ಡಿಎಲ್ಎಫ್ ಗೆ ಪತ್ರ ಬರೆದು ಒಪ್ಪಂದ ಮಾಡಿಕೊಂಡು ರಿಯಲ್ ಎಸ್ಟೇಟ್ ದಂಧೆ ಮಾಡಿದ್ದು ಯಾರು?
ನನ್ನನ್ನು ಜೈಲಿಗೆ ಕಳುಹಿಸುವ ಅವರ ಪ್ರಯತ್ನ ಮುಂದುವರಿಯಲಿ, ನಾನು ಸಿದ್ಧ
ನಾನು ಸಿಎಂ ಆದ ಮೇಲೆ ಬಂದ ಛಲ, ಯಡಿಯೂರಪ್ಪ ಸರ್ಕಾರದ ತೀರ್ಮಾನದ ವಿರುದ್ಧ ಇರಲಿಲ್ಲ ಯಾಕೆ?

“ಬಿಡದಿ ಟೌನ್ ಶಿಪ್ ವಿಚಾರದಲ್ಲಿ ಸರ್ಕಾರವು ಯಾವುದೇ ರೈತರಿಂದ ಬಲವಂತವಾಗಿ ಜಮೀನು ಪಡೆಯುವುದಿಲ್ಲ. ಸ್ವಇಚ್ಛೆಯಿಂದ ಮುಂದೆ ಬಂದು ಭೂಮಿ ಕೊಟ್ಟವರಿಗೆ ಪರಿಹಾರ ನೀಡುತ್ತೇವೆ. ಈ ವಿಚಾರದಲ್ಲಿ ರೈತರ ಅಹವಾಲು, ಅಭಿಪ್ರಾಯ ಪಡೆಯಲು ಸಮಿತಿ ರಚಿಸಲಾಗುವುದು” ಎಂದು ಸಿಎಂ ಡಿ ಕೆ ಶಿವಕುಮಾರ್ ತಿಳಿಸಿದ್ದಾರೆ.
ವಿಧಾನಸೌಧದಲ್ಲಿ ಬುಧವಾರ ಮಾಧ್ಯಮಗೋಷ್ಠಿ ನಡೆಸಿ ಶಿವಕುಮಾರ್ ಅವರು ಮಾತನಾಡಿದರು.
ಯಾವ ಪ್ರತಿಭಟನೆ ಅಗತ್ಯವಿಲ್ಲ, ನಿಮ್ಮ ಜಮೀನಿನಲ್ಲಿ ನೆಮ್ಮದಿಯಾಗಿರಿ
“ಯಾರ ಆಸ್ತಿಯನ್ನು ನಾವು ಬಲವಂತವಾಗಿ ಪಡೆಯುವುದಿಲ್ಲ. ಜಮೀನು ನೀಡಲು ಇಷ್ಟವಿಲ್ಲದವರು ನೆಮ್ಮದಿಯಾಗಿ ತಮ್ಮ ಜಮೀನಿನಲ್ಲಿ ಇರಬಹುದು. ಯಾವ ಧರಣಿ, ಪ್ರತಿಭಟನೆ ಅವಶ್ಯಕತೆ ಇಲ್ಲ. ಮುಖ್ಯಮಂತ್ರಿಗಳಾಗಿದ್ದಾಗ ಕುಮಾರಸ್ವಾಮಿ ಹಾಗೂ ಯಡಿಯೂರಪ್ಪನವರು ಮಾರ್ಗದರ್ಶನದಂತೆ ಯೋಜನೆ ಪ್ರಕ್ರಿಯೆ ಮುಂದುವರಿದಿದೆ. ನಾನು ಯಾರಿಗೂ ಬಲವಂತ ಮಾಡುವುದಿಲ್ಲ. ಅವರು ಹೊರಡಿಸಿರುವ ರೆಡ್ ಜೋನ್ ಆದೇಶ ಮುಂದುವರಿಯುತ್ತದೆ. ಭೂಮಿ ನೀಡಲು ಇಷ್ಟವಿಲ್ಲದವರಿಗೆ ನಾನು ಬಲವಂತ ಮಾಡುವುದಿಲ್ಲ. ನಾನು ರೈತರು ಹಾಗೂ ಅಧಿಕಾರಿಗಳ ಜೊತೆ ಸಭೆ ಮಾಡಿ ಈ ತೀರ್ಮಾನ ಮಾಡಿದ್ದೇವೆ. ಇಷ್ಟವಿಲ್ಲದವರು ಅವರ ಭೂಮಿ ಅವರೇ ಇಟ್ಟುಕೊಳ್ಳಲಿ. ಕುಮಾರಸ್ವಾಮಿ ಅವರು ಪ್ರತಿ ಎಕರೆಗೆ 8 ಸಾವಿರ ಅಡಿ ಅಭಿವೃದ್ಧಿಪಡಿಸಿದ ಭೂಮಿ ನೀಡಲು ಮುಂದಾಗಿದ್ದರು. ನಾವು 50% ಅಂದರೆ 9500 ಅಡಿ ಭೂಮಿ ನೀಡಲು ತೀರ್ಮಾನಿಸಿದೆವು. ಸ್ವಯಂ ಇಚ್ಛೆಯಿಂದ ಬರುವವರಿಗೆ ಪರಿಹಾರ ನೀಡಿ ಭೂಮಿ ಪಡೆಯುತ್ತೇವೆ” ಎಂದು ಸ್ಪಷ್ಟಪಡಿಸಿದರು.
