*ನಮ್ಮ ಮೆಟ್ರೋ ಪ್ರಯಾಣ ದರ ಏರಿಕೆ ತಡೆಹಿಡಿದ ನಿರ್ಧಾರ ರಾಜ್ಯ ಸರ್ಕಾರದ್ದು: ಡಿಸಿಎಂ ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್*
ಜನರಿಗಾಗಿ ಯುದ್ಧ ಮಾಡುತ್ತಿರುವೆ; ಮೆಟ್ರೋ ಹಾಗೂ ಜನ ಇಬ್ಬರೂ ಉಳಿಯಬೇಕು
ಪ್ರಗತಿವಾಹಿನಿ ಸುದ್ದಿ: “ಕರ್ನಾಟಕ ರಾಜ್ಯ ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರ ಮೆಟ್ರೋ ಪ್ರಯಾಣ ದರ ಏರಿಕೆ ತಡೆಹಿಡಿಯುವ ನಿರ್ಧಾರವನ್ನು ತೆಗೆದುಕೊಂಡಿದೆ. ಕೇಂದ್ರ ಸರ್ಕಾರ ಕಳುಹಿಸಿರುವ ಪತ್ರಕ್ಕೆ ಯಾವುದೇ ಕಿಮ್ಮತ್ತಿಲ್ಲ” ಎಂದು ಡಿಸಿಎಂ ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್ ಅವರು ಹೇಳಿದರು.
ವಿಧಾನಸೌಧದಲ್ಲಿ ಶಿವಕುಮಾರ್ ಅವರು ಮಾಧ್ಯಮಗೋಷ್ಠಿಯನ್ನು ಉದ್ದೇಶಿಸಿ ಸೋಮವಾರ ಮಾತನಾಡಿದರು. ನಮ್ಮ ಮೆಟ್ರೋ ಪ್ರಯಾಣ ದರ ಏರಿಕೆ ವಿಚಾರವಾಗಿ ಉಂಟಾಗಿರುವ ವಿವಾದದ ಬಗ್ಗೆ ಡಿಸಿಎಂ ಸ್ಪಷ್ಟನೆ ನೀಡಿದರು.
“ಇಲ್ಲಿ ಯಾವುದೇ ರಾಜಕೀಯವಿಲ್ಲ. ನಮಗೆ ಯಾವುದೇ ರೀತಿಯ ನಿರ್ದೇಶನ ನೀಡುವ ಹಾಗೂ ಹಸ್ತಕ್ಷೇಪ ಮಾಡುವ ಅಧಿಕಾರ ಕೇಂದ್ರ ಸರ್ಕಾರಕ್ಕೆ ಇಲ್ಲ. ದೆಹಲಿ ಮೆಟ್ರೋ ಅಳವಡಿಸಿಕೊಂಡಿರುವ ಸೂತ್ರದ ಅನ್ವಯದಂತೆ ಹೊಸದಾಗಿ ಲೆಕ್ಕಾಚಾರ ಮಾಡಲು ತಿಳಿಸಿದ್ದೇನೆ” ಎಂದರು.
“ಮೆಟ್ರೋ ಪ್ರಯಾಣ ದರ ಏರಿಕೆ ಬಗ್ಗೆ ದೆಹಲಿಯಲ್ಲಿ ಸಭೆ ಕರೆಯುತ್ತಾರೆ ಎಂದುಕೊಂಡಿದ್ದೆ. ಸಭೆ ನಡೆಸಿ ಏನು ಆದೇಶ ಕೊಡುತ್ತಾರೆ ಎಂದು ಕಾಯುತ್ತಿದ್ದೆ. ಏನು ರಾಜಕಾರಣ ಮಾಡುತ್ತಾರೆ ಎಂದು ನೋಡುತ್ತಿದ್ದೆ. ವಾಸ್ತವತೆ ಬಿಟ್ಟು ಇದರಲ್ಲಿ ರಾಜಕಾರಣ ಹೆಚ್ಚಾಗಿದೆ. ಆದ ಕಾರಣ ನಾನು ಇದರ ಬಗ್ಗೆ ಏನೂ ಮಾತನಾಡದೇ ಸುಮ್ಮನಿದ್ದೆ. ದೆಹಲಿ ಸಭೆಯನ್ನು ಮುಂದಕ್ಕೆ ಹಾಕಲಾಗಿದೆ. ತಾತ್ಕಾಲಿಕ ಜಯ ಎಂದು ಹೇಳುತ್ತಿರುವವರು ಇಂದು ಬೋರ್ಡ್ ಮೀಟಿಂಗ್ ಮಾಡಿ ನಿರ್ದೇಶನ ನೀಡಬೇಕಿತ್ತು” ಎಂದರು.
