*ರೈತರಿಗೆ 2,500 ರೂ. ಕೊಟ್ಟರೆ ಅದು ಉಪ್ಪು-ಖಾರ ತರಲೂ ಸಾಲುವುದಿಲ್ಲ: ಸರ್ಕಾರದ ವಿರುದ್ಧ ಆರ್.ಅಶೋಕ್ ವಾಗ್ದಾಳಿ*
ಪ್ರಗತಿವಾಹಿನಿ ಸುದ್ದಿ: ಬರದಿಂದ ಕಂಗೆಟ್ಟಿರುವ ರೈತರಿಗೆ ಮೂರು ದಿನಗಳ ವಿಶೇಷ ಅಧಿವೇಶನ ಕರೆದ ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರ ಕೊನೆಗೆ ರೈತರ ಕೈಗೆ ಕೇವಲ ₹2,500 ನೀಡಿದೆ. ಈ ಮೂಲಕ ರೈತರ ಕೈಗೆ ಸರ್ಕಾರ ಚೊಂಬು ನೀಡಿದೆ ಎಂದು ವಿಪಕ್ಷ ನಾಯಕ ಆರ್.ಅಶೋಕ ಆಕ್ರೋಶ ವ್ಯಕ್ತಪಡಿಸಿದ್ದಾರೆ.
ಸುದ್ದಿಗಾರರೊಂದಿಗೆ ಮಾತನಾಡಿದ ಆರ್.ಅಶೋಕ್ ಅವರು, ರಾಜ್ಯ ಸರ್ಕಾಅರ ರೈತರಿಗೆ ಕೊಡುವ 2500 ರೂಪಾಯಿ ಯಾತಕ್ಕೂ ಸಾಲುವುದಿಲ್ಲ. ಅವರಿಗೆ ಉಪ್ಪು, ಖಾರ ತಂದು ಅಡುಗೆ ಮಾಡಲು ಸಾಕಾಗಲ್ಲ, ಮನೆ ಅಂಗಳದಲ್ಲಿ ಸಗಣಿ ಸಾರಿಸಲೂ ಸಾಲಲ್ಲ ಎಂದು ವಾಗ್ದಾಳಿ ನಡೆಸಿದ್ದಾರೆ.
ನಾವು ಬೇಡಿಕೆ ಇಟ್ಟಂತೆ ಪ್ರತಿ ಎಕರೆಗೆ ಪರಿಹಾರ ನೀಡಿಲ್ಲ. ಒಂದು ಕುಟುಂಬಕ್ಕೆ ಪರಿಹಾರ ನೀಡಲಾಗಿದೆ. ರೈತರ ಕಣ್ಣೀರನ್ನು ಒರೆಸಲು ವಿಶೇಷ ಅಧಿವೇಶನ ಕರೆದ ಸರ್ಕಾರ, ಕೊನೆಗೆ ರೈತರ ಕೈಗೆ ಚೊಂಬು ಕೊಟ್ಟು ಕಳುಹಿಸಿದೆ. ವಿಶೇಷ ಅಧಿವೇಶನ ಎಂದಾಗ ರೈತರಿಗೆ ಈ ಸರ್ಕಾರ ಇತಿಹಾಸದಲ್ಲಿ ದಾಖಲಾಗುವಂತಹ ವಿಶೇಷ ಪರಿಹಾರ ನೀಡಲಿದೆ ಎಂದು ನಿರೀಕ್ಷಿಸಿದ್ದೆವು. ಆದರೆ ಮೂರು ದಿನಗಳ ಚರ್ಚೆಯ ನಂತರ ಸಿಕ್ಕಿದ್ದು ₹2,500 ಮಾತ್ರ, ಇದು ರೈತರನ್ನು ಅಣಕಿಸುವ ಕೆಲಸ. ರೈತರ ಗಾಯದ ಮೇಲೆ ಉಪ್ಪು ಸವರಿದಂತಾಗಿದೆ. ಕಣ್ಣು ಕಿವಿ ಇಲ್ಲದ ಈ ಸರ್ಕಾರಕ್ಕೆ ರಿಯಲ್ ಎಸ್ಟೇಟ್ ಮಾತ್ರ ಕಾಣುತ್ತದೆ. ರಾಹುಲ್ ಗಾಂಧಿಗೆ ಕಳುಹಿಸಲು ಇವರ ಬಳಿ ಹಣವಿದೆ. ಸಚಿವ ಸ್ಥಾನ ನೀಡಲು ಕೋಟಿಗಟ್ಟಲೆ ಲಂಚ ಪಡೆಯಲಾಗಿದೆ. ಆದರೆ ರೈತರ ವಿಚಾರ ಬಂದ ಹಣ ಕೊರತೆಯಾಗಿದೆ ಎಂದು ಆಕ್ರೋಶ ವ್ಯಕ್ತಪಡಿಸಿದರು.
