ಪ್ರಗತಿವಾಹಿನಿ ಸುದ್ದಿ: ಕೆಆರ್ಐಡಿಎಲ್ನಲ್ಲಿ 7% ಲಂಚ ಪಡೆಯುತ್ತಿರುವ ಇಬ್ಬರು ಸಚಿವರನ್ನು ಕೂಡಲೇ ವಜಾ ಮಾಡಿ, ಪ್ರಕರಣದ ತನಿಖೆಯನ್ನು ಸಿಬಿಐಗೆ ವಹಿಸಿ ಎಂದು ಪ್ರತಿಪಕ್ಷ ನಾಯಕ ಆರ್.ಅಶೋಕ ರಾಜ್ಯ ಸರ್ಕಾರವನ್ನು ಆಗ್ರಹಿಸಿದರು.
ಪತ್ರಿಕಾಗೋಷ್ಠಿಯಲ್ಲಿ ಮಾತನಾಡಿದ ಅವರು, ಯಾರಾದರೂ ಲಂಚ ಪಡೆದರೆ ನನಗೆ ಕರೆ ಮಾಡಿ ಎಂದು ಸಿಎಂ ಡಿ.ಕೆ.ಶಿವಕುಮಾರ್ ಹೇಳಿದ್ದರು. ಈಗ ಕಾಂಗ್ರೆಸ್ ಶಾಸಕ ಅಶೋಕ್ ಕುಮಾರ್ ರೈ ಅಧಿಕೃತವಾಗಿ ಪತ್ರ ಬರೆದು ಭ್ರಷ್ಟಾಚಾರದ ವಿರುದ್ಧ ಕ್ರಮ ಕೈಗೊಳ್ಳುವಂತೆ ಆಗ್ರಹಿಸಿದ್ದಾರೆ. ಕೆಆರ್ಐಡಿಎಲ್ ನಲ್ಲಿ ಹೆಚ್ಚುವರಿಯಾಗಿ 7% ಪಡೆಯಲಾಗುತ್ತಿದೆ, ಈ ಬಗ್ಗೆ ಪ್ರಶ್ನಿಸಿದ ಗುತ್ತಿಗೆದಾರರಿಗೆ ಬೆದರಿಕೆ ಹಾಕಲಾಗುತ್ತಿದೆ ಎಂದು ಪತ್ರದಲ್ಲಿ ಬರೆದಿದ್ದಾರೆ. ಇದು ಅವರ ಪಕ್ಷದ ಶಾಸಕರೇ ಮಾಡಿರುವ ಆರೋಪ ಪ್ರಮುಖ ಸಾಕ್ಷ್ಯ ಎಂದರು.
ಕಾಂಗ್ರೆಸ್ ಅಧಿಕಾರಕ್ಕೆ ಬಂದ ನಂತರ ಅಧಿಕಾರಿಗಳು ಕೂಡ ರೌಡಿಗಳಾಗಿದ್ದಾರೆ. ಅಂದರೆ ಈ ಸರ್ಕಾರ ಕಮಿಶನ್ ಆಡಳಿತ ಮಾಡುತ್ತಿದೆ ಎಂಬುದು ಸಾಬೀತಾಗಿದೆ ಎಂದರು.
100 ರೂ. ಬಿಡುಗಡೆ ಆದರೆ 30 ರೂ. ಗಳಷ್ಟು ಮಾತ್ರ ಕೆಲಸ ಆಗುತ್ತದೆ. ಉಳಿದ ಶೇಕಡಾ 70ರಷ್ಟು ಕಮಿಶನ್ಗೆ ಹೋಗುತ್ತದೆ. ನಾವು ಆರೋಪ ಮಾಡಿದಾಗ ದಾಖಲೆ ಕೊಡಲು ಕೇಳಿದ್ದರು. ಈಗ ಕಾಂಗ್ರೆಸ್ ಪಕ್ಷದ ಶಾಸಕರೇ ಕಮಿಶನ್ ಬಗ್ಗೆ ಹೇಳಿದ್ದಾರೆ. ಜಿಲ್ಲಾ ಉಸ್ತುವಾರಿ ಹಾಗೂ ಇಲಾಖಾ ಸಚಿವರು ಪ್ರತಿ ತಿಂಗಳು ಕಮಿಶನ್ ಪಡೆಯುತ್ತಿದ್ದಾರೆ ಎಂದಿದ್ದಾರೆ ಎಂದರು.
