*ರೈತರ ಸಮಾಧಿ ಮೇಲೆ ಸಾಧನಾ ಸಮಾವೇಶ ನಡೆಸುತ್ತಿರುವ ಕಾಂಗ್ರೆಸ್ಗೆ ನೈತಿಕತೆ ಇಲ್ಲ: ಪ್ರತಿಪಕ್ಷ ನಾಯಕ ಆರ್.ಅಶೋಕ ವಾಗ್ದಾಳಿ*
ಪ್ರಗತಿವಾಹಿನಿ ಸುದ್ದಿ: ರಾಜ್ಯದಲ್ಲಿ ರೈತರು ಬೆಳೆ ಹಾನಿಯಿಂದ ಸಂಕಷ್ಟಕ್ಕೆ ಸಿಲುಕಿ ಆತ್ಮಹತ್ಯೆ ಮಾಡಿಕೊಳ್ಳುತ್ತಿರುವ ಸಂದರ್ಭದಲ್ಲಿ ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರ ಸಾಧನಾ ಸಮಾವೇಶ ನಡೆಸುತ್ತಿರುವುದು ರೈತರ ಸಮಾಧಿ ಮೇಲೆ ರಾಜಕೀಯ ಮಾಡುವಂತಾಗಿದೆ ಎಂದು ಪ್ರತಿಪಕ್ಷ ನಾಯಕ ಆರ್.ಅಶೋಕ ವಾಗ್ದಾಳಿ ನಡೆಸಿದರು.
ಪತ್ರಿಕಾಗೋಷ್ಠಿಯಲ್ಲಿ ಮಾತನಾಡಿದ ಅವರು, ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರದ ಗ್ಯಾರೆಂಟಿಗಳು ಈಗ ರೈತರಿಗೆ “ಆತ್ಮಹತ್ಯೆ ಗ್ಯಾರೆಂಟಿ”, “ಬೆಳೆ ಪರಿಹಾರ ಸಿಗದ ಗ್ಯಾರೆಂಟಿ”, “ನೀರಿಲ್ಲದ ಗ್ಯಾರೆಂಟಿ” ಹಾಗೂ “ಮೂರು ಫೇಸ್ ವಿದ್ಯುತ್ ಸಿಗದ ಗ್ಯಾರೆಂಟಿ”ಗಳಾಗಿ ಪರಿಣಮಿಸಿವೆ. ಕಳೆದ ಮೂರು ವರ್ಷಗಳಿಂದ ಸರ್ಕಾರ ರೈತ ವಿರೋಧಿ ಧೋರಣೆ ಅನುಸರಿಸುತ್ತಿದ್ದು, ಬಜೆಟ್ನಲ್ಲಿಯೂ ರೈತರಿಗೆ ಸಮರ್ಪಕ ಅನುದಾನ ನೀಡಿಲ್ಲ. ಚುನಾವಣಾ ಘೋಷಣಾಪತ್ರದಲ್ಲಿ ರೈತರಿಗೆ ಹೆಚ್ಚಿನ ನೆರವು ನೀಡುವುದಾಗಿ ಹೇಳಿದ್ದರೂ ಎಲ್ಲವೂ ಶೂನ್ಯವಾಗಿದೆ ಎಂದರು.
