ಪ್ರಗತಿವಾಹಿನಿ ಸುದ್ದಿ/ ನವದೆಹಲಿ: ಕೇಂದ್ರದ ನೂತನ ಶಿಕ್ಷಣ ಸಚಿವ ಪ್ರಲ್ಹಾದ ಜೋಶಿ ಅವರು ರಾಷ್ಟ್ರೀಯ ಪರೀಕ್ಷಾ ಸಂಸ್ಥೆ (NTA)ಗೆ ಮೇಜರ್ ಸರ್ಜರಿ ನಡೆಸಿದ್ದಾರೆ. ಸೋಮವಾರವಷ್ಟೇ 50 ಅಧಿಕಾರಿಗಳಿಗೆ ಗೇಟ್ ಪಾಸ್ ಕೊಟ್ಟಿದ್ದ ಸಚಿವರು, ಅದರ ಮರುದಿನವೇ ಬರೋಬ್ಬರಿ 600 ಅಧಿಕಾರಿಗಳನ್ನು ಹೊರಗಟ್ಟಿದ್ದಾರೆ.
ಕಳೆದೆರೆಡು ದಿನಗಳಿಂದ NTA ಮತ್ತು ಶಿಕ್ಷಣ ಸಚಿವಾಲಯದ ಉನ್ನತ ಅಧಿಕಾರಿಗಳೊಂದಿಗೆ ಸರಣಿ ಸಭೆ ನಡೆಸುತ್ತಲೇ ಇದ್ದ ಸಚಿವರು ರಾಷ್ಟ್ರೀಯ ಪರೀಕ್ಷಾ ಸಂಸ್ಥೆ ಒಳ-ಹೊರ ಹೂರಣವನ್ನೆಲ್ಲ ಅವಲೋಕಿಸಿ ಅಂತಿಮವಾಗಿ ಖಡಕ್ ಕ್ರಮ ಕೈಗೊಂಡಿದ್ದಾರೆ. ಸುಮಾರು 600ಕ್ಕೂ ಹೆಚ್ಚು ಅಧಿಕಾರಿ, ಸಿಬ್ಬಂದಿಗಳಿಗೆ NTAಯಿಂದ ಮುಕ್ತಿ ನೀಡಿದ್ದು, ಹೊಸ ಅಧಿಕಾರಿಗಳ, ಸಿಬ್ಬಂದಿಗಳ ನೇಮಕಕ್ಕೆ ಆದೇಶಿಸಿದ್ದಾರೆ.
ನೀಟ್ ಪರೀಕ್ಷೆ ಪ್ರಶ್ನೆ ಪತ್ರಿಕೆ ಸೋರಿಕೆ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ನೂತನ ಶಿಕ್ಷಣ ಸಚಿವರಾಗಿ ಅಧಿಕಾರ ವಹಿಸಿಕೊಂಡ ಬಳಿಕ ಅತ್ಯಂತ ಸೂಕ್ಷ್ಮ ಮತ್ತು ಸಮಗ್ರವಾಗಿ ಅವಲೋಕನ ನಡೆಸಿದ ಸಚಿವ ಪ್ರಲ್ಹಾದ ಜೋಶಿ ಅವರು ವಿದ್ಯಾರ್ಥಿಗಳ ಹಿತದೃಷ್ಟಿಯಿಂದ ತ್ವರಿತವಾಗಿ ಕಟ್ಟುನಿಟ್ಟಿನ ಕ್ರಮಕ್ಕೆ ಮುಂದಾಗಿದ್ದಾರೆ.
ನವದೆಹಲಿಯಲ್ಲಿ ಮಂಗಳವಾರವೂ ಉನ್ನತ ಶಿಕ್ಷಣ ಇಲಾಖೆ ಕಾರ್ಯದರ್ಶಿ, ಎನ್ಟಿಎ ಮಹಾನಿರ್ದೇಶಕರು (DG) ಹಾಗೂ ಮತ್ತಿತರ ಹಿರಿಯ ಅಧಿಕಾರಿಗಳೊಂದಿಗೆ ಸುದೀರ್ಘ ಸಭೆ ನಡೆಸಿದ ಸಚಿವರು, ಬಳಿಕ ರಾಷ್ಟ್ರೀಯ ಪರೀಕ್ಷಾ ಸಂಸ್ಥೆಯಲ್ಲಿ ಪರೀಕ್ಷಾ ಮತ್ತು ಗೌಪ್ಯ ಕಾರ್ಯಾಚರಣೆ ವ್ಯವಸ್ಥೆಗಳಲ್ಲಿ ಆಮೂಲಾಗ್ರ ಬದಲಾವಣೆ ತರುವಂತೆ ಉನ್ನತ ಮಟ್ಟದ ಅಧಿಕಾರಿಗಳಿಗೆ ನಿರ್ದೇಶನ ನೀಡಿದರು.