ರಾಜಕೀಯಕ್ಕೆ ಬಲಿಯಾಗಬೇಡಿ, ನಿಮ್ಮ ಬದುಕು ನೀವು ಕಟ್ಟಿಕೊಳ್ಳಿ; ರೈತರಿಗೆ ಮನವಿ
“ರೈತರು ಹೋರಾಟ ಧರಣಿ ಬಿಟ್ಟು ನಿಮ್ಮ ಬದುಕು ಕಟ್ಟಿಕೊಳ್ಳಿ. ರಾಜಕೀಯಕ್ಕಾಗಿ ಇವರು ನಿಮ್ಮನ್ನು ಬಲಿ ಕೊಡುತ್ತಿದ್ದಾರೆ. ನೀವು ಬಲಿಯಾಗಬೇಡಿ. ಸಮಿತಿಯವರು ನಿಮ್ಮ ಬಳಿಗೆ ಬಂದಾಗ, ಸಮಿತಿ ಮುಂದೆ ನಿಮ್ಮ ಅಭಿಪ್ರಾಯ ಹೇಳಿಕೊಳ್ಳಿ. ಹೊಡೆಯುವುದಾದರೆ ಬಂದು ನನಗೆ ಹೊಡೆಯಿರಿ” ಎಂದು ಮನವಿ ಮಾಡಿದರು.
ನನ್ನನ್ನು ಜೈಲಿಗೆ ಕಳುಹಿಸುವ ಅವರ ಪ್ರಯತ್ನ ಮುಂದುವರಿಯಲಿ, ನಾನು ಸಿದ್ಧನಿದ್ದೇನೆ
“ನಿಮಗೆ ಆಸೆ ಇದ್ದರೆ ನಿಮ್ಮ ಪ್ರಯೋಗಗಳು ನನ್ನ ಮೇಲೆ ಆಗಲಿ. ಈಗಾಗಲೇ ನನ್ನ ಮೇಲೆ ಕೇಸು, ಕೌಂಟರ್ ಕೇಸು ಪ್ರಯೋಗಗಳು ನಡೆಯುತ್ತಿವೆ. ಜೈಲಿಗೆ ಹೋಗುವ ದಿನ ಹತ್ತಿರ ಬಂದಿದೆ ಎಂದು ಕುಮಾರಣ್ಣ ಹೇಳಿದ್ದಾರೆ. ನಾನು ಸಿದ್ಧನಿದ್ದೇನೆ ಕುಮಾರಣ್ಣ. ನಿನ್ನ ಆಶೀರ್ವಾದ. ನಾನು ಕೃಷ್ಣನ ಜನ್ಮ ಸ್ಥಳದಲ್ಲಿ ಇದ್ದವನು. ನೀನು ಬಂದು ಭೇಟಿ ಮಾಡಿದ್ದೆ. ನಿಮ್ಮ ಪ್ರಯತ್ನ ಹೋರಾಟ, ನಿಮ್ಮ ಶ್ರಮ ಎಲ್ಲವೂ ನನಗೆ ಗೊತ್ತಿದೆ. ಬೇರೆ ಯಾವ ನಾಯಕರು ಬೆಳೆಯಬಾರದು ಎಂಬ ನಿಮ್ಮ ಮನಸ್ಥಿತಿ ನನಗೆ ಅರಿವಿದೆ. ಆದರೂ ನಿಮ್ಮ ಹಿರಿತನಕ್ಕೆ ನಮಸ್ಕರಿಸುವುದು ನನ್ನ ಧರ್ಮ. ನಾನು ಕೊಡುವ ಗೌರವ ನಿಮ್ಮಿಂದ ಸ್ವೀಕರಿಸಲು ಆಗದಿದ್ದರೆ ಅದು ನಿಮ್ಮ ಪಾಡು. ನಾನು ಯಾರಿಗೂ ಕೆಟ್ಟದ್ದು ಬಯಸುವವನಲ್ಲ, ನಿಮಗೂ ಕೆಟ್ಟದ್ದನ್ನು ಬಯಸುವುದಿಲ್ಲ. ನನ್ನನ್ನು ಜೈಲಿಗೆ ಕಳಿಸಬೇಕು ಎಂಬ ಸಂಕಲ್ಪ ಮಾಡಿದ್ದಿರೋ ಅದನ್ನು ಮುಂದುವರಿಸಿ. ಆ ಜೈಲಿಗೆ ಹೋಗಿ ಬಂದೇ ನಾನು ರಾಜ್ಯದ ಮುಖ್ಯಮಂತ್ರಿಯಾಗಿ ಕೂತಿದ್ದೇನೆ. ನಾನು ಜೈಲಿಗೆ ಹೋದಾಗ ಜನ ಹೇಗೆ ನನ್ನ ಪರವಾಗಿ ನಿಂತರು ಎಂಬುದನ್ನು ನಾನು ಕಣ್ಣಾರೆ ನೋಡಿದ್ದೇನೆ. ನಾನು ಜೈಲಿಗೆ ಹೋಗಿದ್ದ ಕೇಸ್ ಎರಡೂವರೆ ವರ್ಷಗಳಲ್ಲಿ ವಜಾವಾಗಿದೆ. ಸುಪ್ರೀಂ ಕೋರ್ಟ್ ಪಾದಕ್ಕೆ ನಾನು ಇಲ್ಲಿಂದಲೇ ನಮಿಸುತ್ತೇನೆ. ಆ ಜೈಲಿನ ಕೋಣೆಯಲ್ಲಿ ನಾನು ನನ್ನ ಕುಟುಂಬ ಅನುಭವಿಸಿದ ನೋವು ನಮಗೆ ಮಾತ್ರ ಗೊತ್ತು. ನನಗಾಗಿ ರಾಜ್ಯದ ನನ್ನ ತಾಯಂದಿರು, ಯುವಕರು ಕಣ್ಣೀರು ಹಾಕಿ, ಪ್ರಾರ್ಥಿಸಿ ನನ್ನನ್ನು ಜೈಲಿಂದ ಹೊರಗೆ ಕರೆತಂದು ಈ ಸ್ಥಾನದಲ್ಲಿ ಕೂರಿಸಿದ್ದಾರೆ” ಎಂದರು.
