ಪ್ರಗತಿವಾಹಿನಿ ಸುದ್ದಿ, ಬೆಳಗಾವಿ : ಪ್ರಧಾನಮಂತ್ರಿ ನರೇಂದ್ರ ಮೋದಿ ಅವರು ದೇಶದ ಹಿತದೃಷ್ಟಿಯಿಂದ ಒಂದು ವರ್ಷದ ಕಾಲ ಚಿನ್ನ ಖರೀದಿಯನ್ನು ತಾತ್ಕಾಲಿಕವಾಗಿ ತಡೆಹಿಡಿಯುವಂತೆ ದೇಶದ ನಾಗರಿಕರಿಗೆ ಕರೆ ನೀಡಿರುವುದನ್ನು ದೈವಜ್ಞ ಜುವೆಲ್ಲರ್ಸ್ ಅಸೋಸಿಯೇಶನ್ ಪರವಾಗಿ ನಾವು ಅತ್ಯಂತ ಗೌರವದಿಂದ ಸ್ವಾಗತಿಸುತ್ತೇವೆ ಎಂದು ದೈವಜ್ಞ ಜುವೆಲ್ಲರ್ಸ್ ಅಸೋಸಿಯೇಶನ್ ಕಾರ್ಯದರ್ಶಿ ವೈಭವ್ ವರ್ಣೇಕರ್ ತಿಳಿಸಿದ್ದಾರೆ.
ವಿದೇಶಿ ವಿನಿಮಯದ ಮೇಲಿನ ಒತ್ತಡವನ್ನು ಕಡಿಮೆ ಮಾಡಲು ಹಾಗೂ ಚಿನ್ನದ ಆಮದು ನಿಯಂತ್ರಣದ ಮೂಲಕ ದೇಶದ ಆರ್ಥಿಕ ಸ್ಥಿರತೆಯನ್ನು ಬಲಪಡಿಸಲು ಪ್ರಧಾನಮಂತ್ರಿಗಳು ನೀಡಿರುವ ಈ ದೂರದೃಷ್ಟಿಯ ಮನವಿಗೆ ನಾವು ಸಂಪೂರ್ಣ ಬೆಂಬಲ ನೀಡುತ್ತೇವೆ. ಭಾರತೀಯ ಆಭರಣ ಉದ್ಯಮವು ಯಾವಾಗಲೂ ದೇಶದ ಹಿತಾಸಕ್ತಿಗಾಗಿ ಕೆಲಸ ಮಾಡಿದ್ದು, ಮುಂದೆಯೂ ಸರ್ಕಾರದ ಎಲ್ಲಾ ಸಕಾರಾತ್ಮಕ ಉಪಕ್ರಮಗಳಿಗೆ ಸಹಕಾರ ನೀಡಲು ಬದ್ಧವಾಗಿದೆ ಎಂದಿದ್ದಾರೆ.
ಆದಾಗ್ಯೂ, ಈ ಕ್ಷೇತ್ರದ ಮೇಲೆ ಅವಲಂಬಿತವಾಗಿರುವ ಲಕ್ಷಾಂತರ ಜನರ ಉದ್ಯೋಗ ಮತ್ತು ಜೀವನೋಪಾಯವನ್ನು ರಕ್ಷಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ನಾವು ಸರ್ಕಾರದ ಮುಂದೆ ಕೆಲವು ಪರ್ಯಾಯ ಸಲಹೆಗಳನ್ನು ವಿನಮ್ರವಾಗಿ ಮಂಡಿಸಲು ಬಯಸುತ್ತೇವೆ.
೧. ಗೋಲ್ಡ್ ಮಾನಿಟೈಸೇಶನ್ ಯೋಜನೆಯನ್ನು ಮತ್ತಷ್ಟು ಬಲಪಡಿಸುವುದು
ಭಾರತದ ಮನೆಗಳು, ದೇವಸ್ಥಾನಗಳು ಹಾಗೂ ಖಾಸಗಿ ವಲಯಗಳಲ್ಲಿ ಅಪಾರ ಪ್ರಮಾಣದ ಬಳಕೆಯಾಗದ ಚಿನ್ನ ಹಳೆಯ ಆಭರಣಗಳು ಮತ್ತು ಬೂಲಿಯನ್ ರೂಪದಲ್ಲಿ ಸಂಗ್ರಹವಾಗಿದೆ. ಈ ಚಿನ್ನವನ್ನು ದೇಶದ ಆರ್ಥಿಕ ಚಟುವಟಿಕೆಗಳಿಗೆ ತರಲು ಸರ್ಕಾರವು ಗೋಲ್ಡ್ ಮಾನಿಟೈಸೇಶನ್ ಯೋಜನೆಯನ್ನು ಮತ್ತಷ್ಟು ಸರಳ ಮತ್ತು ಆಕರ್ಷಕವಾಗಿಸಬೇಕು.