ಒಂದು ಎಕರೆ ಜಮೀನಿನಲ್ಲಿ ಬೆಳೆ ಬೆಳೆಯಲು ಬೀಜ, ಉಳುಮೆ, ಕೂಲಿ, ಕಳೆ ತೆಗೆಯುವುದು, ನೀರಾವರಿ ಸೇರಿದಂತೆ ಕನಿಷ್ಠ ₹20,000 ರಿಂದ ₹30,000ವರೆಗೆ ಖರ್ಚಾಗುತ್ತದೆ. ಇಂತಹ ಸಂದರ್ಭದಲ್ಲಿ ₹2,500 ನೀಡಿ ರೈತರ ಸಂಕಷ್ಟ ಪರಿಹರಿಸಿದ್ದೇವೆ ಎಂದು ಹೇಳುವುದು ಯಾವ ನ್ಯಾಯ? ಬಿತ್ತನೆ ಬೀಜಕ್ಕೆ ಸಾವಿರಾರು ರೂಪಾಯಿ ಖರ್ಚಾಗುತ್ತದೆ. ಉಳುಮೆ, ಕೂಲಿ, ನೀರು ಎಲ್ಲ ಸೇರಿಸಿದರೆ ಹತ್ತಾರು ಸಾವಿರ ರೂಪಾಯಿ ಖರ್ಚಾಗುತ್ತದೆ. ಗೃಹಲಕ್ಷ್ಮಿಗೆ 2,000 ರೂ. ಕೊಡುವಾಗ ರೈತರಿಗೆ ₹2,500 ನೀಡಲಾಗುತ್ತಿದೆ. ಕೂಲಿ ಕೆಲಸಕ್ಕೆ ಹೋದರೆ ಇದಕ್ಕಿಂತ ಹೆಚ್ಚು ದೊರೆಯುತ್ತದೆ. ಇದು ರೈತರಿಗೆ ಪರಿಹಾರವೇ? ರೈತರನ್ನು ಅವಮಾನಿಸುವುದೇ? ಎಂದು ಪ್ರಶ್ನಿಸಿದರು.
