*ಸಿಎಂ ಡಿಕೆ ಶಿವಕುಮಾರ್ ನೇತೃತ್ವದಲ್ಲಿ ಜಾಗತಿಕ ‘ಜಲ-ನಾವೀನ್ಯತಾ’ ಕೇಂದ್ರವಾಗಿ ಬೆಳೆಯಲಿದೆ ಬೆಂಗಳೂರು*
ಪ್ರಗತಿವಾಹಿನಿ ಸುದ್ದಿ: ಮುಖ್ಯಮಂತ್ರಿಗಳಾದ ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್ ಅವರ ‘ಬ್ರ್ಯಾಂಡ್ ಬೆಂಗಳೂರು’ ದೃಷ್ಟಿಕೋನವನ್ನು ಸಾಕಾರಗೊಳಿಸುವ ಹಾಗೂ ಬೆಂಗಳೂರು ನಗರದ ಭವಿಷ್ಯದ ಸವಾಲುಗಳನ್ನು ಎದುರಿಸಬಲ್ಲ ಮತ್ತು ಸುಸ್ಥಿರ ನಗರಾಭಿವೃದ್ಧಿಗೆ ಪೂರಕವಾದ ವ್ಯವಸ್ಥೆಯನ್ನು ನಿರ್ಮಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ಬೆಂಗಳೂರು ನೀರು ಸರಬರಾಜು ಮತ್ತು ಒಳಚರಂಡಿ ಮಂಡಳಿಯು (BWSSB) ಮಹತ್ವಾಕಾಂಕ್ಷಿ ‘ಬೆಂಗಳೂರು ಗ್ಲೋಬಲ್ ವಾಟರ್ ಇನ್ನೋವೇಷನ್ ನೆಟ್ವರ್ಕ್’ (BGWIN – ಬಿ-ಗ್ವಿನ್) ಜಾಲ ಸ್ಥಾಪನೆಗೆ ಚಿಂತನೆ ನಡೆಸುತ್ತಿದೆ.
ಜಾಗತಿಕ ಮಟ್ಟದ ಅತ್ಯಾಧುನಿಕ ವೇದಿಕೆಯಾಗಿ ರೂಪಿತಗೊಳ್ಳಲಿರುವ ಈ ‘ಬಿ-ಗ್ವಿನ್’, ಜಲ ಮತ್ತು ಒಳಚರಂಡಿ ವಲಯದ ಸವಾಲುಗಳನ್ನು ಎದುರಿಸಲು ವಿಶ್ವದ ಜಲ ನಿರ್ವಹಣಾ ಸಂಸ್ಥೆಗಳು, ಸರ್ಕಾರಿ ಸಂಸ್ಥೆಗಳು, ಶೈಕ್ಷಣಿಕ ಮತ್ತು ಸಂಶೋಧನಾ ಸಂಸ್ಥೆಗಳು, ಕೈಗಾರಿಕಾ ನಾಯಕರು, ಸ್ಟಾರ್ಟ್-ಅಪ್ಗಳು, ಇನ್ಕ್ಯುಬೇಟರ್ಗಳು ಹಾಗೂ ನಾಗರಿಕ ಸಮಾಜವನ್ನು ಒಂದೇ ಸೂರಿನಡಿ ತರುವ ಪ್ರಮುಖ ಕೇಂದ್ರೀಕೃತ ವೇದಿಕೆಯಾಗಿ ಕಾರ್ಯನಿರ್ವಹಿಸಲಿದೆ.