ಹೆಕ್ಟೇರ್ ಗಟ್ಟಲೆ ಕೃಷಿ ಭೂಮಿ ನಾಶ, ರೈತರ ನೋವಿಗೆ ಕಿವಿಗೊಡದ ರಾಜ್ಯ ಸರ್ಕಾರ
ಹಾವೇರಿ ಜಿಲ್ಲೆಯಲ್ಲಿ 1,235 ಹೆಕ್ಟೇರ್, ಕೋಲಾರದಲ್ಲಿ 832 ಹೆಕ್ಟೇರ್, ಬೆಳಗಾವಿಯಲ್ಲಿ 324 ಹೆಕ್ಟೇರ್, ಕೊಪ್ಪಳದಲ್ಲಿ 100 ಹೆಕ್ಟೇರ್ ಸೇರಿದಂತೆ ಕಲಬುರಗಿ, ಚಿತ್ರದುರ್ಗ, ಬಾಗಲಕೋಟೆ, ದಾವಣಗೆರೆ, ಯಾದಗಿರಿ ಹಾಗೂ ಶಿವಮೊಗ್ಗ ಜಿಲ್ಲೆಗಳಲ್ಲಿ ಭಾರೀ ಬೆಳೆ ಹಾನಿಯಾಗಿದೆ. ದ್ರಾಕ್ಷಿ, ಬಾಳೆ, ಕಲ್ಲಂಗಡಿ, ತೆಂಗು, ಮಾವು, ಅಡಿಕೆ ಹಾಗೂ ಟೊಮ್ಯಾಟೊ ಬೆಳೆಗಳು ನಾಶವಾಗಿವೆ. ಆದರೆ ಇದುವರೆಗೆ ಒಬ್ಬ ಅಧಿಕಾರಿಯೂ ಸ್ಥಳಕ್ಕೆ ಭೇಟಿ ನೀಡಿ ರೈತರಿಗೆ ಸಾಂತ್ವನ ಹೇಳಿಲ್ಲ, ಪರಿಹಾರ ಪ್ರಕ್ರಿಯೆಯನ್ನೂ ಆರಂಭಿಸಿಲ್ಲ ಎಂದು ಆರೋಪಿಸಿದರು. ಕಳೆದ ವರ್ಷದ ಮಳೆಯಿಂದ ಹಾನಿಗೊಳಗಾದ ಬಾಳೆ ಬೆಳೆಗೂ ಇನ್ನೂ ಪರಿಹಾರ ಸಿಕ್ಕಿಲ್ಲ. ಒಂದು ವರ್ಷ ಕಳೆದರೂ ಸರ್ಕಾರ ಸ್ಪಂದಿಸದಿರುವುದು ರೈತರ ಮೇಲಿನ ನಿರ್ಲಕ್ಷ್ಯದ ಪರಮಾವಧಿಯಾಗಿದೆ ಎಂದರು.
ರೈತರು ಸಂಕಷ್ಟದಲ್ಲಿದ್ದಾಗ ಅವರ ಮನೆಗಳಿಗೆ ತೆರಳಿ ಧೈರ್ಯ ಹೇಳದ ಸಚಿವರು, ಈಗ ಸಾಧನಾ ಸಮಾವೇಶಕ್ಕಾಗಿ ಮನೆ ಮನೆಗೆ ಆಹ್ವಾನ ಪತ್ರಿಕೆ ಹಂಚುತ್ತಿದ್ದಾರೆ. ಜನಸ್ಪಂದನ ಕಾರ್ಯಕ್ರಮ ಮಾಡುತ್ತೇವೆ ಎಂದಿದ್ದ ಸರ್ಕಾರಕ್ಕೆ ಈಗ ಜನರೇ ಬಡಿಗೆ ಹಿಡಿದು ಸ್ಪಂದನೆ ನೀಡುವ ಕಾಲ ಬಂದಿದೆ ಎಂದು ವ್ಯಂಗ್ಯವಾಡಿದರು.
ಸಮಾವೇಶದ ಹೆಸರಲ್ಲಿ ಕೋಟಿ ಕೋಟಿ ಲೂಟಿ
ಪ್ರಕೃತಿ ವಿಕೋಪ ಪರಿಹಾರಕ್ಕಾಗಿ 5,000 ಕೋಟಿ ರೂ. ಮೀಸಲಿಡುತ್ತೇವೆ ಎಂದು ಹೇಳಿದ್ದ ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರ ಒಂದು ನಯಾಪೈಸೆಯನ್ನೂ ಠೇವಣಿ ಇಟ್ಟಿಲ್ಲ. ಕಳೆದ ವರ್ಷದ ಬೆಳೆ ಪರಿಹಾರವೇ ಇನ್ನೂ ರೈತರಿಗೆ ತಲುಪಿಲ್ಲ. ಆದರೆ ಬಳ್ಳಾರಿಯಲ್ಲಿ ನಡೆದ ಸಮಾವೇಶಕ್ಕೆ 20 ಕೋಟಿ ರೂ. ಖರ್ಚು ಮಾಡಲಾಗಿದೆ. ಈಗ ತುಮಕೂರು ಸಮಾವೇಶಕ್ಕೆ ಜಿಲ್ಲಾಡಳಿತದಿಂದಲೇ 12 ಕೋಟಿ ರೂ. ಕೇಳಲಾಗಿದೆ. ಇದು ಕಾಂಗ್ರೆಸ್ ಪಕ್ಷದ ಸಮಾವೇಶವಾಗಿದ್ದರೂ ಸರ್ಕಾರದ ಹಣ ದುರುಪಯೋಗ ಮಾಡಲಾಗುತ್ತಿದೆ ಎಂದು ದೂರಿದರು.
