ಪ್ರಗತಿವಾಹಿನಿ ಸುದ್ದಿ: ಬೆಸ್ಕಾಂ ವ್ಯಾಪ್ತಿಯ 8 ಜಿಲ್ಲೆಗಳ ನಗರ ಪ್ರದೇಶಗಳಲ್ಲಿನ ವಿದ್ಯುತ್ ಸ್ಥಾವರಗಳ ಹೆಸರು ಬದಲಾವಣೆ ಪ್ರಕ್ರಿಯೆಯನ್ನು ಸಂಪೂರ್ಣವಾಗಿ ಡಿಜಿಟಲೀಕರಣಗೊಳಿಸಲಾಗಿದೆ. ಈ ಸೌಲಭ್ಯ ಒದಗಿಸಿದ ದೇಶದ ಮೊದಲ ವಿದ್ಯುತ್ ವಿತರಣಾ ಕಂಪನಿ ಬೆಸ್ಕಾಂ ಆಗಿದೆ.
ಡಿಜಿಟಲ್ ವೇದಿಕೆಗೆ ಗುರುವಾರ ಚಾಲನೆ ನೀಡಿ ಮಾತನಾಡಿದ ಇಂಧನ ಸಚಿವ ಕೆ. ಜೆ. ಜಾರ್ಜ್, “ಗ್ರಾಹಕರು ಬೆಸ್ಕಾಂ ಕಚೇರಿಗೆ ಭೇಟಿ ನೀಡದೆ ತಾವು ಕುಳಿತಲ್ಲಿಂದಲೇ ವಿದ್ಯುತ್ ಸಂಪರ್ಕದ ಹೆಸರು ಬದಲಾಯಿಸಿಕೊಳ್ಳಬಹುದು.
ಐಟಿ ಬಳಸಿ ಪಾರದರ್ಶಕ ಹಾಗೂ ಗುಣಮಟ್ಟದ ಸೇವೆ ನೀಡುವ ಇಲಾಖೆಯ ಪ್ರಮುಖ ಯೋಜನೆ ಇದಾಗಿದೆ. ಜಿಬಿಎ (GBA) ವ್ಯಾಪ್ತಿಯ ಇ-ಖಾತಾ ಮ್ಯೂಟೇಷನ್ ಹೊಂದಿರುವ ಹಾಗೂ ಬೆಸ್ಕಾಂ ನಗರ ಪ್ರದೇಶದಲ್ಲಿರುವ ಆಸ್ತಿ ಇ-ಪಿಐಡಿ (e-PID) ಹೊಂದಿರುವ ಅಥವಾ ಹೊಂದಿಲ್ಲದ ಗ್ರಾಹಕರು ಈ ಸೇವೆ ಪಡೆಯಬಹುದು. ಶೀಘ್ರದಲ್ಲೇ ಇದನ್ನು ಬೆಸ್ಕಾಂ ಗ್ರಾಮೀಣ ಪ್ರದೇಶಕ್ಕೂ ವಿಸ್ತರಿಸಲಾಗುವುದು” ಎಂದು ಸಚಿವರು ತಿಳಿಸಿದರು.
ಹಿಂದೆ ಕ್ರಯಪತ್ರ, ನಿರಾಕ್ಷೇಪಣಾ ಪತ್ರ (NOC), ತೆರಿಗೆ ರಶೀದಿ, ನಷ್ಟ ಪರಿಹಾರ ಪತ್ರಗಳಂತಹ ಭೌತಿಕ ದಾಖಲೆಗಳನ್ನು ಸಲ್ಲಿಸಬೇಕಾಗಿತ್ತು. ಈಗ ಯಾವುದೇ ಕಾಗದಪತ್ರಗಳ ಅಗತ್ಯವಿಲ್ಲ.
ಆನ್ಲೈನ್ ಪ್ರಕ್ರಿಯೆಯ ಪ್ರಮುಖ ಅಂಶಗಳು
ಸಂಪೂರ್ಣ ಡಿಜಿಟಲ್:
ಬೆಸ್ಕಾಂ RAPDRP Web Self-Service (WSS) ಪೋರ್ಟಲ್ ಮೂಲಕ ಅರ್ಜಿ ಸಲ್ಲಿಕೆ, ವಿವರಗಳ ಅಪ್ಲೋಡ್, ಇ-ಸ್ಟಾಂಪಿಂಗ್ ಮತ್ತು ಇ-ಸೈನ್ ಪ್ರಕ್ರಿಯೆ ಪೂರ್ಣಗೊಳಿಸಬಹುದು.