ದರ ಏರಿಕೆ ಬಗ್ಗೆ ರಾಜ್ಯ ಸರ್ಕಾರ ಕೇಳಿಕೊಂಡಿದೆ ಎನ್ನುವ ಆರೋಪದ ಬಗ್ಗೆ ಕೇಳಿದಾಗ, “ದರ ಏರಿಕೆ ತಡೆ ಹಿಡಿಯಿರಿ ಎಂದು ಕೇಂದ್ರ ಸರ್ಕಾರದವರು ಪತ್ರ ಬರೆದಿರಬಹುದು. ಆದರೆ ಈ ರೀತಿ ಮಾಡಲು ಅವರಿಗೂ ಕಾನೂನಿನಲ್ಲಿ ಅವಕಾಶವಿಲ್ಲ. ಅವರು ಯಾವ ಕಾನೂನಿನ ಅಡಿ, ಯಾವ ಆಕ್ಟ್ ಅನ್ವಯ ಪತ್ರ ಬರೆದಿದ್ದಾರೆ ಎಂದು ಹೇಳಿದರೆ ಒಪ್ಪಿಕೊಳ್ಳೋಣ. ಇದನ್ನು ಹೊಸದಾಗಿ ತೀರ್ಮಾನ ಮಾಡಬೇಕು ಎಂದಾದರೆ ನೂತನ ದರ ನಿಗದಿ ಸಮಿತಿ ರಚನೆ ಆಗಬೇಕು. ನಾನು ನಮ್ಮ ಜನರ ದನಿಯಾಗಬೇಕು ಎಂದು ಕೆಲಸ ಮಾಡುತ್ತಿದ್ದೇನೆ.” ಎಂದರು.
“ನನ್ನ ರಾಜಕೀಯದ ಅನುಭವದ ಆಧಾರದ ಮೇಲೆ ಹಾಗೂ ನಾನು ಇತರೇ ರಾಜ್ಯಗಳ ಮೇಲೆ ಮೆಟ್ರೋ ನಿಗಮದ ಬಳಿ, ವಿಷಯ ತಜ್ಞರು, ಕೇಂದ್ರದ ತಜ್ಞರ ಬಳಿ ಇದರ ಬಗ್ಗೆ ಚರ್ಚೆ ನಡೆಸಿ ಗಮನಿಸಿದಾಗ ಹೊಸ ಸಮಿತಿ ರಚನೆಯಾಗುವ ತನಕ ಈ ರೀತಿ ಶಿಫಾರಸ್ಸು ಮಾಡಲು ಕೇಂದ್ರ ಸರ್ಕಾರಕ್ಕೆ ಯಾವುದೇ ಅಧಿಕಾರವಿಲ್ಲ. ಹೊಸ ಸಮಿತಿ ಇದರ ಬಗ್ಗೆ ನಿರ್ದೇಶನ ನೀಡುತ್ತದೆ. ಪತ್ರ ಬರೆದಿರುವವರಿಗೆ ಈ ಬಗ್ಗೆ ಗೊತ್ತಿಲ್ಲ ಎಂದೇನಲ್ಲ. ಅವರು ದಡ್ಡರಲ್ಲ ಎಂದು ಕೊಂಡಿದ್ದೇನೆ. ಇದರ ಬಗ್ಗೆ ಸ್ಥಳೀಯ ಸಂಸದರು ಒಂದಷ್ಟು ಜನ ಮಾತನಾಡಬಹುದಷ್ಟೇ. ಅವರೂ ಸಹ ಎಲ್ಲಾ ರಾಜ್ಯಗಳನ್ನು ನಡೆಸಬೇಕಲ್ಲವೇ. ಈಗ ಬರೆದಿರುವ ಪತ್ರವನ್ನು ಇಟ್ಟುಕೊಂಡು ಯಾರೋ ಹೆಸರು ತೆಗೆದುಕೊಳ್ಳುತ್ತಿದ್ದಾರಲ್ಲ ಅದು ಸಾಧ್ಯವಿಲ್ಲ. ನಾವು ದರ ಏರಿಕೆ ಮಾಡಿ ಎಂದು ಕೇಳಿಲ್ಲ. ಈ ಹಿಂದಿನ ಸಮಿತಿ ಏನು ತೀರ್ಮಾನ ಮಾಡಿದೆ ಅದರಂತೆ ಮುನ್ನಡೆದಿದೆ” ಎಂದರು.