ಈಗಾಗಲೇ ಒಬ್ಬ ಸಚಿವ ಭ್ರಷ್ಟಾಚಾರದಿಂದಾಗಿ ರಾಜೀನಾಮೆ ನೀಡಿದ್ದಾರೆ. ಆದರೂ ಇಬ್ಬರು ಸಚಿವರಿಗೆ ಭಯವಿಲ್ಲ. ಈ 7% ರಾಹುಲ್ ಗಾಂಧಿಗೂ ತಲುಪುತ್ತದೆ ಎಂದರು.
ಕರ್ನಾಟಕ ಎಂದರೆ ಇತರೆ ರಾಜ್ಯಗಳಿಗೆ ಮಾದರಿ ಎಂದು ರಾಹುಲ್ ಗಾಂಧಿ ಹೇಳಿದ್ದಾರೆ. ಅಂದರೆ ಈ 7 ಪರ್ಸೆಂಟ್ ಕಮಿಶನ್ ಇಡೀ ದೇಶಕ್ಕೆ ಮಾದರಿಯಾಗಿದೆ. ಇನ್ನು ಇಲಾಖಾ ತನಿಖೆ ಎಂದು ಆದೇಶ ಮಾಡಿ ಕೈ ತೊಳೆದುಕೊಳ್ಳುತ್ತಾರೆ. ಈ ಕಮಿಶನ್ನಿಂದಾಗಿ ಒಟ್ಟು ಸುಮಾರು 800 ಕೋಟಿಗಳಷ್ಟು ಸಂಗ್ರಹವಾಗಿರಬಹುದು. ಕರ್ನಾಟಕ ಎಟಿಎಂ ಎಂದು ನಾನು ಹಿಂದೆಯೇ ಹೇಳಿದ್ದೆ ಎಂದು ಹೇಳಿದರು.
ಬಿ.ಆರ್.ಪಾಟೀಲ್ ವಸತಿ ಇಲಾಖೆಯ ಕಮಿಶನ್ ಬಗ್ಗೆ ಮಾತಾಡಿದ್ದರು. ಬಸವರಾಜ ರಾಯರೆಡ್ಡಿ ಕೆಕೆಆರ್ ಡಿಬಿ ಭ್ರಷ್ಟಾಚಾರದ ಬಗ್ಗೆ ಪತ್ರ ಬರೆದಿದ್ದರು. ಆರ್.ಬಿ.ತಿಮ್ಮಾಪುರ ಮಾಡಿದ್ದ ಅಕ್ರಮದ ಕುರಿತು ನಾನೇ ಆಡಿಯೋ ಮತ್ತು ದಾಖಲೆಗಳನ್ನು ನೀಡಿದ್ದೆ. ಸರ್ಕಾರಕ್ಕೆ ಮಾನವಿದ್ದರೆ ಆ ಇಬ್ಬರೂ ಸಚಿವರನ್ನು ವಜಾ ಮಾಡಬೇಕಿತ್ತು. ಕಾಂಗ್ರೆಸ್ ಶಾಸಕ ರೈ ಆರೋಪ ಮಾಡಿರುವ ಈ ಪ್ರಕರಣವನ್ನು ಲೋಕಾಯುಕ್ತ ಅಥವಾ ಸಿಬಿಐ ತನಿಖೆಗೆ ವಹಿಸಬೇಕು ಎಂದು ಆಗ್ರಹಿಸಿದರು.
