ಪ್ರಗತಿವಾಹಿನಿ ಸುದ್ದಿ: ಸರ್ಕಾರದ ಆಡಳಿತದಲ್ಲಿ ಪ್ರಮುಖ ವಹಿಸುವ ಸಿಬ್ಬಂದಿಗಳಿಗೆ ಸೂಕ್ತ ವಿಮಾ ಭದ್ರತೆ ಒದಗಿವುಸು ಅತಿ ಮುಖ್ಯ ಮತ್ತು ಅತ್ಯಂತ ಜವಾಬ್ದಾರಿ ಕಾರ್ಯವಾಗಿದೆ. ಈ ನಿಟ್ಟಿನಲ್ಲಿ ಸಿಬ್ಬಂದಿ ಸ್ನೇಹಿ ಕ್ರಮ ಕೈಗೊಳ್ಳಲು ವೈದ್ಯಕೀಯ ಶಿಕ್ಷಣ, ಕೌಶಲ್ಯಾಭಿವೃದ್ಧಿ, ಜೀವನೋಪಾಯ ಮತ್ತು ರಾಯಚೂರು ಜಿಲ್ಲಾ ಉಸ್ತುವಾರಿ ಸಚಿವರಾದ ಡಾ. ಶರಣಪ್ರಕಾಶ್ ಆರ್. ಪಾಟೀಲ್ ಮುಂದಾಗಿದ್ದಾರೆ.
ತಮ್ಮ ಇಲಾಖೆ ವ್ಯಾಪ್ತಿಯ ಎಲ್ಲ ಅಧಿಕಾರಿಗಳಿಗೆ, ಸಿಬ್ಬಂದಿಗೆ ಮತ್ತು ಕುಟುಂಬ ಸದಸ್ಯರಿಗೆ ವಿಮಾ ಭದ್ರತೆ ಒದಗಿಸಲು ಕ್ರಮ ಕೈಗೊಂಡಿದ್ದಾರೆ.
ಕಳೆದ ತಿಂಗಳು ರಸ್ತೆ ಅಪಘಾತದಲ್ಲಿ ನಿಧನರಾದ ಐಎಎಸ್ ಅಧಿಕಾರಿ ಮಹಾಂತೇಶ್ ಬೀಳಗಿ ಅವರ ಕುಟುಂಬ ಸದಸ್ಯರು ವಿಮಾ ಹಣ ಪಡೆಯಲು ತಾಂತ್ರಿಕ ಸಮಸ್ಯೆಗಳು ಎದುರಾದ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಸಚಿವ ಡಾ. ಶರಣಪ್ರಕಾಶ್ ಆರ್. ಪಾಟೀಲ್ ಅವರು ತಮ್ಮ ಇಲಾಖೆಯ ಅಡಿಯಲ್ಲಿರುವ ಎಲ್ಲಾ ವೈದ್ಯರು, ಅಧಿಕಾರಿಗಳು ಮತ್ತು ಸಿಬ್ಬಂದಿ ಸಾಮಾಜಿಕ ಭದ್ರತಾ ಕ್ರಮವಾಗಿ ಕಡ್ಡಾಯವಾಗಿ ಟರ್ಮ್ ಇನ್ಶೂರೆನ್ಸ್ ಪಡೆಯಬೇಕೆಂದು ಸೂಚಿಸಿದ್ದಾರೆ.
ಶನಿವಾರ ನಡೆದ ವೈದ್ಯಕೀಯ ಕಾಲೇಜಿನ ಆಡಳಿತ ಮಂಡಳಿ ಸಭೆಯಲ್ಲಿ ಈ ವಿಷಯ ಪ್ರಸ್ತಾಪವಾಯಿತು, ಹಣಕಾಸು ಇಲಾಖೆಯ ಹಿರಿಯ ಅಧಿಕಾರಿಯೊಬ್ಬರು ಮಹಾಂತೇಶ ಬೀಳಗಿ ವಿಷಯವನ್ನು ಪ್ರಸ್ತಾಪಿಸಿದರು. ಐಎಎಸ್ಗೆ ಬಡ್ತಿ ಪಡೆದ ನಂತರ ಟರ್ಮ್ ವಿಮಾ ವ್ಯವಸ್ಥೆಯಲ್ಲಿ ತಮ್ಮ ಸೇವಾ ವಿವರವನ್ನು ದಾಖಲಿಸಿರಲಿಲ್ಲ. ಇದರಿಂದಾಗಿ ಐಎಎಸ್ ಅಧಿಕಾರಿ ಕುಟುಂಬ ವರ್ಗದವರಿಗೆ ಸುಮಾರು 50 ಲಕ್ಷ ರೂ. ಕಡಿಮೆ ಸಿಕ್ಕಿದೆ ಎಂದು ತಿಳಿಸಿದರು.