ಜನರು ಠೇವಣಿ ಇಡುವ ಚಿನ್ನಕ್ಕೆ ನಗದು ಬದಲು ಚಿನ್ನದ ರೂಪದಲ್ಲೇ ಬಡ್ಡಿ ನೀಡುವ ವ್ಯವಸ್ಥೆ ಜಾರಿಗೊಳಿಸಿದರೆ, ಬಳಕೆಯಾಗದ ಚಿನ್ನವು ಆರ್ಥಿಕ ಚಟುವಟಿಕೆಗಳಲ್ಲಿ ನೇರವಾಗಿ ಬಳಕೆಯಾಗುತ್ತದೆ ಹಾಗೂ ಹೊಸ ಚಿನ್ನದ ಆಮದು ಕಡಿಮೆಯಾಗುತ್ತದೆ.
ಈ ಯೋಜನೆಯನ್ನು ಪರಿಣಾಮಕಾರಿಯಾಗಿ ಜಾರಿಗೊಳಿಸಿದರೆ ಸಾವಿರಾರು ಟನ್ ಚಿನ್ನ ಆರ್ಥಿಕ ಚಟುವಟಿಕೆಗಳಲ್ಲಿ ಭಾಗವಹಿಸಿ ದೇಶದ ಆರ್ಥಿಕತೆಗೆ ಮಹತ್ತರ ಬಲ ನೀಡುತ್ತದೆ.
೨. ಮರುಬಳಕೆಯ ಚಿನ್ನಕ್ಕೆ ಪ್ರೋತ್ಸಾಹ ಮತ್ತು ತೆರಿಗೆ ಸಡಿಲಿಕೆ
ಹಳೆಯ ಆಭರಣಗಳನ್ನು ಮರುಬಳಕೆ ಮಾಡಿ ಹೊಸ ಆಭರಣಗಳ ತಯಾರಿಕೆಗೆ ಪ್ರೋತ್ಸಾಹ ನೀಡುವ ನಿಟ್ಟಿನಲ್ಲಿ ಸರ್ಕಾರವು URD ಆಧಾರಿತ ಹಳೆಯ ಚಿನ್ನ ಖರೀದಿಗಳ ಮೇಲೆ ತೆರಿಗೆ ಸಡಿಲಿಕೆ ಅಥವಾ ರಿಯಾಯಿತಿ ನೀಡುವ ಬಗ್ಗೆ ಪರಿಗಣಿಸಬೇಕು.
ಗ್ರಾಹಕರು ಹೊಸ ಚಿನ್ನವನ್ನು ಖರೀದಿಸುವ ಬದಲು ಹಳೆಯ ಆಭರಣಗಳನ್ನು ವಿನಿಮಯ ಮಾಡಿ ಹೊಸ ವಿನ್ಯಾಸದ ಆಭರಣಗಳನ್ನು ತಯಾರಿಸಿಕೊಂಡರೆ ಅವರಿಗೆ ತೆರಿಗೆ ಸಡಿಲಿಕೆ ಅಥವಾ ಪ್ರೋತ್ಸಾಹ ನೀಡಬೇಕು. ಇದರಿಂದ ಚಿನ್ನದ ಆಮದು ಕಡಿಮೆಯಾಗುವುದರ ಜೊತೆಗೆ ದೇಶೀಯ ಉತ್ಪಾದನೆ ಮತ್ತು ಉದ್ಯೋಗಕ್ಕೂ ಉತ್ತೇಜನ ಸಿಗುತ್ತದೆ.
ಸಂಬಂಧಿತ ಉದ್ಯಮಗಳ ರಕ್ಷಣೆ ಅಗತ್ಯ
ಆಭರಣ ಉದ್ಯಮವು ಕೇವಲ ಜುವೆಲ್ಲರ್ಸ್ಗಳಿಗೆ ಮಾತ್ರ ಸೀಮಿತವಾಗಿಲ್ಲ. ಲಕ್ಷಾಂತರ ಕಾರ್ಮಿಕರು, ಕರಕುಶಲಕಾರರು, ಪಾಲಿಶ್ ಕೆಲಸಗಾರರು, ಪ್ಯಾಕೇಜಿಂಗ್ ಉದ್ಯಮ, ಜುವೆಲ್ಲರಿ ಬಾಕ್ಸ್ ತಯಾರಕರು, ಯಂತ್ರೋಪಕರಣ ಪೂರೈಕೆದಾರರು, ಹಾಲ್ಮಾರ್ಕಿಂಗ್ ಕೇಂದ್ರಗಳು, ಟೆಸ್ಟಿಂಗ್ ಯಂತ್ರ ತಯಾರಕರು, ಸಾರಿಗೆ ಉದ್ಯಮ ಸೇರಿದಂತೆ ಅನೇಕ ಸಹಾಯಕ ಉದ್ಯಮಗಳು ಈ ಕ್ಷೇತ್ರದ ಮೇಲೆ ಅವಲಂಬಿತವಾಗಿವೆ.
