ಬಿ.ನಾಗೇಂದ್ರ ಅವರ ರಾಜೀನಾಮೆ ಪಡೆಯಲಾಗಿತ್ತು. ಈಗ ಉದ್ಯಾನಗಳನ್ನು ವಾಣಿಜ್ಯೀಕರಣ ಮಾಡಲು ಹೊರಟಿದ್ದ ಸರ್ಕಾರ, ಬಿಜೆಪಿಯ ಹೋರಾಟದ ಎಚ್ಚರಿಕೆಯಿಂದ ಮಸೂದೆಯನ್ನು ವಾಪಸ್ ಪಡೆದಿದೆ. ಅಧಿವೇಶನದಲ್ಲಿ ಈ ಬಗ್ಗೆ ಚರ್ಚಿಸುವ ಅಗತ್ಯವೇ ಇಲ್ಲ. ಉದ್ಯಾನಗಳ ಜಾಗ ನುಂಗುವುದಕ್ಕೆ ನಾವು ಅವಕಾಶ ನೀಡುವುದಿಲ್ಲ. ಇದು ಬೆಂಗಳೂರನ್ನು ಪ್ರೀತಿಸುವ, ಗಾರ್ಡನ್ ಸಿಟಿ ಉಳಿಸುವ ಜನರಿಗೆ ಸಿಕ್ಕಿರುವ ಜಯ ಎಂದರು.
ಪ್ರತಿಯೊಂದರಲ್ಲೂ ಯೂ ಟರ್ನ್ ಮಾಡುವ ಮುಖ್ಯಮಂತ್ರಿಗಳಿಗೆ ಇಂತಹ ಸಲಹೆಗಳನ್ನು ಯಾರು ನೀಡುತ್ತಿದ್ದಾರೆ? ಉದ್ಯಮಿ ಗೌತಮ್ ಅದಾನಿಗೆ ಸುರಂಗ ರಸ್ತೆ ಯೋಜನೆ ನೀಡಲು ಉದ್ಯಾನಗಳನ್ನು ನಾಶ ಮಾಡಲು ಮುಂದಾಗಿದ್ದರು. ಬೆಂಗಳೂರಿನಲ್ಲಿ 1,523 ಉದ್ಯಾನಗಳಿವೆ. 240 ಎಕರೆ ವಿಸ್ತೀರ್ಣ ಇರುವ ಲಾಲ್ಬಾಗ್ನಲ್ಲಿ ಶೇ.5 ರಷ್ಟು ಭೂಮಿ ಎಂದರೆ 12 ಎಕರೆಯಾಗುತ್ತದೆ. 192 ಎಕರೆ ವಿಸ್ತೀರ್ಣ ಇರುವ ಕಬ್ಬನ್ ಉದ್ಯಾನದಲ್ಲಿ ಶೇ.5 ರಷ್ಟು ಭೂಮಿ ಎಂದರೆ 10 ಎಕರೆಯಾಗುತ್ತದೆ. ಲಾಲ್ಬಾಗ್ ನಿರ್ಮಿಸಿದ ಪುಣ್ಯಾತ್ಮರು ಬೆಂಗಳೂರು ಉದ್ಯಾನ ನಗರಿಯಾಗಬೇಕೆಂಬ ಗುರಿ ಇಟ್ಟುಕೊಂಡಿದ್ದರು. ಆಗಿನ ಕಾಲದ ಆಡಳಿತಗಾರರಿಗೆ ಹಸಿರು ಉಳಿಸುವ ಜ್ಞಾನವಿತ್ತು. ಆದರೆ ಈಗಿನ ಮುಖ್ಯಮಂತ್ರಿಗೆ ಹಸಿರು ಕಾಣಿಸದೆ ಕೇವಲ ರಿಯಲ್ ಎಸ್ಟೇಟ್ ಮಾತ್ರ ಕಾಣುತ್ತಿದೆ ಎಂದು ಟೀಕಿಸಿದರು.
