*ಸರ್ಕಾರದಿಂದ ಭೂ ಗ್ಯಾರಂಟಿ: ಮೇ 16 ರಿಂದ ಪ್ರತಿ ಶನಿವಾರ ‘ನನ್ನ ಇ-ಖಾತಾ’ ಅಭಿಯಾನ’ ಆರಂಭ: ಡಿಸಿಎಂ ಡಿ.ಕೆ.ಶಿವಕುಮಾರ್*
ಪ್ರಗತಿವಾಹಿನಿ ಸುದ್ದಿ: “ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರದ (ಜಿಜಿಎ) ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಈವರೆಗೂ 23 ಲಕ್ಷ ಖಾತಾಗಳನ್ನು ಬಿಡುಗಡೆ ಮಾಡಲಾಗಿದ್ದು, ದೇಶದಲ್ಲೇ ಇದೊಂದು ದಾಖಲೆ ಎಂದು ಡಿಸಿಎಂ ಡಿ ಕೆ ಶಿವಕುಮಾರ್ ಅವರು ತಿಳಿಸಿದ್ದಾರೆ.
ಜಿಬಿಎ ವ್ಯಾಪ್ತಿಯ ಎಲ್ಲಾ ಐದು ಪಾಲಿಕೆಗಳಲ್ಲಿ ಮೇ 16 ರಿಂದ ಪ್ರತಿ ಶನಿವಾರ ಸುಮಾರು 50 ಕಡೆಗಳಲ್ಲಿ ಓಪನ್ ಹೌಸ್ ಕೌಂಟರ್ ತೆರೆದು. ‘ನಮ್ಮ ಇ ಖಾತಾ’ ಆಂದೋಲನ ನಡೆಸಲಾಗುವುದು. ಜನರಿಗೆ ಭೂಮಿ ಗ್ಯಾರಂಟಿ ನೀಡಲಾಗುವುದು” ಎಂದೂ ಅವರು ಹೇಳಿದರು.
ವಿಧಾನಸೌಧದಲ್ಲಿ ಶುಕ್ರವಾರ ಮಾಧ್ಯಮಗೋಷ್ಠಿಯಲ್ಲಿ ಡಿಸಿಎಂ ಹಾಗೂ ಬೆಂಗಳೂರು ನಗರಾಭಿವೃದ್ಧಿ ಸಚಿವ ಡಿ.ಕೆ ಶಿವಕುಮಾರ್ ಅವರು ಮಾತನಾಡಿದರು.
“ಪಾಲಿಕೆ ಕಚೇರಿಗಳಲ್ಲಿ ಜನಸಂದಣಿ ಉಂಟಾಗಬಹುದು ಎಂದು ಸರ್ಕಾರಿ ಅಥವಾ ಖಾಸಗಿ ಶಾಲೆಗಳಲ್ಲಿ ಈ ಆಂದೋಲನ ಹಮ್ಮಿಕೊಳ್ಳಲಾಗುವುದು. ಪ್ರತಿ ವಾರ ಅಂದಾಜು 5 ಸಾವಿರ ಜನರ ದೂರುಗಳಿಗೆ ಪರಿಹಾರ ನೀಡಲಾಗುವುದು. ಪ್ರತಿ ಪಾಲಿಕೆಗಳಲ್ಲಿ 5-10 ಕೌಂಟರ್ ಗಳನ್ನು ತೆರೆಯಲಾಗುವುದು. ದಟ್ಟಣೆ ಇರುವ ಕಡೆ ಹೆಚ್ಚು ಕೌಂಟರ್ ಗಳು, ಕಡಿಮೆ ದಟ್ಟಣೆ ಇರುವ ಕಡೆ ಕಡಿಮೆ ಕೌಂಟರ್ ಗಳನ್ನು ತೆರೆಯಲಾಗುವುದು” ಎಂದು ಹೇಳಿದರು.
“ಕೌಂಟರ್ ಗಳ ಬಗ್ಗೆ ಜಾಹೀರಾತು, ಕಟೌಟ್, ವೆಬ್ ಸೈಟ್ ಸೇರಿದಂತೆ ಎಲ್ಲಾ ಕಡೆ ಮಾಹಿತಿ ನೀಡಲಾಗುವುದು. ದಾಖಲೆ ತಕರಾರು ಇರುವ ಕಡೆ, ಅನುಮಾನ ಇರುವ ಕಡೆ ಕಂದಾಯ ಅಧಿಕಾರಿಗಳು ತೆರಳಿ ಸ್ಥಳ ಪರಿಶೀಲನೆ ನಡೆಸಿ ಅರ್ಜಿ ಸಲ್ಲಿಸಿದ 15 ದಿನಗಳ ಒಳಗೆ ಬಗೆಹರಿಸಲಾಗುವುದು” ಎಂದರು.
