*ರೈತರನ್ನು ಮುಟ್ಟಿದರೆ ಪೊಲೀಸ್ ಠಾಣೆಗೆ ಮುತ್ತಿಗೆ ಹಾಕುತ್ತೇವೆ; ಬಿಡದಿ ಟೌನ್ಶಿಪ್ ಯೋಜನೆಯನ್ನು ಯಾವುದೇ ಕಾರಣಕ್ಕೂ ಜಾರಿಯಾಗಲು ಬಿಡುವುದಿಲ್ಲ: ಆರ್.ಅಶೋಕ್ ಎಚ್ಚರಿಕೆ*
ಪ್ರಗತಿವಾಹಿನಿ ಸುದ್ದಿ: ಬಿಡದಿ ಟೌನ್ಶಿಪ್ ಯೋಜನೆಯನ್ನು ಯಾವುದೇ ಕಾರಣಕ್ಕೂ ಜಾರಿಯಾಗಲು ಬಿಡುವುದಿಲ್ಲ. ಈ ಬಗ್ಗೆ ಅಧಿವೇಶನದಲ್ಲೂ ಚರ್ಚೆ ಮಾಡಲಿದ್ದೇನೆ. ಇಲ್ಲಿನ ರೈತರನ್ನು ಮುಟ್ಟಲು ಬಂದರೆ ಪೊಲೀಸ್ ಠಾಣೆಗೆ ಮುತ್ತಿಗೆ ಹಾಕುತ್ತೇವೆ ಎಂದು ಪ್ರತಿಪಕ್ಷ ನಾಯಕ ಆರ್.ಅಶೋಕ ಎಚ್ಚರಿಕೆ ನೀಡಿದರು.
ಬಿಡದಿಯ, ಬೈರಮಂಗಲ, ಮಂಡಲಹಳ್ಳಿ ಮೊದಲಾದ ಕಡೆಗಳಲ್ಲಿ ರೈತರ ಮನೆಗಳಿಗೆ ಭೇಟಿ ನೀಡಿ ಚರ್ಚೆ ನಡೆಸಿದ ಅವರು ಬಳಿಕ ಸುದ್ದಿಗಾರರೊಂದಿಗೆ ಮಾತನಾಡಿದರು.
ನಾನು ನಾಲ್ಕನೇ ಬಾರಿಗೆ ಬಿಡದಿಗೆ ಭೇಟಿ ನೀಡಿದ್ದೇನೆ. ಕಾನೂನು ಪ್ರಕಾರ ಏಳು ದಿನಗಳ ಮುನ್ನ ನೋಟಿಸ್ ನೀಡಿ ಸ್ವಾಧೀನ ಮಾಡಬೇಕು. ಆದರೆ ಪೊಲೀಸರು ಹಾಗೂ ಅಧಿಕಾರಿಗಳು ಏಕಾಏಕಿ ಬಂದು ದೌರ್ಜನ್ಯ ಮಾಡಿದ್ದಾರೆ. ಪೊಲೀಸರು ಮಹಿಳೆಯರ ವಿರುದ್ಧ ಅವಾಚ್ಯ ಪದಗಳನ್ನು ಬಳಸಿ ನಿಂದಿಸಿ ಥಳಿಸಿ, ಬಳಿಕ ರೈತರ ವಿರುದ್ಧವೇ ಕೊಲೆ ಬೆದರಿಕೆ ಪ್ರಕರಣ-307 ದಾಖಲಿಸಿದ್ದಾರೆ. ರೈತರನ್ನು ಕೊಲೆಗಾರರನ್ನಾಗಿ ಬಿಂಬಿಸಲಾಗುತ್ತಿದೆ. ರೈತರು ತಮ್ಮ ಜಮೀನು ಉಳಿಸಿಕೊಳ್ಳಲು ಹೋರಾಟ ಮಾಡಿದ್ದಾರೆಯೇ ಹೊರತು ಕೊಲೆ ಮಾಡಿಲ್ಲ. ತಲತಲಾಂತರದಿಂದ ಬಂದ ಜಮೀನನ್ನು ಕಸಿದುಕೊಳ್ಳಲು ಬಂದರೆ ಪ್ರತಿರೋಧ ಬರುವುದು ಸಹಜ. ಈಗ ಬೈರಮಂಗಲದಲ್ಲಿ ತುರ್ತು ಪರಿಸ್ಥಿತಿ ಜಾರಿಯಾದಂತಿದೆ. ರೈತರಿಗೆ ಎರಡು ತಿಂಗಳು ಸಮಯ ನೀಡಿ ಆಮಿಷ ಒಡ್ಡುತ್ತಿದ್ದಾರೆ. ನಿಮಗೆ ಇನ್ನೂ 50 ಲಕ್ಷ ರೂ. ಹೆಚ್ಚು ಕೊಡುತ್ತೇನೆ, 10 ಲಕ್ಷ ರೂ. ಕಮಿಶನ್ ಕೊಡುತ್ತೇನೆ ಎಂದು ಆಮಿಷ ಒಡ್ಡುತ್ತಿದ್ದಾರೆ ಎಂದರು.