ಜನರಿಗಾಗಿ ಯುದ್ಧ ಮಾಡುತ್ತಿರುವೆ
ನಮ್ಮಿಂದ ದರ ಏರಿಕೆಗೆ ತಡೆ ಬಿದ್ದಿದೆ ಎಂದು ಹೇಳುತ್ತಿರುವವರ ಬಗ್ಗೆ ಕೇಳಿದಾಗ, “ಇದರಿಂದ ಹೆಸರನ್ನು ಯಾರು ಬೇಕಾದರೂ ತೆಗೆದುಕೊಳ್ಳಲಿ. ಅಂತಿಮವಾಗಿ ಜನರಿಗೆ ಒಳ್ಳೆಯದಾಗಬೇಕು ಅಷ್ಟೇ. ನನ್ನ ವಾರ್ ಕ್ರೆಡಿಟ್ ಪಡೆಯಲು ಅಲ್ಲ. ಜನರಿಗೆ ಒಳ್ಳೆಯದಾಗಬೇಕು ಎಂದು ಯುದ್ಧ ಮಾಡುತ್ತಿರುವೆ. ಜನರಿಗೆ ಹಾಗೂ ಮೆಟ್ರೋ ಸಂಸ್ಥೆಗೂ ಭಾರ ಆಗಬಾರದು. ನಾನು ಯಾರ ಒತ್ತಡಕ್ಕೂ ಒಳಗಾಗಿ ಕೆಲಸ ಮಾಡುತ್ತಿಲ್ಲ. ನನಗೆ ಅಂತಿಮವಾಗಿ ಬಿಎಂಆರ್ ಸಿಎಲ್ ಸಂಸ್ಥೆ ಹಾಗೂ ಜನರೂ ಉಳಿಬೇಕು” ಎಂದರು.
“ದರ ಏರಿಕೆ ಬಗ್ಗೆ ನಮ್ಮ ಬಳಿ ಏನೂ ಕೇಳಿಲ್ಲ, ಮಾತನಾಡಿಲ್ಲ. ನಾವು ಚರ್ಚೆ ಮಾಡಿಲ್ಲ. ನಾವು ಅವರನ್ನು ಕೇಳೇ ಇಲ್ಲ, ಇದರ ಬಗ್ಗೆ ಹೇಳೇ ಇಲ್ಲ. ಮೆಟ್ರೋ ದರ ಏರಿಕೆ ಬಗ್ಗೆ ತೀರ್ಮಾನವಾಗಿರುವುದು ಈಗಲ್ಲ. ಒಂದು ವರ್ಷದ ಹಿಂದೆ. ಅಂದರೆ 09.02.2025 ರಂದೇ ಶೇ.5 ರಷ್ಟು ದರ ಏರಿಕೆಯನ್ನು 9.02.26 ರಂದು ಮಾಡಬೇಕು ಎಂದು ದರ ಏರಿಕೆ ಸಮಿತಿ ಅಂದೇ ಆದೇಶ ನೀಡಿದೆ. ಆ ಪ್ರಕಾರ ದರ ಏರಿಕೆ ಮಾಡಲಾಗಿದೆ. ಈಗ ಮಾತನಾಡುತ್ತಿರುವವರು ಯಾರು ಸಹ ಅವತ್ತು ಇದರ ಬಗ್ಗೆ ಮಾತನಾಡಲಿಲ್ಲ. ಬೆಂಗಳೂರಿನ ಜನತೆ ಗೌರವದಿಂದ ಇದನ್ನು ಸ್ವೀಕಾರ ಮಾಡಿದ್ದಾರೆ” ಎಂದರು.