“ಫೋಟೋ, ಸ್ಕೆಚ್, ನಕ್ಷೆ, ಜಿಪಿಎಸ್ ಸೇರಿದಂತೆ ಭಾವಚಿತ್ರ ಎಲ್ಲವೂ ದಾಖಲೆಯಲ್ಲಿ ಇರುವುದು. ಆಧಾರ್ ಸೇರಿದಂತೆ ನಿಗದಿತ ಸಂಖ್ಯೆ ನೀಡಿದರೆ ಈ ದಾಖಲೆಗಳನ್ನು ಯಾರು ಬೇಕಾದರೂ ನೋಡಬಹುದು. ಕಂದಾಯ ಅಧಿಕಾರಿ, ಡೆಪ್ಯುಟಿ ಸೆಕ್ರೆಟರಿ, ಜಂಟಿ ಕಾರ್ಯದರ್ಶಿ ಇದರ ಜವಾಬ್ದಾರಿ ಹೊಂದಿರುತ್ತಾರೆ. ಎರಡನೇ, ನಾಲ್ಕನೇ ಶನಿವಾರ ಕೆಲಸ ಮಾಡುವ ಅಧಿಕಾರಿಗಳಿಗೆ ಪರ್ಯಾಯವಾಗಿ ಇನ್ನೊಂದು ದಿನ ರಜೆ ನೀಡಲಾಗುವುದು” ಎಂದರು.
10 ತಿಂಗಳಲ್ಲಿ 23 ಲಕ್ಷಕ್ಕೂ ಹೆಚ್ಚು ಖಾತೆ
“ಸ್ವಾಧೀನ ಪತ್ರ ಹೊಂದಿರುವ ಅಪಾರ್ಟ್ಮೆಂಟ್ ಗಳ ಖಾತೆಗಳನ್ನು ಸ್ವಯಂಚಾಲಿತವಾಗಿ ಮಾಡಿಕೊಡಲಾಗುವುದು. 10 ತಿಂಗಳಲ್ಲಿ ಆನ್ ಲೈನ್ ಮೂಲಕ 23 ಲಕ್ಷಕ್ಕೂ ಹೆಚ್ಚು ಖಾತೆಗಳನ್ನು ಮಾಡಿರುವುದು ಇಡೀ ದೇಶದಲ್ಲಿ ದಾಖಲೆ ಬರೆದಿದೆ. 37,480 ಫ್ಲಾಟ್ ಗಳಿಗೆ ಓಸಿ ನೀಡಲಾಗಿದೆ. ಇದಕ್ಕೆ ಬೆನ್ನೆಲುಬಾಗಿ ನಿಂತ ಎಲ್ಲಾ ಅಧಿಕಾರಿಗಳು, ಮನೀಶ್ ಮೌದ್ಗಿಲ್ ಅವರು, ಜಿಬಿಎ ಕಮಿಷನರ್ ಅವರಿಗೆ ಧನ್ಯವಾದಗಳನ್ನು ತಿಳಿಸುತ್ತೇನೆ” ಎಂದರು.
“10 ಲಕ್ಷ ಜನರಿಗೆ ಈಗಾಗಲೇ ವಾಟ್ಸಪ್ ಮೂಲಕ ಖಾತೆಗಳ ಡಿಜಿಟಲ್ ಪ್ರತಿ ಕಳಿಸಲಾಗಿದೆ. ಮಿಕ್ಕವರಿಗೆ ಕಳಿಸಲಾಗುತ್ತದೆ. ಭೌತಿಕ ಪ್ರತಿಗಳನ್ನು ಮನೆಗಳಿಗೆ ಕಳಿಸಲಾಗುತ್ತದೆ. ನಮ್ಮ ಈ ಭೂಮಿ ಗ್ಯಾರಂಟಿ ಮೆಚ್ಚಿ ಕೇಂದ್ರ ಸರ್ಕಾರ ರಾಷ್ಟ್ರೀಯ ಇ ಆಡಳಿತ ಚಿನ್ನದ ಪ್ರಶಸ್ತಿ ನೀಡಿದೆ. ನಾವು ಇಂತಹ ದಾಖಲೆ ಮಾಡುತ್ತೇವೆ ಎಂದು ಕೇಂದ್ರ ಸರ್ಕಾರ ಎಣಿಸಿರಲಿಲ್ಲ. 13 ಲಕ್ಷ ಇ ಖಾತೆಗಳನ್ನು ಆಸ್ತಿ ತೆರಿಗೆ ಆದಾರದಲ್ಲಿ ಸೃಷ್ಟಿಸಿ ಒಂದೇ ದಿನದಲ್ಲಿ ಎಸ್ ಎಂಎಸ್ ಮೂಲಕ ನೀಡಲಾಗಿದೆ” ಎಂದರು.
“ಅನೇಕ ಕಡೆ ತಿದ್ದುವ, ನಕಲು ಮಾಡುವ ಅವಕಾಶವಿತ್ತು ಅದಕ್ಕೆಲ್ಲಾ ಕಡಿವಾಣ ಹಾಕಿ ಬೆರಳ ತುದಿಯಲ್ಲಿ ಅತ್ಯುತ್ತಮ ಸೇವೆಯನ್ನು ಜನರಿಗೆ ನೀಡಲಾಗಿದೆ. 200 ಜನ ಸಿಬ್ಬಂದಿ 10 ತಿಂಗಳ ಕಾಲ ಈ ಕೆಲಸ ನಿರ್ವಹಣೆ ಮಾಡಲಾಗಿದೆ. ಇದಕ್ಕೆ ಸುಮಾರು 2 ಕೋಟಿ ಹಣ ಖರ್ಚು ಮಾಡಲಾಗಿದೆ. ಇದರಿಂದ ಸರಿಯಾದ ಆಸ್ತಿ ದಾಖಲೆ ಸೇರಿದಂತೆ ನಮ್ಮ ನಿವೇಶನದ ಸರಿಯಾದ ಅಳತೆ ಸಿಕ್ಕಿದೆ ಎಂದು ನಿವೃತ್ತ ಅಧಿಕಾರಿಗಳು, ಜನರು ನನಗೆ ಈ ಮೇಲ್ ಮಾಡಿದ್ದಾರೆ” ಎಂದರು.