ಪೆನ್ನು ಪೇಪರ್ ರಾಜ್ಯದ ಜನರಿಗೆ ಅವರ ಬದುಕಿಗೆ ಸೀಮಿತ
“ನಾನು ರಾಜ್ಯದ ಜನರ ಆಶೀರ್ವಾದ ಕೇಳಿದೆ, ರಾಮನಗರ, ಚನ್ನಪಟ್ಟಣ, ಬಿಡದಿ, ಕನಕಪುರಕ್ಕೆ ಹೋದೆ. ನನಗೆ ಪೆನ್ನು ಪೇಪರ್ ಕೊಡಿ ಎಂದು ಕೇಳಿದೆ. ಅವರು ಕೊಟ್ಟಿದ್ದಾರೆ. ಈ ಪೆನ್ನು ಪೇಪರ್ ರಾಜ್ಯದ ಜನರಿಗೆ ಅವರ ಬದುಕಿಗೆ ಸೀಮಿತ. ಯಾರಿಗೂ ತೊಂದರೆ ಕೊಡುವ ತೀರ್ಮಾನ ಈ ಪೆನ್ನು ಪೇಪರ್ ನಿಂದ ಬರುವುದಿಲ್ಲ. ನನ್ನ ಜೀವ ಇರುವವರೆಗೂ ಈ ದೇಹ ರಾಜ್ಯದ ಜನತೆಗಾಗಿ ಮುಡಿಪಾಗಿ ಇಡುತ್ತೇನೆ. ಜನಪರ ಆಡಳಿತ ಕೊಟ್ಟು ರಾಜ್ಯದಲ್ಲಿ ಸಾಕ್ಷಿಗುಡ್ಡೆ ಬಿಡಬೇಕು. ನನ್ನ ಆಡಳಿತದಲ್ಲಿ ರಾಜ್ಯ ಸುಭೀಕ್ಷವಾಗಿರಬೇಕು ಎಂದು ಕೆಲಸ ಮಾಡುವುದು ನನ್ನ ಕರ್ತವ್ಯವಾಗಿದೆ. ನಿಮ್ಮ ಆಲೋಚನೆ ನನ್ನನ್ನು ಜೈಲಿಗೆ ಕಳುಹಿಸುವುದು” ಎಂದು ಹರಿಹಾಯ್ದರು.
ಡಿಎಲ್ಎಫ್ ಗೆ ಟೆಂಡರ್ ನೀಡಿ ರಿಯಲ್ ಎಸ್ಟೇಟ್ ದಂಧೆ ಮಾಡಿದ್ದು ಯಾರು?
“ಕುಮಾರಸ್ವಾಮಿ ಅವರು ಮಾಡಲು ಮುಂದಾಗಿದ್ದ ಟೌನ್ ಶಿಪ್ ನಲ್ಲಿ ಇಡಿ ಹಳ್ಳಿಗಳು, ಅಲ್ಲಿ ಬದುಕು ಕಟ್ಟಿಕೊಂಡಿದ್ದವರ ಮನೆಗಳನ್ನು ಸೇರಿ ಎಲ್ಲರನ್ನು ಒಕ್ಕಲೆಬ್ಬಿಸಲು ಆದೇಶ ಹೊರಡಿಸಿದ್ದರು. ಅವರದೇ ಆದ ಪರಿಹಾರ ಮಾರ್ಗಸೂಚಿ ಹೊರಡಿಸಿದ್ದರು. ನಮ್ಮಣ್ಣ ಮಾತೆತ್ತಿದರೆ ಬಿಡದಿ ಟೌನ್ ಶಿಪ್ ಅನ್ನು ರಿಯಲ್ ಎಸ್ಟೇಟ್ ಎಂದು ಹೇಳುತ್ತಾರೆ. ಅವರು ಈ ಟೌನ್ ಶಿಪ್ ನಿರ್ಮಾಣವನ್ನು ರಿಯಲ್ ಎಸ್ಟೇಟ್ ಕಂಪನಿ ಡಿಎಲ್ಎಫ್ ಗೆ ಜವಾಬ್ದಾರಿ ನೀಡಿ ಅವರಿಂದ 400 ಕೋಟಿ ರೂ. ಹಣ ಕೂಡ ಕಟ್ಟಿಸಿಕೊಂಡಿದ್ದರು. ಕುಮಾರಸ್ವಾಮಿ ಅವರು ಅನಾರೋಗ್ಯದಲ್ಲಿದ್ದರೂ ದೆಹಲಿಯಿಂದ ವಿಡಿಯೋ ಕಾನ್ಫರೆನ್ಸ್ ಮೂಲಕ ಮಾತನಾಡಿ ರೈತರಿಗೆ ಅಭಿವೃದ್ಧಿಪಡಿಸಿದ ಪ್ರದೇಶದಲ್ಲಿ 40% ಜಮೀನನ್ನು (ಪ್ರತಿ ಎಕರೆಗೆ ಸುಮಾರು 8 ಸಾವಿರ ಅಡಿ) ಪರಿಹಾರವಾಗಿ ನೀಡುವುದಾಗಿ ಹೇಳಿದ್ದಾರೆ. ಆಗ ಪ್ರತಿ ಎಕರೆಗೆ 22-25 ಲಕ್ಷ ಪರಿಹಾರ ನಿಗದಿ ಪಡಿಸಿದರು. ಈ ಬಗ್ಗೆ ಸರ್ಕಾರಿ ಆದೇಶ ಹೊರಡಿಸಿದ್ದರು” ಎಂದು ದಾಖಲೆ ಸಮೇತ ವಿವರಿಸಿದರು.