ಈ ಕ್ರಮ ಮುಂದಿನ ಪೀಳಿಗೆಗೆ ಮಾರಕವಾಗುತ್ತಿತ್ತು. ಈಗ ಶೇ.5 ರಷ್ಟು ಇರುವ ಭೂ ಬಳಕೆ ಮುಂದೆ ಶೇ.10 ಆಗುತ್ತಿತ್ತು. 1975 ರಲ್ಲಾದ ಉದ್ಯಾನಗಳ ಸಂರಕ್ಷಣೆ ಅಧಿನಿಯಮದಲ್ಲಿ ಹಸಿರು ಹೆಚ್ಚಬೇಕು, ರಾಜ್ಯದಲ್ಲಿ ಶೇ.30 ಕ್ಕಿಂತ ಅಧಿಕ ಹಸಿರು ಇರಬೇಕು ಎಂಬ ಉದ್ದೇಶವಿದೆ. ಹಸಿರು ಕಡಿಮೆಯಾದಂತೆ ನಗರದಲ್ಲಿ ಪ್ರವಾಹ ಹೆಚ್ಚಿದೆ. ಎಚ್ಎಸ್ಆರ್ ಲೇಔಟ್, ಜಯನಗರ, ಹೆಬ್ಬಾಳ ಮೊದಲಾದ ಪ್ರದೇಶಗಳು ಮಳೆಯಿಂದ ಮುಳುಗುತ್ತಿದೆ. ಸುರಂಗ ರಸ್ತೆ ಯೋಜನೆ ಜಾರಿಯಾದರೆ ಇಡೀ ನಗರ ಮುಳುಗಡೆಯಾಗಲಿದೆ. ರಾಜಕಾಲುವೆಯ ಹೂಳು ತೆಗೆಯದೆ, ಒಳಚರಂಡಿ ವ್ಯವಸ್ಥೆ ಸರಿಪಡಿಸದೆ ಸುರಂಗ ರಸ್ತೆ ಯೋಜನೆ ಜಾರಿ ಮಾಡಲಾಗುತ್ತಿದೆ. ಇದರಿಂದಾಗಿ ರಸ್ತೆಗಳು ಸ್ಟೋರೇಜ್ ಟ್ಯಾಂಕ್ಗಳಾಗಲಿವೆ ಎಂದರು.
ಉದ್ಯಾನಗಳನ್ನು ಇನ್ನಷ್ಟು ಹೆಚ್ಚಿಸುತ್ತೇನೆ ಎಂದು ಮುಖ್ಯಮಂತ್ರಿ ಡಿ.ಕೆ.ಶಿವಕುಮಾರ್ ಘೋಷಣೆ ಮಾಡಬೇಕಿತ್ತು. ಅದನ್ನು ಬಿಟ್ಟು ಉದ್ಯಾನಗಳನ್ನು, ಮರಗಳನ್ನು ನಾಶ ಮಾಡುತ್ತಿದ್ದಾರೆ. ಬೆಂಗಳೂರಿನ ಜನರು ಇದರಿಂದ ರೊಚ್ಚಿಗೆದ್ದಿದ್ದಾರೆ. ನಾವು ಹೋರಾಟವನ್ನು ಘೋಷಣೆ ಮಾಡಿದ್ದಕ್ಕೆ ಜನರಿಂದ ಬೆಂಬಲ ಸಿಕ್ಕಿದೆ. ಎಲ್ಲ ಶಾಸಕರು, ಮಾಜಿ ಕಾರ್ಪೊರೇಟರ್ಗಳು ಉದ್ಯಾನಗಳಲ್ಲಿ ಪ್ರತಿಭಟನೆಗೆ ಸಜ್ಜಾಗಿದ್ದರು. 5 ಲಕ್ಷ ಸಹಿ ಸಂಗ್ರಹದ ಗುರಿ ಇತ್ತು. ಯೋಗ ಕ್ಲಬ್, ನಗೆಕೂಟಗಳನ್ನು ಸಂಪರ್ಕಿಸಲಾಗಿತ್ತು. ಇದು ದೊಡ್ಡ ಹೋರಾಟವಾಗುತ್ತಿತ್ತು. ಇದರಿಂದ ಬೆದರಿದ ಸರ್ಕಾರ ಮಸೂದೆ ಹಿಂಪಡೆದಿದೆ. ಇನ್ನು ಮುಂದೆಯೂ ಮತ್ತೆ ಈ ಮಸೂದೆ ತರಬಾರದು ಎಂದರು.
ಏಳು ದಿನ ಅಧಿವೇಶನ ಬೇಕಿದೆ
ಬರಗಾಲಕ್ಕೆ ಪರಿಹಾರ, ನೈಸ್ ಟೋಲ್, ಗೃಹಲಕ್ಷ್ಮಿ ಹಣ ಬಾಕಿ, ಕಸ್ತೂರಿ ರಂಗನ್ ವರದಿ ಮೊದಲಾದ ವಿಷಯಗಳು ಚರ್ಚೆಯಾಗಬೇಕಿದೆ. ಆದ್ದರಿಂದ ಮೂರು ದಿನಗಳ ಬದಲು ಏಳು ದಿನಗಳ ಅಧಿವೇಶನ ನಡೆಸಬೇಕು. ಈ ಎಲ್ಲ ವಿಷಯಗಳ ಬಗ್ಗೆ ಸುದೀರ್ಘವಾದ ಚರ್ಚೆ ಮಾಡಬೇಕು ಎಂದು ಆಗ್ರಹಿಸಿದರು.