“ಬಿ ಖಾತೆಯಿಂದ ಎ ಖಾತೆ ನೀಡುವ ಅಭಿಯಾನ ಪ್ರಾರಂಭ ಮಾಡಲಾಗುವುದು. ಕೆಳ ಹಂತದ ಅಧಿಕಾರಿಗಳು ದುರುಪಯೋಗ ಮಾಡಿಕೊಳ್ಳುವ ಸಾಧ್ಯತೆ ಇರುವ ಕಾರಣಕ್ಕೆ ಮನೆ ಬಾಗಿಲಿಗೆ ತೆರಳಿ ಖಾತೆ ನೀಡಲಾಗುವುದು. ಅನೇಕ ಕಡೆ 10 ರಿಂದ 5 ಸಾವಿರ ಲಂಚ ಬೇಡಿಕೆ ಬಂದಿದೆ ಎನ್ನುವ ದೂರು ಬಂದಿದೆ. ಇದರ ಬಗ್ಗೆ ನಾನೂ ತನಿಖೆ ನಡೆಸಿದ್ದೇನೆ. ಅದಕ್ಕೆ ಈ ದುರುಪಯೋಗ ತಪ್ಪಿಸಲು ಈ ಕ್ರಮ ತೆಗೆದುಕೊಳ್ಳಲಾಗಿದೆ. ನಾವು ಪಾರದರ್ಶಕ, ಪರಿಶುದ್ದ ಆಡಳಿತ ನೀಡಬೇಕು ಎಂದು ಹೊರಟಿದ್ದೇವೆ” ಎಂದರು.
“ಬೆಂಗಳೂರು ಇಡೀ ವಿಶ್ವಕ್ಕೆ ಮಾದರಿಯಾದ ನಗರ. ಇಲ್ಲಿನ ನಾಗರಿಕರ ಆಸ್ತಿ ದಾಖಲೆಗಳು ಸರಿಯಾಗಿ ಇರಬೇಕು ಎಂದು ಈ ಕ್ರಮ ತೆಗೆದುಕೊಂಡಿದ್ದೇವೆ. ನಾಳೆಯಿಂದಲೇ ಅರ್ಜಿ ಸಲ್ಲಿಕೆ ಮಾಡಬಹುದು. ದಾಖಲೆಗಳು ಸರಿಯಿದ್ದರೆ ಸ್ಥಳದಲ್ಲೇ ಖಾತೆ ಮಾಡಿಕೊಡಲಾಗುವುದು. ಇಲ್ಲದಿದ್ದರೆ ಏನು ಮಾಡಬಹುದು ಎಂದು ಸೂಚನೆ ನೀಡಲಾಗುವುದು” ಎಂದರು.
“ಈ ಹಿಂದೆ ನನ್ನ ತಂಗಿಗೆ ಆಸ್ತಿ ಖರೀದಿ ಮಾಡಿದ್ದೇ. ಆದರೆ ಬೇರೆಯವರಿಗೆ ಖಾತೆಯಾಯಿತು. ನಮಗೆ ಖಾತೆಯೇ ಆಗಲಿಲ್ಲ. ಇಂತಹ ಹಗರಣಗಳು ನಡೆಯುವುದನ್ನು ತಪ್ಪಿಸಲು ಈ ಕ್ರಮ ತೆಗೆದುಕೊಳ್ಳಲಾಗಿದೆ” ಎಂದರು.
ದಿನಕ್ಕೆ ಎಷ್ಟು ಖಾತೆಗಳನ್ನು ಮಾಡಲಾಗುವುದು ಎಂದು ಕೇಳಿದಾಗ, “ನಮ್ಮ ಬಳಿ ಎಷ್ಟು ಬಿ ಖಾತೆಯಿದೆ ಎನ್ನುವ ಮಾಹಿತಿಯಿದೆ. ದಿನಕ್ಕೆ ಎಷ್ಟು ಮಾಡಲಾಗುವುದು ಎಂಬುದು ಪ್ರಾರಂಭ ಮಾಡಿದಾಗಲೇ ತಿಳಿಯುವುದು. ಮೊದಲ ಮೂರು ತಿಂಗಳು ಇದನ್ನ ಮಾಡಲಾಗುವುದು” ಎಂದರು.