“ಡಿಎಲ್ಎಫ್ ಸಂಸ್ಥೆಗೆ ಪತ್ರ ಬರೆದು ಭದ್ರತಾ ಠೇವಣಿ ಕಟ್ಟಬೇಕು, 15 ದಿನಗಳಲ್ಲಿ ಒಪ್ಪಂದ ಮಾಡಿಕೊಳ್ಳಬೇಕು ಎಂದು ಪತ್ರ ಬರೆದು ರಿಯಲ್ ಎಸ್ಟೇಟ್ ದಂಧೆ ಮಾಡಿದವನು ನಾನಾ ಅಣ್ಣಾ? 23-09-2006ರಲ್ಲಿ ಮುಖ್ಯಮಂತ್ರಿಯಾಗಿದ್ದ ನಮ್ಮ ಅಣ್ಣನವರ ನೇತೃತ್ವದಲ್ಲಿ ನಡೆದ ಸಭೆಯಲ್ಲಿ ಖಾಸಗಿ ಸಂಸ್ಥೆಯವರಿಗೆ ಈ ಜಮೀನನ್ನು ಹಂತ ಹಂತವಾಗಿ ಬಿಟ್ಟುಕೊಡಬೇಕು ಎಂದು ಸೂಚಿಸಿದ್ದರು. ಇದು ರಿಯಲ್ ಎಸ್ಟೇಟ್ ದಂಧೆ ಎಂದು ಕರೆಯಬೇಕಾ? ಕುಟುಂಬದ ದಂಧೆ ಎಂದು ಕರೆಯಬೇಕಾ? ರಿಯಲ್ ಎಸ್ಟೇಟ್ ದಂಧೆ ಮಾಡಿದ್ದು ಯಾರು ಅಪ್ಪಾಜಿ? ಈಗ ಯಾರ ಮೇಲೆ ಆರೋಪ ಮಾಡುತ್ತಿದ್ದೀರಾ? ಯಾವ ಕಾರಣಕ್ಕೆ ಹೋರಾಟ ಮಾಡುತ್ತಿದ್ದೀರಾ? ಯಾವ ರೈತರನ್ನು ಬಳಸಿಕೊಂಡು ಹೋರಾಟ ಮಾಡುತ್ತಿದ್ದೀರಾ?” ಎಂದು ಪ್ರಶ್ನಿಸಿದರು.
ನಿಮ್ಮ ಜಮೀನು ಈ ಯೋಜನೆ ವ್ಯಾಪ್ತಿಗೆ ಬರಲಿಲ್ಲ ಯಾಕೆ?
“ನಿಮ್ಮ ರಾಜಕಾರಣದ ಬದುಕಿಗೆ ಶಕ್ತಿ ತುಂಬಿದ ಜನರ ಬದುಕು, ಆಸ್ತಿಗಳನ್ನು ಕಸಿಯಲು ನೀವು ಮಾಡಿದ ಸಂಚನ್ನು ನೀವು ಎಷ್ಟು ದಿನ ಮುಚ್ಚಿಡುತ್ತೀರಿ? ಬಿಡದಿ, ದೇವಗೆರೆ ಹಾಗೂ ಸುತ್ತಮುತ್ತಲ ಪ್ರದೇಶದಲ್ಲಿ ನೀವು ಖರೀದಿ ಮಾಡಿರುವ ಜಮೀನಿನ ಪೈಕಿ ಈ ಟೌನ್ ಶಿಪ್ ನಲ್ಲಿ ಒಂದು ಎಕರೆಯೂ ಹೋಗದಂತೆ ನೋಡಿಕೊಂಡರಲ್ಲ. ಕೇವಲ ರೈತರ ಜಮಾನು ಮಾತ್ರ ಹೋಗುವಂತೆ ಟೌನ್ ಶಿಪ್ ಮಾಡಲಿಲ್ಲವೇ? ಇದೇ ಟೌನ್ ಶಿಪ್ ನಲ್ಲಿ ನಿಮ್ಮ ಕುಟುಂಬದವರು 36 ಎಕರೆ ಜಮೀನು ಖರೀದಿ ಮಾಡಲಿಲ್ಲವೇ? ಅಕ್ಕನವರು ಏನು ಪತ್ರ ಬರೆದಿದ್ದರು ಎಂದು ನಾನು ಈಗ ಚರ್ಚೆ ಮಾಡುವುದಿಲ್ಲ. ಆ ಭಾಗದ ರೈತರು ಕಷ್ಟ ಕಾಲದಲ್ಲಿ ತನ್ನ ಜಮೀನು ಮಾರಿಕೊಳ್ಳದಂತೆ ರೆಡ್ ಜೋನ್ ಮಾಡಿದಿರಲ್ಲಾ ಇದು ಈ ರಾಜ್ಯದ ಇತಿಹಾಸದಲ್ಲೇ ಮೊದಲ ಬಾರಿಗೆ. ಯಾವ ಜನರು ನಿಮ್ಮನ್ನು ಮುಖ್ಯಮಂತ್ರಿ, ಪ್ರಧಾನಮಂತ್ರಿ ಹಾಗೂ ಸಂಸದರನ್ನಾಗಿ ಮಾಡಿದರೋ ಅವರಿಗೆ ಈ ರೀತಿ ಮಾಡುವುದೇ? ನೀವು ಹಾಕಿದ ಮುನ್ನುಡಿಯ ಮೇಲೆ ನಾನು ಮುನ್ನಡೆಯುತ್ತಿದ್ದೇನೆ. ಈ ವಿಚಾರದಲ್ಲಿ ಮಾತ್ರ ನಾನು ನಿಮ್ಮ ಉತ್ತರಾಧಿಕಾರಿಯಾಗಿದ್ದೇನೆ ಹೊರತು ರಾಜಕೀಯವಾಗಿ ಅಲ್ಲ. ನಿಮ್ಮ ತೀರ್ಮಾನಕ್ಕೆ ನಾನು ಬದ್ಧನಾಗಿ ನಿಮ್ಮ ಆದೇಶ ಪಾಲಿಸಿ, ನಿಮ್ಮ ಸಹಿಗೆ ಗೌರವ ನೀಡುತ್ತಿದ್ದೇನೆ. ನಿಮ್ಮ ಚಿಂತನೆ, ಸಂತೋಷವನ್ನು ನಾನು ಮುಂದುವರಿಸುತ್ತಿದ್ದೇನೆ. ಬೆಂಗಳೂರು ದಕ್ಷಿಣ ಜಿಲ್ಲೆಯ ಅಭಿವೃದ್ಧಿಗೆ ನೀವು ಮಾಡಿದ ಆಲೋಚನೆಯನ್ನು ನಾನು ಮುಂದುವರಿಸುತ್ತಿದ್ದೇನೆ” ಎಂದು ಸ್ಪಷ್ಟಪಡಿಸಿದರು.