ಬೆಂಗಳೂರನ್ನು ಜಾಗತಿಕವಾಗಿ ಮನ್ನಣೆ ಪಡೆದ ಜಲ ನಾವೀನ್ಯತೆಯ ಕೇಂದ್ರವನ್ನಾಗಿ ಮತ್ತು ಜಲ ಭದ್ರತೆಯ ಮಾದರಿ ನಗರವಾಗಿ ಪರಿವರ್ತಿಸುವುದು ಈ ಉಪಕ್ರಮದ ದೀರ್ಘಕಾಲದ ದೃಷ್ಟಿಕೋನವಾಗಿದೆ. ಹೊಸ ತಂತ್ರಜ್ಞಾನಗಳ ಅಳವಡಿಕೆಯನ್ನು ಉತ್ತೇಜಿಸುವ ಮತ್ತು ಅಂತರರಾಷ್ಟ್ರೀಯ ಅತ್ಯುತ್ತಮ ಪದ್ಧತಿಗಳಿಗೆ ಅನುಗುಣವಾಗಿ ಮಾನವ ಸಂಪನ್ಮೂಲವನ್ನು ಅಭಿವೃದ್ಧಿಪಡಿಸುವ ಮೂಲಕ, ಸಂಶೋಧನೆ ಹಾಗೂ ನೀತಿ ನಿರೂಪಣೆಯಲ್ಲಿ ಬೆಂಗಳೂರನ್ನು ಜಾಗತಿಕ ನಾಯಕನನ್ನಾಗಿ ಮಾಡುವುದು ಇದರ ಗುರಿಯಾಗಿದೆ.
ಅತ್ಯಂತ ಮುಖ್ಯವಾಗಿ, ಈ ಸಮಗ್ರ ಯೋಜನೆಯು ಶುದ್ಧ ನೀರು, ಸುಸ್ಥಿರ ಇಂಧನ ಮತ್ತು ಸುರಕ್ಷಿತ ನಗರ ಸಮುದಾಯಗಳ ನಿರ್ಮಾಣಕ್ಕೆ ಒತ್ತು ನೀಡುವ ವಿಶ್ವಸಂಸ್ಥೆಯ ಸುಸ್ಥಿರ ಅಭಿವೃದ್ಧಿ ಗುರಿಗಳಾದ ಎಸ್ಡಿಜಿ 6, 7 ಮತ್ತು 11 ಕ್ಕೆ ನೇರವಾಗಿ ಪೂರಕವಾಗಿರಲಿದೆ.
ಈ ಯೋಜನೆಯ ಪ್ರಮುಖ ಅಂಗವಾಗಿ ಅತ್ಯಾಧುನಿಕ ‘ಉತ್ಕೃಷ್ಟತಾ ಕೇಂದ್ರ’ದ (Centre of Excellence) ಅಡಿಯಲ್ಲಿ ತಂತ್ರಜ್ಞಾನ ನಾವೀನ್ಯತಾ ಹಬ್ ಅನ್ನು ಸ್ಥಾಪಿಸಲಾಗುತ್ತಿದೆ. ಈ ಕೇಂದ್ರವು ಕೃತಕ ಬುದ್ಧಿಮತ್ತೆ (AI) ಆಧಾರಿತ ಮುನ್ಸೂಚನಾ ವಿಶ್ಲೇಷಣೆ, ಸ್ಮಾರ್ಟ್ ಮೀಟರಿಂಗ್ ಮತ್ತು ವಿಕೇಂದ್ರೀಕೃತ ನೀರು ಸಂಸ್ಕರಣಾ ವ್ಯವಸ್ಥೆಗಳ ಸುಧಾರಿತ ಸಂಶೋಧನೆಗೆ ಮುಕ್ತ ಅವಕಾಶ ಕಲ್ಪಿಸಲಿದೆ. ಶೈಕ್ಷಣಿಕ ವಲಯ, ಜಾಗತಿಕ ಜಲಮಂಡಳಿಗಳ ಪ್ರತಿನಿಧಿಗಳು, ಸರ್ಕಾರ ಮತ್ತು ಉದ್ಯಮ ರಂಗದ ತಜ್ಞರು ಇಲ್ಲಿ ಒಟ್ಟಾಗಿ ಕುಡಿಯುವ ನೀರಿನ ಶುದ್ಧೀಕರಣ ಮತ್ತು ಮರುಬಳಕೆಯ ತಂತ್ರಜ್ಞಾನಗಳನ್ನು ಜಂಟಿಯಾಗಿ ಆವಿಷ್ಕರಿಸಲಿದ್ದಾರೆ.