7 ಸಾವಿರ ಜನರ ಬಿ ಖಾತೆಯಿಂದ ಎ ಖಾತೆ ಅರ್ಜಿ ವಿಲೇ
“ಮೊದಲು ಭೂಮಿಯನ್ನು ಸಕ್ರಮ ಮಾಡಲಾಗುವುದು. ನಂತರ ಕಟ್ಟಡ. ಏಕೆಂದರೆ ಇದಕ್ಕೆ ಸಾಕಷ್ಟು ಹಂತಗಳಿವೆ. 7 ಸಾವಿರ ಆಸ್ತಿಗಳಿಗೆ ಎ ಖಾತೆ ಅರ್ಜಿ ವಿಲೇ ಮಾಡಲು ಕ್ರಮವಹಿಸಲಾಗಿದೆ. ಇವರು ಹಣ ಕಟ್ಟಿದ ತಕ್ಷಣ ಖಾತೆಯನ್ನು ಹಸ್ತಾಂತರಿಸಲಾಗುವುದು. ಇವರು ಹಣ ಕಟ್ಟಿದರೆ 300 ಕೋಟಿ ಆದಾಯ ಬರಲಿದೆ. ಏರಿಯಾಗೆ ಅನುಗುಣವಾಗಿ ಸ್ಲಾಬ್ ಗಳನ್ನು ನಿಗದಿ ಮಾಡಲಾಗಿದೆ. ಪ್ರತಿಯೊಂದು ಹೊಸ ಅರ್ಜಿಯನ್ನು 15 ದಿನಗಳಲ್ಲಿ ವಿಲೇ ಮಾಡಲಾಗುವುದು” ಎಂದರು.
ಸಾರ್ವಜನಿಕರಿಂದ ಸರಿಯಾದ ಪ್ರತಿಕ್ರಿಯೆ ವ್ಯಕ್ತವಾಗಿದೆಯೇ ಎಂದು ಕೇಳಿದಾಗ, “ಯಾರು ಆಸ್ತಿಯನ್ನು ಮಾರಾಟ ಮಾಡಬೇಕು ಎಂದು ಹೊರಡುತ್ತಾರೋ ಅವರಿಗೆ ಇದು ಬೇಕಾಗಿದೆ. ಯಾರೂ ಪ್ರಶ್ನೆ ಮಾಡುತ್ತಿಲ್ಲ ಎಂದು ಸುಮ್ಮನಿದ್ದಾರೋ ಅವರು ಹಾಗೆಯೇ ಇದ್ದಾರೆ. ಕೆಲವರಿಗೆ ಸರಿಯಾದ ಮಾಹಿತಿಯಿಲ್ಲ, ದಾಖಲೆಯಿಲ್ಲ. ನಾವು ಕೇಳಿದ ದಾಖಲೆಗಳನ್ನು ನೀಡಿದರೆ ಮಾಡಿಕೊಡಲಾಗುವುದು” ಎಂದರು.
“ಬೆಂಗಳೂರು ಬೆಳೆಯುತ್ತಿದೆ. ಕಂದಾಯ ಸೈಟ್ ಗಳನ್ನು ತೆಗದುಕೊಂಡವರು ಸಾಲ ತೆಗೆದುಕೊಳ್ಳಲು ದಾಖಲೆಗಳಿಲ್ಲದೇ ಒದ್ದಾಡುತ್ತಿದ್ದಾರೆ. ಓಸಿ ನೀಡುತ್ತಿಲ್ಲ, ಮನೆ ಕಟ್ಟಲು ಪ್ಲಾನ್ ಗಳನ್ನು ಕೊಡಲು ಆಗುತ್ತಿಲ್ಲ” ಎಂದರು.
ನಿಗದಿತ ದರ ಹೆಚ್ಚಳ ಎಂದು ಜನರು ಮುಂದೆ ಬರುತ್ತಿಲ್ಲ ಎಂದು ಕೇಳಿದಾಗ, “ಎಲ್ಲವನ್ನು ಉಚಿತವಾಗಿ ನೀಡಲು ಆಗುವುದಿಲ್ಲ. ಆಸ್ತಿ ಮೌಲ್ಯ ಹೆಚ್ಚಾಗಿದೆಯಲ್ಲ. ಬಂಗಾರಪ್ಪ ಅವರ ಕಾಲದಲ್ಲಿ 50/80 ನಿವೇಶನ ನೀಡಿದ್ದರು. ಆಗ 99 ಸಾವಿರ ಕಟ್ಟಿದ್ದೆ. ಈಗ ಅದರ ಮಾರುಕಟ್ಟೆ ಬೆಲೆ ಚದರ ಅಡಿಗೆ 20 ಸಾವಿರವಿದೆ. ಅಂದರೆ 8-9 ಕೋಟಿ ಆಯಿತು. ಈ ಹಿಂದೆ ಕೋರಮಂಗಲದಲ್ಲಿ ಹೌಸಿಂಗ್ ಬೋರ್ಡ್ ಇಂದ 600 ರೂಪಾಯಿಗೆ ಮನೆ ಕಟ್ಟಿಕೊಡಲಾಗಿತ್ತು. ಈಗ ಮೌಲ್ಯ ಹೆಚ್ಚಾಗಿಲ್ಲವೇ? ಈಗ ಅದೇ ಜಾಗಗಳು 10 ಸಾವಿರ ಚದರ ಅಡಿಗೆ ಆಗಿದೆ” ಎಂದರು.