25,000 ರೂ. ಆದರೂ ನೀಡಿ
ರಾಜ್ಯದಲ್ಲಿ ಬರಪೀಡಿತ ತಾಲೂಕುಗಳ ಸಂಖ್ಯೆ 177ಕ್ಕೆ ಏರಿದ್ದು, ಇನ್ನಷ್ಟು ತಾಲೂಕುಗಳು ಬರಪೀಡಿತ ಪಟ್ಟಿಗೆ ಸೇರುವ ಸಾಧ್ಯತೆಯಿದೆ ಎಂದು ಸರ್ಕಾರವೇ ಹೇಳಿರುವ ಸಂದರ್ಭದಲ್ಲಿ ರೈತರಿಗೆ ಸಮರ್ಪಕ ಪರಿಹಾರ ನೀಡಬೇಕಿತ್ತು. ನಾವು ಎಕರೆಗೆ 50,000 ರೂ. ಪರಿಹಾರ ನೀಡಬೇಕೆಂದು ಆಗ್ರಹಿಸಿದ್ದೆವು. ಅದಾಗದಿದ್ದರೂ ಕನಿಷ್ಠ 25,000 ರೂ. ನೀಡಬೇಕಿತ್ತು. ರೈತರು ಹೊಲದ ಕಡೆ ಹೋಗಲಾಗದ ಸ್ಥಿತಿ ಬಂದಿದೆ. ಜಾನುವಾರುಗಳಿಗೆ ಮೇವು ಸಿಗದೆ ಕಾಡಿನತ್ತ ಹೋಗುವ ಪರಿಸ್ಥಿತಿ ನಿರ್ಮಾಣವಾಗಿದೆ. ರೈತರ ಮಕ್ಕಳು ಉದ್ಯೋಗಕ್ಕಾಗಿ ಊರು ಬಿಟ್ಟು ಹೋಗುತ್ತಿದ್ದಾರೆ. ಇಷ್ಟೆಲ್ಲಾ ನಡೆಯುತ್ತಿದ್ದರೂ ಸರ್ಕಾರಕ್ಕೆ ರೈತರ ನೋವು ಕಾಣುತ್ತಿಲ್ಲ. ಕಣ್ಣಿದ್ದರೂ ರೈತರ ಸಂಕಷ್ಟ ಕಾಣದ, ಕಿವಿಯಿದ್ದರೂ ರೈತರ ಕೂಗು ಕೇಳದ ಸರ್ಕಾರ ಇದು ಎಂದು ವಾಗ್ದಾಳಿ ನಡೆಸಿದರು.
ರೈತರಿಗಾಗಿ ಸರ್ಕಾರದ ಮುಂದೆ ₹50,000 ಪ್ರತಿ ಎಕರೆಗೆ ಪರಿಹಾರ ನೀಡುವ ಬೇಡಿಕೆಯನ್ನು ಈಗಾಗಲೇ ಇಡಲಾಗಿದೆ. ರೈತರು ಭಿಕ್ಷೆ ಬೇಡುವವರಲ್ಲ. ಅವರು ಈ ದೇಶದ ಅನ್ನದಾತರು ಹಾಗೂ ದುಡಿದು ತಿನ್ನುವವರು. ಅಂತಹ ರೈತರ ಕೈಗೆ ₹2,500 ಇಟ್ಟು ದೊಡ್ಡ ಸಾಧನೆ ಮಾಡಿದಂತೆ ಬೀಗುವುದು ರೈತರ ಆತ್ಮಗೌರವಕ್ಕೆ ಮಾಡಿದ ಅವಮಾನ. ಮುಖ್ಯಮಂತ್ರಿ ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್ ಅವರಿಗೆ ರೈತರ ಪರವಾಗಿ ಕೈಮುಗಿದು ಮನವಿ ಮಾಡಿದ್ದೇನೆ. ನಿಮಗೆ ರೈತನ ಮಗ ಎಂದು ಹೇಳಿಕೊಳ್ಳುವ ಅವಕಾಶ ಬೇಕಿಲ್ಲ. ರೈತನ ಸಂಕಷ್ಟದಲ್ಲಿ ನಿಂತು ತೋರಿಸುವ ಅವಕಾಶ ಬಂದಿದೆ. ರೈತರಿಗಾಗಿ ಹಣ ಕೊಡಿ. ರೈತರಿಗೆ ಮೋಸ ಮಾಡಬೇಡಿ. ಈ ರೀತಿ ಮಾಡಿದರೆ ಮುಂದೆ ಸರ್ಕಾರ ಉಳಿಯುವುದಿಲ್ಲ. ವಿಶೇಷ ಅಧಿವೇಶನದಲ್ಲಿ ಬಿಜೆಪಿ ಶಾಸಕರು ರೈತರ ಸಮಸ್ಯೆಗಳನ್ನು ಸಮರ್ಥವಾಗಿ ಪ್ರಸ್ತಾಪಿಸಿದ್ದಾರೆ. ಫಸ್ಟ್ ಪ್ರೈಸ್ ಇಲ್ಲ, ಸೆಕೆಂಡ್ ಪ್ರೈಸ್ ಇಲ್ಲ, ಥರ್ಡ್ ಪ್ರೈಸ್ ಇಲ್ಲ, ಕನ್ಸೊಲೇಶನ್ ಪ್ರೈಸ್ ಕೂಡ ಇಲ್ಲ. ಮೂರು ದಿನ ಅಧಿವೇಶನ ನಡೆಸಿ ರೈತರಿಗೆ ಕೊಟ್ಟಿದ್ದು ₹2,500. ಇದು ವಿಶೇಷ ಅಧಿವೇಶನವಲ್ಲ; ರೈತರ ನಿರೀಕ್ಷೆಗೆ ಮಾಡಿದ ವಿಶೇಷ ಅವಮಾನ ಎಂದರು.