“ಬಿಡದಿ ಟೌನ್ ಶಿಪ್ ಮುನ್ನ ಕೈಗಾರಿಕ ಪ್ರದೇಶ ಮಾಡಿದಿರಿ. ಆಗ ನಿಮ್ಮ ಬೀಗರೇ ಕೆಐಎಡಿಬಿಯಲ್ಲಿ ಅಧಿಕಾರಿಯಾಗಿದ್ದರು. ಆಗ ನಿಮ್ಮ ಕೇತಗಾನಹಳ್ಳಿ ಜಮೀನು ಭೂಸ್ವಾಧೀನವಾಗಲಿಲ್ಲ. ನಿಮ್ಮ ಭೂಮಿ ಸ್ವಾಧೀನವಾಗದಂತೆ ಪಕ್ಕದಲ್ಲಿ ಒಂದು ವಿಶೇಷ ರಸ್ತೆ ನಿರ್ಮಿಸಿ ಕೈಗಾರಿಕಾ ಪ್ರದೇಶ ಮಾಡಿದಿರಿ. ಶಾನಮಂಗಲ, ಹಾರೋಹಳ್ಳಿಯಲ್ಲಿ ಕೈಗಾರಿಕಾ ಟೌನ್ ಶಿಪ್ ಮಾಡಿದಿರಿ. ಅಲ್ಲಿ ನೀವು ಕೊಟ್ಟ ಪರಿಹಾರ ಮೊತ್ತ ಆರೂವರೆ ಲಕ್ಷ, 16 ಲಕ್ಷ, 25 ಲಕ್ಷ, 40 ಲಕ್ಷ. ಕೊನೆ ಹಂತದಲ್ಲಿ 1 ಕೋಟಿ ನೀಡಿದಿರಿ” ಎಂದರು.
ನಾನು ಸಿಎಂ ಆದ ಮೇಲೆ ಬಂದ ಛಲ, ಯಡಿಯೂರಪ್ಪ ಸರ್ಕಾರದ ತೀರ್ಮಾನದ ವಿರುದ್ಧ ಇರಲಿಲ್ಲ ಯಾಕೆ?
“ಈ ವಿಚಾರದಲ್ಲಿ ಕುಮಾರಸ್ವಾಮಿ ಹಾಗೂ ದೇವೇಗೌಡರ ಹೆಸರು ತೆಗೆದುಕೊಳ್ಳಲು ನನಗೆ ಇಷ್ಟವಿಲ್ಲ. ಆದರೆ ಅವರು ಆ ಸ್ಥಾನದಲ್ಲಿ ಕೂತಿದ್ದಾರೆ. ಈ ಯೋಜನೆ ಆರಂಭವಾಗಿ 15 ವರ್ಷಗಳ ಬಳಿಕ 2019ರಲ್ಲಿ ಅವರ ಮೈತ್ರಿ ಪಕ್ಷ ಬಿಜೆಪಿ ಸರ್ಕಾರದ ಅವಧಿಯಲ್ಲಿ 80 ಲಕ್ಷದಿಂದ 1 ಕೋಟಿ ಪರಿಹಾರ ನೀಡಿ 900 ಎಕರೆ ಜಮೀನನ್ನು ಸ್ವಾಧೀನಪಡಿಸಿಕೊಂಡರಲ್ಲ. ಆಗ ನಿಮ್ಮ ಹೋರಾಟ, ಧ್ವನಿ ಏನಾಗಿತ್ತು? ನಿಮ್ಮ ಕಿಚ್ಚು ಏನಾಗಿತ್ತು? ಆಗ ನಿಮ್ಮ ಧರಣಿ ಯಾಕೆ ನಡೆಯಲಿಲ್ಲ? ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್ ಮುಖ್ಯಮಂತ್ರಿಯಾದ ಬಳಿಕ ನಿಮಗೆ ಈ ಛಲ ಬಂದಿದೆಯೇ? ಆ ಸಮಯದಲ್ಲಿ ಅಶೋಕಣ್ಣ ಕಂದಾಯ ಮಂತ್ರಿಯಾಗಿದ್ದರು. ಆಗ ಅಶೋಕಣ್ಣ ಅವರು ಯಾಕೆ ಧ್ವನಿ ಎತ್ತಲಿಲ್ಲ?” ಎಂದು ಪ್ರಶ್ನಿಸಿದರು.
ಅಧಿಕಾರಿಗಳಿಗೆ ಪೊರಕೆಯಲ್ಲಿ ಹೊಡೆಯುವ ಅಗತ್ಯವಿಲ್ಲ, ನಾನು ಹೊಡೆಸಿಕೊಳ್ಳಲು ಸಿದ್ಧ
“2019ರಲ್ಲಿ ಯಡಿಯೂರಪ್ಪನವರು ಸಿಎಂ ಆಗಿದ್ದಾಗ ಅಶೋಕ್ ಅವರು ಸಚಿವರಾಗಿದ್ದಾಗ ಬೆಂಗಳೂರು ಸಮೀಪದಲ್ಲಿ ಬಂಡವಾಳ ಹೂಡಿಕೆಗೆ ಸಹಾಯವಾಗಲು ಬಿಡದಿಯ 9000 ಎಕರೆ ಜಾಗ ಸೂಕ್ತವಾಗಿದೆ ಎಂದು ಮುಖ್ಯಕಾರ್ಯದರ್ಶಿಗಳ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ಸಮಿತಿ ರಚಿಸಿ ವರರದಿ ತರಿಸಿಕೊಂಡರು. ಆಗ 35%ರಷ್ಟು ಕೈಗಾರಿಕೆ, 30% ವಸತಿ, ಉಳಿದ ಪ್ರದೇಶವನ್ನು ಇತರೆ ಉದ್ದೇಶಕ್ಕೆ ಬಳಸಿಕೊಳ್ಳಬೇಕು ಎಂದು ಮಾರ್ಗದರ್ಶನ ನೀಡಿದ್ದರು. ಇಳಿ ವಯಸ್ಸಿನಲ್ಲಿ ಗಾಂಧಿ ಪ್ರತಿಮೆ ಬಂದು ಧರಣಿ ಕೂರಿಸಿ, ಅವರ ಮನಸ್ಸು ನೋಯಿಸಲು ನನಗೆ ಇಷ್ಟವಿಲ್ಲ. ನಮ್ಮ ತಾಯಂದಿರು ಯಾವ ಅಧಿಕಾರಿಗಳಿಗೆ ಪೊರಕೆ ಏಟು ಹೊಡೆಯುವ ಅಗತ್ಯವಿಲ್ಲ. ನಾನು ಅವರ ಬದುಕಿಗೆ ಕೈಹಾಕಿ ತಪ್ಪು ಮಾಡಿದ್ದರೆ, ಅವರು ನನಗೆ ಬೇಕಾದರೆ ಹೊಡೆಯಲಿ, ನಾನು ಹೊಡೆಸಿಕೊಳ್ಳಲು ಸಿದ್ಧನಿದ್ದೇನೆ” ಎಂದು ತಿಳಿಸಿದರು.
