*ವಿಪಕ್ಷಗಳಿಗೆ ಹೆದರಿ ಸದನವನ್ನೇ ರದ್ದುಗೊಳಿಸಿದ ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರ: ಆರ್.ಅಶೋಕ್ ವ್ಯಂಗ್ಯ*
ಪ್ರಗತಿವಾಹಿನಿ ಸುದ್ದಿ: ಸಚಿವ ಬಿ.ನಾಗೇಂದ್ರ ರಾಜೀನಾಮೆಗೆ ಆಗ್ರಹಿಸಿ ರಾತ್ರಿ ಹಗಲು ಧರಣಿ ನಡೆಸುತ್ತೇವೆ ಎಂದು ಘೋಷಣೆ ಮಾಡಿದ ಕೂಡಲೇ ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರ ಹೆದರಿಕೊಂಡು ಸದನವನ್ನು ರದ್ದು ಮಾಡಿದೆ. ಎಲ್ಲ ವಿಷಯಗಳ ಬಗ್ಗೆ ಚರ್ಚೆಗೆ ನಾವು ಸಿದ್ಧವಿದ್ದರೂ ಕಾಂಗ್ರೆಸ್ ತಯಾರಿರಲಿಲ್ಲ ಎಂದು ಪ್ರತಿಪಕ್ಷ ನಾಯಕ ಆರ್.ಅಶೋಕ ಹೇಳಿದರು.
ಪತ್ರಿಕಾಗೋಷ್ಠಿಯಲ್ಲಿ ಮಾತನಾಡಿದ ಅವರು, ಜೂನ್ನಲ್ಲೇ ಅಧಿವೇಶನ ನಡೆಯಬೇಕಿದ್ದರೂ ಸಚಿವ ಸಂಪುಟದ ಕಿತ್ತಾಟದಿಂದಾಗಿ ತಡವಾಗಿ ನಡೆಯಿತು. ಆದರೆ ಮೂರು ದಿನ ಮುನ್ನವೇ ಅಧಿವೇಶನ ರದ್ದು ಮಾಡಿರುವುದು ಆಡಳಿತ ನಡೆಸುತ್ತಿರುವ ಸರ್ಕಾರದ ವಿಫಲತೆ. ವಾಲ್ಮೀಕಿ ಅಭಿವೃದ್ಧಿ ನಿಗಮದಲ್ಲಿ ಹಗರಣ ಮಾಡಿದ ಸಚಿವ ಬಿ.ನಾಗೇಂದ್ರ ಅವರಿಗಾಗಿ ಇಡೀ ಸದನವನ್ನೇ ರದ್ದು ಮಾಡಿದ್ದಾರೆ. ಬಿಜೆಪಿ ಅವಧಿಯಲ್ಲಿ ಕೆ.ಎಸ್.ಈಶ್ವರಪ್ಪ ಅವರ ಮೇಲೆ ಕೇವಲ ಒಂದು ಸಂದೇಶದಿಂದ ಆರೋಪ ಬಂತು. ಆಗ ರಾಜೀನಾಮೆ ಪಡೆದು ಸದನ ನಡೆಸಲು ಅವಕಾಶ ನೀಡಲಾಯಿತು. ಸದನದಲ್ಲಿ ಮೊಬೈಲ್ ವೀಡೀಯೋ ನೋಡಿದ್ದಾರೆ ಎಂಬ ಕಾರಣಕ್ಕೆ ಮೂವರು ಸಚಿವರ ರಾಜೀನಾಮೆ ಪಡೆಯಲಾಗಿತ್ತು. ಆದರೆ ದಲಿತರ ಹಣ ನುಂಗಿದ ಸಚಿವನನ್ನು ರಕ್ಷಿಸಲು ಇಡೀ ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರ ಸದನ ರದ್ದು ಮಾಡಿದೆ. ಅಂದ್ರೆ ಸಚಿವ ನಾಗೇಂದ್ರ ಅವರಿಂದ ಕಾಂಗ್ರೆಸ್ ನಾಯಕರು ಪಾಲು ಪಡೆದಿದ್ದಾರೆ ಎಂದರು.