ಸಮಾವೇಶದ ಹೆಸರಿನಲ್ಲಿ ಜನರ ತೆರಿಗೆ ಹಣವನ್ನು ಲೂಟಿ ಮಾಡಲಾಗುತ್ತಿದೆ. ಬಳ್ಳಾರಿಯಲ್ಲಿ ನಡೆದದ್ದೂ ಕಾಂಗ್ರೆಸ್ ಪಕ್ಷದ ಕಾರ್ಯಕ್ರಮ, ಈಗ ನಡೆಯುತ್ತಿರುವುದೂ ಕಾಂಗ್ರೆಸ್ ಕಾರ್ಯಕ್ರಮವೇ. ಬಿಜೆಪಿ ಅಥವಾ ಜೆಡಿಎಸ್ ಬಾವುಟ ಎಲ್ಲಿಯೂ ಕಾಣುವುದಿಲ್ಲ. ಆದರೂ ಸರ್ಕಾರದ ಹಣ ಬಳಸಲಾಗುತ್ತಿದೆ. 12 ಕೋಟಿ ರೂ.ಗಳಲ್ಲಿ 8 ಕೋಟಿ ರೂ. ದೋಚುವ ಉದ್ದೇಶದಿಂದಲೇ ಈ ಸಮಾವೇಶ ಮಾಡಲಾಗುತ್ತಿದೆ ಎಂದು ಆರೋಪಿಸಿದರು.
ರಾಜ್ಯದಲ್ಲಿ ಕೃಷಿ ವೃದ್ಧಿ ದರ ಪಾತಾಳಕ್ಕೆ
ಬಿಜೆಪಿ ಸರ್ಕಾರದ ಅವಧಿಯಲ್ಲಿ ರಾಜ್ಯದ ಕೃಷಿ ವೃದ್ಧಿದರ (GVA) 17% ಇತ್ತು. ಆದರೆ ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರದ ಅವಧಿಯಲ್ಲಿ ಅದು 10.4%ಕ್ಕೆ ಕುಸಿದಿದೆ. ಕೃಷಿ ಕ್ಷೇತ್ರ ಕುಸಿತಕ್ಕೆ ಸಿದ್ದರಾಮಯ್ಯ ನೇತೃತ್ವದ ಸರ್ಕಾರದ ದುರಾಡಳಿತ ಹಾಗೂ ಭ್ರಷ್ಟಾಚಾರವೇ ಕಾರಣ. ರೈತರಿಗೆ ನೀಡಬೇಕಾದ ಹಾಲು ಪ್ರೋತ್ಸಾಹಧನದ 700 ಕೋಟಿ ರೂ. ಬಾಕಿಯಿದೆ. ಬಿತ್ತನೆ ಬೀಜಗಳ ಬೆಲೆ 60% ಏರಿಕೆಯಾಗಿದೆ. ರೈತರನ್ನು ಬೀದಿಗೆ ತರುವ ಕೆಲಸವನ್ನು ಸರ್ಕಾರ ಮಾಡುತ್ತಿದೆ ಎಂದರು.
ದೇಶದಲ್ಲಿ ರೈತರ ಆತ್ಮಹತ್ಯೆ ಪ್ರಮಾಣ 2.22% ಕಡಿಮೆಯಾಗಿದ್ದರೆ, ಕರ್ನಾಟಕದಲ್ಲಿ ಮಾತ್ರ 22.61% ಹೆಚ್ಚಳವಾಗಿದೆ. 2023ರಲ್ಲಿ 2,423 ರೈತರ ಆತ್ಮಹತ್ಯೆ ಪ್ರಕರಣಗಳಿದ್ದರೆ, 2024ರಲ್ಲಿ ಅದು 2,971ಕ್ಕೆ ಏರಿಕೆಯಾಗಿದೆ. ರೈತರ ಆತ್ಮಹತ್ಯೆಯಲ್ಲಿ ಕರ್ನಾಟಕ ದೇಶದಲ್ಲೇ ಎರಡನೇ ಸ್ಥಾನದಲ್ಲಿದೆ ಎಂದು NCRB ವರದಿ ಹೇಳಿದೆ. ಇದು ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರದ “ಆರನೇ ಗ್ಯಾರೆಂಟಿ” ಎಂದು ಕಿಡಿಕಾರಿದರು.