ಜನತಾ ನ್ಯಾಯಾಲಯದ ಮುಂದೆ ಹೋಗುತ್ತೇವೆ
ಕಸ್ತೂರಿ ರಂಗನ್ ವರದಿ ಜಾರಿ ವಿಚಾರದಲ್ಲಿ ರಾಜ್ಯದ ಪರವಾಗಿ ನಾವು ಸರ್ಕಾರದ ಜೊತೆ ನಿಲ್ಲುತ್ತೇವೆ. ಆದರೆ ಬರ ಪರಿಹಾರದ ವಿಚಾರದಲ್ಲಿ ಸರ್ಕಾರ ತನ್ನ ಜವಾಬ್ದಾರಿಯಿಂದ ತಪ್ಪಿಸಿಕೊಳ್ಳಬಾರದು. ಹಿಂದೆ ಬಿಜೆಪಿ ಸರ್ಕಾರ ನೀಡಿದಷ್ಟು ಪರಿಹಾರವನ್ನಾದರೂ ನೀಡಬೇಕು. ರೈತರ ಕಣ್ಣೀರು ಒರೆಸಲು ಹಣವಿಲ್ಲ ಎನ್ನುವ ಸರ್ಕಾರಕ್ಕೆ ಬೇರೆ ವಿಚಾರಗಳಿಗೆ ಹಣ ಎಲ್ಲಿಂದ ಬರುತ್ತದೆ? ರೈತನಿಗೆ ಕೊಡಲು ಹಣವಿಲ್ಲ, ಆದರೆ ರಾಜಕೀಯಕ್ಕೆ ಹಣದ ಕೊರತೆಯಿಲ್ಲ. ರೈತರ ಸಮಸ್ಯೆಯನ್ನು ಜನತಾ ನ್ಯಾಯಾಲಯಕ್ಕೆ ತೆಗೆದುಕೊಂಡು ಹೋಗಿ ನ್ಯಾಯ ಪಡೆಯುತ್ತೇವೆ. ರೈತರಿಗೆ ನ್ಯಾಯ ಸಿಗುವವರೆಗೂ ಬಿಜೆಪಿ ಸುಮ್ಮನೆ ಕುಳಿತುಕೊಳ್ಳುವುದಿಲ್ಲ. ಈ ಸರ್ಕಾರ ರೈತರ ಪರವೇ, ರೈತ ವಿರೋಧಿಯೇ ಎಂಬುದನ್ನು ಜನರ ಮುಂದೆ ಇಡುತ್ತೇವೆ. ರೈತರು ಎಲ್ಲವನ್ನೂ ನೋಡುತ್ತಿದ್ದಾರೆ, ಎಲ್ಲವನ್ನೂ ನೆನಪಿಟ್ಟುಕೊಳ್ಳುತ್ತಿದ್ದಾರೆ. ಇಂದು ರೈತರ ಮುಂದೆ ನಿಂತು ಸರ್ಕಾರ ಏನು ಹೇಳುತ್ತದೆ? ಮೂರು ದಿನ ಅಧಿವೇಶನ ನಡೆಸಿದೆವು, ₹2,500 ಕೊಟ್ಟಿದ್ದೇವೆ ಎಂದು ಹೇಳುತ್ತದೆಯೇ? ರೈತರ ಕಣ್ಣೀರಿನ ಬೆಲೆ ₹2,500 ಅಲ್ಲ. ರೈತರ ಬದುಕಿಗೆ ನ್ಯಾಯ ಸಿಗಬೇಕು. ಈ ಹೋರಾಟ ಇಲ್ಲಿಗೆ ಮುಗಿಯುವುದಿಲ್ಲ ಎಂದು ಎಚ್ಚರಿಕೆ ನೀಡಿದರು.

