*ಕಾವೇರಿ ನೀರಿನ ಕೊರತೆ ಬಗ್ಗೆ ಮನವರಿಕೆ ಮಾಡುವಲ್ಲಿ ವಿಫಲವಾದ ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರ: ಪ್ರತಿಪಕ್ಷ ನಾಯಕ ಆರ್.ಅಶೋಕ್
ಪ್ರಗತಿವಾಹಿನಿ ಸುದ್ದಿ: ಕೆಆರ್ಎಸ್ನಲ್ಲಿ ನೀರಿನ ಕೊರತೆ ಇದೆ ಎಂದು ತಿಳಿಸಿಕೊಡುವಲ್ಲಿ ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರ ವಿಫಲವಾಗಿದೆ. ಆದ್ದರಿಂದಲೇ ಮರಣ ಶಾಸನದಂತಹ ಆದೇಶ ರಾಜ್ಯಕ್ಕೆ ಸಿಕ್ಕಿದೆ ಎಂದು ಪ್ರತಿಪಕ್ಷ ನಾಯಕ ಆರ್.ಅಶೋಕ್ ಆಕ್ರೋಶ ವ್ಯಕ್ತಪಡಿಸಿದರು.
ಸುದ್ದಿಗಾರರೊಂದಿಗೆ ಮಾತನಾಡಿದ ಅವರು, ಕಾವೇರಿ ನೀರಿನ ವಿಚಾರದಲ್ಲಿ ಕರ್ನಾಟಕದ ಹಿತಾಸಕ್ತಿ ಕಾಪಾಡಲು ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರ ವಿಫಲವಾಗಿದೆ. ತಮಿಳುನಾಡಿಗೆ ದಿನಕ್ಕೆ 3,500 ಕ್ಯೂಸೆಕ್ ನೀರು ಬಿಡಬೇಕೆಂದು ಕಾವೇರಿ ನೀರು ನಿಯಂತ್ರಣ ಸಮಿತಿ ಶಿಫಾರಸು ಮಾಡಿದ್ದು, ಮುಖ್ಯಮಂತ್ರಿ ಡಿ.ಕೆ.ಶಿವಕುಮಾರ್ ಸರ್ಕಾರ ಸರಿಯಾಗಿ ವಾದ ಮಂಡನೆ ಮಾಡುವಲ್ಲಿ ವಿಫಲವಾಗಿದೆ. ಬಲವಂತದ ಮದುವೆ ಎಂಬಂತೆ ರಾಮಲಿಂಗಾರೆಡ್ಡಿ ಅವರಿಗೆ ಜಲಸಂಪನ್ಮೂಲ ಖಾತೆ ನೀಡಲಾಗಿದೆ. ಅವರಿಗೆ ಇಲಾಖೆ ಬಗ್ಗೆ ಇರುವ ನಿರ್ಲಕ್ಷ್ಯದಿಂದಾಗಿಯೇ ಇಂತಹ ಆದೇಶ ಬಂದಿದೆ ಎಂದರು.
ನಾನು ಮಂಡ್ಯದ ಗ್ರಾಮಗಳಲ್ಲಿ ಹಾಗೂ ಕೆಆರ್ಎಸ್ ಜಲಾಶಯದ ಬಳಿ ಪರಿಶೀಲನೆ ಮಾಡಿದ್ದೆ. ಜಲಾಶಯದಲ್ಲಿ ನೀರು ಕಡಿಮೆ ಇದೆ ಹಾಗೂ ಬೆಳೆಗಳು ಒಣಗಿವೆ. ಎಲ್ಲ ಕಡೆ ಜಲಾಶಯಗಳು ಬರಿದಾಗಿದ್ದು, ಬೆಳೆ ಬೆಳೆಯಬೇಡಿ ಎಂದು ಕರೆ ನೀಡಲಾಗಿದೆ. ಬೆಂಗಳೂರಿನ ಒಂದೂವರೆ ಕೋಟಿ ಜನರಿಗೆ ನಾಲ್ಕು ದಿನಕ್ಕೊಮ್ಮೆ ನೀರು ನೀಡಲಾಗುತ್ತಿದೆ. ಅಂದರೆ ನಿಜವಾದ ಅರ್ಥದಲ್ಲಿ 50 ಲಕ್ಷ ಜನರಿಗೆ ಮಾತ್ರ ನೀರು ನೀಡಲಾಗುತ್ತಿದೆ. ಡೆಡ್ ಸ್ಟೋರೇಜ್ ಬಿಟ್ಟರೆ 4 ಟಿಎಂಸಿ ನೀರು ಹರಿಸಿದರೆ ಕುಡಿಯುವ ನೀರಿಗೆ ಸಮಸ್ಯೆಯಾಗುತ್ತದೆ. ಇದನ್ನು ಸರಿಯಾಗಿ ಮನವರಿಕೆ ಮಾಡಿಕೊಟ್ಟಿಲ್ಲ ಎಂದರು.
