ತಮ್ಮ ಎನ್ಯುಮರೇಶನ್ ಫಾರಂ (ಗಣತಿ ನಮೂನೆ) ಭರ್ತಿ ಮಾಡುವ ಮೂಲಕ ಸಿಎಂ ಡಿ ಕೆ ಶಿವಕುಮಾರ್ ಅವರು ರಾಜ್ಯದಲ್ಲಿ ವಿಶೇಷ ಮತದಾರರ ಪಟ್ಟಿ ಪರಿಷ್ಕರಣೆ (ಎಸ್ಐಆರ್) ಪ್ರಕ್ರಿಯೆಗೆ ಚಾಲನೆ ನೀಡಿದರು.
ಸದಾಶಿವನಗರ ನಿವಾಸದಲ್ಲಿ ಮಂಗಳವಾರ ಬೆಂಗಳೂರು ದಕ್ಷಿಣ ಜಿಲ್ಲೆಯ ಜಿಲ್ಲಾಧಿಕಾರಿಗಳು ಹಾಗೂ ಅಧಿಕಾರಿಗಳ ಸಮ್ಮುಖದಲ್ಲಿ ಶಿವಕುಮಾರ್ ಹಾಗೂ ಅವರ ಪತ್ನಿ ಉಷಾ ಶಿವಕುಮಾರ್ ಅವರು ಗಣತಿ ನಮೂನೆ ತುಂಬಿದರು. ನಂತರ ಅವರು ಮಾಧ್ಯಮಗಳಿಗೆ ಪ್ರತಿಕ್ರಿಯೆ ನೀಡಿದರು.
“ರಾಜ್ಯದಲ್ಲಿ ವಿಶೇಷ ಮತದಾರರ ಪಟ್ಟಿ ಪರಿಷ್ಕರಣೆ (SIR) ಆರಂಭವಾಗಿದ್ದು, ನನ್ನ ಮನೆಯಿಂದಲೇ ಈ ಪ್ರಕ್ರಿಯೆಗೆ ಚಾಲನೆ ನೀಡಲಾಗಿದೆ. ನನ್ನ ಎನ್ಯುಮರೇಷನ್ ಅರ್ಜಿಯನ್ನು ಭರ್ತಿ ಮಾಡಿ ಸಹಿ ಮಾಡಿ ಸಲ್ಲಿಕೆ ಮಾಡಿರುವೆ. ನೀವು ನಿಮ್ಮ ಹೆಸರಿನ ಜೊತೆಗೆ ಈ ಹಿಂದೆ ಮತದಾರ ಪಟ್ಟಿ ಸಮಯದಲ್ಲಿ ನೀಡಲಾಗಿದ್ದ ದೂರವಾಣಿ ಸಂಖ್ಯೆಯನ್ನು ನಮೂದಿಸಬೇಕಾಗುತ್ತದೆ. ಇಲ್ಲವಾದರೆ ಹೊಸ ಮೊಬೈಲ್ ಸಂಖ್ಯೆಯನ್ನು ಅಧಿಕಾರಿಗಳ ಮೂಲಕ ಸೇರ್ಪಡೆ ಮಾಡಿಕೊಳ್ಳಲು ಅವಕಾಶ ಕಲ್ಪಿಸಲಾಗುವುದು. ಯಾವ ಸಂಖ್ಯೆ ನೀಡಿರುತ್ತಿರೋ ಅದೇ ಸಂಖ್ಯೆಗೆ ಒಟಿಪಿ ಬರಲಿದೆ” ಎಂದು ಮಾಹಿತಿ ನೀಡಿದರು.
ಕುಟುಂಬದವರ ಪರವಾಗಿ ಒಬ್ಬರು ಸಹಿ ಮಾಡಿದರೂ ಅರ್ಜಿ ಸ್ವೀಕಾರ
“ನೀವು ನಿಮ್ಮ ಹೆಸರಿನಲ್ಲಿ ತಿದ್ದುಪಡಿ ಮಾಡಿಕೊಳ್ಳಲು ಅವಕಾಶವಿದೆ. ಬಿಎಲ್ಎ, ಬಿಎಲ್ಓ ಹಾಗೂ ಮೇಲ್ವಿಚಾರಕರು ಈಗಾಗಲೇ ವಾಟ್ಸಪ್ ಗ್ರೂಪ್ ಮಾಡಿಕೊಂಡಿದ್ದಾರೆ. ಕುಟುಂಬದ ಸದಸ್ಯರ ಪೈಕಿ ಒಬ್ಬರು ಸಹಿ ಮಾಡಿದರೂ ಸಾಕು. ಕುಟುಂಬದವರ ಪರವಾಗಿ ಒಬ್ಬರೇ ಎಲ್ಲರ ಅರ್ಜಿ ತುಂಬಬಹುದು. ಅದನ್ನು ಸ್ವೀಕಾರ ಮಾಡಿಕೊಳ್ಳಲಾಗುವುದು. ನಿಮ್ಮ ಫೋಟೋ ಬದಲಾಯಿಸಿಕೊಳ್ಳಬೇಕಾದರೆ ಅರ್ಜಿಯಲ್ಲಿ ಹೊಸ ಫೋಟೋ ನೀಡಬಹುದು. ಹೊಸ ಮತದಾರರು ನಿವಾಸ ದೃಢೀಕರಣ ಪತ್ರ ನೀಡಬೇಕು. ಕರ್ನಾಟಕ ಸರ್ಕಾರ ರಾಜ್ಯದ ಜನರಿಗೆ ಅಗತ್ಯ ಪ್ರಮಾಣಪತ್ರ ನೀಡಲು ಮುಂದಾಗಿದೆ. ಎಲ್ಲರೂ ತಮ್ಮ ಮತದಾನದ ಹಕ್ಕು ಉಳಿಸಿಕೊಳ್ಳಬೇಕು. ಉಳಿಸಿಕೊಳ್ಳದಿದ್ದರೆ ಸರ್ಕಾರ ಸೌಲಭ್ಯ, ಕಾರ್ಯಕ್ರಮಗಳನ್ನು ಪಡೆಯುವುದು ಕಷ್ಟವಾಗಲಿದೆ” ಎಂದು ಮಾಹಿತಿ ನೀಡಿದರು.