ಕೇಂದ್ರ ಸರ್ಕಾರ ನೀಡಿರುವ ಗೊಬ್ಬರವನ್ನು ಕಾಳಸಂತೆಯಲ್ಲಿ ಮಾರಾಟ ಮಾಡಲಾಗುತ್ತಿದೆ. ನಂಜನಗೂಡು ಸೇರಿದಂತೆ ಹಲವು ಕಡೆಗಳಲ್ಲಿ ಇದು ಸಾಬೀತಾಗಿದೆ. ಬಳ್ಳಾರಿ, ಕಲಬುರಗಿ ಸೇರಿದಂತೆ ಅನೇಕ ಜಿಲ್ಲೆಗಳಲ್ಲಿ ಕಾಳಸಂತೆ ಜಾಲ ಸಕ್ರಿಯವಾಗಿದೆ. ರೈತರಿಗೆ ನೀಡಬೇಕಿದ್ದ ಸಬ್ಸಿಡಿಗಳನ್ನೂ ಸರ್ಕಾರ ನಿಲ್ಲಿಸಿದೆ ಎಂದರು.
ರೈತ ಪರ ಯೋಜನೆ ಸ್ಥಗಿತಗೊಳಿಸಿದ ರೈತ ವಿರೋಧಿ ಸರ್ಕಾರ
ಬಿಜೆಪಿ ಸರ್ಕಾರದ ಅವಧಿಯಲ್ಲಿ ರೈತರ ಖಾತೆಗೆ ವರ್ಷಕ್ಕೆ 4,000 ರೂ. ನೇರ ಹಣ ಜಮಾ ಮಾಡಲಾಗುತ್ತಿತ್ತು. ರೈತರ ಮಕ್ಕಳಿಗಾಗಿ ವಿದ್ಯಾನಿಧಿ ಯೋಜನೆಯೂ ಇತ್ತು. ಆದರೆ ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರ ಎಲ್ಲವನ್ನೂ ಸ್ಥಗಿತಗೊಳಿಸಿದೆ. ರೈತರ ಪಾಲಿಗೆ ಈ ಸರ್ಕಾರ ಸತ್ತು ಹೋಗಿದೆ.
ಇಂದು ಕೇಂದ್ರ ಸರ್ಕಾರ 17 ಬೆಳೆಗಳಿಗೆ ಕನಿಷ್ಠ ಬೆಂಬಲ ಬೆಲೆ (MSP) ಹೆಚ್ಚಳ ಮಾಡಿ ರೈತರ ಪರ ನಿಂತಿದೆ. ಸಂಕಷ್ಟದ ಸಮಯದಲ್ಲಿಯೂ ರೈತರಿಗೆ ನೆರವಾಗುವ ಉದ್ದೇಶದಿಂದ ದ್ವಿದಳ ಧಾನ್ಯಗಳು ಹಾಗೂ ಎಣ್ಣೆ ಬೀಜಗಳ ಬೆಂಬಲ ಬೆಲೆಯನ್ನು ಹೆಚ್ಚಿಸಲಾಗಿದೆ. ಭತ್ತದ ಬೆಂಬಲ ಬೆಲೆಯನ್ನು 2,369 ರೂ.ಗಳಿಂದ 2,441 ರೂ.ಗೆ ಏರಿಕೆ ಮಾಡಲಾಗಿದೆ. ಹೈಬ್ರಿಡ್ ಜೋಳದ ಬೆಲೆಯನ್ನು 3,699 ರೂ.ಗಳಿಂದ 4,023 ರೂ.ಗೆ ಹೆಚ್ಚಿಸಿ 324 ರೂ. ಹೆಚ್ಚಳ ಮಾಡಲಾಗಿದೆ. ಮಾಲ್ದಂಡಿ ಜೋಳಕ್ಕೂ 324 ರೂ. ಹೆಚ್ಚಳ ಮಾಡಲಾಗಿದೆ. ಸಜ್ಜೆಗೆ 319 ರೂ. ಹೆಚ್ಚಳ ಮಾಡಲಾಗಿದ್ದು, ರಾಗಿ ಬೆಂಬಲ ಬೆಲೆಯನ್ನು 4,266 ರೂ.ಗಳಿಂದ 5,205 ರೂ.ಗೆ ಏರಿಕೆ ಮಾಡಲಾಗಿದೆ. ಮೆಕ್ಕೆಜೋಳ, ತೊಗರಿ, ಉದ್ದು, ಹೆಸರು, ನೆಲಗಡಲೆ, ಸೂರ್ಯಕಾಂತಿ ಬೀಜ, ಎಳ್ಳು, ಕುಸುಬೆ, ಹತ್ತಿ ಹಾಗೂ ಸೋಯಾಬಿನ್ ಸೇರಿದಂತೆ ಹಲವು ಬೆಳೆಗಳಿಗೆ ಕೇಂದ್ರ ಸರ್ಕಾರ MSP ಹೆಚ್ಚಿಸಿ ರೈತರ ನೆರವಿಗೆ ಬಂದಿದೆ.