“ದರ ಏರಿಕೆಯನ್ನು ತಡೆಯುವುದರ ಕುರಿತಂತೆ ರಾಜ್ಯ ಸರ್ಕಾರ, ಅಧಿಕಾರಿಗಳು ಒಂದು ತೀರ್ಮಾನ ಮಾಡಿದ್ದೇವೆ. ಬಿಎಂಆರ್ ಸಿಎಲ್ ದರ ಏರಿಕೆಗೆ ಮೂರು ಮುಖ್ಯ ಮಾನದಂಡಗಳಿವೆ. ಓಎಂಆರ್ ವೆಚ್ಚ, ಬದಲಾಗುವ ಸಿಪಿಐ, ಸಿಬ್ಬಂದಿ ವೆಚ್ಚ, ಪ್ರತಿ ಯುನಿಟ್ ವೆಚ್ಚ, ಇಂಧನ ವೆಚ್ಚವನ್ನು ಲೆಕ್ಕಚಾರ ಮಾಡಲು ಅವಕಾಶವಿದೆ. ಇವುಗಳ ಆಧಾರದ ಮೇಲೆ ಮತ್ತೊಮ್ಮೆ ಮರು ಲೆಕ್ಕಚಾರವನ್ನು ಮಾಡಿಕೊಂಡು ಬನ್ನಿ ಎಂದು ನಮ್ಮ ಸರ್ಕಾರ ಮಾರ್ಗದರ್ಶನ ನೀಡಿದೆ. ಅಲ್ಲಿಯವರೆಗೂ ದರ ಏರಿಕೆಯನ್ನು ತಡೆಯಿಡಿಯಿರಿ ಎಂದು ಸೂಚನೆ ನೀಡಿದ್ದೇನೆ” ಎಂದರು.
ಸಾಲ ಮರುಪಾವತಿ ಸೇರಿದಂತೆ ಒಟ್ಟು 5,066 ಸಾವಿರ ಕೋಟಿ ರೂ. ಹಣವನ್ನು ಕೊಟ್ಟಿದ್ದೇವೆ
“ಬೇರೆ ಮೆಟ್ರೋಗಳಿಗೆ ಹೋಲಿಸಿದರೆ ನಮ್ಮ ಮೆಟ್ರೋ ದರ ಪಟ್ಟಿ ಹೆಚ್ಚಿದೆ ಎಂದು ಹೇಳುತ್ತಾರೆ. ಉದಾಹರಣೆಗೆ ದೆಹಲಿಯಲ್ಲಿ ಭದ್ರತಾ ವಿಭಾಗದ ಜವಾಬ್ದಾರಿ ಕೇಂದ್ರ ಸರ್ಕಾರದ ಅಡಿಯಲ್ಲಿದೆ. ಸಿಎಸ್ಎಫ್ ಅಲ್ಲಿನ ಜವಾಬ್ದಾರಿ ತೆಗೆದುಕೊಂಡಿದೆ. ಇಲ್ಲಿ ನಾವೇ ಭದ್ರತೆಯ ಜವಾಬ್ದಾರಿ ಹೊತ್ತಿದ್ದೇವೆ. ಜೊತೆಗೆ ನಾವು ಇಲ್ಲಿ ಇದಕ್ಕೆ ಜಿಎಸ್ ಟಿಯನ್ನೂ ಸಹ ಪಾವತಿಸುತ್ತಿದ್ದೇವೆ. ಕ್ಯಾಶ್ ಲಾಸ್ ಮರುಪಾವತಿಗೆ ಎಂದು 1064.32 ಸಾವಿರ ಕೋಟಿ ರೂ. ರಾಜ್ಯ ಸರ್ಕಾರ ನೀಡಿದೆ. ಸಾಲ ಮರುಪಾವತಿಗೆ ಎಂದು ಕೇಂದ್ರ ಸರ್ಕಾರಕ್ಕೆ 4,002.23 ಕೋಟಿ ರೂ. ನೀಡಿದ್ದೇವೆ. ಒಟ್ಟು 5,066. 55 ಕೋಟಿ ರೂ. ಕೊಟ್ಟಿದ್ದೇವೆ” ಎಂದರು.