ರಾಜ್ಯದಲ್ಲಿ ಹೆಚ್ಚಿರುವ ಬರಗಾಲದ ಬಗ್ಗೆ ಬಿಜೆಪಿ ಬೇರೆ ಬೇರೆ ಜಿಲ್ಲೆಗಳಿಗೆ ಹೋಗಿ ಅಧ್ಯಯನ ನಡೆಸಿದೆ. ಬರ ಅಧ್ಯಯನ ಸಮಿತಿ ರಚಿಸಿ ಪ್ರವಾಸ ಮಾಡಲಾಗಿದೆ. ನೈಸ್ ಟೋಲ್ ಅಕ್ರಮದ ಬಗ್ಗೆ ದಾಖಲೆಗಳನ್ನು ಸಂಗ್ರಹಿಸಲಾಗಿದೆ. ಕೆಪಿಎಸ್ಸಿ ಅಕ್ರಮ ಕುರಿತು ಕೂಡ ಸೂಕ್ತ ದಾಖಲೆಗಳನ್ನು ಸಿದ್ಧಪಡಿಸಿಕೊಟ್ಟುಕೊಳ್ಳಲಾಗಿದೆ. ಬೆಂಗಳೂರಿನ ಕಸ ಟೆಂಡರ್ ಅಕ್ರಮದ ಬಗ್ಗೆಯೂ ದಾಖಲೆಗಳನ್ನು ಸಂಗ್ರಹಿಸಲಾಗಿದೆ. ಸುರಂಗ ರಸ್ತೆ ಯೋಜನೆಯಲ್ಲಿ ಉದ್ಯಮಿ ಗೌತಮ್ ಅದಾನಿಯೊಂದಿಗೆ ಒಪ್ಪಂದ ಮಾಡಿಕೊಂಡಿರುವುದು, ರೇಷನ್ ಕಾರ್ಡ್ ಕಡಿತ ಮೊದಲಾದ ವಿಷಯಗಳ ಬಗ್ಗೆ ಮಾತಾಡಲು ನಾವು ಸಿದ್ಧತೆ ಮಾಡಿಕೊಂಡಿದ್ದೆವು. ಆದರೂ ಮಾತಾಡಲು ಅವಕಾಶ ನೀಡಿಲ್ಲ ಎಂದರು.
ಡಾ.ಜಿ.ಪರಮೇಶ್ವರ್ ಗೃಹ ಸಚಿವರಾಗಿದ್ದಾಗ ಸಿಬಿಐ ತನಿಖೆಗೆ ಸಹಕಾರ ನೀಡುವುದಾಗಿ ಹೇಳಿದ್ದರು. ಈಗ ಅವರು ಮಾತು ಬದಲಾಯಿಸಿದ್ದಾರೆ. ಸಚಿವ ಬಿ.ನಾಗೇಂದ್ರ ಅವರ ಬಗ್ಗೆ ಪ್ರಶ್ನೆ ಕೇಳಿದರೆ ಅದಕ್ಕೆ ಉತ್ತರ ಹೇಳುವ ಧೈರ್ಯವಿಲ್ಲದೆ ಅನಿರ್ದಿಷ್ಟವಾಧಿಗೆ ಮುಂದೂಡಲಾಗಿದೆ. ಅವರ ರಾಜೀನಾಮೆ ಪಡೆಯುವ ಬದಲು ಸದನ ಮುಂದೂಡಲು ವಿಧಾನಸಭೆ ಕಾಂಗ್ರೆಸ್ ಪಕ್ಷದ ಕಚೇರಿಯಲ್ಲ. ಬಿಜೆಪಿಯಿಂದ ಹಗಲು ರಾತ್ರಿ ಧರಣಿ ಘೋಷಣೆ ಮಾಡಿದಾಗಲೇ ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರ ಹೆದರಿಕೊಂಡಿತ್ತು. ಸರ್ಕಾರಕ್ಕೆ ವಿಶ್ವಾಸದ ಕೊರತೆ ಇದ್ದಿದ್ದರಿಂದ ಹೀಗಾಗಿದೆ. ಅಲ್ಲದೆ ಯಾವುದೇ ಸಚಿವರು ನಾಗೇಂದ್ರ ಪರ ವಾದ ಮಾಡಲು ಮುಂದೆ ಬರಲಿಲ್ಲ. ಮಾಜಿ ಸಿಎಂ ಸಿದ್ದರಾಮಯ್ಯ ಮುನಿಸಿಕೊಂಡು ಕುಳಿತಿರುವುದು ಕಾಣಿಸುತ್ತಿತ್ತು. ಕಾಂಗ್ರೆಸ್ ಎಲ್ಲೂ ಒಗ್ಗಟ್ಟು ಪ್ರದರ್ಶನ ಮಾಡುವುದು ಕಂಡುಬರಲಿಲ್ಲ. ನಾವು ಆಡಳಿತ ಪಕ್ಷವನ್ನು ಕಟ್ಟಿಹಾಕುವ ಕೆಲಸ ಮಾಡಿದ್ದೇವೆ. ನಿರಂತರವಾಗಿ ಆರು ದಿನಗಳ ಕಾಲ ನಾವು ಹೋರಾಟ ಮಾಡಿದ್ದೇವೆ ಎಂದರು.