ಬೈರಮಂಗಲದಲ್ಲಿ 40 ಎಕರೆ ಜಮೀನಿನಲ್ಲಿ ಸಹೋದರರು ಕೃಷಿ ಮಾಡುತ್ತಿದ್ದಾರೆ. ತೆಂಗು, ಮಾವು, ಏಲಕ್ಕಿ ಎಲ್ಲ ಬೆಳೆಗಳು ಇಲ್ಲಿವೆ. ರೆಡ್ ಜೋನ್ ಮಾಡಿರುವುದರಿಂದ ಮಾರಾಟ ಮಾಡಲು ಆಗುತ್ತಿಲ್ಲ ಎಂದು ಆರೋಪ ಮಾಡಿದ್ದರು. ಆದರೆ ಇವರಿಗೆ ಕೃಷಿ ಮಾಡಲು ಆಸಕ್ತಿ ಇದೆ. ಈ ರೈತ ಕುಟುಂಬಗಳ ಜೊತೆ ಬಿಜೆಪಿ ಸದಾ ನಿಲ್ಲಲಿದೆ. ಪೊಲೀಸರು ರೈತರನ್ನು ಮುಟ್ಟಿದರೆ ಠಾಣೆಗೆ ಮುತ್ತಿಗೆ ಹಾಕುತ್ತೇವೆ. ಪೊಲೀಸರು ಹೊರಗೆ ಬಾರದಂತೆ ಠಾಣೆಗಳನ್ನು ಮುಚ್ಚುತ್ತೇವೆ. ಸಿಎಂ ಡಿ.ಕೆ.ಶಿವಕುಮಾರ್ಗೆ ಪ್ರಶ್ನೆ ಮಾಡಿದರೆ ಕುಮಾರಸ್ವಾಮಿ ಆಸ್ತಿ ಬಗ್ಗೆ ಮಾತಾಡುತ್ತಾರೆ. ಇಲ್ಲಿ ಧರಣಿ ಮಾಡುತ್ತಿರುವ ರೈತರ ಜಮೀನಿನ ಬಗ್ಗೆ ಚರ್ಚೆ ಆಗಬೇಕಿದೆ. ರೈತರ ಹೋರಾಟ ಹೆಚ್ಚಾದಾಗ ವಿಷಯಾಂತರ ಮಾಡಿ ವೈಯಕ್ತಿಕ ವಿಚಾರಗಳನ್ನು ಮಾತಾಡುತ್ತಾರೆ. ರೈತರ ವಿರುದ್ಧದ ಪ್ರಕರಣಗಳನ್ನು ಕೂಡಲೇ ಹಿಂಪಡೆಯಬೇಕು ಎಂದು ಒತ್ತಾಯಿಸಿದರು.