At a time when farmers across the state are reeling from severe drought, have lost their crops, and are trapped in a spiral of debt, the Congress government convened a three-day special session and finally handed farmers only ₹2,500. In doing so, the government has given farmers a mere token, Opposition Leader R. Ashoka said in anger.
Speaking to reporters after the Assembly session, he said the government had not given compensation per acre as demanded. Relief has been given per family. The government that called a special session to wipe farmers’ tears has, in the end, sent them away with a pittance. When a special session was announced, we expected historic, exceptional relief for farmers. After three days of debate, all that came was ₹2,500. This is mockery of farmers. It is like rubbing salt into their wounds. This government, which has neither eyes nor ears, can see only real estate. They have money to send to Rahul Gandhi. Crores have been taken as bribes to give ministerial posts. But when it comes to farmers, there is suddenly a shortage of funds, he said.
Cultivating one acre costs at least ₹20,000 to ₹30,000 — seeds, ploughing, labour, weeding, irrigation. In such a situation, what justice is there in saying ₹2,500 has solved farmers’ distress? Sowing seed itself costs thousands of rupees. Add ploughing, labour and water, and the expense runs into tens of thousands. Gruha Lakshmi beneficiaries get ₹2,000; farmers are being given ₹2,500. A person who goes for daily wage work earns more than this. Is this compensation for farmers, or an insult to them? he asked.
Give at least ₹25,000
The government itself has said the number of drought-hit taluks in the state has risen to 177, and more taluks may be added to the list. In that situation, farmers should have been given adequate compensation. We had demanded ₹50,000 per acre. Even if that was not possible, at least ₹25,000 should have been given. Farmers are in a state where they cannot even go to their fields. Fodder is unavailable for cattle, and animals are being driven towards the forest. Farmers’ children are leaving the village in search of work. Even as all this is happening, the government cannot see farmers’ pain. This is a government that has eyes but cannot see farmers’ suffering, and ears but cannot hear their cry, he charged.
A demand for ₹50,000 per acre has already been placed before the government. Farmers are not beggars. They are the food-givers of this country and people who live by their labour. To put ₹2,500 in such farmers’ hands and boast as if a great achievement has been made is an insult to their self-respect. I have folded my hands and appealed to Chief Minister D.K. Shivakumar on behalf of farmers. You do not need an opportunity to call yourself a farmer’s son. An opportunity has come to stand with farmers in their distress. Give money for farmers. Do not cheat them. If you do this, the government will not last. In the special session, BJP MLAs raised farmers’ issues effectively. There is no first prize, no second prize, no third prize — not even a consolation prize. After a three-day session, farmers have been given ₹2,500. This is not a special session; it is a special insult to farmers’ expectations, he said.
We will go to the people’s court
On implementation of the Kasturirangan report, we will stand with the government in the state’s interest. But on drought relief, the government must not evade its responsibility. At the very least it should give as much compensation as the previous BJP government did. A government that says it has no money to wipe farmers’ tears — where does the money come from for other things? There is no money for farmers, but no shortage of money for politics. We will take farmers’ issues to the people’s court and get justice. The BJP will not sit quiet until farmers get justice. We will place before the people whether this government is for farmers or against them. Farmers are watching everything and remembering everything. What will the government say standing before farmers today? That we held a three-day session and gave ₹2,500? The price of farmers’ tears is not ₹2,500. Farmers’ lives must get justice. This struggle will not end here, he warned.