ಚರ್ಚೆ ಇಲ್ಲದೆ ಮಸೂದೆ ಮಂಡನೆ
ಸರ್ಕಾರ ಅನೇಕ ಮಸೂದೆಗಳನ್ನು ಚರ್ಚೆ ಇಲ್ಲದೆ ಪಾಸ್ ಮಾಡಿದೆ. ಉದ್ಯಾನಗಳ ಶೇ.5 ರಷ್ಟು ಜಾಗವನ್ನು ಕಬಳಿಸುವ ಮಸೂದೆ ಮಂಡಿಸಲಾಗಿದೆ. ಉದ್ಯಾನಗಳನ್ನು ಸರ್ಕಾರ ರಕ್ಷಿಸಬೇಕು. ಉದ್ಯಾನಗಳ ನಿಜವಾದ ಮಾಲೀಕರು ಸಾಮಾನ್ಯ ಜನರು. ಆದರೆ ಅದನ್ನೇ ಹಾಳು ಮಾಡಲು ಸರ್ಕಾರ ಮುಂದಾಗಿದೆ. ಲಾಲ್ಬಾಗ್ಗೆ ಕನ್ನ ಹಾಕಿದ್ದಾರೆ ಎಂದರೆ ಇಂತಹ ಜನದ್ರೋಹಿ ಸರ್ಕಾರ ಬೇರೆ ಇಲ್ಲ. ಹಾಗೆಯೇ ಪಾರ್ಕಿಂಗ್ ನಿಯಮವನ್ನೂ ತರಲಾಗಿದೆ. ಸುರಂಗ ರಸ್ತೆ ತಂದ ಮೇಲೆ ಅಲ್ಲಿ ಪಾರ್ಕಿಂಗ್ ಏಕೆ ಮಾಡುತ್ತಾರೆ? ಇನ್ನು ಲಾಲ್ಬಾಗ್ ಹೋಗಿ ಅದು ಮಾಲ್ಬಾಗ್ ಆಗಲಿದೆ ಎಂದರು.
ಸ್ಯಾಂಕಿ ಟ್ಯಾಂಕ್ ಬಳಿಯೂ ಔಟ್ಲೆಟ್ ಬರಲಿದೆ. ರಾಜ್ಯದ ಎಲ್ಲ ಉದ್ಯಾನಗಳಲ್ಲಿ ವಾಯುವಿಹಾರ ಮಾಡುವ ಜನರು ಸರ್ಕಾರದ ವಿರುದ್ಧ ಪ್ರತಿಭಟನೆ ಮಾಡಬೇಕಿದೆ. ಒಂದು ಪ್ರಕರಣದಲ್ಲಿ ಉದ್ಯಾನವನ್ನು ಲೀಸ್ಗೆ ಕೊಟ್ಟಿದ್ದಕ್ಕೆ ಸುಪ್ರೀಂಕೋರ್ಟ್ ಛೀಮಾರಿ ಹಾಕಿತ್ತು. ಅಂದಮೇಲೆ ಸರ್ಕಾರಕ್ಕೆ ಈ ರೀತಿ ಮಾಡಲು ಅವಕಾಶವಿಲ್ಲ. ಹಿಂದಿನ ಯಾವುದೇ ಮುಖ್ಯಮಂತ್ರಿಗಳು ಇಂತಹ ಕಾನೂನು ತರಲಿಲ್ಲ. ಆದರೆ ರಿಯಲ್ ಎಸ್ಟೇಟ್ ಡೆವಲಪರ್ ಆಗಿರುವ ಸಿಎಂ ಡಿ.ಕೆ.ಶಿವಕುಮಾರ್ ಎಲ್ಲದರಲ್ಲೂ ರಿಯಲ್ ಎಸ್ಟೇಟ್ ವ್ಯವಹಾರವನ್ನು ಕಾಣುತ್ತಿದ್ದಾರೆ. ಮುಂದೆ ಎಲ್ಲ ಉದ್ಯಾನಗಳಲ್ಲಿ ನಾವು ಪ್ರತಿಭಟನೆ ಮಾಡುತ್ತೇವೆ ಎಂದರು.