ಇದನ್ನು ಗಂಭೀರವಾಗಿ ಪರಿಗಣಿಸಿದ ಸಚಿವರು, ಎಲ್ಲಾ ವೈದ್ಯಕೀಯ ಕಾಲೇಜು ಮತ್ತು ಆಸ್ಪತ್ರೆ ವೈದ್ಯರು, ಅಧಿಕಾರಿಗಳು ಮತ್ತು ಸಿಬ್ಬಂದಿಗಳು ತಮ್ಮ ಪ್ರಸ್ತುತ ಸಂಬಳ ಮತ್ತು ಹುದ್ದೆಗೆ ಅನುಗುಣವಾಗಿ ಟರ್ಮ್ ವಿಮೆ ಪಡೆಯುವುದನ್ನು ಕಡ್ಡಾಯಗೊಳಿಸಬೇಕು ಎಂದು ಆದೇಶ ಹೊರಡಿಸುವಂತೆ ತಕ್ಷಣವೇ ಹೆಚ್ಚುವರಿ ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿ ಮೊಹಮ್ಮದ್ ಮೊಹ್ಸಿನ್ ಅವರಿಗೆ ಸೂಚಿಸಿದರು.
ಉದ್ಯೋಗಿಯ ದುರದೃಷ್ಟಕರ ಸಂದರ್ಭದಲ್ಲಿ ಕುಟುಂಬಗಳು ಪೂರ್ಣ ಅರ್ಹ ಟರ್ಮ್ ವಿಮಾ ಮೊತ್ತವನ್ನು ಪಡೆಯುವುದನ್ನು ಖಚಿತಪಡಿಸಿಕೊಳ್ಳಬೇಕು. ವಿಶೇಷವಾಗಿ ಕಡಿಮೆ ವೇತನ ಶ್ರೇಣಿಯಲ್ಲಿರುವವರು, ಹಣಕಾಸಿನ ಕೊರತೆ ಅಥವಾ ಅರಿವಿನ ಕೊರತೆಯಿಂದಾಗಿ ವಿಮೆಯನ್ನು ಆಯ್ಕೆ ಮಾಡಿಕೊಂಡಿಲ್ಲದಿರಬಹುದು. ಈ ನಿಟ್ಟಿನಲ್ಲಿ ಅವರಿಗೆ ಅರಿವು ಮೂಡಿಸಬೇಕು ಎಂದು ಸಚಿವರು ಗಮನ ಸೆಳೆದರು.
ಬ್ಯಾಂಕ್, ವಿಮಾ ಕಂಪನಿಗಳೊಂದಿಗೆ ಚರ್ಚೆ
ಪ್ರಮುಖ ಬ್ಯಾಂಕುಗಳು ಮತ್ತು ವಿಮಾ ಕಂಪನಿಗಳೊಂದಿಗೆ ಸಭೆ ನಡೆಸಿ ಇಲಾಖೆಯ ಉದ್ಯೋಗಿಗಳಿಗೆ ಕೈಗೆಟುಕುವ ದರಗಳಲ್ಲಿ ಅತ್ಯುತ್ತಮ ವಿಮಾ ಯೋಜನೆಗಳನ್ನು ನೀಡಲು ಕ್ರಮ ಕೈಗೊಳ್ಳಬೇಕು ಎಂದು ಹೆಚ್ಚುವರಿ ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿಗಳಿಗೆ ಸೂಚಿಸಿದರು.