ಹೊಸ ತಂತ್ರಜ್ಞಾನಗಳನ್ನು ನಗರದಾದ್ಯಂತ ದೊಡ್ಡ ಪ್ರಮಾಣದಲ್ಲಿ ಅಳವಡಿಸುವ ಮುನ್ನ, ಸಣ್ಣ ಪ್ರಮಾಣದಲ್ಲಿ ಪ್ರಾಯೋಗಿಕ ಯೋಜನೆಗಳನ್ನು (Pilot Projects) ನಡೆಸಿ ಅವುಗಳ ಕಾರ್ಯಕ್ಷಮತೆಯನ್ನು ಮೌಲ್ಯೀಕರಿಸುವುದು ಇದರ ಪ್ರಮುಖ ಕಾರ್ಯತಂತ್ರವಾಗಿದೆ. ಇದರಿಂದ ಜಲಮಂಡಳಿಯ ಬಂಡವಾಳದ ಅಪಾಯ ತಗ್ಗಲಿದ್ದು, ಜಂಟಿ ಸಂಶೋಧನೆಯಿಂದ ಹೊರಹೊಮ್ಮುವ ಬೌದ್ಧಿಕ ಆಸ್ತಿ ಹಕ್ಕುಗಳ (IP) ಮೂಲಕ ರಾಯಧನ ಮತ್ತು ಲೈಸೆನ್ಸ್ ಆದಾಯವನ್ನು ಗಳಿಸಲು ಜಲಮಂಡಳಿಗೆ ಹೊಸ ದಾರಿ ಮುಕ್ತವಾಗಲಿದೆ.
ಕೇವಲ ದೇಶೀಯ ಮಟ್ಟಕ್ಕಷ್ಟೇ ಸೀಮಿತವಾಗದೆ, ಜಾಗತಿಕ ತಂತ್ರಜ್ಞಾನ ಪೂರೈಕೆದಾರರು ಭಾರತೀಯ ಮಾರುಕಟ್ಟೆಗೆ ಪ್ರವೇಶಿಸಲು ಜಲಮಂಡಳಿಯನ್ನು ಅತ್ಯುತ್ತಮ ಪ್ರಾಯೋಗಿಕ ತಾಣವನ್ನಾಗಿ (Preferred Testbed) ರೂಪಿಸುವ ಮೂಲಕ ಅಂತರರಾಷ್ಟ್ರೀಯ ಪಾಲುದಾರಿಕೆಗೆ ‘ಬಿ-ಗ್ವಿನ್’ ವೇಗ ನೀಡಲಿದೆ. ಈ ಸ್ಪರ್ಧಾತ್ಮಕ ನಾವೀನ್ಯತೆಯ ವಾತಾವರಣವು ಜಲಮಂಡಳಿಯ ಖರೀದಿ ವೆಚ್ಚವನ್ನು ಗಣನೀಯವಾಗಿ ಕಡಿಮೆ ಮಾಡಲಿದೆ. ಅಂತರರಾಷ್ಟ್ರೀಯ ವಿಶ್ವವಿದ್ಯಾಲಯಗಳು, ನವೋದ್ಯಮಗಳು ಮತ್ತು ಸರ್ಕಾರೇತರ ಸಂಸ್ಥೆಗಳೊಂದಿಗೆ ಜಂಟಿ ಸಹಯೋಗ ಹೊಂದುವ ಮೂಲಕ ಜಲಮಂಡಳಿಯ ಆಧುನೀಕರಣಕ್ಕೆ ಪೂರಕವಾದ ನಿಯಂತ್ರಕ ಚೌಕಟ್ಟುಗಳು ಮತ್ತು ಹೊಸ ನೀತಿಗಳನ್ನು ರೂಪಿಸಲು ಇದು ನೆರವಾಗಲಿದೆ.