ಅರಣ್ಯದಲ್ಲಿ ಬೇಟೆಯಾಡುವವರನ್ನು ಶೂಟ್ ಮಾಡಲಾಗುತ್ತದೆ. ಅದನ್ನು ಸಚಿವ ರಾಮಲಿಂಗಾರೆಡ್ಡಿ ಸಮರ್ಥಿಸಿಕೊಂಡಿದ್ದಾರೆ. ಆದರೆ ಇಲ್ಲಿ ಉದ್ಯಾನಗಳನ್ನು ಕಾನೂನುಬದ್ಧವಾಗಿಯೇ ಲೂಟಿ ಮಾಡಲಾಗುತ್ತಿದೆ. ರಾಹುಲ್ ಗಾಂಧಿ ತಂದ ಪಕ್ಷದ ಕಾರ್ಯಕ್ರಮ ಭಾರತ್ ಜೋಡೋ ಹೆಸರಲ್ಲಿ ಯೋಜನೆ ರೂಪಿಸಿ ಅದಕ್ಕೆ ಅನುದಾನ ನೀಡಲಾಗಿದೆ. ತೆರಿಗೆದಾರರ 781 ಕೋಟಿ ರೂ. ಹಣವನ್ನು ಕಾಂಗ್ರೆಸ್ ಕಾರ್ಯಕರ್ತರಿಗೆ ನೀಡಲಾಗುತ್ತಿದೆ. ರಾಜ್ಯ ಸರ್ಕಾರದ ಹಣ ಕಾಂಗ್ರೆಸ್ ಪಕ್ಷದ ಹಣವಾಗಿ ಬದಲಾಗಿದೆ. ಭಾರತ್ ಜೋಡೋ ಎಂದರೆ, ಎಲ್ಲ ರಾಜ್ಯಗಳನ್ನು ಇವರು ಜೋಡಿಸುತ್ತಾರೆಯೇ? ಚರ್ಚೆಯೇ ಇಲ್ಲದೆ ಅಂಗೀಕರಿಸಿದ ಮಸೂದೆಯನ್ನು ವಾಪಸ್ ಪಡೆಯಬೇಕೆಂದು ಆಗ್ರಹಿಸಿದರು.
ನಾನು ಆರಂಭದಿಂದಲೂ ನೈಸ್ ಅಕ್ರಮದ ವಿರುದ್ಧ ಹೋರಾಟ ಮಾಡಿಕೊಂಡು ಬಂದಿದ್ದೇನೆ. ಈ ಲೂಟಿಗೆ ಅಂಕುಶ ಹಾಕಬೇಕಾಗಿದ್ದು, ಕೋರ್ಟ್ ಆದೇಶ ಕೂಡ ಬಂದಿದೆ. ಇದನ್ನು ಸರ್ಕಾರ ಪಾಲನೆ ಮಾಡಿ ಟೋಲ್ ವಸೂಲಿಯನ್ನು ನಿಲ್ಲಿಸಬೇಕು. ಕಾಂಗ್ರೆಸ್ ರಚಿಸಿದ ಸಮಿತಿ ಮಾಡಿದ ಶಿಫಾರಸಿನಂತೆಯೇ ಸಿಬಿಐ ತನಿಖೆಗೆ ನೀಡಲಿ. ನೈಸ್ ವಿರುದ್ಧ ಕ್ರಮ ಕೈಗೊಳ್ಳುತ್ತಿಲ್ಲ ಎಂದಾದರೆ ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರವೇ ಶಾಮೀಲಾಗಿದೆ ಎಂದರ್ಥ ಎಂದರು.