ತಮಿಳುನಾಡಲ್ಲಿ ಕಾಂಗ್ರೆಸ್ ಬೆಂಬಲಿತ ಸರ್ಕಾರವಿದೆ. ಕಾಂಗ್ರೆಸ್ ಹೈಕಮಾಂಡ್ ಮೆಚ್ಚಿಸಲು ಕಾವೇರಿ ನೀರನ್ನು ಅಲ್ಲಿಗೆ ಹರಿಸಲಾಗುತ್ತಿದೆ. ಮುಂದಿನ ಹದಿನೈದು ದಿನ ಮಳೆ ಬರುವ ಬಗ್ಗೆ ಗ್ಯಾರಂಟಿ ಇಲ್ಲ. ಸಚಿವ ಸಂಪುಟ ರಚನೆಗೆ, ಜಿರಳೆ ಹೋರಾಟಕ್ಕೆ ದೆಹಲಿಗೆ ಹೋಗುವ ಬದಲು, ಉತ್ತಮ ವಕೀಲರೊಂದಿಗೆ ಮಾತುಕತೆ ನಡೆಸಬೇಕಿತ್ತು. ನಾನು ಹಲವಾರು ಬಾರಿ ಎಚ್ಚರಿಕೆ ಕೊಟ್ಟರೂ ಸರ್ಕಾರ ಎಚ್ಚೆತ್ತುಕೊಳ್ಳಲಿಲ್ಲ. ಇದು ಜನರ ಬದುಕಿನ ಪ್ರಶ್ನೆಯಾಗಿದೆ. ಕೂಡಲೇ ಸರ್ವಪಕ್ಷ ಸಭೆ ಕರೆದು ಯಾಕೆ ವಿಫಲರಾಗಿದ್ದೇವೆ ಎಂದು ತಿಳಿಸಿ ಮುಂದೆ ಏನು ಮಾಡುತ್ತೇವೆಂದು ಹೇಳಬೇಕು. ಕೂಡಲೇ ಮೇಲ್ಮನವಿ ಸಲ್ಲಿಸದಿದ್ದರೆ ತಮಿಳುನಾಡು ಜೊತೆ ಶಾಮೀಲಾಗಿದ್ದಾರೆ ಎಂದುಕೊಳ್ಳಬೇಕಾಗುತ್ತದೆ ಎಂದರು.
ಸಿಎಂ ಜೋಸೆಫ್ ವಿಜಯ್ ವಿಧಾನಸೌಧಕ್ಕೆ ಬರಲಿದ್ದು, ಆಗ ಸಿಎಂ ಡಿ.ಕೆ.ಶಿವಕುಮಾರ್ ಮೌನವಾಗಿರದೆ ಮಾತಾಡಬೇಕು. ಅವರು ಬಂದ ನಂತರ ಸಣ್ಣ ಸುಧಾರಣೆಯೂ ಆಗುವುದಿಲ್ಲ. ವಿಫಲವಾದ ಸಂಧಾನ ಎಂದು ನಂತರ ಸುದ್ದಿ ಬರುತ್ತದೆ. ಇಬ್ಬರೂ ಇಂಡಿ ಒಕ್ಕೂಟದಲ್ಲಿರುವುದರಿಂದ ಧೈರ್ಯವಾಗಿ ಕೇಳಲು ಸಿಎಂ ಡಿ.ಕೆ.ಶಿವಕುಮಾರ್ಗೆ ಆಗುವುದಿಲ್ಲ.
ಮೇಕದಾಟು ವಿಚಾರಕ್ಕೆ ತಡೆ ಮಾಡುವಂತಿಲ್ಲ ಎಂದು ಕೇಂದ್ರ ಸರ್ಕಾರ ಸ್ಪಷ್ಟವಾಗಿ ಹೇಳಿ ಗ್ರೀನ್ ಸಿಗ್ನಲ್ ಕೊಟ್ಟಿದೆ. ಈವರೆಗೆ ಕೇಂದ್ರ ಸರ್ಕಾರ ಸಹಕಾರ ನೀಡುತ್ತಿಲ್ಲವೆಂದು ಕಾಂಗ್ರೆಸ್ ಆರೋಪ ಮಾಡುತ್ತಿತ್ತು. ಆದರೂ ಸಿಎಂ ಡಿ.ಕೆ.ಶಿವಕುಮಾರ್, ತಮಿಳುನಾಡು ಮುಖ್ಯಮಂತ್ರಿಯನ್ನು ಸಂಧಾನಕ್ಕೆ ಆಹ್ವಾನಿಸಿದ್ದಾರೆ. ಅವರು ಇಲ್ಲಿ ಬಂದು ಮೇಕೆದಾಟುಗೆ ವಿರೋಧ ಇದೆ ಎನ್ನಲು ಆಹ್ವಾನ ಮಾಡಬೇಕೆ? ಹಾಗೆ ಕರೆದು ಛೀಮಾರಿ ಹಾಕಿಸಿಕೊಳ್ಳುವ ಅಗತ್ಯವೇನಿದೆ? ಆದ್ದರಿಂದ ಈ ಸಭೆಯನ್ನು ರದ್ದು ಮಾಡಬೇಕು. ಕೂಡಲೇ 10,000 ಕೋಟಿ ರೂ. ಬಿಡುಗಡೆ ಮಾಡಿ ಯೋಜನೆಗೆ ಶಂಕುಸ್ಥಾಪನೆ ನೆರವೇರಿಸಬೇಕು. ಚುನಾವಣೆ ಸಮಯದಲ್ಲಿ ಜನರಿಗೆ ಮಂಕುಬೂದಿ ಎರಚಲು ಪಾದಯಾತ್ರೆ ಮಾಡಲಾಗಿತ್ತು ಎಂದರು.