ದಾಖಲೆ ಸರಿಯಿಲ್ಲದವರು ವಿರೋಧ ಮಾಡುತ್ತಿದ್ದಾರೆ
ಅನೇಕ ವರ್ಷಗಳಿಂದ ಇವರಿಗೆ ನೀರು, ರಸ್ತೆ, ವಿದ್ಯುತ್ ಸೇರಿದಂತೆ ಹಲವಾರು ಮೂಲಸೌಕರ್ಯಗಳನ್ನು ಒದಗಿಸಿದ್ದೇವೆ. ಕಂದಾಯ ಬಡಾವಣೆಗಳ ಖಾಸಗಿ ರಸ್ತೆಗಳನ್ನು ಸರ್ಕಾರದ ಆಸ್ತಿ ಎಂದು ಕ್ಯಾಬಿನೆಟ್ ಅಲ್ಲಿ ನಿರ್ಧಾರ ಮಾಡಿ ಘೋಷಣೆ ಮಾಡಲಾಗಿದೆ. ಪಾಲಿಕೆಗಳ ಖಾಯಂ ಆಸ್ತಿ ಎಂದು ತಿಳಿಸಲಾಗಿದೆ. ಯಾರು ಸರಿಯಾಗಿ ಮಾಹಿತಿ ಇಟ್ಟುಕೊಂಡಿಲ್ಲ, ಯಾರ ಬಳಿ ದಾಖಲೆ ಸರಿಯಿಲ್ಲ, ಕಾನೂನಿನ ವಿರುದ್ದ ಇರುವವರು ವಿರೋಧ ಮಾಡುತ್ತಿದ್ದಾರೆ” ಎಂದರು.
ಹಳ್ಳಿಯಿಂದ ಬಂದವರು, ಬೀದಿ ಬದಿ ವ್ಯಾಪಾರಿಗಳು ಕಷ್ಟ ಪಟ್ಟು ಸೈಟ್ ತೆಗೆದುಕೊಂಡಿರುತ್ತಾರೆ. ಅವರಿಗೆ ರಿಜಿಸ್ಟ್ರೇಷನ್ ಸೇರಿದಂತೆ ಯಾವ ಕಾನೂನಾತ್ಮಕ ಪ್ರಕ್ರಿಯೆಗಳು ಗೊತ್ತಿರುವುದಿಲ್ಲ. ಇಂತಹವರಲ್ಲಿ ಯಾರ ದಾಖಲೆಗಳು ಸರಿ ಇವೆಯೋ ಅದನ್ನು ಪರಿಶೀಲಿಸಲು ರೌಂಡ್ ರಾಬಿನ್ ಪದ್ದತಿ ತಂದಿದ್ದರು. ಎ ಖಾತೆ ವಿಚಾರದಲ್ಲಿ ಅನೇಕರು ಪ್ರಗತಿ ಕಂಡಿಲ್ಲ ಎಂದು ಸದನದಲ್ಲಿ ಸೇರಿದಂತೆ ಅನೇಕರು ಟೀಕೆ ಮಾಡಿದರು. ಇದಕ್ಕೆ ಎಲ್ಲರಿಗೂ ಲೆಕ್ಕ ಕೊಡಲು ನಾನು ತಯಾರಿದ್ದೇನೆ. ಯಾರ ಬಳಿ ದಾಖಲೆ ಸರಿ ಇಲ್ಲವೋ ಅವರು ತಕರಾರು ತೆಗೆಯುತ್ತಿದ್ದಾರೆ” ಎಂದರು.
ಬಿಡದಿ ಟೌನ್ ಶಿಪ್ ಅಲ್ಲಿ ಪರಿಹಾರ ಭೂಮಿ ಕೇಳಿದಾಗ, “ಕುಮಾರಸ್ವಾಮಿ ಅವರು 8 ಸಾವಿರ ಅಡಿ ನೀಡುತ್ತೇನೆ ಎಂದು ಹೇಳಿದ್ದರು. ನಾನು 9, 400 ಅಡಿ ನೀಡುತ್ತಿದ್ದೇನೆ. ಬಿಡದಿಯ ಭೂ ಮಾಲೀಕರಿಗೆ ಲಾಟರಿ ಹೊಡೆದಂತೆ. ಒಂದು ಎಕರೆ ಕಳೆದುಕೊಂಡಿದ್ದರೆ ಭೂ ಮಾಲೀಕನಿಗೆ ಒಂದೇ ಕಡೆ 9,400 ಅಡಿ ಭೂಮಿ ನೀಡಲಾಗುತ್ತಿದೆ. ಜೊತೆಗೆ 6 ರಷ್ಟು ಎಫ್ ಎಆರ್ ಸೇರಿಸಿಕೊಳ್ಳುವ ಅವಕಾಶ ನೀಡಲಾಗಿದೆ. 30/40 ಅಳತೆ ನಿವೇಶನ ಹೊಂದಿದ್ದರೆ ಇದು ದೊರೆಯುವುದಿಲ್ಲ. ಹೆಚ್ಚಿನ ರೈತರು ಹಣ ತೆಗೆದುಕೊಳ್ಳುವುದಿಲ್ಲ. ಆಸ್ತಿ ಉಳಿಸಿಕೊಳ್ಳಲು ನೋಡುತ್ತಾರೆ. ಹೊಸ ಮಾಡ್ರನ್ ಸಿಟಿ ಬೆಂಗಳೂರು ದಕ್ಷಿಣದಲ್ಲಿ ತಲೆಯೆತ್ತಲಿದೆ. ಭೂ ಮಾಲೀಕರಲ್ಲಿ ಮನವಿ ಮಾಡುತ್ತೇನೆ. ನನ್ನ ಮೇಲೆ ವಿಶ್ವಾಸವಿಡಿ. ಯಾರೂ ಭೂಮಿ ಮಾರಿಕೊಳ್ಳಲು ಹೋಗಬೇಡಿ. ಬ್ರೋಕರ್ ಗಳ ಕೈಗೆ ಸಿಲುಕಬೇಡಿ. 2-3 ಕೋಟಿ ಪರಿಹಾರ ತೆಗೆದುಕೊಳ್ಳಲೂ ಹೋಗಬೇಡಿ. ಭೂಮಿ ಉಳಿಸಿಕೊಳ್ಳಿ” ಎಂದರು.