“ರೈತರ ಬಗ್ಗೆ ಇಷ್ಟು ಕಾಳಜಿ ಇರುವವರು ಟೌನ್ ಶಿಪ್ ಯಾಕೆ ಮಾಡಿದರು. ಕೈಗಾರಿಕಾ ಪ್ರದೇಶಕ್ಕೆ ಕೇತಗಾನಹಳ್ಳಿ, ದೇವಗೆರೆಯನ್ನು ಯಾಕೆ ಸೇರಿಸಿಕೊಳ್ಳಲಿಲ್ಲ? ಎಲ್ಲೆಲ್ಲಿ ಏನಾಗಿದೆ ಎಂದು ಬೇರೆ ದಿನ ಮಾತನಾಡುತ್ತೇನೆ. ದಯವಿಟ್ಟು ನನ್ನನ್ನು ಕೆಣಕಬೇಡಿ. ನಿಮ್ಮ ಬದುಕು ನೀವು ಕಟ್ಟಿಕೊಳ್ಳಿ. ನಿಮಗೆ ಶುಭವಾಗಲಿ. ಇದು ನನ್ನ ಕನಸಿನ ಯೋಜನೆಯಲ್ಲ, ನಿಮ್ಮ ಯೋಜನೆ, ಅದಕ್ಕೆ ನೀವು ಬರೆದ ಮುನ್ನುಡಿ ನಾನು ಮುಂದುವರಿಸುತ್ತಿದ್ದೇನೆ. ನಮ್ಮದು ಸರ್ಕಾರದ ಯೋಜನೆ, ಯಾವುದೇ ಖಾಸಗಿಯವರಿಗೆ ನೀಡುವುದಿಲ್ಲ. ದಂಧೆ ಮಾಡುವುದಿಲ್ಲ.
ಇದಕ್ಕೆ ಸಣ್ಣ ಸಮಿತಿ ಮಾಡುತ್ತೇನೆ. ಶಾಸಕರು, ಅಧಿಕಾರಿಗಳು ನ್ಯಾಯಾಧೀಶರನ್ನು ಸೇರಿಸಿಕೊಳ್ಳಬೇಕೆ ಎಂದು ತೀರ್ಮಾನಿಸಿ ಮುಂದಿನ ಎರಡು ಮೂರು ತಿಂಗಳಲ್ಲಿ ಸಮಿತಿ ಮಾಡುತ್ತೇನೆ. ಅವರು ವರದಿ ನೀಡಲಿ. ನನಗೆ ಯಾವುದೇ ಆತುರವಿಲ್ಲ. ಡಿಕೆ ಮುಖ್ಯಮಂತ್ರಿ ಆಗಿಹೋದನಲ್ಲಾ ಎಂದು ಅಸೂಯೆ ನಿಮ್ಮನ್ನು ಕಾಡುತ್ತಿದೆ. ನಿಮ್ಮ ಭಾವನೆ ನನಗೆ ಅರ್ಥವಾಗುತ್ತದೆ. ವರದಿ ಬರುವವರೆಗೂ ನಾನು ಕಾಯುತ್ತೇನೆ. ಇದು ನನಗೂ ರೈತರಿಗೂ ಇರುವ ಸಂಬಂಧ.
ಪ್ರಶ್ನೋತ್ತರ
ಸಮಿತಿ ರಚನೆಯಾಗಿ ವರದಿ ಬರುವವರೆಗೂ ಪ್ರಕ್ರಿಯೆ ನಿಲ್ಲುತ್ತದೆಯೇ ಎಂದು ಕೇಳಿದಾಗ, “ಯಾರು ರೆಡ್ ಜೋನ್ ನಿಂದ ಮುಕ್ತಿ ಪಡೆಯಲು ಸ್ವಇಚ್ಛೆಯಿಂದ ಮುಂದೆ ಬಂದು ಭೂಮಿ ನೀಡುತ್ತಾರೋ ಅವರಿಗೆ ಪರಿಹಾರ ನೀಡಿ ಭೂಮಿ ಸ್ವಾಧೀನಪಡಿಸಿಕೊಳ್ಳಲಾಗುವುದು. ಯಾರು ಬೇಡ ಎನ್ನುತ್ತಾರೋ ಅವರಿಗೆ ಬಲವಂತ ಮಾಡುವುದಿಲ್ಲ. ಈ ಪ್ರಕ್ರಿಯೆ ಮುಂದುವರಿಯುತ್ತದೆ” ಎಂದರು.
ಸಮಿತಿಯ ಉದ್ದೇಶವೇನು ಎಂದು ಕೇಳಿದಾಗ, “ರೈತರ ಅಹವಾಲು ಆಲಿಸಬೇಕು, ಅವರ ಆಲೋಚನೆ ಏನು, ಕಾನೂನಾತ್ಮಕ ವಿಚಾರವೇನು ಎಂದು ತಿಳಿಯಲು ಸಮಿತಿ ರಚಿಸಲಾಗುವುದು. ಅನೇಕ ಮುಖ್ಯಮಂತ್ರಿಗಳು ಇಂತಹ ವಿಚಾರದಲ್ಲಿ ತೀರ್ಮಾನ ಕೈಗೊಂಡು ತೊಂದರೆ ಅನುಭವಿಸಿದ್ದಾರೆ. ಅದನ್ನು ನಾನು ಅನುಭವಿಸುವುದಿಲ್ಲ. ನನಗೆ ಅಷ್ಟು ತಿಳುವಳಿಕೆ ಇಲ್ಲದಿದ್ದರೂ ನಾಲ್ಕೈದು ಜನರನ್ನು ಕೇಳಿ ತಿಳುವಳಿಕೆ ಪಡೆಯಬೇಕಲ್ಲವೇ” ಎಂದರು.