ಬರಗಾಲದ ಪರಿಹಾರಕ್ಕಾಗಿ ಕೇಂದ್ರ ಸರ್ಕಾರಕ್ಕೆ ಇನ್ನೂ ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರ ವರದಿ ಸಲ್ಲಿಸಿಲ್ಲ. ಕೇಂದ್ರ ಸರ್ಕಾರಕ್ಕೆ ಪತ್ರ ಬರೆಯಬೇಕಿಲ್ಲ. ರೈತರು ಈಗಾಗಲೇ ಎಲ್ಲ ಕಡೆ ಪ್ರತಿಭಟನೆ ಮಾಡುತ್ತಿದ್ದಾರೆ. ಸಿಎಂ ಡಿ.ಕೆ.ಶಿವಕುಮಾರ್ ಹಳ್ಳಿಗಳಿಗೆ ಹೋಗಿ ಹೊಲದಲ್ಲಿ ಕುಳಿತು ಫೋಟೋ ಸೆಶನ್ ಮಾಡುತ್ತಿದ್ದಾರೆ. ಅದರ ಬದಲು ಪರಿಹಾರ ನೀಡಿ ರೈತರು ಪ್ರತಿಭಟಿಸದಂತೆ ಮಾಡಬೇಕಿದೆ. ಎರಡೂವರೆ ಸಾವಿರ ರೈತರು ಆತ್ಮಹತ್ಯೆ ಮಾಡಿಕೊಂಡಿದ್ದು, ಇಡೀ ದೇಶದಲ್ಲಿ ಎರಡನೇ ಸ್ಥಾನದಲ್ಲಿದ್ದೇವೆ. ಒಬ್ಬ ಮಾಜಿ ಯೋಧ ಕೃಷಿ ಜಮೀನಿಗೆ ಆಗ್ರಹಿಸಿ ಆತ್ಮಹತ್ಯೆಗೆ ಯತ್ನಿಸಿದ್ದು, ಅವರನ್ನು ಪೊಲೀಸರು ವಶಕ್ಕೆ ಪಡೆದು, ಈಗ ಯೋಧ ಐಸಿಯುನಲ್ಲಿದ್ದಾರೆ. ಆದರೆ ಸಚಿವ ಡಾ.ಜಿ.ಪರಮೇಶ್ವರ್ ಇನ್ನೂ ಗೊತ್ತಿಲ್ಲ, ವರದಿ ತರಿಸುತ್ತೇನೆ ಎನ್ನುತ್ತಿದ್ದಾರೆ. ಜಮೀನು ಎಂದಾಕ್ಷಣ ಅದು ಕಂದಾಯ ಇಲಾಖೆಯ ವ್ಯಾಪ್ತಿಗೆ ಬರುತ್ತದೆ. ಅದಕ್ಕೆ ಇನ್ನೂ ಉತ್ತರ ನೀಡಿಲ್ಲ. ಕಾರ್ಗಿಲ್ ಯುದ್ಧದಲ್ಲಿ ಹೋರಾಡಿದ ಯೋಧನನ್ನು ಅಮಾನವೀಯವಾಗಿ ನಡೆಸಿಕೊಳ್ಳುವುದು ಸರಿಯಲ್ಲ ಎಂದರು.
ಸಮಾಜ ಕಲ್ಯಾಣ ಇಲಾಖೆಯಲ್ಲಾಗಿರುವ ಭ್ರಷ್ಟಾಚಾರವನ್ನು ಮಾಧ್ಯಮಗಳು ಬಯಲು ಮಾಡಿದೆ. ಈ ಬಗ್ಗೆಯೂ ನಾವು ಹೋರಾಟ ಮಾಡುತ್ತೇವೆ. ಆರೋಗ್ಯ ಸಚಿವ ಯು.ಟಿ.ಖಾದರ್ ಹೋಟೆಲ್ಗಳಲ್ಲಿ ಪರೀಕ್ಷೆ ಮಾಡಿದಂತೆಯೇ ಹಾಸ್ಟೆಲ್ಗಳಲ್ಲಿ ಆಹಾರ ಪರೀಕ್ಷೆ ಮಾಡಬೇಕು. ಈ ಬಗ್ಗೆ ಸರ್ಕಾರ ಬೆಳಕು ಚೆಲ್ಲಬೇಕು. ಅದನ್ನು ಬಿಟ್ಟು ಹೋಟೆಲ್ಗಳಿಗೆ ಮಾತ್ರ ಭೇಟಿ ನೀಡುತ್ತಿದ್ದಾರೆ. ಕೇವಲ ಫೈವ್ ಸ್ಟಾರ್ ಕಡೆ ಹೋಗುವುದಲ್ಲ, ಬಡ ವಿದ್ಯಾರ್ಥಿಗಳ ಕಡೆಗೂ ಗಮನ ನೀಡಲಿ ಎಂದು ಒತ್ತಾಯಿಸಿದರು.