ಬಿಡದಿ ರೈತರ ಹೋರಾಟದ ಬಗ್ಗೆ ಕೇಳಿದಾಗ, “ವಿರೋಧ ಪಕ್ಷದವರು ಎತ್ತಿ ಕಟ್ಟುತ್ತಾರೆ. ಹೋರಾಟ ಮಾಡುತ್ತಾರೆ. ಬೆಂಗಳೂರು ನಗರದ ದಟ್ಟಣೆ ತಪ್ಪಿಸಲು ಏನು ಮಾಡಬೇಕು? ಭವಿಷ್ಯದ ದೃಷ್ಟಿಯಿಂದ ಈ ಯೋಜನೆ ಮಾಡಲಾಗಿದೆ. ಕಮರ್ಷಿಯಲ್ ಅವರಿಗೆ ಶೇ 45 ಭಾಗ, ರೆಸಿಡೆನ್ಸಿಯಲ್ ಗೆ 50 ಭಾಗ ಎಂದು ಒಪ್ಪಂದ ಮಾಡಿಕೊಳ್ಳಲಾಗಿದೆ. ಬೇಡ ಎನ್ನುವವರು ಬಿಟ್ಟು ಬಿಡಲಿ. ಡೆಪಾಜಿಟ್ ಮಾಡಿ ನಮ್ಮ ಕೆಲಸ ನಾವು ಮಾಡುತ್ತೇವೆ. ಟೀಕೆ ಸಾಯುತ್ತವೆ. ಕೆಲಸಗಳು ಉಳಿಯುತ್ತವೆ” ಎಂದರು.
ಕುಮಾರಸ್ವಾಮಿ ಅವರಿಗೆ ಒಳ್ಳೆ ಲಾಟರಿ
“ತುಂಗಭದ್ರಾ ಗೇಟ್ ವಿಚಾರವಾಗಿ ಟೀಕೆ ಮಾಡುತ್ತಿದ್ದರು ಈಗ ಏನಾಗಿದೆ. ನಾವು ಟೀಕೆ ಮೀರಿ ಕೆಲಸ ಮಾಡಿದ್ದೇವೆ. ಕುಮಾರಸ್ವಾಮಿ ಅವರು ಈಗ ನಾನೇ ಮಾಡಿದ್ದು 8 ಸಾವಿರ ಅಡಿ ಕೊಡುತ್ತೇನೆ ಎಂದು ಹೇಳಿದ್ದೆ ಎಂದು ದೆಹಲಿಯಲ್ಲಿ ಕುಳಿತು ಈಗ ಹೇಳುತ್ತಿದ್ದಾರೆ. ಅವರೇ ಕ್ಷೇತ್ರ ಆದ ಕಾರಣ ಡಿನೋಟಿಫೈ ಮಾಡಬೇಕಿತ್ತು. ಅವರದ್ದೇ ಜಮೀನು ಇದೆಯಲ್ಲ. ಈಗ ಹಣ ಪಡೆಯಲಿ ನೋಡೋಣ. ದುಡ್ಡು ಬೇಡ ಎಂದು ಕೊಟ್ಟು ಬಿಡಲಿ. ಅವರು ಎಷ್ಟಕ್ಕೆ ತೆಗೆದುಕೊಂಡಿದ್ದರು. ಈಗ ಎಷ್ಟಕ್ಕೆ ಹೋಗುತ್ತದೆ ಎಂದು ಗೊತ್ತಿಲ್ಲವೇ? ಅವರ ಸೇಲ್ ಡೀಡ್ ತೆಗೆದು ನೋಡಿ. ಈಗ ಒಳ್ಳೆ ಲಾಟರಿ ಬರುತ್ತಿದೆ ಅವರಿಗೆ. ಅವರು ಯಾರಿಗೋ ಜಿಪಿಎ ನೀಡಿದ್ದರು. ನನಗೆ ಹಣ ನೀಡಿ ಎಂದು ಅವರು ಹೇಳಿದ್ದಾರೆ. ಏನಾದರೂ ಹೆಚ್ಚು ಕಡಿಮೆ ಆಗುತ್ತದೆ ಅಂತ ನಾನು ಭೂಮಿ ಮಾಲೀಕರಿಗೆ ನೀಡಿ ಎಂದು ನಾನೇ ಹೇಳಿದ್ದೇನೆ” ಎಂದರು.