ಶಿಕ್ಷಣ ಸಚಿವರಾಗಿ ಅಧಿಕಾರ ವಹಿಸಿಕೊಂಡ ಕ್ಷಣದಿಂದಲೇ ಪ್ರಲ್ಹಾದ್ ಜೋಶಿ ಅವರು ʼರಾಷ್ಟ್ರೀಯ ಪರೀಕ್ಷಾ ಸಂಸ್ಥೆ (NTA)ʼಯನ್ನು ಮತ್ತಷ್ಟು ಬಲಪಡಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ತ್ವರಿತವಾಗಿ ಒಂದೊಂದೇ ನಿರ್ಣಾಯಕ ಕ್ರಮ ಕೈಗೊಳ್ಳುತ್ತಿದ್ದು, ಪರೀಕ್ಷಾ ನಿಯಮಾವಳಿಗಳನ್ನು ಕಟ್ಟುನಿಟ್ಟಾಗಿ ಪಾಲಿಸುವಂತೆ ಹಾಗೂ ಪರೀಕ್ಷೆಗಳನ್ನು ಸುಗಮ-ಸುರಕ್ಷಿತವಾಗಿ ನಡೆಸಲು ಅಗತ್ಯ ಭದ್ರತಾ ವ್ಯವಸ್ಥೆ ಹಾಗೂ ಮೂಲ ಸೌಕರ್ಯ ಅಳವಡಿಕೆಗೆ ಕಟ್ಟುನಿಟ್ಟಿನ ಸೂಚನೆ ನೀಡಿದರು.
600 ತಜ್ಞರು NTAಯಿಂದ ಹೊರಕ್ಕೆ: ಸಚಿವ ಪ್ರಲ್ಹಾದ ಜೋಶಿ ಅವರ ಖಡಕ್ ಸೂಚನೆ, ನಿರ್ದೇಶನದ ಬೆನ್ನಲ್ಲೇ NTAಯಲ್ಲಿನ 600 ತಜ್ಞರನ್ನು ತೆಗೆದುಹಾಕಲಾಗಿದೆ. ಅಲ್ಲದೇ, ಹೊಸ ತಜ್ಞರನ್ನು ಸೇರಿಸಿಕೊಳ್ಳಲಾಗಿದೆ ಎಂದು ಎನ್ಟಿಎ ಮಹಾನಿರ್ದೇಶಕರು ಇಂದಿನ ಪರಿಶೀಲನಾ ಸಭೆಯಲ್ಲಿ ಸಚಿವರಿಗೆ ವರದಿ ನೀಡಿದ್ದಾರೆ.
ಪರೀಕ್ಷಾ ತಂಡದ ಪುನರಚನೆ: ಪರೀಕ್ಷಾ ತಂಡವನ್ನು ಪುನರ್ ರಚಿಸಲಾಗಿದೆ. ಮುಂದಿನ ಎರಡ್ಮೂರು ವಾರಗಳಲ್ಲಿ 20ರಿಂದ 25 ಅಧಿಕಾರಿಗಳನ್ನು NTAಗೆ ನೇಮಕ ಮಾಡಿಕೊಳ್ಳಲಾಗುವುದು. ಮತ್ತಷ್ಟು ಸೇರ್ಪಡೆಗೂ ಯೋಚಿಸಲಾಗಿದೆ. ಅಲ್ಲದೇ,
4 ಹಂತದಲ್ಲಿ ಪ್ರಶ್ನೆ ಪತ್ರಿಕೆ ಪರಿಶೀಲನೆ ಜಾರಿ: ಇನ್ನು ಪ್ರಶ್ನೆ ಪತ್ರಿಕೆ ಸೋರಿಕೆ ತಡೆಗಟ್ಟುವಲ್ಲಿ ವ್ಯಾಪಕ ಕ್ರಮ ಕೈಗೊಂಡಿರುವ ಸಚಿವರು, ಪ್ರಶ್ನೆ ಪತ್ರಿಕೆಗಳ ಪರಿಶೀಲನೆಯನ್ನು ಮತ್ತಷ್ಟು ಬಲಪಡಿಸಲು 4 ಹಂತದ ಪ್ರಶ್ನೆ ಪತ್ರಿಕೆ ಪರಿಶೀಲನಾ ವ್ಯವಸ್ಥೆ ಜಾರಿಗೆ ಚರ್ಚೆ ನಡೆಸಿ, ಆದೇಶ ಸಹ ನೀಡಿದರು.