ಚಾಮರಾಜನಗರದ ಅರಣ್ಯದಲ್ಲಿ ತೀರಾ ಹತ್ತಿರದಿಂದ ಮೂವರಿಗೆ ಗುಂಡು ಹೊಡೆಯಲಾಗಿದೆ. ಈ ಬಗ್ಗೆ ಚಿತ್ರಗಳಲ್ಲಿ ಸ್ಪಷ್ಟವಾಗಿ ಕಾಣುತ್ತದೆ. ಆದರೆ ದೂರದಿಂದ ಹೊಡೆಯಲಾಗಿದೆ. ಬುಲೆಟ್ಗಳು ಚದುರಿದೆ ಎಂದು ಸಚಿವ ರಾಮಲಿಂಗಾರೆಡ್ಡಿ ಸುಳ್ಳು ಉತ್ತರ ನೀಡಿದ್ದರು. ಆದ್ದರಿಂದ ಖಂಡಿತ ಎನ್ಕೌಂಟರ್. ಆದರೆ ಸಿಒಡಿ ತನಿಖೆಯಲ್ಲಿ ಇದನ್ನು ಮುಚ್ಚುಹಾಕುತ್ತಾರೆ. ಆದ್ದರಿಂದ ಇದು ನ್ಯಾಯಾಂಗ ತನಿಖೆಯಾಗಬೇಕು ಎಂದರು.
ಒಂದೇ ದಿನ ಮಸೂದೆ ಅಂಗೀಕಾರ
ವಿಧಾನಪರಿಷತ್ ವಿರೋಧ ಪಕ್ಷದ ನಾಯಕ ಛಲವಾದಿ ನಾರಾಯಣಸ್ವಾಮಿ ಮಾತನಾಡಿ, ಅಹೋರಾತ್ರಿ ಧರಣಿ ಮಾಡುತ್ತೇವೆಂದು ಘೋಷಣೆ ಮಾಡಿದ ಕೂಡಲೇ ಒಂದೇ ದಿನ ಸುಮಾರು 13 ಮಸೂದೆಗಳನ್ನು ಅಂಗೀಕರಿಸಿದ್ದಾರೆ. ಬಾಂಗ್ಲಾದೇಶದ ನುಸುಳುಕೋರರು ಓಡಿಹೋದಂತೆಯೇ ರಣಹೇಡಿಗಳಂತೆ ಸರ್ಕಾರ ಓಡಿಹೋಗಿದೆ. ವಿರೋಧ ಪಕ್ಷದ ಹೋರಾಟವನ್ನು ತಡೆದುಕೊಳ್ಳಲು ಕೂಡ ಈ ಸರ್ಕಾರಕ್ಕೆ ಆಗಲಿಲ್ಲ. ಸಚಿವ ಬಿ.ನಾಗೇಂದ್ರ ಮಾಡಿದ ಹಗರಣದಿಂದಾಗಿ ಅಧಿಕಾರಿ ಚಂದ್ರಶೇಖರನ್ ಆತ್ಮಹತ್ಯೆ ಮಾಡಿಕೊಂಡರು. ಅವರು ಕೂಡ ದಲಿತರು. ದಲಿತರಾದ ಕೆ.ಎನ್.ರಾಜಣ್ಣ ಹಿಂದೆಯೇ ರಾಜೀನಾಮೆ ನೀಡಿದ್ದರು. ಹೀಗೆ ದಲಿತರಿಗೆ ಕಾಂಗ್ರೆಸ್ ನಿರಂತರವಾಗಿ ಅನ್ಯಾಯ ಮಾಡಿಕೊಂಡು ಬಂದಿದೆ. ರಿಯಲ್ ಎಸ್ಟೇಟ್ಗೆ ಕೊಡುತ್ತಿರುವ ಬೆಲೆಯನ್ನು ರೈತರಿಗೆ ಹಾಗೂ ದಲಿತರಿಗೆ ನೀಡುತ್ತಿಲ್ಲ. ರಾಯಚೂರಿನಲ್ಲಿ ಮೂವರು ದಲಿತರ ಹತ್ಯೆಯಾದರೂ ಗೃಹಸಚಿವರು ಕ್ರಮ ಕೈಗೊಂಡಿಲ್ಲ ಎಂದರು.