ಹೈಕಮಾಂಡ್ ಭೇಟಿ ಬಗ್ಗೆ ಕೇಳಿದಾಗ, “ನಿಮಗೆ ರಾಜಕೀಯ ಬಿಟ್ಟರೆ ಬೇರೆ ಏನೂ ಇಲ್ಲವೇ? ಅದಕ್ಕೆಲ್ಲಾ ಮುಹೂರ್ತವಿದೆ ಬಿಡಿ” ಎಂದು ಹೇಳಿದರು.
ಮಾದ್ಯಮ ಪ್ರತಿಕ್ರಿಯೆ

ಮಾಧ್ಯಮಗೋಷ್ಠಿಯ ನಂತರ ಡಿಸಿಎಂ ಶಿವಕುಮಾರ್ ಅವರು ಮಾಧ್ಯಮಗಳಿಗೆ ಪ್ರತಿಕ್ರಿಯೆ ನೀಡಿದರು.
“ಮೊದಲ ಹಂತದಲ್ಲಿ ಪೊಲೀಸ್ ಹಾಗೂ ಜಿಬಿಎ ಸಿಬ್ಬಂದಿ ದುರ್ಬಲಗೊಂಡ 2,048 ಕೊಂಬೆಗಳನ್ನು ಗುರುತಿಸಲಾಗಿದೆ. ಇವುಗಳನ್ನು ತೆರವುಗೊಳಿಸಲು ಪಾಲಿಕೆಗಳಿಗೆ ಈಗಾಗಲೇ ಸೂಚನೆ ನೀಡಲಾಗಿದೆ” ಎಂದರು.
ಎಕ್ಸಿಟ್ ಪೋಲ್ ಗಳ ಬಗ್ಗೆ ಕೇಳಿದಾಗ, “ನನಗೆ ಎಕ್ಸಿಟ್ ಪೋಲ್ ಗಳ ಬಗ್ಗೆ ನಂಬಿಕೆಯಿಲ್ಲ. ಇದರಲ್ಲಿ ಸತ್ಯ, ಸುಳ್ಳು ಇರಬಹುದು ಆದರೆ ನನಗೆ ವೈಯಕ್ತಿಕವಾಗಿ ನಂಬಿಕೆಯಿಲ್ಲ. ನಾನು ರಾಜಕೀಯದಲ್ಲಿ ವಿಶೇಷ ಅನುಭವ ಹೊಂದಿರುವೆ. ನಾವು ಕಾರ್ಯಕರ್ತರ ಹಾಗೂ ನಾಯಕರ ಮೇಲೆ ನಂಬಿಕೆ ಇಟ್ಟಿದ್ದೇನೆ” ಎಂದರು.
ಅಸ್ಸಾಂ ಬಗ್ಗೆ ಕೇಳಿದಾಗ, “ನಾನು ಕಾರ್ಯಕರ್ತರ ಕೆಲಸ ನೋಡಿ ಹೇಳುತ್ತೇನೆ. ಆದರೆ ಅಲ್ಲಿನ ಮತದಾರರ ಒಳಗೆ ಏನಿದೆ ಗೊತ್ತಿಲ್ಲ. ನಾವು ಅಲ್ಲಿನ ನಾಯಕರು ಹಾಗೂ ಕಾರ್ಯಕರ್ತರ ಜೊತೆ ಔತಣ ಕೂಟ ಏರ್ಪಡಿಸಿದ್ದೇವೆ. ಭೂಪೇಂದ್ರ ಬಘೇಲ ಸೇರಿದಂತೆ ಕಾರ್ಯದರ್ಶಿಗಳು ಹೋಗುತ್ತೇವೆ” ಎಂದರು.
ಕೇರಳದಲ್ಲಿ ಯುಡಿಎಫ್ ಅಧಿಕಾರಕ್ಕೆ ಬರುವ ಭವಿಷ್ಯದ ಬಗ್ಗೆ ಕೇಳಿದಾಗ, “ಈ ದೇಶ ಬದಲಾವಣೆ ಬಯಸುತ್ತಿದೆ. ಹೊಸ ಆಡಳಿತ ಬೇಕಿದೆ. ಬದಲಾವಣೆಗಾಗಿ ಇಂಡಿಯಾ ಒಕ್ಕೂಟ ಗೆಲ್ಲಲಿದೆ” ಎಂದರು.
Land Guarantee from the Government: ‘Namma E-Khata’ Campaign Every Saturday from May 16
Bengaluru, May 1: Deputy Chief Minister D K Shivakumar today said that that the issue of over 23 lakh e-khatas so far under the Greater Bengaluru Authority (GBA) was a national record.
Addressing a press conference at Vidhana Soudha, the DCM, who is also in charge of Bengaluru Development, said, “Open House counters for e-khatas would be set up at 50 locations in all the five corporations and ‘Namma e-khata’ campaign would be held from May 16.
“Since there may be crowds at the Corporation offices, this campaign will be conducted in government or private schools. Approximately 5,000 grievances will be resolved every week. Five to ten counters will be opened in each municipal corporation,” he said.
“Information about the counters will be provided through advertisements, cutouts, websites, and all other channels. In cases of document disputes or doubts, revenue officers will visit the site for inspection and resolve the matter within 15 days of application submission,” he added.