ಮಾವು ಬೆಳೆ ಹಾನಿಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ಕೇಂದ್ರ ಸಚಿವ ಪ್ರಹ್ಲಾದ್ ಜೋಶಿ ಮಾತನಾಡಿದ ಬಳಿಕವೇ ರಾಜ್ಯ ಸರ್ಕಾರ ಪರಿಹಾರ ಘೋಷಣೆ ಮಾಡಿದೆ. ಮೊದಲು ರಾಜ್ಯ ಸರ್ಕಾರವೇ ರೈತರಿಗೆ ನೆರವು ನೀಡಬೇಕಾಗಿತ್ತು. ಆದರೆ ಕೇಂದ್ರ ಸರ್ಕಾರ ಕ್ರಮ ಕೈಗೊಂಡ ನಂತರ ಮಾತ್ರ ತಮ್ಮ ಮರ್ಯಾದೆ ಉಳಿಸಿಕೊಳ್ಳಲು ರಾಜ್ಯ ಸರ್ಕಾರ ಬೆಂಬಲ ಬೆಲೆ ಹಾಗೂ ಪರಿಹಾರದ ಘೋಷಣೆ ಮಾಡಿರುವುದು ವಿಪರ್ಯಾಸ ಎಂದರು.
ಪ್ರಧಾನಮಂತ್ರಿ ಕಿಸಾನ್ ಸಮ್ಮಾನ್ ಯೋಜನೆಯಡಿ ರಾಜ್ಯದ 54 ಲಕ್ಷ ರೈತರು ಲಾಭ ಪಡೆದಿದ್ದಾರೆ. ಕೃಷಿ ಸಾಲ ಕಾರ್ಡ್ ಯೋಜನೆಯಡಿ 49 ಲಕ್ಷ ರೈತರಿಗೆ ಕಾರ್ಡ್ ವಿತರಿಸಲಾಗಿದೆ. ರಸಗೊಬ್ಬರ ಖರೀದಿಗೆ 12,500 ಕೋಟಿ ರೂ., ನಗದು ಸಬ್ಸಿಡಿಯಾಗಿ 14,000 ಕೋಟಿ ರೂ., ನಬಾರ್ಡ್ ಮೂಲಕ 8,000 ಕೋಟಿ ರೂ. ಸೇರಿದಂತೆ ಕೇಂದ್ರ ಸರ್ಕಾರ ರಾಜ್ಯದ ರೈತರಿಗೆ ಅಪಾರ ನೆರವು ನೀಡಿದೆ. ಒಂದು ಕಡೆ ಕೇಂದ್ರ ಸರ್ಕಾರ ರೈತರ ಖಾತೆಗೆ ನೇರ ಹಣ ಜಮಾ ಮಾಡುತ್ತಿದ್ದರೆ, ಮತ್ತೊಂದು ಕಡೆ ರಾಜ್ಯ ಸರ್ಕಾರ ಉಚಿತ ಯೋಜನೆಗಳ ಹೆಸರಿನಲ್ಲಿ ತೆರಿಗೆ ಹೆಚ್ಚಿಸಿ ಜನರ ಹಣವನ್ನು ವಾಪಸ್ ಲೂಟಿ ಮಾಡುತ್ತಿದೆ. ರೈತರ ಆತ್ಮಹತ್ಯೆಗೆ ರಾಜ್ಯ ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರದ ದುರಾಡಳಿತವೇ ನೇರ ಕಾರಣ ಎಂದು ಆರೋಪಿಸಿದರು.