ಶುಲ್ಕ ಪಾವತಿ: ರೂ. 100 ಅರ್ಜಿ ಶುಲ್ಕ ಹಾಗೂ ರೂ. 1,194 ಇ-ಸ್ಟಾಂಪ್/ಇ-ಸೈನ್ ಶುಲ್ಕವನ್ನು ಪೋರ್ಟಲ್ನಲ್ಲೇ ಪಾವತಿಸಬೇಕು (ನಗದು ಸ್ವೀಕರಿಸುವುದಿಲ್ಲ).
ತಕ್ಷಣದ OM: ಡಿಜಿಟಲ್ ಸಹಿ ಪೂರ್ಣಗೊಂಡ ತಕ್ಷಣ ಅಧಿಕೃತ ದೃಢೀಕರಣ ಪತ್ರವನ್ನು (OM) ತಕ್ಷಣವೇ ಡೌನ್ಲೋಡ್ ಮಾಡಿಕೊಳ್ಳಬಹುದು.
ಪ್ರಾಯೋಗಿಕವಾಗಿ ಆರಂಭಗೊಂಡ ದಿನದಿಂದ 31,000ಕ್ಕೂ ಹೆಚ್ಚು ಸಂಪರ್ಕಗಳ ಹೆಸರು ಬದಲಾವಣೆ ಪೂರ್ಣಗೊಂಡಿದ್ದು, ವಾರಕ್ಕೆ 2,000ಕ್ಕೂ ಹೆಚ್ಚು ಅರ್ಜಿಗಳು ವಿಲೇವಾರಿಯಾಗುತ್ತಿವೆ. ಮಾನವ ಹಸ್ತಕ್ಷೇಪವಿಲ್ಲದೆ ಕ್ಷಣಾರ್ಧದಲ್ಲಿ ಈ ಸೇವೆ ದೊರೆಯಲಿದೆ ಎಂದು ಬೆಸ್ಕಾಂ ವ್ಯವಸ್ಥಾಪಕ ನಿರ್ದೇಶಕ ಡಾ. ಎನ್. ಶಿವಶಂಕರ ತಿಳಿಸಿದ್ದಾರೆ.
BESCOM Digitizes Name Change Process, Facility is first of its kind in the Country – K.J.George
Bangalore Electricity Supply Company Limited (BESCOM) has launched a fully digital name-change facility for electricity connections across urban areas in its eight districts, including the Greater Bengaluru Area (GBA). This initiative makes BESCOM the first power distribution utility in India to fully digitize the ownership transfer process.
Launching the platform, here on Thursday, Energy and Tourism Minister K.J. George emphasized that the initiative leverages IT to deliver transparent, quality services right to consumers’ fingertips, eliminating the need to visit sub-divisional offices.
He noted that the service covers consumers with GBA e-Khata mutations as well as property owners with or without an e-PID outside the GBA. Mr. George also announced plans to extend this paperless facility to rural areas across all eight BESCOM districts and other state ESCOMs in the coming days.
Key Highlights of the Process
End-to-End Paperless Service: Consumers can submit applications, upload details, execute e-stamping, and complete e-signing directly through the BESCOM Web Self-Service (WSS) portal.
Online Fee Payment: The ₹100 processing fee and ₹1,194 e-stamp/e-sign charges must be paid online via the portal. No physical cash payments are accepted.
Instant Confirmation: Immediately download e-signed documents and the official confirmation memorandum (OM) without physical office visits.
Document Elimination: Removes the requirement for physical sale deeds, property tax receipts, indemnity bonds, NOCs, and supply agreements.
Implemented on a pilot basis, the system has already processed over 31,000 digital name changes, averaging more than 2,000 online transfers weekly. BESCOM Managing Director Dr. N. Shivashankar highlighted that the system delivers simple, rapid service without human intervention. Consumers are encouraged to use the WSS portal to access this transparent service.