ದರ ಏರಿಕೆ ತಡೆ ಎಷ್ಟು ಸಮಯ ಎಂದು ಕೇಳಿದಾಗ, “ಪ್ರತಿಯೊಂದಕ್ಕೂ ಹಂತಗಳಿವೆ. ಒಂದೆರಡು ದಿನಗಳಲ್ಲಿ ಎಂದು ಹೇಳಲು ಆಗುವುದಿಲ್ಲ. ಬೇರೆಯವರು ಹೇಗೆ ಎಷ್ಟು ವೇಗದಲ್ಲಿ ಇರುವರೋ ನಮ್ಮ ರೈಲು ಸಹ ಅಷ್ಟೇ ವೇಗವಾಗಿ ಹೋಗುತ್ತದೆ” ಎಂದು ಹೇಳಿದರು.
ಹಲವಾರು ಕಡೆ ಮೆಟ್ರೋ ಇದ್ದರೂ ಇಲ್ಲಿ ಮಾತ್ರ ರಾಜಕೀಯ ಮಾಡಲಾಗುತ್ತಿದೆಯೇ ಎಂದು ಕೇಳೀದಾಗ, “ಇಲ್ಲಿ ಕೇವಲ ಟ್ರಂಕ್ ಗಳು, ದನಿ, ಮೈಕ್ ಮಾತ್ರ ಇವೆ. ದೆಹಲಿ, ಮುಂಬೈ ಹೈದರಾಬಾದ್ ಹೀಗೆ ಎಲ್ಲಾದರೂ ಮಾತನಾಡಿದ್ದಾರಾ? ಎಲ್ಲಿಯೂ ಮಾತನಾಡಿಲ್ಲ. ದೆಹಲಿಯಲ್ಲಿ ಸಂಸದರೊಬ್ಬರು ವಾದ ಮಾಡುತ್ತಿದ್ದಾರೆ. ನೀವು (ಮಾಧ್ಯಮಗಳು) ಅವರ ಫೋಟೋ ಹಾಕುತ್ತಿರಿ” ಎಂದು ತಿವಿದರು.
ದರ ಏರಿಕೆಯಲ್ಲಿ ನಮ್ಮ ಪಾಲಿಲ್ಲ ಎಂದು ಕೇಂದ್ರಕ್ಕೆ ಪತ್ರ ಬರೆಯಿರಿ ಎಂದು ಆರ್.ಆಶೋಕ್ ಅವರು ಹೇಳಿರುವ ಬಗ್ಗೆ ಕೇಳಿದಾಗ, “ಮಾಧ್ಯಮದ ಮುಂದೆ ಅವರು ಏನು ಬೇಕಾದರೂ ತಿಳಿಸಲಿ. ಏನು ಬೇಕು ಎಂದು ನನಗೆ ತಿಳಿಸಿದರೆ, ನಾನು ಅದಕ್ಕೆ ಉತ್ತರ ನೀಡುತ್ತೇನೆ” ಎಂದರು.