ಗ್ಯಾರೆಂಟಿ ಯೋಜನೆಗಳ ಅನುಷ್ಠಾನಕ್ಕಾಗಿ ಕಾಂಗ್ರೆಸ್ ಕಾರ್ಯಕರ್ತರಿಗೆ 150 ಕೋಟಿ ರೂ. ನೀಡಲಾಗುತ್ತಿದೆ. ಸಾರಿಗೆ ನೌಕರರಿಗೆ ಸಂಬಳ ನೀಡಲು, ಪಿಂಚಣಿ ನೀಡಲು ಹಣವಿಲ್ಲವೆಂದು ಹೇಳುವ ಸರ್ಕಾರ ಸಮಾವೇಶಗಳಿಗೆ ಮಾತ್ರ ಕೋಟಿ ಕೋಟಿ ಹಣ ವೆಚ್ಚ ಮಾಡುತ್ತಿದೆ. ಕಳೆದ ಬಾರಿ 20 ಕೋಟಿ ರೂ., ಈಗ 12 ಕೋಟಿ ರೂ., ಮುಂದಿನ ಬಾರಿ 40 ಕೋಟಿ ರೂ. ಖರ್ಚು ಮಾಡುವ ಸಿದ್ಧತೆ ನಡೆಯುತ್ತಿದೆ. ಇದು ಕರ್ನಾಟಕದ ತೆರಿಗೆದಾರರ ಹಣದ ದುರ್ಬಳಕೆ ಎಂದು ಕಿಡಿಕಾರಿದರು.
ಯಾವ ರೈತ ಸಂಘಟನೆ, ಅಂಗನವಾಡಿ ನೌಕರರು ಅಥವಾ ಸಾರ್ವಜನಿಕರು ಸಮಾವೇಶ ನಡೆಸುವಂತೆ ಕೇಳಿದ್ದಾರೆ? ಯಾರೂ ಕೇಳದೇ ಇದ್ದರೂ ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರ ಜನರ ಹಣದಲ್ಲಿ ಸಂಭ್ರಮಾಚರಣೆ ನಡೆಸುತ್ತಿದೆ ಎಂದು ಪ್ರಶ್ನಿಸಿದರು.
ಬೆಳ್ಳಿ ಕಿರೀಟ, ಚಿನ್ನದ ಕಿರೀಟ, ಮಲ್ಲಿಗೆ ಹಾರ ಹಾಗೂ ಔತಣಕೂಟಗಳಿಗಾಗಿ ಈ ಸಮಾವೇಶ ನಡೆಸಲಾಗುತ್ತಿದೆ. ಇದು ರೈತರ ಸಮಾಧಿ ಮೇಲೆ ನಡೆಯುತ್ತಿರುವ ಸಮಾವೇಶವಾಗಿದ್ದು, ರೈತರ ಶಾಪದಿಂದ ಈ ಸರ್ಕಾರ ತೊಲಗಲಿದೆ ಎಂದು ಆಕ್ರೋಶ ವ್ಯಕ್ತಪಡಿಸಿದರು.
ಚಿತ್ರದುರ್ಗ ಜಿಲ್ಲೆಯ ಹಿರಿಯೂರಿನ ಕೃಷಿ ವಿಶ್ವವಿದ್ಯಾಲಯದಲ್ಲಿ 74 ವಿದ್ಯಾರ್ಥಿಗಳು 200ಕ್ಕೆ 200 ಅಂಕ ಪಡೆದಿರುವ ಪ್ರಕರಣದ ಕುರಿತು ಸರ್ಕಾರ ಇನ್ನೂ ತನಿಖೆ ನಡೆಸಿಲ್ಲ. ನೀಟ್ ಪ್ರಶ್ನೆಪತ್ರಿಕೆ ಸೋರಿಕೆ ಪ್ರಕರಣದಲ್ಲಿ ಕೇಂದ್ರ ಸರ್ಕಾರದ ವಿರುದ್ಧ ಕೂಗಾಡಿದ ಕಾಂಗ್ರೆಸ್ ನಾಯಕರು, ಈಗ ಈ ವಿಚಾರದಲ್ಲಿ ಮೌನವಾಗಿದ್ದಾರೆ. ಕೇಂದ್ರ ಸರ್ಕಾರ ಸಿಬಿಐ ತನಿಖೆಗೆ ಆದೇಶ ನೀಡಿ ಹಲವರನ್ನು ಬಂಧಿಸಿದೆ. ಆದರೆ ರಾಜ್ಯ ಸರ್ಕಾರ ಯಾವುದೇ ಕ್ರಮ ಕೈಗೊಂಡಿಲ್ಲ. ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಆಗಿರುವ ಅನ್ಯಾಯದ ಬಗ್ಗೆ ಕೂಡಲೇ ತನಿಖೆ ನಡೆಸಿ ತಪ್ಪಿತಸ್ಥರನ್ನು ಬಂಧಿಸಬೇಕು ಎಂದು ಒತ್ತಾಯಿಸಿದರು.