ಮಲ್ಲಿಕಾರ್ಜುನ ಖರ್ಗೆ ಮಾತ್ರವಲ್ಲ, ಯಾವುದೇ ದಲಿತರು ಎಲ್ಲಿಗೇ ಭೇಟಿ ನೀಡಿದರೂ ಅಲ್ಲಿ ಶುದ್ಧೀಕರಣ ಮಾಡುವುದು ತಪ್ಪು. ಇದು ಮಾನವೀಯತೆಯ ದೃಷ್ಟಿಯಿಂದ ಹಾಗೂ ಸಂವಿಧಾನದ ಪ್ರಕಾರ ದೊಡ್ಡ ಅಪರಾಧ. ಮೊದಲು ಕಾಂಗ್ರೆಸ್ನವರು ತಾವು ಯಾವ ಕಡೆ ಇದ್ದೀವಿ ಎಂದು ಹೇಳಲಿ. ಒಂದು ಕಡೆ ಪಾಕಿಸ್ತಾನಕ್ಕೆ ಜೈ ಎನ್ನುತ್ತಾರೆ. ಮತ್ತೊಂದು ಕಡೆ ಇಸ್ಲಾಂ ಮಾತ್ರ ಶ್ರೇಷ್ಠ ಎನ್ನುತ್ತಾರೆ. ನಾನು ನನ್ನ ಕುಟುಂಬದವರು ತುರ್ತು ಪರಿಸ್ಥಿತಿಯಲ್ಲಿ ಹೋರಾಟ ಮಾಡಿ ಜೈಲು ಸೇರಿದ್ದೆವು. ನಾವು ಮೊದಲಿಂದಲೂ ಆರ್ಎಸ್ಎಸ್ನಿಂದಲೇ ಬೆಳೆದೆವು ಎಂದು ಪ್ರಶ್ನೆಯೊಂದಕ್ಕೆ ಉತ್ತರಿಸಿದರು.
ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರದಲ್ಲಿ ಕಾರ್ಯಕರ್ತರಿಗೆ ಗಂಜಿ ಕೇಂದ್ರಗಳನ್ನು ತೆರೆಯಲಾಗಿದೆ. ಗ್ಯಾರೆಂಟಿ ಅನುಷ್ಠಾನ ಸಮಿತಿಗಳನ್ನು ಗ್ರಾಮ ಮಟ್ಟದಲ್ಲಿ ಮಾಡುವುದಾಗಿ ಹೇಳಿದ್ದಾರೆ. ಪಕ್ಷದ ಗಿರಾಕಿಗಳಿಗೆ ಇದು ಗಂಜಿಕೇಂದ್ರವಾಗಿದೆ. ಭಾರತ್ ಜೋಡೋ ಮೂಲಕ ಹೊಸ ಗಂಜಿ ಕೇಂದ್ರಗಳನ್ನು ತೆರೆಯಲಾಗಿದೆ ಎಂದು ಆರೋಪಿಸಿದರು.
ಕಾಂಗ್ರೆಸ್ ಕೂಡ ಪಾದ ಯಾತ್ರೆ ಮಾಡಿತ್ತು. ಅದರಿಂದ ಏನೂ ಲಾಭವಾಗಲಿಲ್ಲ. ಈಗ ನಾವು ಜನರಿಗಾಗಿ ಪಾದಯಾತ್ರೆ ಮಾಡಿದರೆ ಅದನ್ನು ಟೀಕೆ ಮಾಡುತ್ತಾರೆ. ಇದರಲ್ಲಿ ರಾಜಕೀಯ ಇಲ್ಲ. ಬರ ಪರಿಹಾರ ಮೊದಲಾದ ಸಮಸ್ಯೆಗಳಿಗಾಗಿ ಪಾದಯಾತ್ರೆ ಮಾಡಲಾಗುತ್ತಿದೆ ಎಂದರು.