ಹೊಸ ದರ ನಿಗದಿ ಸಮಿತಿಗೆ ಒತ್ತಾಯ ಮಾಡುವಿರಾ ಎಂದು ಕೇಳಿದಾಗ, “ಸದ್ಯಕ್ಕೆ ಈ ಗೊಂದಲಕ್ಕೆ ನಾನು ಹೋಗುವುದಿಲ್ಲ. ರಾಜ್ಯ ಸರ್ಕಾರದ ಅಧಿಕಾರ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಸಿದ್ದರಾಮಯ್ಯ ಅವರು ಹಾಗೂ ಡಿ.ಕೆ.ಶಿವಕುಮಾರ್ ಏನು ಮಾಡಲು ಸಾಧ್ಯವೋ ಅದನ್ನು ಮಾಡಲಾಗುವುದು. ಇದು ನಮ್ಮ ಭೂಮಿ. ನಮ್ಮ ಗ್ರಾಹಕರಿಗೆ ಯಾವ ರೀತಿ ಸಹಾಯ ಮಾಡಲಾಗುವುದೋ ಆ ದಾರಿಯನ್ನು ಹುಡುಕಲಾಗಿದೆ” ಎಂದರು.
ಶೇ. 5 ರಷ್ಟು ದರ ಇಳಿಕೆಯಾಗುತ್ತದೆ ಎಂದು ಆಶಾಭಾವನೆ ಇಟ್ಟುಕೊಳ್ಳಬಹುದೇ ಎಂದು ಕೇಳಿದಾಗ, “ಮರು ಲೆಕ್ಕಾಚಾರ ಮಾಡಿ ಎಂದು ಸೂಚನೆ ನೀಡಿದ್ದೇನೆ. ಯಾವುದೇ ಸಂಸ್ಥೆಯಾದರೂ ಅಲ್ಲಿನ ಖರ್ಚುವೆಚ್ಚದಲ್ಲಿ ವ್ಯತ್ಯಯ ಉಂಟಾಗುತ್ತಿರುತ್ತದೆ. ಅದೇ ರೀತಿ ಇಲ್ಲಿ ಇಂಧನ ದರ ಏರಿಕೆ ಸೇರಿದಂತೆ ಇತರೇ ಲೆಕ್ಕಾಚಾರಗಳು ಇರುತ್ತವೆ” ಎಂದರು.
ದರ ಏರಿಕೆ ನಿರ್ಧಾರ ಕೇಂದ್ರ ಹಾಗೂ ರಾಜ್ಯ ಸರ್ಕಾರದ ವ್ಯಾಪ್ತಿಗೆ ಬರುತ್ತದೆಯೇ ಎಂದು ಕೇಳಿದಾಗ, “ಯಾರ ವ್ಯಾಪ್ತಿಗೂ ಬರುವುದಿಲ್ಲ. ದರ ಪರಿಷ್ಕರಣಾ ಸಮತಿಯ ಅಡಿಯಲ್ಲಿ ಬರುತ್ತದೆ. ಈ ಮೊದಲು ರಾಜ್ಯ ಸರ್ಕಾರದವರು ಈ ಸಮಿತಿಯಲ್ಲಿ ಇರುತ್ತಿದ್ದರು. ಈಗ ಇಲ್ಲ” ಎಂದರು.
ಹಳೇ ಸಮಿತಿ ಅನ್ವಯ ದರ ಪರಿಷ್ಕರಣೆ ಮಾಡಲಾಗುವುದೇ ಎಂದು ಕೇಳಿದಾಗ, “ಈ ರೀತಿ ಮಾಡಲು ಅಧಿಕಾರವಿಲ್ಲ. ಹೊಸ ಸಮಿತಿ ರಚನೆ ಆಗುವ ತನಕ ಕೇಂದ್ರ, ರಾಜ್ಯ, ಬಿಎಂಆರ್ಸಿಎಲ್ ಯಾರಿಗೂ ಅಧಿಕಾರವಿಲ್ಲ” ಎಂದರು.