ನೀವು ಹೈಕಮಾಂಡ್ ಮೆಚ್ಚಿಸಲು ಈ ತೀರ್ಮಾನಕ್ಕೆ ಬಂದಿದ್ದೀರಿ ಎಂದು ದೇವೇಗೌಡರು ಆರೋಪ ಮಾಡಿದ್ದಾರೆ ಎಂದು ಕೇಳಿದಾಗ, “ಇದು ಅವರು ನನಗೆ ತೋರುತ್ತಿರುವ ಪ್ರೀತಿ. ನೀವು 2006ರಲ್ಲಿ ಈ ಯೋಜನೆ ಮಾಡಿದಾಗ, ಯಾವ ಹೈಕಮಾಂಡ್ ಗೆ ಮೆಚ್ಚಿಸಲು ಹೋಗಿದ್ದಿರಿ? ಅವರು ಹಾಸನದಿಂದ ಇಲ್ಲಿಗೆ ಬಂದು ಯಾವ ವರ್ಷದಲ್ಲಿ ಎಲ್ಲೆಲ್ಲಿ ಜಮೀನು ತೆಗೆದುಕೊಂಡರು ಎಂಬ ಪಟ್ಟಿ ಬೇಕಾ?” ಎಂದರು.
ರೆಡ್ ಜೋನ್ ತೆರವು ಮಾಡುತ್ತೀರಾ ಎಂದು ಕೇಳಿದಾಗ, “ನಾನು ಯಾವುದನ್ನು ಮುಟ್ಟುವುದಿಲ್ಲ. ಈಗಾಗಲೇ ಅವರು ಮಾಡಿರುವ ಆದೇಶಾನುಸಾರ ನಾನು ಮುಂದುವರಿಯುತ್ತೇನೆ” ಎಂದರು.
ಈ ಯೋಜನೆ ನಿಲ್ಲಿಸುತ್ತೀರಾ ಎಂದು ಕೇಳಿದಾಗ, “ಯಾರು ಜಮೀನು ನೀಡುತ್ತಾರೋ ಅವರಿಂದ ಜಮೀನಿನಲ್ಲಿ ನಾವು ಸರ್ಕಾರದ ಯೋಜನೆ ಮಾಡುತ್ತೇವೆ. ಈ ಯೋಜನೆಯನ್ನು ಯಾಕೆ ಕೈಬಿಡೋಣ? ನಾನು ಈ ಯೋಜನೆಯನ್ನು ಯಾಕೆ ಡಿನೋಟಿಫೈ ಮಾಡಲಿ? ಈಗಾಗಲೇ ಜಮೀನು ಕೊಟ್ಟವರಿಗೆ ಮತ್ತೆ ಅಲ್ಲಿ ವ್ಯವಸಾಯ ಮಾಡಲು ಅವಕಾಶ ನೀಡಲು ಸಾಧ್ಯವೇ? ಈ ಯೋಜನೆಯ ಪ್ರತಿಯೊಂದು ಪ್ರಕ್ರಿಯೆಯನ್ನು ಪಾರದರ್ಶಕವಾಗಿ ನಡೆಸಲಾಗುವುದು” ಎಂದರು.
ರೈತರ ಮೇಲಿನ ಕೇಸ್ ಬಗ್ಗೆ ಕೇಳಿದಾಗ, “ಯಾವ ರೈತರ ಮೇಲೂ ಕೇಸ್ ಹಾಕಿಲ್ಲ. ಗಾಬರಿಯಾಗುವುದು ಬೇಡ. ಕಾನೂನು ಪ್ರಕ್ರಿಯೆ ನಡೆಯಲಿದೆ. ಈ ಹಿಂದೆ ಇವರು 2 ಸಾವಿರ ಜನರ ಮೇಲೆ ಎಫ್ಐಆರ್ ಹಾಕಿಸಿದ್ದು ಗೊತ್ತಿದೆಯೇ? ಬೇರೆ ಬೇರೆ ವಿಚಾರದಲ್ಲಿ ಏನಾಯ್ತು ಎಂದು ಪಟ್ಟಿ ಕೊಡಬೇಕಾ? ಈಗ ಅದೆಲ್ಲಾ ಬೇಡ” ಎಂದರು.

Bengaluru, July 15: Categorically stating that the government would not take the land of farmers forcibly for the Bidadi township, Chief Minister D K Shivakumar today said that a Committee would be formed to hear farmers’ grievances and opinions on the township.
Addressing a press conference at Vidhana Soudha on Bidadi township, the CM said, “The government will not forcibly take land from any farmer. We will give compensation to those who come forward voluntarily and give their land. A Committee will be formed to hear farmers’ grievances and opinions on this matter.”
No protest is necessary; stay peacefully on your land
“We will not forcibly take anyone’s property. Those who do not wish to give land can stay peacefully on their land. There is no need for any dharna or protest. The project continued as laid out by Kumaraswamy and Yediyurappa when they were Chief Ministers. I am not forcing anyone. The Red Zone order they issued will continue. I will not force those who do not wish to give land. I made this decision after meeting with farmers and officials. Those who don’t want to give their land can keep it themselves. Kumaraswamy had proposed to give 8,000 developed square feet per acre. We decided to give 50% more, that is, 9,500 sqft. We will acquire land only from those who come forward voluntarily, giving them compensation,” he clarified.
Don’t fall victim to politics; farmers must build their own life
“Farmers must give up their agitation and dharna and build their lives. These people are sacrificing you for politics. Don’t become their victims. When the committee comes to you, state your opinion before the committee. If you want to hit someone, come and hit me,” he appealed.