ಬೆಳೆ ಹಾನಿಗೊಳಗಾದ ಪ್ರದೇಶಗಳಿಗೆ ಅಧಿಕಾರಿಗಳು ಭೇಟಿ ನೀಡುವಂತೆ ಈಗಾಗಲೇ ಸೂಚನೆ ನೀಡಿದ್ದೇನೆ. ಕಳೆದ ಬಾರಿಯಂತೆ ಈ ಬಾರಿಯೂ ರಾಜ್ಯ ಸರ್ಕಾರದ ಮೇಲೆ ಒತ್ತಡ ಹೇರಿ ರೈತರಿಗೆ ಶೀಘ್ರ ಪರಿಹಾರ ದೊರಕಿಸುವ ಪ್ರಯತ್ನ ಮಾಡುತ್ತೇನೆ. ವಾಲ್ಮೀಕಿ ನಿಗಮದ ಹಗರಣ, ಮುಡಾ ಹಗರಣ, ವಾಯು ತರಬೇತಿ ಶಾಲೆಯ ರಕ್ಷಣೆ, ರೇಷ್ಮೆ ನಿಗಮದ ಕಾರ್ಖಾನೆಯ ಉಳಿವು ಮೊದಲಾದ ಪ್ರಕರಣಗಳಲ್ಲಿ ಹೋರಾಟ ಮಾಡಿ ತಾರ್ಕಿಕ ಅಂತ್ಯಕ್ಕೆ ಕೊಂಡೊಯ್ದಿದ್ದೇವೆ ಎಂದರು.
ಕಳೆದ ಆರು ದಿನಗಳಿಂದ ನಾನು ಬೆಂಗಾವಲು ವಾಹನವನ್ನು ಬಳಸುತ್ತಿಲ್ಲ. ಪೆಟ್ರೋಲ್ ಉಳಿಸುವ ಬಗ್ಗೆ ಸಚಿವ ಪ್ರಿಯಾಂಕ್ ಖರ್ಗೆ ಅವರು ಸಲಹೆಗಾರ ಪೊನ್ನಣ್ಣ ಅವರನ್ನು ಕೇಳಬೇಕು. ಈ ಬಗ್ಗೆ ಅವರಲ್ಲೇ ಗೊಂದಲವಿದೆ ಎಂದರು.
Congress Has No Moral Right to Hold Sadhana Samavesha on Farmers’ Graves: Opposition Leader R. Ashok’s Sharp Attack
Opposition Leader R. Ashok strongly criticised the Congress government, stating that holding a “Sadhana Samavesha” (Achievement Convention) while farmers in the state are committing suicide due to crop losses is equivalent to doing politics on the graves of farmers.
Speaking at a press conference, he said the Congress government’s guarantees have now turned into “Suicide Guarantee”, “No Crop Compensation Guarantee”, “No Water Guarantee”, and “No Three-Phase Power Guarantee” for farmers. For the past three years, the government has followed an anti-farmer policy and has not allocated adequate funds for farmers even in the budget. Despite promising more support to farmers in its election manifesto, everything has turned out to be zero, he said.
Thousands of hectares of farmland destroyed, state government turns a deaf ear to farmers’ suffering
In Haveri district, 1,235 hectares; in Kolar, 832 hectares; in Belagavi, 324 hectares; in Koppal, 100 hectares — and in Kalaburagi, Chitradurga, Bagalkote, Davanagere, Yadgir, and Shivamogga districts, massive crop damage has occurred. Grapes, banana, watermelon, coconut, mango, arecanut, and tomato crops have been destroyed. Yet, not a single official has visited the affected areas to console farmers or initiated the compensation process, he alleged. Even the banana crop damaged by last year’s rains has not received compensation. Even after one year, the government’s failure to respond shows the height of its negligence towards farmers, he said.
When farmers are in distress, ministers do not visit their homes to offer courage, but now they are distributing invitation cards door-to-door for the Sadhana Samavesha. The government that had promised“Janaspandana” (people’s response) programmes has now reached a stage where the people themselves will respond with sticks, he remarked sarcastically.
Crores being looted in the name of the convention
The Congress government had announced it would set aside ₹5,000 crore for natural calamity relief, but has not deposited even a single paisa. Last year’s crop compensation has still not reached farmers. However, ₹20 crore was spent on the Ballari convention. Now, the Tumakuru convention has demanded ₹12 crore from the district administration itself. Although this is a Congress party event, government money is being misused, he alleged.