ಅಧಿವೇಶನದಲ್ಲಿ ಈ ಕುರಿತು ನಾನು ಮಾತಾಡುತ್ತೇನೆ. ಆದರೆ ಸಿಎಂ ಡಿ.ಕೆ.ಶಿವಕುಮಾರ್ ಸದನ ಸಮಿತಿ ರಚಿಸಿ ರಕ್ಷಣೆ ಮಾಡಿಕೊಂಡಿದ್ದಾರೆ. ಈ ಹಿಂದೆ ಎಚ್.ಕೆ.ಪಾಟೀಲ್ ನೇತೃತ್ವದ ಸಮಿತಿ ರಚಿಸಿ ಇದನ್ನು ವಿರೋಧಿಸಿದ್ದರು. ಸಿದ್ದರಾಮಯ್ಯ ಹಾಗೂ ಡಿ.ಕೆ.ಶಿವಕುಮಾರ್ ಯೋಜನೆ ವಿರೋಧಿಸಿದ್ದರು. ಎಚ್.ಡಿ.ಕುಮಾರಸ್ವಾಮಿ ಸಿಎಂ ಆಗಿದ್ದಾಗ ಸ್ವಾಧೀನ ಮಾಡಿರಲಿಲ್ಲ. ಅದರ ಬಗ್ಗೆ ಕೇವಲ ಚರ್ಚೆ (ಪ್ರೊಸೀಡಿಂಗ್ಸ್-ನಡಾವಳಿ) ನಡೆದಿತ್ತು. ಬಿಜೆಪಿ ಅವಧಿಯಲ್ಲಿ ಒಬ್ಬೇ ಒಬ್ಬ ರೈತರಿಗೆ ನೋಟಿಸ್ ನೀಡಿರಲಿಲ್ಲ, ಸ್ವಾಧೀನದ ಬಗ್ಗೆ ಚರ್ಚೆ ನಡೆದಿರಲಿಲ್ಲ. ಡಿ.ವಿ.ಸದಾನಂದಗೌಡರು ಸಿಎಂ ಆಗಿದ್ದಾಗ ಒಂದು ಚರ್ಚೆ ನಡೆದಿತ್ತು. ಕೇಂದ್ರ ಸರ್ಕಾರದ ಹೊಸ ಭೂ ಸ್ವಾಧೀನ ಕಾಯ್ದೆಯನ್ನು ಜಾರಿಯಾಗಿರುವುದರಿಂದ ಬಿಡದಿ ಟೌನ್ಶಿಪ್ ಯೋಜನೆ ಜಾರಿಯಾಗಲು ಸಾಧ್ಯವಿಲ್ಲ ಎಂದು ಅವರು ಹೇಳಿದ್ದರು. ಜಗದೀಶ್ ಶೆಟ್ಟರ್ ಸಿಎಂ ಆಗಿದ್ದಾಗಲೂ ಇದೇ ರೀತಿ ಚರ್ಚೆ ನಡೆದಿತ್ತು. ಬಿ.ಎಸ್.ಯಡಿಯೂರಪ್ಪ ಸಿಎಂ ಆಗಿದ್ದಾಗ ಅದರ ತಂಟೆಗೆ ಬರಲ್ಲ ಎಂದಿದ್ದರು. ಬಸವರಾಜ ಬೊಮ್ಮಾಯಿ ಸಿಎಂ ಆಗಿದ್ದಾಗ ಏನೂ ಮಾಡಲಿಲ್ಲ. ಆದರೆ ಕಾಂಗ್ರೆಸ್ ಅಧಿಕಾರಕ್ಕೆ ಬಂದ ಕೂಡಲೇ ಸಿದ್ದರಾಮಯ್ಯ ಸ್ವಾಧೀನಕ್ಕೆ ಆದೇಶ ಹೊರಡಿಸಿದರು. ನಂತರ ಡಿ.ಕೆ.ಶಿವಕುಮಾರ್ ಆಂಧ್ರ ಗುತ್ತಿಗೆದಾರನಿಗೆ ಟೆಂಡರ್ ನೀಡಿದ್ದಾರೆ. ಇದರಲ್ಲಿ ಬಿಜೆಪಿಯದ್ದು ಶೂನ್ಯ ಪಾತ್ರ ಎಂದರು.