ಉದ್ಯಾನ ಕಬಳಿಕೆ: ಶನಿವಾರ, ಭಾನುವಾರ ಪ್ರತಿಭಟನೆ
ರಿಯಲ್ ಎಸ್ಟೇಟ್ ಮಾಫಿಯಾದ ತಾಳಕ್ಕೆ ತಕ್ಕಂತೆ ಕುಣಿಯುವ ಸಿಎಂ ಡಿ.ಕೆ.ಶಿವಕುಮಾರ್ ಉದ್ಯಾನಗಳ ಕಬಳಿಕೆಗೆ ಬಿಲ್ ಮೂಲಕ ಅವಕಾಶ ನೀಡಿದ್ದಾರೆ. ಆಡಳಿತ ಪಕ್ಷ ಹಾಗೂ ವಿರೋಧ ಪಕ್ಷ ಉದ್ಯಾನಗಳನ್ನು ರಕ್ಷಿಸಬೇಕು. ಈಗ 5% ಎಂದು ಹೇಳಿ ಮುಂದೆ ಅದನ್ನು 50% ಗೆ ಹೆಚ್ಚಿಸಬಹುದು.ನಾಡಪ್ರಭು ಕೆಂಪೇಗೌಡರು ಕೆರೆಗಳನ್ನು ಕಟ್ಟಿ ಗಾರ್ಡನ್ ಸಿಟಿ ಮಾಡಿದ್ದರು. ಈಗ ಇವರು ಉದ್ಯಾನಗಳನ್ನು ನಾಶ ಮಾಡಿದರೆ ದೆಹಲಿಯಂತೆ ವಾಯು ಮಾಲಿನ್ಯ ನಗರವಾಗುತ್ತದೆ. 40 ವರ್ಷದ ಹಿಂದೆ ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರ ಪಾರ್ಕ್, ಕ್ರೀಡಾಂಗಣದಲ್ಲಿ ಅನ್ಯ ಉದ್ದೇಶಕ್ಕಾಗಿ ಬಳಸಬಹುದು ಎಂದು ಕಾನೂನು ತಂದಿತ್ತು. ನಂತರ ಹೋರಾಟ ನಡೆದು ಅದನ್ನು ವಾಪಸ್ ಪಡೆಯಲಾಯಿತು. ಈಗ ಮತ್ತೆ ಅದೇ ಕಾನೂನು ಬರುತ್ತಿದೆ. ಸಿಎಂ ಅವರು ಮಸೂದೆಯನ್ನು ವಾಪಸ್ ಪಡೆಯುವುದಿಲ್ಲ, ಚರ್ಚೆಗೆ ಅವಕಾಶ ನೀಡುತ್ತೇವೆ ಎಂದು ಸರ್ಕಾರ ಹೇಳಿದೆ. ಚರ್ಚೆ ಬೇಕಿಲ್ಲ, ಬಿಲ್ ಅನ್ನು ಹಿಂದಕ್ಕೆ ಪಡೆಯಬೇಕು ಎಂದು ಆಗ್ರಹಿಸಿದರು.
ಸುರಂಗ ರಸ್ತೆ ಯೋಜನೆಯಲ್ಲಿ ಪಾರ್ಕಿಂಗ್ನ ಅಗತ್ಯವಿಲ್ಲ. ಮಾಲ್ ನಿರ್ಮಿಸಲು ಲಾಲ್ ಬಾಗ್ ಜಾಗವನ್ನು ಬಳಸಲು ನಿರ್ಧರಿಸಿದ್ದಾರೆ. ಯೋಜನೆ ಗುತ್ತಿಗೆ ಪಡೆದಿರುವ ಗೌತಮ್ ಅದಾನಿ ಅವರನ್ನು ಮನೆಗೆ ಕರೆಸಿ ತಿಂಡಿ ತಿನ್ನಿಸಿ ಕಳುಹಿಸಿದ್ದಾರೆ. ದೆಹಲಿಯಲ್ಲಿ ರಾಹುಲ್ ಗಾಂಧಿ ಅದೇ ಅದಾನಿಯನ್ನು ಟೀಕೆ ಮಾಡುತ್ತಾರೆ. ನಾವು ಇದೇ ಶನಿವಾರ ಹಾಗೂ ಭಾನುವಾರ ಎಲ್ಲ ಉದ್ಯಾನಗಳಲ್ಲಿ ಪ್ರತಿಭಟನೆ ಮಾಡುತ್ತೇವೆ. ನಾಗರಿಕರಿಂದ ಸಹಿ ಪಡೆದು ಅದನ್ನು ರಾಜ್ಯಪಾಲರಿಗೆ ಸಲ್ಲಿಸುತ್ತೇವೆ. ಪಾರ್ಕ್ ಉಳಿಸಿ, ಬೆಂಗಳೂರು ರಕ್ಷಿಸಿ ಎಂಬ ಅಭಿಯಾನ ಮಾಡುತ್ತೇವೆ ಎಂದರು.