ಕೆಲವು ಅನಕ್ಷರಸ್ಥರಿಗೆ ಆಪ್ ಬಳಸುವುದರ ಬಗ್ಗೆ ಮಾಹಿತಿ ಇರುವುದಿಲ್ಲ ಎಂದು ಕೇಳಿದಾಗ, “ಆಪ್ ಬಳಸುವ ವಿಚಾರದಲ್ಲಿ ನನಗೂ ಮಾಹಿತಿ ಇಲ್ಲ. ನಾನು ಬೇರೆಯವರ ಸಹಾಯ ಪಡೆದೆ. ಈ ಕಾರಣಕ್ಕೆ ಬಿಎಲ್ಓಗಳ ಮೂಲಕ ಅರ್ಜಿ ಪಡೆದು ಆಫ್ ಲೈನ್ ಮೂಲಕವೇ ಅರ್ಜಿ ತುಂಬಬಹುದು” ಎಂದು ತಿಳಿಸಿದರು.
ಕರ್ನಾಟಕದ ವಿಚಾರದಲ್ಲಿ ಈ ಪ್ರಕ್ರಿಯೆ ಬಹಳ ಪ್ರಮುಖವಾಗಿದೆ ಎಂದು ಕೇಳಿದಾಗ, “ಬೇರೆ ರಾಜ್ಯಗಳಲ್ಲಿ ಸರ್ಕಾರದ ಸೌಲಭ್ಯಗಳನ್ನು ಕೇವಲ ಮತದಾರರಿಗೆ ಮಾತ್ರ ನೀಡುತ್ತಿದ್ದು, ಮತದಾನ ಹಕ್ಕು ಇಲ್ಲದವರಿಗೆ ಸೌಲಭ್ಯ ಹಿಂಪಡೆಯಲಾಗುತ್ತಿದೆ. ಅದೇ ವ್ಯವಸ್ಥೆ ರಾಜ್ಯದಲ್ಲೂ ಬರಬಹುದು” ಎಂದು ತಿಳಿಸಿದರು.
“ಇಲ್ಲಿನ ಮತದಾರರಿಗೆ ನಾವು ಗ್ಯಾರಂಟಿ ನೀಡಬಹುದು. ಬೇರೆ ರಾಜ್ಯದ ಮತದಾರರಿಗೆ ನಾವು ಯಾಕೆ ಗ್ಯಾರಂಟಿ ನೀಡಬೇಕು? ನಮ್ಮ ರಾಜ್ಯದವರಿಗೆ ಮಾತ್ರ ಗ್ಯಾರಂಟಿ ನೀಡಬೇಕು ಎಂಬುದು ನಮ್ಮ ಆಲೋಚನೆ” ಎಂದು ತಿಳಿಸಿದರು.

There is provision to change the phone number and name during SIR
Anyone from the family can sign on behalf of the entire family
We can’t give our scheme benefits to people from other states
Bengaluru, June 30: Chief Minister D K Shivakumar today kicked off Special Intensive Review (SIR) process in the state by filling up his Enumeration form at his residence today.
The Chief Minister, along with his wife Usha Shivakumar, filled up the Enumeration form in the presence of Bengaluru South DC and other officials. Speaking to reporters after signing the form, he said, “The SIR process has started in the state from today. I kick started the process by filling up and submitting the Enumeration form. Along with your name, you have to provide the phone number you had given at the time obtaining the voter’s ID. If the phone number has changed, the officials will allow you to update your new phone number. The OTP will come to the phone number that you provide.”
One person can sign on behalf of everyone in the family
“You are allowed to change the name while submitting the application. Any one person from the family can fill up the enumeration forms and sign on behalf of all family members. The voters can also change their photo while submitting the application. The government of Karnataka is ready to provide all necessary documentation needed for the SIR process. All the citizens must retain their right to vote, else it would be difficult to get government benefits.
When asked about digital illiteracy and difficulty in using the app, he said, “I also don’t use any app, I took the help of others. Voters also have the provision to take physical application from BLOs and submit an offline application.
Asked about the importance of SIR process in Karnataka, he said, “Other states are also giving benefits only to certain voters. They are taking the benefits back from those who don’t have voting rights. The same system may be in the state too. We would like to give guarantee benefits to voters of our state, why should we offer the same benefits to people of other states? Our thinking is to pass on benefits only to the people of our state.”