ನೌಕರರ ಕುಟುಂಬಗಳಿಗೆ ಸಮಗ್ರ ಆರ್ಥಿಕ ಭದ್ರತೆಯನ್ನು ಒದಗಿಸುವುದು ಇದರ ಉದ್ದೇಶವಾಗಿದೆ. ಇಲಾಖೆಯಲ್ಲಿ ಕೆಲಸ ಮಾಡುವ ಗುತ್ತಿಗೆ ನೌಕರರಿಗೆ ಅವಧಿ ವಿಮಾ ಪ್ರಯೋಜನಗಳನ್ನು ವಿಸ್ತರಿಸುವ ಕಾರ್ಯಸಾಧ್ಯತೆಯನ್ನು ಪರಿಶೀಲಿಸುವಂತೆ ಹಿರಿಯ ಅಧಿಕಾರಿಗಳಿಗೆ ಡಾ. ಶರಣಪ್ರಕಾಶ್ ಪಾಟೀಲ್ ಆದೇಶಿಸಿದ್ದಾರೆ.
ಹೊರಗುತ್ತಿಗೆ ನೌಕರರನ್ನು ಗುತ್ತಿಗೆ ಹುದ್ದೆಗಳಿಗೆ ನೇಮಕ
ಮತ್ತೊಂದು ಸಿಬ್ಬಂದಿ ಸ್ನೇಹಿ ನಿರ್ಧಾರ ಕೈಗೊಂಡಿರುವ ಡಾ. ಪಾಟೀಲ್ ಇಲಾಖೆಯಲ್ಲಿರುವ ಅರ್ಹ ಹೊರಗುತ್ತಿಗೆ ನೌಕರರನ್ನು ಗುತ್ತಿಗೆ ಹುದ್ದೆ ವ್ಯಾಪ್ತಿಗೆ ತರುವ ಕುರಿತು, ಸೂಕ್ತ ಮೀಸಲಾತಿ ರೋಸ್ಟರ್ ಪಾಲಿಸುವಂತೆ ಸೂಚನೆ ನೀಡಿದ್ದಾರೆ. ಉದ್ಯೋಗದಲ್ಲಿ ನ್ಯಾಯಸಮ್ಮತೆ ಒದಗಿಸಲು ಈ ರೀತಿಯ ಕ್ರಮ ಅಗತ್ಯ ಎಂದು ಸಚಿವ ಡಾ. ಶರಣಪ್ರಕಾಶ್ ಪಾಟೀಲ್ ತಿಳಿಸಿದರು.
Term Insurance Made Mandatory for Medical Education Staff After Lapse in IAS Officer’s Case
In the wake of technical issues that led to a reduced insurance payout to the family of late IAS officer Mahantesh Bilagi, who died in a road accident last month, Medical Education and Skill Development Minister Dr Sharanaprakash R. Patil has directed that all doctors, officers and staff under his department mandatorily enrol for term insurance as a social security measure.
The issue came up during a governing council meeting of a medical college on Saturday, where a senior official from the Finance Department informed the meeting that the late officer had not updated his service status in the term insurance system after being promoted from the State Civil Services to the IAS. This oversight resulted in his family receiving nearly ₹50 lakh less than the entitled amount for an IAS officer in the event of death.
Taking serious note of the lapse, Dr Patil immediately instructed Additional Chief Secretary (ACS) Mohammed Mohsin to issue a circular mandating all medical college and hospital doctors, officers and staff to pay term insurance premiums commensurate with their current salary and designation. This, the Minister said, would ensure that families receive the full entitled insurance amount in the unfortunate event of an employee’s death. The Minister observed that many employees, particularly those in lower pay scales, may not have opted for adequate term insurance due to financial constraints or lack of awareness.
To address this, Dr Patil directed the ACS to convene a meeting with leading banks and insurance companies to offer department employees the best possible term insurance schemes at affordable premiums. The objective is to provide comprehensive financial security to the families of employees across all cadres. The Minister also asked senior officials to examine the feasibility of extending term insurance benefits to contract employees working in the department.
Outsourced Employees to Be Migrated to Contract Posts
In another employee-friendly decision, Dr Patil directed the ACS and Directors of all medical colleges and hospitals to consider absorbing experienced and meritorious outsourced employees into contract positions, strictly following the reservation roster system.
Instead of resorting to fresh recruitment to fill temporary vacancies, the Minister said institutions may identify eligible outsourced personnel with proven experience and migrate them to the contract category, ensuring continuity and fairness in employment.