KRIDL bribe case; seek resignation of two ministers, hand over probe to CBI: Opposition Leader R. Ashoka

Campaign and protest to protect parks; no discussion needed, withdraw the bill
Opposition Leader R. Ashoka urged the state government to immediately dismiss the two ministers who are allegedly taking a 7% bribe in KRIDL and to hand over the investigation to the CBI.
Speaking at a press conference, he said Chief Minister D.K. Shivakumar had earlier said, “If anyone takes a bribe, call me.” Now Congress MLA Ashok Kumar Rai has officially written a letter urging action against corruption. In the letter, Rai has stated that an extra 7% is being collected in KRIDL and that contractors who questioned it are being threatened. Ashoka said this allegation by a legislator of the ruling party itself is important evidence.
He said that after Congress came to power, even officials have become “rowdies,” which proves that this government is running a commission raj.
“If ₹100 is released, only ₹30 worth of work is done. The remaining 70% goes as commission. When we made the allegation, they asked for documents. Now a Congress MLA himself has spoken about the commission. He has said that the district in-charge and department ministers are taking commission every month,” Ashoka said.
He added that one minister has already resigned over corruption, but the two ministers still have no fear. “This 7% even reaches Rahul Gandhi,” he alleged.
Rahul Gandhi has said Karnataka is a model for other states. That means this 7% commission has become a model for the entire country, Ashoka said. The government will merely order a departmental inquiry and wash its hands of the matter. Because of this commission, around ₹800 crore may have been collected. “I had earlier said Karnataka has become an ATM,” he added.
He recalled that B.R. Patil had spoken about commission in the Housing Department, Basavaraj Rayareddy had written a letter on KKRDB corruption, and he himself had given audio and documents regarding the irregularity involving R.B. Timmapur. If the government had any self-respect, those two ministers should have been dismissed. He demanded that the case based on Congress MLA Rai’s allegation be handed over to the Lokayukta or CBI.
Responding to a question, Ashoka said it is wrong to “purify” a place whenever Mallikarjun Kharge or any Dalit visits. From a humanitarian and constitutional point of view, this is a serious offence. “First let Congress say where they stand. On one side they say ‘Jai Pakistan,’ on the other they say only Islam is supreme. My family and I fought during the Emergency and went to jail. We have been associated with the RSS from the beginning,” he said.
He alleged that under the Congress government, gruel centres have been opened for party workers. They have said they will form guarantee implementation committees at the village level. “This has become a gruel centre for party clients. New gruel centres have been opened through Bharat Jodo,” he charged.
Congress too had undertaken a padayatra, which yielded nothing. Now if we undertake a padayatra for the people, they criticise it. There is no politics in this. The padayatra is being held for issues such as drought relief, he said.
Park grab: protest on Saturday and Sunday
Ashoka said CM D.K. Shivakumar, dancing to the tune of the real estate mafia, has given an opening for the grab of parks through a bill. Both the ruling and opposition parties must protect parks. They say 5% now; later it can be raised to 50%. Nadaprabhu Kempegowda built lakes and made this a garden city. If they destroy parks now, Bengaluru will become a polluted city like Delhi.
Forty years ago, a Congress government brought a law allowing parks and playgrounds to be used for other purposes. After a struggle, it was withdrawn. The same law is coming again. The government has said the CM will not withdraw the bill and will allow discussion. “We do not need discussion; the bill must be withdrawn,” Ashoka demanded.
He said there is no need for parking in the tunnel road project. They have decided to use Lalbagh land to build a mall. They called Gautam Adani, who has the project contract, home, served him snacks and sent him off. In Delhi, Rahul Gandhi criticises the same Adani.
“This Saturday and Sunday we will protest in all parks. We will collect signatures from citizens and submit them to the Governor. We will run a campaign: Save parks, save Bengaluru,” he said.