“Kumaranna has said that the day I go to jail is near. I am ready, Kumaranna. I am someone who was at the birthplace of Krishna. You came and met me. I know your efforts, your struggle, your hard work. I am aware of your mindset that no other leader should rise. Still, it is my duty to bow to your seniority. If you cannot accept the respect I give you, that is your problem. I do not wish ill on anyone, even you. Continue with your resolve to send me to jail. It is after going to jail and coming back that I am sitting as Chief Minister of this state. I have seen with my own eyes how people stood by me when I went to jail. The case for which I went to jail was dismissed within two and a half years. I bow here itself to the feet of the Supreme Court. Only we know the pain that I and my family went through when I was in that jail cell. It is the mothers and youth of this state who cried and prayed for me, brought me out of jail, and seated me in this position,” he said.
Pen and paper limited to the people of the state and their lives
“The pen and paper I hold are limited to the people of the state and their lives. No decision that troubles anyone will come from this pen and paper. As long as I have life, I will dedicate this body to the people of the state. I must give people-oriented governance and leave a legacy behind. It is my duty to work so that the state prospers under my administration. Your thinking is to send me to jail,” he shot back.
Who gave the tender to DLF and ran a real estate business?
“In the township that Kumaraswamy had set out to build, orders were issued to evict entire villages, including the homes of people who had built their lives there. He had issued his own compensation guidelines. Whenever our brother speaks, he calls the Bidadi Township a real estate venture. He handed over the responsibility of building this township to the real estate company DLF and even collected Rs 400 crore from them. Even while unwell, Kumaraswamy spoke via video conference from Delhi and said that 40% of the developed land (about 8,000 sq. ft. per acre) would be given to farmers as compensation. At that time, compensation of Rs 22-25 lakh per acre was fixed. A government order was issued on this,” he explained.
“Who is it that wrote a letter to DLF asking them to pay a security deposit and sign an agreement within 15 days, and ran a real estate business, brother? In a meeting held on 23-09-2006 under the leadership of our elder brother, who was Chief Minister then, it was instructed that this land be handed over in phases to a private company. Should this be called a real estate business? Or should it be called a family business? Who ran the real estate business, Appaji? Whom are you accusing now? For what reason are you agitating? Which farmers are you using to agitate?” he questioned.
Why didn’t your land fall within this project’s scope?
“How long will you hide the conspiracy you hatched to seize the lives and properties of the very people who gave strength to your political life? Among the land you purchased in Bidadi, Devagere and surrounding areas, you made sure not even one acre fell within this township. Didn’t you design the township so that only farmers’ land would be taken? Didn’t your family members buy 36 acres of land in this very township? I will not discuss now what your sister wrote in her letter. You declared it a Red Zone so that farmers in that area could not sell their land even in hard times — this is the first time in the history of this state that this has happened. Is this how you treat the very people who made you Chief Minister, Prime Minister, and MP? I am only moving forward on the foreword you wrote. It is only on this matter that I am your successor, not politically. I am carrying forward your thinking and your wish. I am continuing the vision you had for the development of Bengaluru South district,” he said.
“Before the Bidadi Township, you created an industrial area. At that time, your own relative was an officer in KIADB. Then, your Ketaganahalli land was not acquired. You built a special road alongside so that your land would not be acquired, and created the industrial area. You built industrial townships in Shanamangala and Harohalli. There, the compensation you gave was 6.5 lakh, 16 lakh, 25 lakh, 40 lakh. In the final phase, you gave 1 crore,” he said.
*Why was there no opposition to the Yediyurappa government’s decision?
“I don’t like to bring up the names of Kumaraswamy and Deve Gowda in this matter. But they hold that position. Fifteen years after this project began, in 2019, during the tenure of their allied BJP government, didn’t they acquire 900 acres of land giving compensation of Rs 80 lakh to Rs 1 crore? Why didn’t you voice your opposition then? Why didn’t your dharna happen then? Has your resolve strengthened only after D K Shivakumar became Chief Minister? Ashokanna was the Revenue Minister at that time. Why didn’t Ashokanna raise his voice then?” he questioned.
No need to beat officials with brooms — I am ready to be beaten
“In 2019, when Yediyurappa was CM and Ashok was a minister, a committee was formed under the chairmanship of the then Chief Secretary. The Committee reported that 9,000 acres in Bidadi were suitable. At that time, guidance was given to use 35% for industry, 30% for housing, and the rest for other purposes. I do not wish to hurt the feelings of an elderly man by making him sit in protest at the Gandhi statue. Our mothers need not beat any officials with brooms. If I have made a mistake by interfering in their lives, they can beat me if they wish — I am ready to be beaten,” he said.
“Why did the people who are so concerned about farmers build the township in the first place? Why didn’t they include Ketaganahalli and Devagere in the industrial area? I will talk another day about what happened where. Please do not provoke me. Build your own lives. Best wishes to you. This is not my dream project, it is your project; I am only continuing from where you started. This is a government project; it will not be handed to any private party. There will be no business dealings,” he said.
“I will form a small committee for this. I will decide in the next two to three months whether to include MLAs, officials, and a judge in the committee. Let them submit a report. I am in no hurry. You are envious that D K has become the Chief Minister. I understand your feelings. I will wait until the report comes. This is the bond I share with the farmers.”
Q&A
Asked whether the process would stop until the committee is formed and submits its report, he said, “Whoever voluntarily comes forward to give up land in order to be freed from the Red Zone will be given compensation and the land will be acquired. Those who refuse will not be forced. This process will continue.”
Asked about the purpose of the committee, he said, “The committee will be formed to hear farmers’ grievances, understand their thinking, and the legal aspects involved. Many Chief Ministers have run into trouble by making decisions on such matters. I will not go through that.”
Asked about Deve Gowda’s allegation that he made this decision to please the high command, he said, “When they carried out this project in 2006, which high command were you trying to please? Do you want the list of which lands they acquired after coming from Hassan?”
Asked whether he would lift the Red Zone restrictions, he said, “I will not touch anything. I will proceed as per the order they have already issued.”
Asked whether he would stop this project, he said, “We will implement the government’s project on the land of those who give it. Why should we abandon this project? Why should I de-notify this project? Is it possible to let those who have already given land go back to farming there? Every process of this project will be conducted transparently.”
Asked about cases against farmers, he said, “No case has been filed against any farmer. There is no need to panic. Legal process will take its course. Do you know that they had earlier filed FIRs against 2,000 people? Should I give you a list of what happened in other matters? Let’s not go into all that now.”