ಪಾದಯಾತ್ರೆ
ಸಚಿವ ಬಿ.ನಾಗೇಂದ್ರ ರಾಜೀನಾಮೆಗೆ ಆಗ್ರಹಿಸಿ ಪ್ರತಿಪಕ್ಷ ನಾಯಕ ಆರ್.ಅಶೋಕ ಅವರ ಮಾರ್ಗದರ್ಶನದಲ್ಲಿ ಸೆಪ್ಟೆಂಬರ್ 1 ರಿಂದ ಪಾದಯಾತ್ರೆನಡೆಯಲಿದೆ. ರಾಯಚೂರಿನ ಗುರಗುಂಟಾದಿಂದ ಆರಂಭವಾಗಿ ಬಳ್ಳಾರಿಯವರೆಗೆ 170 ಕಿ.ಮೀ. ಪಾದಯಾತ್ರೆ ನಡೆಯಲಿದೆ.
Congress government fled in fear of the opposition: Opposition Leader R. Ashoka
The Congress government has cancelled the House session out of fear, right after the announcement that a day-and-night dharna would be held demanding the resignation of Minister B. Nagendra. Opposition Leader R. Ashoka said that although the opposition was ready for discussion on all issues, the Congress was not prepared.
Speaking at a press conference, he said that the session, which should have been held in June itself, was delayed due to infighting in the cabinet. However, cancelling the session just three days in advance shows the failure of the ruling government. They have cancelled the entire House for the sake of Minister B. Nagendra, who is involved in a scam in the Valmiki Development Corporation. During the BJP tenure, only one message led to allegations against K.S. Eshwarappa, and his resignation was obtained to allow the House to function. The resignations of three ministers were also taken merely because they were watching mobile videos in the House. But the entire Congress government has cancelled the session to protect a minister who swallowed Dalit funds. This means that Congress leaders have taken a share from Minister Nagendra, he said.
The BJP has visited various districts and conducted studies on the increasing drought in the state. A drought study committee was formed and tours were undertaken. Documents have been collected regarding the NICE toll irregularities. Appropriate documents have also been prepared regarding KPSC irregularities. Documents have been collected on the garbage tender scam in Bengaluru as well. We had prepared to speak on issues such as the agreement made with industrialist Gautam Adani in the tunnel road project, ration card cuts, and other matters. Yet, no opportunity was given to speak, he said.
When Dr. G. Parameshwara was the Home Minister, he had stated that cooperation would be extended for a CBI investigation. Now he has changed his stance. When questions are asked about Minister B. Nagendra, the session has been adjourned indefinitely due to a lack of courage to answer. Instead of taking his resignation, adjourning the House is not the job of the Congress party office in the Legislative Assembly. The Congress government was already frightened when the BJP announced a day-and-night dharna. This happened because the government lacks confidence. Moreover, no minister came forward to argue in favour of Nagendra. Former CM Siddaramaiah was seen sitting sulking. Nowhere was any unity displayed by the Congress. We have cornered the ruling party. We have continuously fought for six days, he said.
Bills introduced without discussion
The government has passed several bills without discussion. A bill has been introduced to grab 5% of the land in parks. The government should protect parks. The real owners of the parks are the common people. But the government is going ahead to destroy them. If they have set their sights on Lalbagh, there is no other anti-people government like this. Similarly, parking rules have also been brought in. After bringing the tunnel road, why create parking there? Going to Lalbagh will turn it into Mallbagh, he said.
An outlet will also come up near Sankey Tank. People who go for walks in all the parks of the state must protest against the government. In one case, the Supreme Court had strongly criticised giving a park on lease. Therefore, the government has no right to do this. No previous Chief Minister brought such a law. But CM D.K. Shivakumar, who is a real estate developer, sees real estate business in everything. We will protest in all parks in the future, he said.
Those who hunt in forests are shot. Minister Ramalinga Reddy has justified this. But here, parks are being looted legally.