ಇದರೊಂದಿಗೆ, ಜಲ ವಲಯದಲ್ಲಿ ಕಾರ್ಯನಿರ್ವಹಿಸುವ ಸಿಬ್ಬಂದಿಯ ಕೌಶಲ್ಯ ವೃದ್ಧಿ ಮತ್ತು ಜ್ಞಾನದ ಮುಂಚೂಣಿಗೆ ಈ ಜಾಲವು ಅತ್ಯಂತ ಹೆಚ್ಚಿನ ಆದ್ಯತೆ ನೀಡಿದೆ. ನಿರಂತರ ಕಲಿಕಾ ಸಂಸ್ಕೃತಿಯನ್ನು ಬೆಳೆಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ಜಲಮಂಡಳಿಯ ಸಿಬ್ಬಂದಿಗೆ ವಿಶೇಷ ತರಬೇತಿ ಕಾರ್ಯಕ್ರಮಗಳು, ತಾಂತ್ರಿಕ ಕಾರ್ಯಾಗಾರಗಳು, ಸಮ್ಮೇಳನಗಳು ಮತ್ತು ಕೋರ್ಸ್ಗಳನ್ನು ಆಯೋಜಿಸಲಾಗುತ್ತದೆ.
ಇವು ಹವಾಮಾನ ವೈಪರೀತ್ಯಕ್ಕೆ ತಕ್ಕಂತೆ ಹೊಂದಿಕೊಳ್ಳುವಿಕೆ, ಸರ್ಕುಲರ್ ಎಕಾನಮಿ (Circular Economy) ಮತ್ತು ಡಿಜಿಟಲ್ ಟ್ರಾನ್ಸ್ಫಾರ್ಮೇಷನ್ ತಾಂತ್ರಿಕ ಹಾಗೂ ಆಡಳಿತಾತ್ಮಕ ಅಂಶಗಳನ್ನು ಒಳಗೊಂಡಿರುತ್ತವೆ. ಇದಕ್ಕಾಗಿ ಸಿದ್ಧವಾಗಲಿರುವ ಸುಸಜ್ಜಿತ ಡಿಜಿಟಲ್ ಪ್ಲಾಟ್ಫಾರ್ಮ್ ತಂತ್ರಜ್ಞಾನದ ಬೇಡಿಕೆದಾರರು ಮತ್ತು ಪೂರೈಕೆದಾರರನ್ನು ಜೋಡಿಸುವ ಜೊತೆಗೆ, ಪ್ರಾಯೋಗಿಕ ಯೋಜನೆಗಳ ನೈಜ-ಸಮಯದ (Real-time) ಮೇಲ್ವಿಚಾರಣೆಯನ್ನು ಸುಲಭಗೊಳಿಸಲಿದೆ. ಇದು ಅಂತರರಾಷ್ಟ್ರೀಯ ಜಲ ಸಮ್ಮೇಳನಗಳು ಮತ್ತು ಪ್ರಶಸ್ತಿಗಳ ವೇದಿಕೆಯಲ್ಲಿ ಬೆಂಗಳೂರಿಗೆ ಜಾಗತಿಕ ಮನ್ನಣೆಯನ್ನು ತಂದುಕೊಡಲಿದೆ.