“Photos, sketches, maps, GPS coordinates, and photographs will all be part of the records. Anyone can view these documents by providing the Aadhaar number or designated ID. Revenue officers, Deputy Secretaries, and Joint Secretaries will be responsible for this. Officers working on the 2nd and 4th Saturdays will be given a compensatory day off,” he said.
Over 23 Lakh Accounts in 10 Months
“Khatas for apartments with possession certificates would be done automatically. Issuing over 23 lakh e-khatas online in 10 months is a record in the entire country. Occupancy Certificates (OC) have been issued to 37,480 flats. I thank all the officers who supported this work including Manish Maudgil, and the GBA Commissioner,” he said.
“Digital copies of the e-khatas have already been sent via WhatsApp to 10 lakh people. The rest will be sent soon. Physical copies will also be delivered to homes. The Central Government has awarded us the National e-Governance Gold Award in recognition of our land guarantee initiative,” he said.
“There were many opportunities for tampering and duplication in the past — we have put a stop to all of that and provided the best service to the people at their fingertips. 200 staff members worked on this for 10 months, at a cost of approximately ₹2 crore. Retired officers and citizens have emailed me saying that they now have proper property records and accurate measurements of their plots,” he said.
“A campaign to convert B khatas to A khatas will be launched. Since there is a possibility of lower-level officers misusing the process, khatas will be delivered directly to people’s doorsteps. Complaints have come in from many places about bribe demands ranging from ₹5,000 to ₹10,000. I have personally investigated this and that is why this measure has been taken to prevent such misuse,” he said.
7000 applications for B to A-Khata transfer being processed
“First, the land will be regularized, then the building — because there are many stages involved. Steps have been taken to process 7000 khata transfer applications. As soon as they make the payment, the khata will be transferred. If they pay, this will generate revenue of ₹300 crore. Every new application will be processed within 15 days,” he said.
“Bengaluru is growing. Those who have taken revenue sites are struggling to obtain loans due to lack of documents. OCs are not being issued, and building plans cannot be approved,” he said.
When asked whether people are not coming forward due to increased fees, he replied: “Everything cannot be given for free. Property values have increased enormously. During Bangarappa’s time, a 50×80 site was given. I paid Rs 99,000 then. Now the market rate is ₹20,000 per square foot — that comes to ₹8–9 crore. Previously, houses were built in Koramangala for just ₹600 by the Housing Board. Hasn’t the value gone up now? The same plots are now ₹10,000 per square foot.”
Those without proper documents are the ones opposing
“For many years, we have been providing water, roads, electricity, and other infrastructure to these people. A Cabinet decision has been made declaring private roads in revenue layouts as government property and permanent assets of the municipal corporations. Those who don’t have proper information, those whose documents are incorrect, and those who are acting against the law are the ones opposing this,” he said.
“People who have come from villages and street vendors have worked hard to buy sites. They are unaware of legal processes including registration. A round-robin system was introduced to check whose documents are in order among them. Many people, including in the Assembly, criticized that no progress was seen on A khata conversions. I am ready to give an account to everyone. Those whose documents are not in order are the ones raising objections,” he said.
When asked about compensation land in Bidadi Township, he said: “Kumaraswamy had promised 8,000 sq ft. I am giving 9,400 sq ft. It’s like hitting a lottery for the landowners of Bidadi. If someone lost one acre, the landowner is being given 9,400 sq ft in a single location. Additionally, there is an opportunity to avail of an FAR (Floor Area Ratio) of 6. If you own a 30×40 site, this won’t apply. Most farmers don’t want cash — they want to retain the property. A new modern city will rise in South Bengaluru. Don’t go selling your land. Don’t fall into the hands of brokers. Don’t go accepting ₹2–3 crore as compensation. Hold onto your land,” he said.
When asked about the Bidadi farmers’ agitation, he said: “The Opposition will instigate and agitate. But what must be done to reduce congestion in Bengaluru? This project has been planned with the future in mind. An agreement has been made: 45% for commercial use, 50% for residential. Those who don’t want it can let go. We will make the deposit and do our work. Criticism will fade. Work will endure.”
Lottery for Kumaraswamy
“They were criticizing us over the Tungabhadra gate issue — look at what happened now. We worked beyond the criticism. Kumaraswamy is now sitting in Delhi and claiming he was the one who said he’d give 8,000 sq ft. He should have de-notified the area since it falls in his constituency. He has land there too. Let’s see if he takes money or gives it away. Let him check how much he bought it for and how much it’s worth now. Look at his sale deed. He’s getting a real lottery now. He had given GPA (General Power of Attorney) to someone and has said to give him the money. I myself have said to give it to the landowners in case anything goes awry,” he said.
When asked about the meeting with the High Command: “Can’t you talk about anything other than politics? There’s an auspicious time for everything,” he said.

When asked about exit polls: “I have no faith in exit polls. They may have some truth or falsehood, but personally I don’t believe in them. I have vast experience in politics. I place my trust in our workers and leaders,” he said.
When asked about Assam, he said, “I speak based on the work of our workers. But I don’t know what’s in the minds of the voters there. We have organized a dinner with the leaders and workers there,” he said.
When asked about the prospect of UDF coming to power in Kerala: “This country wants change. New governance is needed. For change, the INDIA alliance will win,” he said.