People’s tax money is being looted in the name of the convention. Both the Ballari event and the current one are purely Congress party programmes. There is not a single BJP or JD(S) flag visible anywhere. Yet government funds are being used. The real intention behind organising this event with ₹12 crore is to siphon off ₹8 crore, he charged.
Agriculture growth rate in the state hits rock bottom
During the BJP government’s tenure, the state’s agriculture growth rate (GVA) was 17%. Under the Congress government, it has fallen to 10.4%. The collapse of the agriculture sector is due to the misrule and corruption of the Siddaramaiah-led government. ₹700 crore in milk incentive dues to farmers is still pending. Seed prices have increased by 60%. The government is pushing farmers onto the streets, he said.
While farmer suicides across the country have decreased by 2.22%, in Karnataka they have increased by 22.61%. In 2023, there were 2,423 farmer suicide cases; in 2024, this rose to 2,971. According to the NCRB report, Karnataka stands second in the country in farmer suicides. This is the Congress government’s “Sixth Guarantee,” he thundered.
Fertiliser supplied by the Central Government is being sold in the black market. This has been proven in places like Nanjangud and in several districts including Ballari and Kalaburagi. The government has also stopped subsidies that were supposed to be given to farmers, he said.
Anti-farmer government that has stalled pro-farmer schemes
During the BJP regime, ₹4,000 per year was directly deposited into farmers’ accounts. There was also the Vidyaanidhi scheme for farmers’ children. The Congress government has stalled all these. For farmers, this government is as good as dead.
Today, the Central Government has stood by farmers by increasing the Minimum Support Price (MSP) for 17 crops. Even in times of crisis, it has raised support prices for pulses and oilseeds. Paddy MSP has been increased from ₹2,369 to ₹2,441. Hybrid Jowar MSP has been raised by ₹324 from ₹3,699 to ₹4,023. Similar increases were made for Maldandi Jowar (₹324), Sajje (₹319), and Ragi (from ₹4,266 to ₹5,205). MSP has also been increased for maize, tur, urad, green gram, groundnut, sunflower, sesame, safflower, cotton, and soybean.
Only after Union Minister Prahlad Joshi spoke about mango crop damage did the state government announce compensation. The state government should have helped farmers first. It is ironic that it made announcements on support price and compensation only after the Centre acted, just to save face, he said.
Under the Prime Minister Kisan Samman Nidhi, 54 lakh farmers in the state have benefited. Under the Kisan Credit Card scheme, cards have been distributed to 49 lakh farmers. The Centre has provided massive support to Karnataka’s farmers — ₹12,500 crore for fertiliser purchase, ₹14,000 crore as cash subsidy, and ₹8,000 crore through NABARD. While the Centre directly deposits money into farmers’ accounts, the state government increases taxes in the name of free schemes and loots the money back. The Congress government’s misrule is directly responsible for farmer suicides, he alleged.
₹150 crore is being given to Congress workers for implementing guarantee schemes. The same government that claims it has no money to pay salaries and pensions to transport employees is spending crores only on conventions — ₹20 crore last time, ₹12 crore now, and preparations for ₹40 crore next time. This is a blatant misuse of Karnataka taxpayers’ money, he said.
Which farmer organisation, anganwadi workers, or members of the public asked for this convention? Even though no one asked, the Congress government is celebrating with people’s money, he questioned.
This convention is being held for silver crowns, gold crowns, jasmine garlands, and grand feasts. It is a convention being held on farmers’ graves. This government will be wiped out by the curse of the farmers, he expressed in anger.
The government has still not conducted an inquiry into the case in Chitradurga district’s Hiriyur where 74 students of the Agriculture University scored 200 out of 200 marks. Congress leaders who shouted against the Central Government over the NEET question paper leak are now silent on this issue. The Centre ordered a CBI probe and arrested several people, but the state government has taken no action. He demanded an immediate inquiry into the injustice done to students and the arrest of the guilty.
He said he has already instructed officials to visit areas affected by crop loss. Like last time, he will put pressure on the state government this time too to ensure quick compensation for farmers. He mentioned that the BJP has fought and brought logical conclusions to issues like the Valmiki Corporation scam, MUDA scam, protection of the Air Training School, and the survival of the Silk Corporation factory.
For the past six days, he has not been using an escort vehicle. On the issue of saving petrol, Minister Priyank Kharge should ask his advisor Ponnanna. There seems to be confusion on this matter even among them, he said.