NTA ಕಚೇರಿ ಸ್ಥಳಾಂತರ: NTA ಕಚೇರಿಗಳನ್ನು ಸಹ ಹೊಸ ಆವರಣಕ್ಕೆ ಸ್ಥಳಾಂತರಿಸಲು ಸಮರೋಪಾದಿಯಲ್ಲಿ ಕ್ರಮ ಕೈಗೊಳ್ಳುತ್ತಿದ್ದು, ಹೊಸ ಕಚೇರಿಗಳಿಗೆ CISF ತಂಡದೊಂದಿಗೆ ಭದ್ರತೆಯನ್ನು ಬಲಪಡಿಸಲು ನಿರ್ದೇಶಿಸಲಾಗಿದೆ. ಪರೀಕ್ಷೆಯಲ್ಲಿ ಶೂನ್ಯ ಸಹಿಷ್ಣುತೆ ನೀತಿ ಪಾಲನೆಗೆ ಖಡಕ್ ಆದೇಶ ನೀಡಿರುವ ಸಚಿವರು, ವಿದ್ಯಾರ್ಥಿಗಳ ಭವಿಷ್ಯದ ಜತೆ ಚೆಲ್ಲಾಟವಾಡುವಂತಿಲ್ಲ. ಪಾರದರ್ಶಕ ಪರೀಕ್ಷೆ, ಫಲಿತಾಂಶಕ್ಕಾಗಿ ಅಗತ್ಯ ಕ್ರಮ ಕೈಗೊಳ್ಳಬೇಕು. ಇದಕ್ಕಾಗಿ ಹೆಚ್ಚಿನ ಮೂಲಸೌಕರ್ಯ, ಸೌಲಭ್ಯ ಹಾಗೂ ಭದ್ರತೆ ಒದಗಿಸಲು ನಿರ್ದೇಶನ ನೀಡಿದರು.
NTA ಸುಧಾರಣಾ ಕ್ರಮವೇನು?: ಸದ್ಯಕ್ಕೆ 10 ಹೊಸ ವೃತ್ತಿಪರ ನಾಯಕತ್ವ ಹುದ್ದೆಗಳ ನೇಮಕ್ಕೆ ಕ್ರಮ. ಮುಖ್ಯ ತಂತ್ರಜ್ಞಾನ ಅಧಿಕಾರಿ, ಮುಖ್ಯ ಹಣಕಾಸು ಅಧಿಕಾರಿ, CISO, GM, ಪರೀಕ್ಷಾ ಭದ್ರತೆ, GM, R&D ಮತ್ತು ಸೈಕೋಮೆಟ್ರಿಕ್ಸ್, ಮತ್ತು ಇತರರನ್ನು ನೇಮಿಸಿಕೊಳ್ಳಲು ಸಿದ್ಧತೆ ನಡೆದಿದೆ.
ಸೈಬರ್-ಭದ್ರತೆ, ಸೈಕೋಮೆಟ್ರಿಕ್ಸ್, ಪ್ರಶ್ನೆಪತ್ರಿಕೆ ವಿನ್ಯಾಸ ಮತ್ತು ಇತರ ವಿಶೇಷ ಕ್ಷೇತ್ರಗಳಿಗಾಗಿ ಖಾಸಗಿ ವಲಯದಿಂದ ಡೊಮೇನ್ ತಜ್ಞರನ್ನು ಕರೆತರಲಾಗುತ್ತಿದೆ. ಗೌಪ್ಯ ಕಾರ್ಯಾಚರಣೆ, ಏಕಾಂತ ಕೊಠಡಿ, ಏರ್-ಗ್ಯಾಪ್ಡ್ ವ್ಯವಸ್ಥೆ, ಎಲ್ಲಾ ಪರೀಕ್ಷಾ ಪ್ರಕ್ರಿಯೆಗಳ ಸಂಪೂರ್ಣ ಲೆಕ್ಕಪರಿಶೋಧನೆ ನಡೆಸಿ, ಕ್ರಮಗಳ ಕುರಿತು ವರದಿ ಸಲ್ಲಿಸುವಂತೆಯೂ ಸಚಿವ ಪ್ರಲ್ಹಾದ ಜೋಶಿ NTAಗೆ ನಿರ್ದೇಶನ ನೀಡಿದರು.
Pralhad Joshi cracks the whip on NTA, orders war-footing overhaul
New Delhi:
Union Education Minister Pralhad Joshi has stepped up efforts to strengthen the National Testing Agency (NTA), directing a comprehensive overhaul of its examination and confidential operations systems following a detailed review meeting with the Secretary, Department of Higher Education, DG, NTA, and other senior officials in New Delhi.
Taking swift and decisive action, he directed the NTA to ensure strict compliance with established examination protocols and put in place all necessary security and infrastructure measures for the smooth and secure conduct of examinations.
The Minister was apprised of the corrective measures already initiated by the NTA in response to recent issues. More than 50 staff members have been removed, while the examination team has also been revamped, with around 600 experts being replaced and fresh experts brought on board.
The NTA has advertised 10 new professional leadership positions, including Chief Technology Officer, Chief Finance Officer, Chief Information Security Officer, General Manager for Test Security, General Manager for Research & Development and Psychometrics, among others. Several domain specialists from the private sector are also being inducted in specialised areas such as cyber-security, psychometrics and question-paper design.
The minister directed that the Confidential Operations (CONOPS) architecture be completely overhauled on a war footing, including secluded rooms, air-gapped systems and stringent device-deposit protocols to eliminate vulnerabilities in examination operations.
To further strengthen question-paper security, the NTA will introduce a four-tier question-paper checking system. Around 20-25 officials are expected to be inducted within the next two to three weeks, with a further recruitment plan also reviewed during the meeting.

Joshi directed the NTA to conduct a thorough audit of all examination processes and submit a detailed report on corrective action taken.
As part of the security revamp, NTA offices will be shifted to new premises on a war footing, with security arrangements to be strengthened through CISF teams.