ಆನೇಕಲ್ನಲ್ಲಿ ಹೊಸದಾಗಿ ಸ್ವಾಧೀನ ಮಾಡಲಾಗುತ್ತಿದೆ. ಸರ್ಕಾರ ಬೆಂಗಳೂರಿನ ಸುತ್ತಮುತ್ತ ಸುಮಾರು 20,000 ಎಕರೆ ಗುರುತಿಸಿ ಸ್ವಾಧೀನ ಮಾಡಲು ಮುಂದಾಗಿದೆ. ಮೂರು ರಾಜ್ಯಗಳ ಚುನಾವಣೆ ಬಂದಿರುವುದರಿಂದ ಸಿಎಂ ಡಿ.ಕೆ.ಶಿವಕುಮಾರ್ ರಣವೀಳ್ಯ ಪಡೆದಿದ್ದಾರೆ. ಒಂದು ತಿಂಗಳು ಕೂಡ ಸಮಯ ಕೊಡದೆ ಸಿದ್ದರಾಮಯ್ಯನವರನ್ನು ಇಳಿಸಲು ಇದೇ ಕಾರಣ. ಮೂರು ರಾಜ್ಯಗಳ ಚುನಾವಣಾ ಖರ್ಚನ್ನು ನಾನು ನೋಡಿಕೊಳ್ಳುತ್ತೇನೆ ಎಂದು ಡಿ.ಕೆ.ಶಿ ಹೈಕಮಾಂಡ್ಗೆ ಹೇಳಿದ್ದಾರೆ.
ಈಗ ಗೋಮಾಳದಲ್ಲಿ ಲೇಔಟ್ ಮಾಡಲು ಮುಂದಾಗಿದ್ದಾರೆ. ಈ ಬಗ್ಗೆ ಸುಪ್ರೀಂ ಕೋರ್ಟ್ ಆದೇಶ ಕೂಡ ಇದೆ. ದನ ಕರು ಮೇಯಲು ಸೀಮಿತವಾದ ಜಮೀನಿನಲ್ಲಿ ಲೇಔಟ್ ಮಾಡಬಾರದು ಎಂಬ ಆದೇಶವೇ ಇದೆ. ಇದನ್ನು ಯಾವ ಕಾನೂನಿನಡಿ ಮಾಡುತ್ತಾರೆ ಎಂದು ಹೇಳಬೇಕು. ರಾಜ್ಯ ಸರ್ಕಾರ ಲೂಟಿ ಹೊಡೆಯಲು ಈ ಯೋಜನೆ ರೂಪಿಸಿದೆ. ಇಲ್ಲಿ ನೀರು ಕಲುಷಿತಗೊಂಡಿದೆ, ಕ್ಯಾನ್ಸರ್ ಬರುತ್ತದೆ ಎಂದು ಒಬ್ಬ ಕಾಂಗ್ರೆಸ್ ನಾಯಕರು ಹೇಳಿದ್ದಾರೆ. ಲೇಔಟ್ ಮಾಡಿದರೆ ಜನರಿಗೆ ರೋಗ ಬರುವುದಿಲ್ಲವೇ? ರಾಜ್ಯದ ಮುಖ್ಯಮಂತ್ರಿಯಾಗಿ ನನ್ನನ್ನು ಪೊರಕೆ ತಗೊಂಡು ಹೊಡೀರಿ ಎಂದು ಬೋಗಸ್ ಹೇಳಿಕೆ ನೀಡಬಾರದು. ಈವರೆಗೆ ಯಾವುದೇ ಸಿಎಂ ಈ ರೀತಿ ವರ್ತಿಸಿಲ್ಲ ಎಂದರು.