ಯೋಜನೆಯ ದೀರ್ಘಕಾಲದ ಯಶಸ್ಸಿಗಾಗಿ ‘ಬಿ-ಗ್ವಿನ್’ ಸ್ವಾವಲಂಬಿ ಮತ್ತು ವೈವಿಧ್ಯಮಯ ಆರ್ಥಿಕ ಮಾದರಿಯನ್ನು ಅಳವಡಿಸಿಕೊಂಡಿದೆ. ಅಂತರರಾಷ್ಟ್ರೀಯ ಧನಸಹಾಯ ಸಂಸ್ಥೆಗಳು, ದಾನಿ ಸಂಘಟನೆಗಳು ಹಾಗೂ ಸರ್ಕಾರದ ಅನುದಾನಗಳ ಕ್ರೋಢೀಕರಣದ ಜೊತೆಗೆ, ಖಾಸಗಿ ವಲಯದ ಪಾಲುದಾರಿಕೆಯಲ್ಲಿ ರಾಯಧನ ಮತ್ತು ಲಾಭ-ಹಂಚಿಕೆ ಮಾದರಿಯನ್ನು ಜಾರಿಗೊಳಿಸಲಾಗುತ್ತಿದೆ. ಅಂತರರಾಷ್ಟ್ರೀಯ ಜಲ ಅಸೋಸಿಯೇಷನ್ (IWA) ಮಾದರಿಯನ್ನು ಅನುಸರಿಸಿ ಶೈಕ್ಷಣಿಕ ಸಂಸ್ಥೆಗಳು, ಹೂಡಿಕೆದಾರರು ಮತ್ತು ಸ್ಟಾರ್ಟ್-ಅಪ್ಗಳಿಗೆ ವಾರ್ಷಿಕ ಚಂದಾದಾರಿಕೆ (Subscription fees), ಪಾವತಿ ಆಧಾರಿತ ತರಬೇತಿ ಮಾಡ್ಯೂಲ್ಗಳು ಮತ್ತು ಜಾಗತಿಕ ಮಟ್ಟದ ಶುಲ್ಕ-ಆಧಾರಿತ ಕಾರ್ಯಾಗಾರಗಳನ್ನು ನಡೆಸುವ ಮೂಲಕ ಸುಸ್ಥಿರ ಆದಾಯ ಗಳಿಕೆಯನ್ನು ಈ ಜಾಲವು ಹೊಂದಿರಲಿದೆ. ಒಟ್ಟಾರೆಯಾಗಿ, ಈ ಐತಿಹಾಸಿಕ ಯೋಜನೆಯು ಜಲಮಂಡಳಿಯನ್ನು ದತ್ತಾಂಶ ಆಧಾರಿತ ಮತ್ತು ಸಂಪೂರ್ಣ ಸುಸ್ಥಿರವಾದ ‘ಭವಿಷ್ಯದ ಜಲಸಂಸ್ಥೆ’ಯನ್ನಾಗಿ (Utility of the Future) ಪರಿವರ್ತಿಸಲಿದೆ.
ಸುರಕ್ಷಿತ ಜಲ ಭವಿಷ್ಯವೇ ಬೆಂಗಳೂರಿನಂತಹ ಬಲಿಷ್ಠ ಮಹಾನಗರದ ತಳಪಾಯವಾಗಿದೆ. ‘ಬಿ-ಗ್ವಿನ್’ (BGWIN) ಜಾಲದ ಸ್ಥಾಪನೆಯ ಮೂಲಕ ಜಲ ನಿರ್ವಹಣೆಯಲ್ಲಿ ಬೆಂಗಳೂರನ್ನು ಜಾಗತಿಕ ನಾವೀನ್ಯತಾ ಕೇಂದ್ರವನ್ನಾಗಿ ರೂಪಿಸುತ್ತಿದ್ದು, ಇದು ನಮ್ಮ ‘ಬ್ರ್ಯಾಂಡ್ ಬೆಂಗಳೂರು’ ಕನಸನ್ನು ಸಾಕಾರಗೊಳಿಸುವ ಐತಿಹಾಸಿಕ ಹೆಜ್ಜೆಯಾಗಿದೆ. ಅತ್ಯಾಧುನಿಕ ತಂತ್ರಜ್ಞಾನಗಳ ಅಳವಡಿಕೆ ಹಾಗೂ ಜಾಗತಿಕ ಪಾಲುದಾರಿಕೆಯ ಮೂಲಕ ಮುಂಬರುವ ಪೀಳಿಗೆಗೆ ಸುಸ್ಥಿರ ಮತ್ತು ಭವಿಷ್ಯದ ಸವಾಲುಗಳನ್ನು ಎದುರಿಸಲು ಸಜ್ಜಾದ ಭವ್ಯ ಬೆಂಗಳೂರನ್ನು ನಾವು ನಿರ್ಮಿಸಲಿದ್ದೇವೆ.