5% Land-Use Bill for Parks Withdrawn; Another Victory for BJP’s Fight: Leader of Opposition R. Ashoka
Leader of Opposition R. Ashoka said that the Congress government’s decision to withdraw the Bill allowing 5% of park land to be used for infrastructure is another victory for the BJP’s struggle. He said the BJP would continue to oppose any attempt to use park land in the future.
Speaking at a press conference, he said the BJP had announced the “Save Parks, Save Bengaluru” campaign. Now, the state Congress government has withdrawn the Bill permitting 5% of park land to be used for infrastructure. This has given the BJP two victories in a single month. This is a “short-term Chief Minister” and a “U-turn government.” Earlier, B. Nagendra, who was involved in the Valmiki Development Corporation scam, had been made to resign. Now, the government, which had attempted to commercialise parks, has withdrawn the Bill in the face of the BJP’s warning and agitation. There is no need to discuss this issue in the Assembly session. We will not allow park land to be encroached upon. This is a victory for people who love Bengaluru and want to preserve the Garden City, he said.
Who is advising the Chief Minister, who keeps taking U-turns on every issue, he asked. The government had moved to destroy parks to facilitate a tunnel-road project for industrialist Gautam Adani. Bengaluru has 1,523 parks. Lalbagh has an area of 240 acres, so 5% would amount to 12 acres. Cubbon Park has an area of 192 acres, so 5% would amount to 10 acres. The vision of those who created Lalbagh was to make Bengaluru a garden city. The administrators of that era had the wisdom to preserve greenery. But the present Chief Minister does not see greenery; he sees only real estate, he criticised.
This move would have been disastrous for future generations. The 5% land-use provision could eventually have become 10%. The Parks Conservation Act enacted in 1975 was intended to increase green cover and ensure that more than 30% of the state remains green. As green cover decreases, flooding in the city has increased. Areas such as HSR Layout, Jayanagar and Hebbal are being flooded during rains. If the tunnel-road project is implemented, the entire city will be at risk of flooding. The government is proceeding with the tunnel-road project without desilting stormwater drains or improving the drainage system. As a result, roads will turn into storage tanks, he said.
Chief Minister D.K. Shivakumar should have announced that he would increase the number of parks. Instead, parks and trees are being destroyed. The people of Bengaluru are angry about this. When we announced the agitation, we received strong public support. All MLAs and former corporators were preparing to hold protests in parks. We had set a target of collecting five lakh signatures. Yoga clubs and laughter clubs had also been contacted. This would have become a major movement. Fearing the consequences, the government withdrew the Bill. The government should not bring this Bill back again in the future, he said.
Seven-Day Assembly Session Needed
Issues such as drought relief, NICE toll, pending Gruha Lakshmi payments and the Kasturirangan Report need to be discussed. Therefore, instead of a three-day session, a seven-day Assembly session should be held. All these issues require detailed discussion, he demanded.
The Congress government has still not submitted a report to the Union Government seeking drought relief. There is no need merely to write letters to the Centre. Farmers are already protesting across the state. Chief Minister D.K. Shivakumar is visiting villages and sitting in fields for photo sessions. Instead, the government should provide relief and ensure that farmers do not have to protest. Around 2,500 farmers have died by suicide, putting Karnataka in second place in the country. A former soldier attempted suicide demanding agricultural land. He was taken into police custody and is now in the ICU. However, Minister Dr. G. Parameshwara is still saying that he does not know about the matter and that he will obtain a report. Whenever land is involved, it comes under the jurisdiction of the Revenue Department. No answer has been given on this yet. It is unacceptable to treat a soldier who fought in the Kargil War in an inhuman manner, he said.
The media has exposed corruption in the Social Welfare Department. We will also fight on this issue. Just as Health Minister U.T. Khader conducts inspections of food in hotels, he should also conduct food inspections in hostels. The government must shed light on this issue. Instead, he is visiting only hotels. He should not focus only on five-star establishments but also pay attention to poor students, he demanded.