ಸಿದ್ದರಾಮಯ್ಯನವರು ನಿಲುವಳಿ ಸೂಚನೆ ತಂದು ಚರ್ಚೆ ಮಾಡಿ ನೀವು ಮನೆಹಾಳರು ಎಂದು ಟೀಕಿಸಿದ್ದರು. ಆಗ ಸಿಎಂ ಕುಮಾರಸ್ವಾಮಿ, ನಾನು ರೈತರಿಗೆ ದ್ರೋಹ ಬಗೆದು ಈ ಯೋಜನೆ ಮಾಡುವುದಿಲ್ಲ. ರೈತರಿಗೆ ಬೇಡ ಎಂದರೆ ಇವತ್ತೇ ಅದನ್ನು ಬಿಡುತ್ತೇನೆ ಎಂದಿದ್ದಾರೆ. ಇದು ವಿಧಾನಸಭೆಯಲ್ಲಿ ದಾಖಲಾಗಿದೆ. ರೈತರ ಬೆನ್ನಿಗೆ ಚೂರಿ ಹಾಕಿದ್ದೀರಿ ಅಂದರೆ ಈಗ ಸಿದ್ದರಾಮಯ್ಯನವರರ ಪ್ರಕಾರ ಯಾರು ಚೂರಿ ಹಾಕುತ್ತಿದ್ದಾರೆ? ಕೋರ್ಟ್ಗೆ ನಾವು ಸಂಪೂರ್ಣ ಗೌರವ ನೀಡುತ್ತೇವೆ. ಮುಂದೆ ನ್ಯಾಯಾಂಗ ಹೋರಾಟವನ್ನೂ ಮಾಡುತ್ತೇವೆ ಎಂದರು.
ಗ್ರಾಮ ವಾಸ್ತವ್ಯ
ಇದು ಬಂಜರು ಭೂಮಿ ಎಂದು ಅಪಪ್ರಚಾರ ಮಾಡಲಾಗಿದೆ. ಆದ್ದರಿಂದ ನಾವೆಲ್ಲರೂ ಇಲ್ಲಿ ಗ್ರಾಮ ವಾಸ್ತವ್ಯ ಮಾಡಲು ತೀರ್ಮಾನಿಸಿದ್ದೇವೆ. ಜನರು ಇಲ್ಲಿ ಹೇಗೆ ಜೀವಿಸುತ್ತಿದ್ದಾರೆ ಎಂಬುದನ್ನು ಇಡೀ ರಾಜ್ಯಕ್ಕೆ ತೋರಿಸಿಕೊಡುತ್ತೇನೆ. ಅಧಿಕಾರಿಗಳು ಹಾಗೂ ಜನರಿಗೆ ಸಂದೇಶ ಹೋಗಬೇಕಿದೆ ಎಂದರು.
ಶುಕ್ರವಾರ ಎಲ್ಲ ಶಾಸಕರು, ಮಾಜಿ ಶಾಸಕರು, ಕಾರ್ಯಕರ್ತರು ಫ್ರೀಡಂ ಪಾರ್ಕ್ನಲ್ಲಿ ಹೋರಾಟ ಮಾಡಲಿದ್ದೇವೆ ಎಂದು ತಿಳಿಸಿದರು.

“If the Police Touch the Farmers, We Will Lay Siege to Police Stations”

Leader of the Opposition R. Ashoka on Wednesday declared that the proposed Bidadi Township Project would not be allowed to proceed under any circumstances and said the issue would be raised during the upcoming Assembly session. He also warned that if the police harass farmers, the BJP would lay siege to police stations.
Speaking to reporters after visiting the homes of farmers in Bidadi, Byramangala and Mandalahalli, Ashoka said he was visiting the area for the fourth time.
He alleged that under the law, authorities must issue a seven-day notice before taking possession of land. “Instead, the police and officials arrived without prior notice and resorted to high-handed action. Police allegedly abused and assaulted women, and then booked the protesting farmers under Section 307 (attempt to murder), portraying them as criminals. These farmers were only fighting to protect their ancestral lands; they did not attempt to kill anyone. When people are forced to defend land that has belonged to their families for generations, resistance is only natural,” he said.