It was State government’s decision to withhold metro fare hike: DCM DK Shivakumar
Bengaluru: Deputy Chief Minister DK Shivakumar today said that it was the State government which took the decision to withhold proposed metro fare hike and added that the Centre had no role in it.
Addressing a press conference in Vidhana Soudha, the DCM, who also holds the Bengaluru Development portfolio, said, “There is no politics in this. The Centre doesn’t have any rights to direct us or interfere in this. The letter sent by the Centre doesn’t carry any weight. I have asked officials to revisit the fare hike by reworking the numbers.”
“I was under the impression that they would call for a meeting in Delhi about metro fare hike. I was also eagerly waiting for their decision. There is more politics in this than reality. The meeting in Delhi has been postponed. Those who are declaring victory should have ensured a meeting and a final decision on this,” he said.
Asked if the State government asked the fare fixation committee for a hike in the fares, he said, “The Centre may have written a letter to withhold the fare hike, but there is no provision to do so in the law. Let them specify under which rule they have a sent a letter to hold back the fare hike. The Fare fixation committee must be formed newly if a decision needs to be taken. I am working to become the voice of the people.”
“As per my experience and my interactions with experts, the Centre doesn’t have any rights to instruct or recommend fares until a new fare fixation committee is formed. The new committee, once formed, will issue directions on fares. Not that those who wrote the letter don’t know this. The local MPs are talking about it. The state government hasn’t asked for any fare hike. The fare was hiked as per the decision taken by the previous fare fixation committee,” he explained.
My fight is for the people
Asked about BJP leaders’ statement that the fare hike was halted due to their efforts, he said, “Let anyone take the credit. My fight is for the people and not for credit. Any decision should not be a burden on neither the people nor the metro. I am not working under any pressure. Both the people and the BMRCL have to do well.”
“No one has spoken to us about the fare hike. Nothing has been discussed. Nor have we directed them to increase the fares. The decision to increase the metro fares by 5% was taken one year ago. The people who are talking about it today did not say a word when the decision was taken?,” he questioned.
“There are three parameters to decide on fare hike – OMR expenses, CPI, staff salaries, unit costs and energy costs. I have instructed the officials to rework their costs and revenues and come back. I have instructed them to withhold the fare hike until then,” he added.
We have given Rs 5,066 crores
“There have been comparisons between metro fares of Bengaluru with other cities but they are not comparable. For example, the security operates in Delhi metro is being handled by the Centre. While, we handle the security in Bengaluru and we are paying GST for that as well. The State government has given Rs 1064.32 crore for the repayment of ‘cash loss’. We have also given Rs 4,002.23 crore to the Centre towards loan repayment. On the whole, we have given Rs 5,066.55 crore,” he explained.
Asked how long the fare hike would be withheld, he said, “There is a process, can’t put a timeline to it.”
Asked if only Bengaluru metro is being politicized, he said, “There are only ‘trunks’, mics and voices here. Has anyone spoken about fare hikes in Delhi or Hyderabad? No one has spoken about it. One MP has been talking and you have been publishing his photos.”
Asked about R Ashok’s demand to the state government to write a letter to the Centre stating that it doesn’t have any role in the fare hike, he said, “He can say whatever he wants before the media. If he speaks to me about it, I will respond.”
Asked if he would demand formation of a new fare fixation committee, he said, “We are not going to get into that now. Siddaramaiah and Shivakumar will do what is possible currently. This is our land and we will do whatever needs to be done to help our customers.”
Asked if people can be hopeful of fare reduction by 5%, he said, “We have instructed officials to rework the numbers. All organisations have to take into account the variations in costs and revnue and similarly BMRCL also has to take these into account.”
Asked if the fare hike comes under the State government or the Centre, he said, “It doesn’t come under anyone, it comes under the fare fixation committee. Representatives of the state government used to be in that committee, not now.”
Asked if the fares would be revised as per the old committee, he said, “We don’t have powers to do that. Neither the Centre, state nor BMRCL has the power to fix fares until a new fare fixation committee comes into being.”