Bengaluru Set to Emerge as a Global Water Innovation Hub Under Chief Minister D.K. Shivakumar’s Vision
In a landmark initiative aligned with the ‘Brand Bengaluru’ vision of Hon’ble Chief Minister Shri D.K. Shivakumar, the Bangalore Water Supply and Sewerage Board (BWSSB) is exploring the establishment of the Bengaluru Global Water Innovation Network (BGWIN), an ambitious international platform aimed at transforming Bengaluru into a globally recognised hub for water innovation, urban water security, and sustainable infrastructure development.
Conceived as a first-of-its-kind global collaboration platform, BGWIN will bring together leading water utilities, government agencies, universities, research institutions, industry leaders, startups, incubators, investors, and civil society organizations to collectively address emerging challenges in the water and wastewater sector.
The initiative is designed to strengthen Bengaluru’s position as a global leader in urban water management by fostering innovation, accelerating technology adoption, promoting international collaboration, and building a future-ready ecosystem capable of addressing the growing challenges posed by rapid urbanization, climate change, and resource scarcity.
BWSSB officials said the long-term vision of BGWIN is to transform Bengaluru into a globally acknowledged center for water innovation and a benchmark city for urban water security. The initiative will support research, policy development, technology validation, and capacity building while aligning closely with the United Nations Sustainable Development Goals (SDGs), particularly SDG-6 (Clean Water and Sanitation), SDG-7 (Affordable and Clean Energy), and SDG-11 (Sustainable Cities and Communities).
A key pillar of the initiative will be the establishment of a state-of-the-art *Centre of Excellence*, housing a dedicated *Technology Innovation Hub* focused on advanced research in artificial intelligence-driven predictive analytics, smart metering systems, decentralized water treatment technologies, water reuse solutions, and next-generation utility management practices.
The Centre will serve as a collaborative platform where academia, global water utilities, government agencies, researchers, and industry experts can jointly develop and validate innovative solutions for drinking water treatment, wastewater management, resource recovery, and climate-resilient urban infrastructure.
One of the defining features of BGWIN will be its emphasis on pilot-scale deployment of emerging technologies before city-wide implementation. By testing innovations in real-world operating conditions, BWSSB aims to reduce investment risks, improve technology adoption outcomes, and accelerate the transition towards smarter and more efficient utility operations.
The initiative is also expected to open new opportunities for revenue generation through intellectual property development, technology licensing, and commercialization of innovations emerging from collaborative research programmes.
Beyond domestic innovation, BGWIN seeks to position Bengaluru as a preferred testbed for global technology providers looking to enter the Indian market. The platform will facilitate international partnerships, foster competitive innovation, and enable BWSSB to access cutting-edge technologies at lower procurement costs while accelerating its modernization agenda.
Officials said the network will also contribute to the development of progressive regulatory frameworks and policy interventions through collaborations with international universities, innovation ecosystems, development agencies, and non-governmental organizations.
Recognizing that technology transformation must be accompanied by human capital development, BGWIN will place significant emphasis on workforce capacity building. A dedicated digital platform will support real-time collaboration between technology providers and utility operators while enabling continuous monitoring of pilot projects and innovation outcomes.
BWSSB believes the initiative will significantly elevate Bengaluru’s profile in global water forums, international conferences, and industry awards while positioning the city at the forefront of next-generation urban water governance.
To ensure long-term sustainability, BGWIN is being conceptualized around a diversified financial model that combines international grants, philanthropic funding, government support, private-sector partnerships, subscription-based memberships, paid training programmes, and innovation-driven revenue streams. Inspired by successful global models such as the International Water Association (IWA), the network aims to build a self-sustaining ecosystem capable of driving continuous innovation and knowledge exchange.
Collectively, the initiative is expected to accelerate BWSSB’s transformation into a data-driven, technology-enabled and globally benchmarked “Utility of the Future.”