Ashoka further alleged that the situation in Byramangala resembled an emergency, claiming that farmers were being given two months to decide while being lured with offers of higher compensation and illegal commissions. “They are being told they will receive an additional ₹50 lakh and even ₹10 lakh as commission if they agree,” he alleged.
Referring to one farming family in Byramangala, he said brothers were cultivating nearly 40 acres of land with coconut, mango and cardamom plantations. “Although the area has been declared a Red Zone, making it difficult to sell the land, these farmers want to continue agriculture. The BJP will always stand with such farming families,” he said.
He warned that if the police took action against the farmers, the BJP would surround police stations and prevent officers from stepping out.
Targeting Deputy Chief Minister D.K. Shivakumar, Ashoka said that instead of answering questions about the Bidadi land acquisition, he diverted the debate to personal issues involving H.D. Kumaraswamy. “Whenever the farmers’ movement gains momentum, the government shifts the focus to unrelated personal matters. The cases filed against the protesting farmers must be withdrawn immediately,” he demanded.
Ashoka said he would raise the issue in the Assembly but alleged that D.K. Shivakumar had protected himself by constituting a House Committee.
He recalled that an earlier committee headed by H.K. Patil had opposed the project and noted that both Siddaramaiah and D.K. Shivakumar had once opposed it. He said that when H.D. Kumaraswamy was Chief Minister, no land acquisition took place and only preliminary discussions were held. During the BJP government’s tenure, he claimed, not a single farmer received a land acquisition notice and there were no acquisition proceedings.
Ashoka said that when D.V. Sadananda Gowda was Chief Minister, it was clarified that the project could not proceed because of the new Central Land Acquisition Act. Similar discussions took place during the tenure of Jagadish Shettar, while B.S. Yediyurappa had stated that his government would not pursue the project. He also said that nothing was done during Basavaraj Bommai’s tenure.
“However, immediately after the Congress came to power, Chief Minister Siddaramaiah issued orders for land acquisition. Subsequently, D.K. Shivakumar awarded the tender to an Andhra Pradesh contractor. The BJP had absolutely no role in this project,” Ashoka asserted.
He further alleged that fresh land acquisition was now underway in Anekal and that the government was planning to acquire nearly 20,000 acres around Bengaluru. According to him, with elections approaching in three states, D.K. Shivakumar had taken charge of raising election funds and had assured the Congress high command that he would manage campaign expenses, which he claimed was the reason behind the urgency in pursuing these projects.
Ashoka also alleged that the government was planning to develop layouts on gomala (grazing) land, despite Supreme Court rulings protecting such land for cattle grazing. “Under which law are they doing this?” he questioned, accusing the state government of using the township project as a means of large-scale profiteering.
He further remarked that a Congress leader had previously claimed the area’s water was contaminated and could cause cancer. “If that is true, won’t people living in these layouts also be affected?” he asked.
Criticising Chief Minister Siddaramaiah, Ashoka said the Chief Minister should refrain from making what he described as “bogus statements” such as asking people to beat him with a broom. “No Chief Minister has ever behaved in this manner,” he said.
Recalling earlier Assembly proceedings, Ashoka said Siddaramaiah had once criticised the then government over the township proposal. He said that at the time, then Chief Minister H.D. Kumaraswamy had declared in the Assembly that he would never betray farmers and would immediately drop the project if farmers opposed it. “That statement is part of the Assembly records. If Siddaramaiah then accused others of betraying farmers, who is betraying them now?” he asked.
Ashoka said the BJP fully respected the judiciary and would also continue its legal battle against the project.
Village Stay Programme
Rejecting claims that the area consisted of barren land, Ashoka announced that BJP leaders would conduct a ‘Gram Vasthavya’ (village stay) programme in the affected villages.
“We will stay in these villages and show the entire state how people here are living. This will send a clear message to both the government officials and the people,” he said.
He also announced that BJP MLAs, former legislators and party workers would stage a protest at Freedom Park on Friday in support of the farmers.