ಸಂಕಷ್ಟ ಸೂತ್ರ ಇಲ್ಲವಾದಾಗ ಸರಿಯಾಗಿ ವಾದ ಮಾಡಬೇಕಾಗುತ್ತದೆ. ಬೆಂಗಳೂರು, ಮೈಸೂರಿಗೆ ಎಷ್ಟು ನೀರು ಕೊಡಬೇಕೆಂದು ತಿಳಿಸಬೇಕು. ಎಲ್ಲ ಚಿತ್ರ, ವೀಡಿಯೋ ದಾಖಲೆಗಳನ್ನು ವಕೀಲರ ಮೂಲಕ ಸಲ್ಲಿಸಬೇಕು. ವಾದ ಮಂಡಿಸಲು ಸಿಎಂ ಎಲ್ಲಿ ಸಭೆ ಮಾಡಿದ್ದಾರೆ? ವಕೀಲ ಮೋಹನ್ ಕಾತರಕಿ ಅವರನ್ನು ಸಭೆಯಿಂದ ಹೊರಕ್ಕೆ ಹಾಕಿ ಅಪಮಾನ ಮಾಡಲಾಗಿದೆ. ಈ ಬಗ್ಗೆ ಸರ್ಕಾರ ಯಾವುದೇ ಸ್ಪಷ್ಟನೆ ನೀಡಿಲ್ಲ ಎಂದರು.
ಬಿಡದಿ ಟೌನ್ಶಿಪ್ ಯೋಜನೆಯಲ್ಲಿ ಸರ್ಕಾರ ರೈತ ವಿರೋಧಿ ಎಂಬುದು ಸ್ಪಷ್ಟವಾಗಿದೆ. ಕಸದ ಟೆಂಡರ್ ಮೂಲಕ ಬೃಹತ್ ಹಗರಣ ನಡೆಸಲಾಗಿದೆ. ಈ ಸರ್ಕಾರ ಜನವಿರೋಧಿ ಎಂಬುದು ಗೊತ್ತಾಗಿದೆ ಎಂದರು.
ಗುರುವಾರದಿಂದ ಚಿತ್ರದುರ್ಗ, ದಾವಣಗೆರೆ, ವಿಜಯನಗರ, ಬಳ್ಳಾರಿ ಜಿಲ್ಲೆಗಳಲ್ಲಿ ಪ್ರವಾಸ ಮಾಡಿ ಬರ ಅಧ್ಯಯನ ಮಾಡುತ್ತೇನೆ. ಅಧಿಕಾರಿಗಳೊಂದಿಗೆ ಚರ್ಚೆ ಮಾಡಿ, ವರದಿಯನ್ನು ಸರ್ಕಾರಕ್ಕೆ ನೀಡುತ್ತೇನೆ. ಕೂಡಲೇ ಸರ್ಕಾರ ಬರ ಘೋಷಿಸಿ ಹಣ ಬಿಡುಗಡೆ ಮಾಡಬೇಕು ಎಂದು ಆಗ್ರಹಿಸಿದರು.
ಕೆಪಿಎಸ್ಸಿ ಅಕ್ರಮವನ್ನು ಸಿಐಡಿಗೆ ತನಿಖಗೆ ವಹಿಸಲಾಗಿದೆ. ಆರ್ಸಿಬಿ ಸಂಭ್ರಮಾಚರಣೆಯಲ್ಲಿ 11 ಯುವಜನರು ಮೃತಪಟ್ಟ ಪ್ರಕರಣವನ್ನು ಕೂಡ ತನಿಖೆ ಮಾಡಿದ್ದು, ಅದರಲ್ಲಿ ಯಾರ ತಪ್ಪೂ ಇಲ್ಲ ಎನ್ನಲಾಗಿದೆ. ಆ ತನಿಖಾ ವರದಿಯ ಪ್ರತಿಯನ್ನು ಕೆಎಸ್ಸಿಎ ಕಚೇರಿ ಮುಂದೆ ಸುಟ್ಟುಹಾಕುತ್ತೇನೆ. ಜಿರಳೆ ಪಾರ್ಟಿ ಪ್ರತಿಭಟನೆಯಲ್ಲಿ ಗಾಯಗೊಂಡವರಿಗೆ ಒಂದು ಕೋಟಿ ರೂ. ಪರಿಹಾರ ನೀಡಬೇಕೆಂದು ಆಗ್ರಹಿಸುತ್ತಾರೆ. ಆದರೆ ಯುವಜನರು ಇಲ್ಲಿ ಮೃತಪಟ್ಟಿದ್ದಕ್ಕೆ ಕಡಿಮೆ ಪರಿಹಾರ ನೀಡಿದ್ದಾರೆ ಎಂದರು.