ಹೀಗಾಗಿ ಚಿನ್ನದ ಆಮದು ಕಡಿಮೆ ಮಾಡುವುದು ಅಗತ್ಯವಾದರೂ, ಉದ್ಯಮದ ನಿರಂತರ ಚಟುವಟಿಕೆ, ಉದ್ಯೋಗ ರಕ್ಷಣೆ ಹಾಗೂ ಪರಂಪರಾಗತ ಕೌಶಲ್ಯಗಳ ಸಂರಕ್ಷಣೆ ಕೂಡ ಅಷ್ಟೇ ಮಹತ್ವದ್ದಾಗಿದೆ.
ದೈವಜ್ಞ ಜುವೆಲ್ಲರ್ಸ್ ಅಸೋಸಿಯೇಶನ್ನ ಅಭಿಪ್ರಾಯವೇನೆಂದರೆ ಗೋಲ್ಡ್ ಮಾನಿಟೈಸೇಶನ್, ಮರುಬಳಕೆಯ ಚಿನ್ನಕ್ಕೆ ಉತ್ತೇಜನ ಹಾಗೂ ದೇಶೀಯ ಚಿನ್ನದ ಬಳಕೆಯನ್ನು ಹೆಚ್ಚಿಸುವ ಮೂಲಕ ಭಾರತವು ಚಿನ್ನದ ಆಮದು ಕಡಿಮೆ ಮಾಡುವುದರ ಜೊತೆಗೆ ಉದ್ಯೋಗ ಮತ್ತು ಉದ್ಯಮಗಳನ್ನೂ ರಕ್ಷಿಸಬಹುದು. ನಾವು ದೇಶದ ಹಿತಕ್ಕಾಗಿ ಸರ್ಕಾರದ ಪ್ರತಿಯೊಂದು ಸಕಾರಾತ್ಮಕ ಉಪಕ್ರಮಕ್ಕೂ ಸದಾ ಸಹಕಾರ ನೀಡಲು ಸಿದ್ಧರಾಗಿದ್ದೇವೆ ಎಂದು ಅವರು ತಿಳಿಸಿದ್ದಾರೆ.

The Daivadnya Jewellers Association highly respects the visionary appeal made by the Honourable Prime Minister of India, Shri Narendra Modi Ji, requesting citizens to voluntarily abstain from purchasing gold for one year in the larger national interest, particularly to reduce pressure on foreign exchange reserves and curb excessive gold imports.
As responsible members of the jewellery fraternity and contributors to the Indian economy, we wholeheartedly support every national initiative aimed at strengthening the country’s financial stability and economic growth. The jewellery industry has always stood with the nation during crucial times and remains committed to constructive cooperation with the Government of India.
At the same time, we would also like to humbly place before the Government and policymakers a few practical alternatives that can simultaneously safeguard the interests of millions of people directly and indirectly dependent on the jewellery sector while also reducing gold imports substantially.
1. Strengthening the Gold Monetization Scheme
India possesses enormous quantities of idle and unproductive gold lying in households, temples, and private holdings in the form of old jewellery, bullion, and ornaments. Instead of importing fresh gold, the Government of India can further strengthen and simplify the Gold Monetization Scheme by encouraging citizens to deposit unused gold with authorized institutions.
Such deposited gold can be converted into dematerialized gold holdings, where depositors receive attractive interest returns in gold itself rather than cash. This would bring dormant gold into active economic circulation and significantly reduce the dependency on imported gold.
If effectively implemented with transparency and attractive incentives, this initiative can unlock thousands of tonnes of domestic gold reserves and become a major boost to the Indian economy.
2. Rebate and Encouragement for Recycled Gold Jewellery
Another important alternative is to encourage the recycling and remanufacturing of old jewellery. The Government may consider providing relief or rebate on URD (Unregistered Dealer) purchases of old gold jewellery and bullion used for manufacturing new ornaments.
Customers may also be incentivized through tax rebates or concessions when they exchange old jewellery for newly designed ornaments instead of purchasing freshly imported gold. Such a move would directly reduce import dependency while simultaneously supporting domestic manufacturing, artisans, and retail jewellers.
This initiative would promote a circular gold economy within India and encourage responsible consumption without adversely affecting employment and livelihoods.
Protecting Employment Across Allied Industries
It is important to recognize that the jewellery industry supports a vast ecosystem beyond jewellers alone. Lakhs of artisans, karigars, polish workers, gemstone handlers, packaging manufacturers, jewellery box makers, machinery suppliers, hallmarking centers, testing equipment manufacturers, transporters, and several allied industries depend upon the continued functioning of the jewellery trade.
Therefore, while discouraging excessive imports is a national necessity, it is equally important to ensure that economic activity, employment generation, and traditional craftsmanship connected with the jewellery sector continue uninterrupted.
The Daivadnya Jewellers Association believes that through balanced reforms, gold recycling, monetization initiatives, and domestic circulation of idle gold reserves, India can effectively reduce imports while simultaneously protecting livelihoods and strengthening the jewellery ecosystem.
